Accordingly, Govemment of Andhra Pradesh have issued G.o.Ms.No.487, Revenue (Land Acquisition) Department dated 29-11-2019 for acquisition of land through voLUNTARy AceursrrloN and Standard operation procedure (Sop) "voluntary for Acquisition of land" issued vide Govemment Circular Memo.No.REV0l - LANA)LAND(PM)I 17 /2019, dated 03 -12-20 19. Accordingly, the Tahsildar, Kodavalur has filed Form-A(l) under Rule-4 ofthe RFCT LA R&R(Andhra Pradesh) Rules, 2018 for the exemption ofchapterll & III ofthe principal Act (i.e., Act No. 30 0f 2013) to an extent of Ac.1.05 cents in s.No.g4-B, g5-E & g5-F of Ramannapalem Village for providing house sites to eligible beneficiaries and in accordance with provisions contained in Section-l0A ofthe RFCT LA R&R Act, 2018 (22 of 20rB) and issued a Notification in Form-A(2) under Rule-4 ofthe RFCT LA R&R (Ap) Rures, 20l g and exempted the provisions ofchapter-[ & III of Principal Act (i.e., Act No. 30 of 2013) and it was published in state Gazette No.527, dated 20.0t.2020. Accordingly, after filing of application under Voluntary Acquisition by the land owner, the Tahsildar, Kodavalur has furnished proposals for approval of Form-C (Public Notice by way of Notification) in terms of G.O.Ms.No.487, Revenue (Land Acquisition) Department dated29- District ll-Z}lg read with Govt. Circular Memo dated 03.12.2019 and the same was approved by the District Collector, Nellore vide Rc.No.Gl.4l37l2ol9, dt.15.02.2020 and it was also published in Notification in Gazette vide Gazette No.51 dated 15.02.2020 and the said public notice by way of MPDO',s Office, Form-C was also got published locally on 16.02.2020 i.e., at Tahsildar's office, in the village inviting Gram panchayat Office, Village, Ward Secretariat and also by beat of Tom-Tom Form-C within l5 days from claims / objections on the public notice by way of Notification issued in stipulated time' the date of District Gazette. The Revenue Divisional Officer, Nellore & Land Acquisition Officer and the Tahsildar, Kodavalur have inspected the land and identified that it is very nearer to the Ramannapalem village and as per the online unit rates of Agricultural Land fit for House sites of Ramannapalem village is Rs.43,56,000/- which is very higher than the market value fixed in this case and it is also less than the compensation i.e., Rs.16,00,000/- per Acre (Including all benefits) requested by the ryot. The matter has been discussed in the meeting in detail. After detailed discussions about the fixation of compensation, the committee has accepted the rate offered by the land owner is less than the rate of Agriculture land fit for House sites and decided to approve Rs.16,00,000/- (Rupees sixteen lakhs only) (lncluding of all benefits ) per acre to pay compensation as decided in the negotiation committee by justifuing the same as per the following reasons. l.The proposed land is a Patta Wet land. 2.At present there is a paddy crop raised on ground. 3.The proposed land is nearer to the Ramannapalem village which is in the distance of 50 mtrs to the Ramannapalem main village. 4.As per the online unit rates of the proposed rates of Ramannapalem village is Rs.41,40,000/- which is very higher than the market value fixed in this case and it is also less than the compensation requested by the ryot i.e., Rs.16,00,000/- per Acre (Including all benefits).
