It is our hope that this booklet will serve as a reference to all exporters, agricultural entrepreneurs and to extension officers of related Government Departments and Agencies which are involved in certification activities as well as inspections of horticulture produce for export. The information provided in this booklet is arranged according to 3 commodity categories which are fruits, vegetables and cut flowers/foliage. All phytosanitary requirements for each commodity are listed according to countries. A section on “Market Access Status on Horticulture Produce According to Countries” is also provided to assist readers in searching for information according to countries. Exporters are welcomed to communicate with PBD if there are interests to export other commodities which are not listed in the booklet. If the commodities have been exported before to the particular country, PBD will provide the phytosanitary requirements for exporters to adhere to, Phytosanitary Certificate (PC) will be issued and exportation can commence. Otherwise, PBD will proceed to communicate with the National Plant Protection Organization (NPPO) of the particular country to request for the phytosanitary requirements. Some countries may require a Pest Risk Analysis (PRA) to be conducted, if the commodity has not yet been exported to the country. As the sole authority in the country that is responsible to manage regulations on plant health (Phytosanitary Regulations), DOA Malaysia has been tasked to conduct market access requests and negotiations for Malaysian horticulture produce which have yet to gain market access in countries enforcing strict phytosanitary regulations, for example Australia, China, Japan, New Zealand and USA. Certain commodities obtain market access through technical bilateral negotiations whereby export protocols were discussed and agreed by both parties. The export protocols underline importing countries’ phytosanitary requirements, for instance, the use of approved quarantine treatment, farm and packing house registration requirements as well as other requirements on food safety and traceability for the export of Malaysian horticulture produce. 4 DEPARTMENT OF AGRICULTURE MALAYSIA In facilitating exporters to comply with the exportation protocol of importing countries, DOA Malaysia provides professional advisory services on the following activities: • Advisory services on preparation of farms, collecting, packaging and processing facilities for registration under DOA Malaysia prior to inspection by the importing countries’ Plant Quarantine Authorities. Farms to be registered shall implement Good Agricultural Practice (GAP) and have obtained DOA Malaysia’s myGAP Certification. Collecting, packaging and processing facilities are required to obtain Good Manufacturing Practice (GMP) or Hazard Analysis Critical Control Point (HACCP) certifications. For more information on GMP and HACCP, exporters are encouraged to contact State Health Department for their advisory services and certification procedures; • Advisory services and trainings to exporters on quarantine treatment. The treatment can be carried out by the exporters or by using services provided by treatment providers. On quarantine treatments such as fumigation and heat treatment, only DOA’s Malaysian Fumigation Accreditation Scheme (MAFAS) and Malaysian Heat Treatment Accreditation Scheme (MAHTAS) accredited companies are allowed to provide services on the two treatments. In addition to that, exporters are allowed to carry out quarantine treatments at their own premises with conditions that they are registered and accredited under the DOA’s Malaysian Phytosanitary Certification Assurance Scheme (MPCA); • Provides Vapor Heat Treatment (VHT) service for export of certain commodities at the Agricultural Treatment and Export Centers located at Serdang; • Provides Phytosanitary Certification service by implementing inspection at exporters’ premises or at all certificate issuance office managed by DOA Malaysia. A PC is issued after a successful phytosanitary inspection for each consignment to be exported. Application for a PC can be made online at www.myphyto.gov.my or by visiting PC issuance office as listed inAppendix 1; • Provides Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) certification service by issuing CITES Export Permit for each consignment sourced from artificially-propagated plants to be exported (if applicable). Application for a CITES permit can be made at all PC issuance office. This study was carried out to analyse the restructuring of the community and the identification of indigeneous ethnic (Orang Laut) socialcultural interactions in Rengit, Minyak Beku and Kota Masai Johor. In particular, the study will involve aspects of the sociocultural life of the Orang Kuala Rengit, Minyak Beku and Kota Masai Johor, which include languages, economic activities, customs, and practices that are still practiced and things that have been modified in accordance with the factors around them. Analysing the process of adaptation is done closely by relating the process of interactions within groups, local communities, government agencies and the adaptation patterns that occurred. Besides that, the sustainability and the preservation of ethnic cultures of Orang Kuala in the social system as a whole and their impact on the development of the structure of community are examined. Qualitative method is used assisted by other study materials obtained such as field work, observation, ethnographic which are reinforced with library research such as documents and other materials related. This paper will cover the restructuring process by explaining the concepts, books and previous research reviewed by the researcher.
