The Regular Meeting of the Jackson Public School District Board of Trustees was called to order at 5:30 P.M., by Mrs . Monica Gilmore-Love, Board President . She offered greetings and highlighted announcements in the Board Briefs and the JPS Key Communicator, bi- monthly publications that are included with these minutes.

The Pledge of Allegiance to the Flag: Representing the elementary division and Bates Elementary School was Qayyimah Nunn , a third grade honor student who aspires to become a teacher. She loves to J;ead and play outside with her three brothers during her free time. Her parents 1 Mr. Sherman and Mrs.

Clarisa Nunn 1 were recognized along with the principal and staff members from Bates Elementary School .

The Prayer of Invocation: Reverend Marshall Magee is a Jackson native . He is a graduate of , the JPS Leadership Development Academy and the New Foundation Theological Seminary. He has been a music teacher at G. N. Smith Elementary School for the sixteen (16) years of his employment with the Jackson Public School District. He was awarded the Outstanding Educator Award by the Greater Jackson Chamber of Commerce in 2008 and the Outstanding Educator Award by Parents for Public Schools in 2 009 . He took the oath of office before President Judge June Hardwick with his future wife Harriett Johnson by his side. He filled the seat left by Dr. George Schimmel Ms. linda Rush in July 2013 and will represent Jackson 's Ward 7 on the Vice President Board.

Mr. Timothy D. Collins Oppenheim moved to in 2008, bringing a broad range of work in social justice. He worked for five years as a Secretary senior advocate for the Southern Poverty Law Center. He helped create the Art, Ms. Kisiah W. Nolan Poetry and Justice SLAM in Mississippi for Jackson area students. He has worked with several organizations, including the ACLU and NAACP, on educa­ Member tion programs for children. In a more direct capacity, he has served on IEP Dr. Otha Burton, Jr. (Individual Education Plans) committees for students with disabilities. Member Oppenheim serves as vice-chair of the high school committee of Alignment Jack­ son, which is working to increase graduation rates in Jackson schools. Coming Calendar Changes

District administrators have been working on revising the 201 3-2014 calendar, specifically regarding high school graduation ceremonies. The goal of the change is to hold all seven graduations on one day instead of two. The final schedule was unveiled after the meeting. JPS high school graduation ceremonies will be held at the Mississippi Coliseum on Wednesday, May 28, 2014, as follows:

• Wingfield, ~10 a.m . • Callaway, 10:30-11:30 a.m. • Jim Hill, 12-1 p.m . • Forest Hill, 1:30-2:30 p.m. • Provine, 3-4 p.m . • Lanier, 4:30-5:30 p.m . • Murrah, 6-7p.m.

Another calendar change is being considered for the 2014-2015 school year. The District is weighing community feedback regarding starting the year one week later than usual. The Mississippi Department of Education is mandating that we start school the second week of August.

JPS Participating in Data Dashboard Pilot

As part of his Superintendent's Report, Dr. Cedrick Gray invited Dr. Jason Sar­ gent, Executive Director of Accountability, to introduce the Data Dashboard pilot program.

MDE is piloting a Data Dashboard solution and selected JPS to participate in the pilot. The Forest Hill and Provine feeder pattern schools as well as district level administrators will have access to the dashboard, which will be used to improve the development of academic and behavior interventions for the District's at-risk population. MDE is providing training for users of the system.

The solution will identify students who are considered at risk in the areas of at­ tendance, behavior, and course performance. The data is updated on a monthly basis, which will allow district level administrators the ability to monitor student progress.

The pilot program will end this school year. However, all currently participating districts will be allowed to continue to use the dashboard for the 2014-2015 school year. Jackson Public Schools

Jim Hill High School JROTC Cadet l TC De'Ahnera Manyfield received the Legion of Valor Bronze Cross Award for Achievement. This is the highest award a JROTC cadet can ea rn . It Is given each year to the top JROTC cadets across the nation who excel in academics, leadership, and community service.

Cadet Manyfield, Jim Hill JROTC Cadet Battalion Commander, is ranked No. 1 out of BACK TO TOP 284 cadets In JROTC, as well as one of the top cadet leaders in Mississippi. A student in the International Baccalaureate (IB) program at Jim Hill, Cadet Manyfleld Is ranked No. 71n her senior class of 243 students. She has a GPA of 4.21 on the IB 5.0 scale. Cadet Manyfield Is also the captain or the school's softball team, a player on the soccer team, and a former player on the volleyball team.

She was recognized at the school during Jim Hill's Veterans' Day program on November 7, 2013, and again on December 16,2013, when the Hinds County Board of Supervisors honored her with a resolution for her accomplishments. I.M2m)

The students were saluted during the SATP Awards Banquet held recently at the JSU a-Center. Pecan Park Teacher Receives Scholarship to Integrate STEM in Elementary Classes

..---..------. Pecan Park Elementary teacher Peggy Carlisle is the recipient of a $2,500 scholarship from Raytheon. The funds cover training and materials to help her to integrate STEM lessons in her gifted classes. She will take part In workshops through the Museum of Science in Boston, Mass. The training will prepare her to teach engineering concepts to her students. She wilt also receive a hands-on module to use In the classroom with her students.

The scholarship is part of Raytheon's Engineering is Elementary® (EiE) program. The EIE® curriculum, for students in grades 1 through 5, aligns with state and national STEM standards. !Morel

Forest Hill Sweeps 9th Grade Basketball Championships

Forest Hill girls and boys swept the 9th Grade Basketball Championship games held Saturday, January 11 , 201 4. Forest Hill boys soundly defeated Provine 59·32. Rick Pugh is the coach of the Forest Hill boys' team. The Forest Hill girls won against Ridgeland by a score of 66-58. The Forest Hill girls coach Is Jessica Bowie.

Callaway Player and Coach Receive All-Metro Top Honors

Jackson Public Schools congratulates the Clarion-Ledger's 2013 All-Metro Football coach and athletes. Callaway head coach Daryl Jones and senior player Breeland Speaks received top All-Metro honors. Speaks was named the Player of the Year and Coach Jones was named the All-Metro Coach of the Year .

..------.. Speaks played defensive end for the Chargers. He had 118 tackles and 26.5 tackles for loss by the end of the season. The senior Is the No. 2 football recruit in the state based on the Clarion-Ledger's Targeted 22, a list of the top 22 seniors across the state. He has moved up on the list throughout the season, landing just behind his teammate, senior offensive tackle, Rod Taylor. Speaks, like Taylor, committed verbally to play football next fall for Ole Miss. Speaks was the only JPS football player to play In the Mississippi-Alabama All-Star footba ll game In 2013. .------.., Coach Jones has led the Chargers through an historic season that Included a run for the state playoffs. The team went undefeated for 14 games until their loss in the North semifinal game against Oxford High School. Jones and his staff have managed an outstanding group of athletes. JROTC Cadets Saluted at 2013 JPS Military Gala

The JPS Junior Reserve Officer Training Corps held its Second Annual Military Gala in December 2013. The combined Gala brings all seven high school JROTC units together, giving them a chance to socialize. It also gives cadets an occasion to dress in their forr'nal uniform or other formal wear. Jim Hill IB Students Raising Money for Clean Water Malawi Project

...... o::r:..,...... ,.._ Jim Hill High School kicked off a service project December 5, 2013, designed to benefit people a world away. Students at the school are raising money to provide clean water to a village in Malawi, Africa. Their goal is to raise $5,000 by March 31, 2014, which will pay for one well and training for the well's ~L:.....=~:a:~...:...:..-l maintenance.

Students in the International Baccalaureate (I B) program at Jim Hill are Involved in the Clean Water for Malawi project. They will be engaged in projects to raise money toward the goal amount. School wide activities, like a loose change collection, will also take place.

UMMC Program Brings Med Students Into JPS Science Classes Susan Bender's biology students at Jim Hill High School look forward to their visits by medical students from University of Mississippi Medical Center (UMMC). The high school students often wear scrubs, as a show of their engagement, on days when the medical students are scheduled for a visit. During a recent class, the medical students gave a lesson about mutations and cancer. They enhance the subject matter using a show-and-tell format.

"So far this year, we have had three visits from UMMC students to Jim Hill's SOAR (Student Oriented Academic Research) students," said Bender. 'The high school students look forward to and actively take part in presentations by the medical students. This program provides not only information to the high school students, but also motivation and encouragement for those seeking to pursue health related careers."

Ebonie Butler, Tammy Cox, and Sonya Evans presented at the conference, which draws thousands of science teachers a year. This year, the 75th annual conference was held In Atlanta, Ga.

Through their session called, 'WOW Biology XV." the teachers shared inexpensive and fun ways to enrich biology classes. It was attended by teachers from all over the country. Most attendees agreed that the literacy activities and review games were exactly what they needed to liven up their classrooms.

3. Legislative Agenda Updates: Dr. Gray highlighted items that are on the District's Legislative Agenda . Ms. Echols , the District' s 2014 Legislative' s representative, was not present. "We want to have a legislative update at every school board meeting as long as the Legislature is in session, " he said.

4. Acknowledgment of Coat Donations: Mr . Marcus Wallace, President of Mac and Associates, LLC, accepted a Certificate of Appreciation from Dr . Gray and the Board of Trustees of the JPSD for his generous coat donations to students at Brown and Clausell Elementary Schools. Mr . Wallace Remarks: "My company and partners have a strong desire to support the JPSD to enable students to be the best they can be. We want other businesses to come forward and assist our schools, " Mr . Wallace said. Dr. Gray added that, "Due to the extremely cold weather we have had, the coat donations were great gifts to many, families."

• Note: The Jackson Public Sehool District was represented in the MLK Day Parade. All of our students had a wonderful time. • Finally, kudos to those individuals who attended the MLK Banquet last night. The banquet was sponsored by Mr. Kenneth Stokes and was enjoyed by all.

Dr. Ray Hart 1 Director of Research 1 is here with me. This Council is the premiere Council of the nation's largest schools.

• Urban School Districts have distinct needs . We ask that the Superintenaent and a Board Representative from each urban school be a part of the Council . We have a 132 Member Board of Directors. We sea a future for the nation's urban children. The Council cares for all children and welcomes their participation in the American Dream. We have helped to narrow achievement gaps; improve and strengthen urban schools. We have a racially diverse staff. Our purpose is to serve you by fulfilling your requests and meeting your needs. Also, we publish a Monthly newsletter to apprise you of what other districts are doing.

• We offer free registration for superintendents and a board member at our annual conference.

• Question from Board Member Ms. Beneta Burt: How does the work of the Council benefit our kids? Mr. Casserly's Reply: We research what is better for kids. We look at what is raising academic achievement in other cities and share that information with other districts. We have a Strategic Support teams . We all gather information on non-instructional programs such as food service and transportation. Where we have done the work in reading and mathematics, academic achievement has improved. We have some of the best instructional individuals on our council . We have the best academic officers and we can make them available to help you do your strategic plan; that pays direct dividends for your students.

• Our Council consists of 66 members from across the country. One thing that is clear, urban schools that are members of the Council, improve faster at grade levels 4-8, than other schools nationwide. While we are not solely responsible for all of that, it has contributed to improving student academically. • Question from Dr. Otha Burton, Board Member: To what do you attribute the hesitation of some districts desiring to become a part of the Council? Mr. Casserly's Reply: Most major city school districts participate. As a membership organization, every time our executive committee meets, we turn down four (4) to six (6) school districts because they do not meet our criteria. (We meet 4 times a year; your district is eligible because you are an urban school district and/or the State' s largest school district. ) You are eligible! If your application ever came, we would say yes to your membership.

• Dr . Ray Bart, Di rector of Research : "We get requests as this: What are other schools doing with the STEMS Program? How does it work? Membership in CGCS really puts you in touch with what others are doing around the country , " Dr. Hart said.

• Question from Ms. Beneta Burt, Board Member: Do you look at schools comparable in size? Mr . Hart's Reply: We do. We find 'like' school districts. For students who are doing well , we want to replicate positive things. We do spend time looking at peer districts; and yours being comparable to Richmond, VA or Dayton, OH. Schools with similar populations are more like each other more than they are different.

• Question from Dr. Burton's : How long has JPS been a member of the Council? Dr. Casserly' s Reply: The JPSD has not participated in over three years. Are there any district s in Mississippi participating? Mr. Casserly' s Reply: There is no other district eligible. We look at cities with a population of 250,000 or a cli.strict' s enrollment of 35,000. You are the largest school system in this state. Providence Rhode Island, not the biggest but it has urban characteristics.

• The Council of Great City Schools, ( CGCS) is one of the least defensive organiza tions you will find. We are more offensive; moving the needle on Urban Education across the Country. Your words ring true to me . One benefit our organization brings i s that we all share common challenges and common needs·. We strive to pull together to address needs of one another.

• Question from Jed Oppenheim, Board Member: How do we avoid duplication of efforts? Dr. Casserly's Reply: Our approach is two-fold. we must develop a wrap-around program. Mr. Fred Davis reported that: On 9/27 / 2013, an application for a grant to install new windows at Lanier High School was submitted to the Mississ1ppi Arc hives and Hi story Registry. Dr. Gray further recommended to the Board tha.t inasmuch as the State Auditor's Office requires that the Board of Trustees approve the prior removal of any stolen and/or vandalized items from the district's inventory 1 that the Board adopt an order ratifying his determination that the assets listed on the attached pages should be removed from the district's inventory.

ORDER CONVENING EXECUTIVE SESSION TO DISCUSS THE SUPERINTENDENT'S EVALUATION REPORT

MOTION TO CONSIDER CONVENING AN EXECUTIVE SESSION: Mr. Timothy D. Collins moved, seconded by Mrs. Linda F . Rush, to close the meeting for a discussion and consideration of what matter(s) will be discussed in executive session. All seven (7) board members voted "aye" in favor of the motion . The meeting was then closed to determine if and for ~bat reasons the Board should convene an executive session.

MOTION TO CONVENE AN EXECUTIVE SESSION: Ms. Beneta D. Burt moved, seconded by Mrs . Linda F. Rush, to convene an executive session, to discuss the superintendent' s evaluation. The motion carried by a unanimous vote of 7 to 0.

The Board Meeting was reopened and Board President, Mrs. Monica Gilmore-Love, announced in open meeting the single item referenced above as the item that would be discussed in Executive Session. Mrs. Gilmore-Love then declared the Board to be in Executive Session for the foregoing reason .

In executive session, the Board discussed with the Superintendent the results of his evaluation. The Board took no action.

There being no further business to discuss in Executive Session, Mrs. Linda F. Rush moved, seconded by Mr. Timothy D. Collins to exit the executive session. All seven (7) board members voted "aye," in favor of the motion. The motion carried by a unanimous vote of 7 to 0.

MINUTES REGARDING ELECTION OF BOARD OFFICERS

The board attorney was directed to conduct the process for election of officers .

Current board policy provides for a term of office that commences in July of each year and ends the following June. Given that elections are just t aking place in January, 2014, the board attorney advised that either (1) the officers be elected for a term to commence immediately and end in July, 2014, or (2) the officers be elected for a term to commence immediately and end in July, 2015. Upon discussing the matter, Mr. Timothy D. Collins moved, seconded by Mrs. Monica Gilmore-Love, that the Board elect officers for a term commencing immediately and terminating July, 2014 . The motion carried by a unanimous vote of 7 to 0 .

Commencing the process for election of officers, the board attorney first called for nominations for the office of board president. Mr. Timothy D. Collins nominated Dr. Otha Burton, Jr. There being no other nominees submitted, Mrs. Kisiah w. Nolan moved, seconded by Ms. Beneta D. Burt, to close the nominations and elect Dr. Otha Burton, Jr. as board president. Six (6) board members voted "aye" in favor of the nominee, and one board member, Mrs. Monica Gilmore-Love, abstained from the vote. Dr. Burton was elected board president by a vote of 6 to 0 to 1 .

Next, Ms. Turner called for nominations for the office of vice-president. Dr. Otha Burton, Jr. nominated Mr. Timothy D. Collins. There being no other nominees submitted, Mrs. Kisiah W. Nolan moved, seconded by M.r. Jed Oppenheim, to close the nominations and elect Mr. Timothy D. Collins as board vice­ president. Six ( 6) board members voted "aye" in favor of the nominee, and one board member, Mrs. Monica Gilmore- Love, abstained from the vote. Mr. Collins was elected board vice­ president by a vote of 6 to 0 to 1.

Next, Ms. Turner called for nominations for the office of secretary. Mrs. Linda F . Rush nominated Mr . Jed Oppenheim. Dr. Otha Burton, Jr. nominated Ms. Beneta D. Burt. There being no other nominees, Mrs. Kisiah W. Nolan moved, seconded by Mrs. Linda F. Rush to close the nominations. The board attorney then called for a vote on the individual nominees . Calling for a vote on Mrs. Burt as secretary, three (3) board members, Ms. Beneta D. Burt, Mr. Timothy D. Collins and Dr. Otha Burton, Jr., voted in favor of Ms. Burt as board secretary. Calling for a vote on Mr . Oppenheim as secretary, two (2) board members, Mrs. Linda F. Rush and Mrs. Kisiah W. Nolan, voted in favor of Mr. Oppenheim as secretary. Mrs .
