This is a critical issue for the OWL Collective because employers are quickly embracing a 21st century workplace. Meanwhile, there are still individuals in North Philadelphia and across the city who have never used a desktop computer or rely solely on their mobile phone for internet access. Temple I: North 16th Street 1700 block of North 16th Street, Philadelphia, PA The rehabilitation of 58 units of affordable housing in 22 historic brownstone buildings Located in the Lower North Philadelphia Speculative Housing District, these 22 townhomes were built between 1868 and 1875 during a period of extraordinary residential growth linked directly to the northward expansion of Philadelphia’s streetcar lines. Originally built as single-family dwellings for the middle and upper-middle class, they exhibit an exceptional and diverse collection of Victorian architectural styles and original details. You can see this in the elaborate brickwork in the facades along the 1700 block of North 16th Street, as well as in the corbelled window surrounds, glazed tile string courses, beveled brownstone sills and water tables, and elongated wood brackets in the cornice. In 1994, the 22 homes were converted into multi-family buildings through the Low Income Housing Tax Credit Program, yielding 58 units of affordable family housing. By April of 2006, after years of mismanagement and neglect, the buildings were deteriorated and in desperate need of major renovation. The neighborhood was riddled with crime and drug problems. At the request of the equity investor, 1260 stepped in to stabilize operations and preserve long-term affordability of the project. The restoration of this block has preserved 58 units of affordable housing for families, and is a part of a larger plan to revitalize the North Philadelphia neighborhood. 1260 refinanced the project using the American Recovery and Reinvestment Act Tax Credit Exchange program to obtain a loan from the Pennsylvania Housing Finance Agency. -

ARCHITECTURAL RESEARCH AND CULTURAL HISTORY HISTORIC PRESERVATION CONSULTING HISTORIC CONTEXT STATEMENT FOR LOWER NORTHEAST PLANNING DISTRICT 2012 HISTORIC CONTEXT STATEMENT FOR LOWER NORTHEAST PLANNING DISTRICT EMILY T. COOPERMAN, PH.D. Geographical Summary The Lower Northeast Planning District (figure 1) lies inland (northwest) of the Delaware River waterfront at the point where the northeast and northwest sections of the city branch off from north Philadelphia. The Lower Northeast Planning District is characterized by relatively flat topography that rises gradually from the southeast to the northwest, moving away from the river. The Planning District is bounded on the southwest by the Frankford and Tacony creeks, and abuts Montgomery County on the northwest just south of the Tacony Creek as it turns to the northeast. The Tacony Creek becomes the Frankford Creek at the point where it historically met the Wingohocking Creek, which flowed east from Germantown and is now culverted, near the intersection of Tabor Road and Garland Street. Historically, the Little Tacony Creek flowed in several branches through the heart of the Planning District, meeting the Frankford Creek below where Erie Avenue is now located. Figure 1. The settlement and industrial village of Frankford, which was studied in the Historic Context Statement for Neighborhood Cluster 1 (2008-2009), was the historic town center of the Planning District and was one of several such urban concentrations that developed in Philadelphia’s former county before the 1854 Consolidation. -

Introduction
Introduction Philadelphia, like many other cities, has been shaped by a history of structural violence and racial injustice. But out of this history, a rich tradition of Black radical organizing emerged and continues to shape a vision for racial justice in Philly. Police violence, gentrification, income inequality, and disproportionate impacts of COVID-19 on Black residents in Philadelphia reflect the consistent, patterned effects of structural racism. Beyond pointing out the history and impacts of structural racism in Philly, this city profile highlights the efforts of community activists, grassroots organizations and city government to disrupt the legacy of unjust policies and decision-making. In this brief we also offer working principles for Black-centered urban racial equity. Though not intended to be a comprehensive source of information, this brief highlights key facts, figures and opportunities to advance racial equity in Philadelphia. CURE developed this brief as part of a series of city profiles on structural inequities in major cities. They were originally created as part of an internal process intended to ground ourselves in local history and current efforts to achieve racial justice in cities where our client partners are located. With heightened interest in these issues, CURE is releasing these briefs as resources for organizers, nonprofit organizations, city government officials and others who are coordinating efforts to reckon with the history of racism and anti-Blackness that continues to shape city planning, economic development, housing and policing strategies.
