Alternative energy CHARGING INTO THE FUTURE From 2020, Thakeham will install fast electric car charging units in all new private build homes. These new units will enable electric vehicles to be charged more quickly than regular household connections. Thakeham is partnering with leaders in the field and will also enable monitoring of historic data usage and cost. Residents will be able to start charging remotely from anywhere using a smartphone app. As an infrastructure-led developer, we place sustainability at the heart of the communities we create and improve.     Storrington, Sullington and Washington WASHINGTON PARISH COUNCIL Neighbourhood Plan Dear Sirs Storrington, Sullington & Washington Neighbourhood Plan: Sustainability Appraisal/Strategic Environmental Assessment Scoping Letter I set out below for your attention the proposed scope of the Sustainability Appraisal/Strategic Environmental Assessment (SA/SEA) to accompany the forthcoming Storrington, Sullington & Washington Neighbourhood Plan (SSWNP). This letter and its appendices should be regarded as the Scoping Report of the SSWNP in accordance with Stage A of the provisions of the Environmental Assessment of Plans & Programmes Regulations 2004 (which implement EU Directive 2001/42). As a statutory consultee in the Regulations you are invited to comment on this report and I would be grateful for your comment by 26th September 2014. Background The SSWNP is being prepared by the Storrington & Sullington Parish Council and Washington Parish Council as qualifying bodies under the 2012 Neighbourhood Planning (General) Regulations. In accordance with the 2004 Regulations 2004, the local planning authority, Horsham District Council, issued its formal screening opinion on 20 May 2014, concluding that an SEA is required and that it would prefer this is undertaken as part of a wider Sustainability Appraisal (SA/SEA). In its decision, the District Council has not made its reasons explicit for reaching this conclusion, but it is understood that the likely intention of the SSWNP to contain policies allocating land for development is the primary reason. A third of the designated area lies within the South Downs National Park and there are no European sites within the area, although the area does lie within the 15km buffer zone of the Arundel Valley SAC/SPA/Ramsar site.

    Mr D.Stebbing c/o Horsham District Council Parkside Chart Way Horsham West Sussex RH12 1RL 27 March 2020 Dear Mr Stebbing, FINAL COMMENTS ON BEHALF OF SOUTHWATER PARISH COUNCIL This letter has been prepared by Squires Planning, on behalf of Southwater Parish Council, in response to the comments made by Thakeham Homes (on 11th March 2020) in respect of the Southwater Neighbourhood Plan. We do not consider that the Thakeham Homes comments introduce any new or additional matters that have not been discussed at length through the submission documents, previous representations and the examination process. That said, we would like to make the following two points: 1. The comments misinterpret the National Planning Policy Framework (NPPF), seeking to apply requirements placed on strategic policy makers and Local Planning Authorities in paragraphs 67 & 68 to the relevant authority for preparing a neighbourhood plan. 2. We agree that NPPF paragraph 69 asks neighbourhood planning groups to consider the opportunities for allocating small and medium-sized sites (of a size consistent with paragraph 68a) suitable for housing in their area. This has been done throughout the plan preparation process and is well documented in the submission documents, particularly the Southwater Neighbourhood Plan SA-SEA and the Consultation Statement. We would like to take this opportunity, on behalf of the Parish Council, to thank everyone who has participated (including but not limited to those on the Steering Group, residents, landowners, local businesses, land promoters, Horsham District Council and a range of statutory consultees) in the preparation of this plan, from the early engagement exercises through to this examination.
