The programme covers the following safety promotion activities: For the age group Children 0-14 years: Safety education * Mock classes on road traffic * Scene play to show "how to react to strangers.” tudents and children are organized to visit firefighting museums, participate in fire escape drills, make firefighting apparatus toys and watch adult firefighting drills, and the art exhibition themed on “Safety in My Heart” is launched. Youth 15-24 years: "You @ I Youngsters Health Service Center” "You @ I Youngsters Health Service Center” was registered with Qingdao Municipal Civil Affairs Bureau in March, 2010. Its predecessor is “You @ I Youngsters Health Service Center” established with the support of 2

Marie Stopes International, which is the first health service center in China publicizing the integration of educational and medical service projects with youngsters as the target group. Programs such as Youth Health Plan of Being Responsible for Love, Intervening AIDS of Youngsters Working in Restaurants and Entertainment Venues and Join Hands with the Old and Make Appointments with the Young have been launched. “Red, yellow and green” education for youngsters Working personnel of Residents Committee of the community, teachers, psychologists and doctors have worked together to provide psychological counseling and psychological rectification services for teenagers with psychological problems in the forms of psychological consultation or face-to-face exchanges, to allow teenagers to feel the warmth of the community family.

Adults 25-64 years: "Home of New Citizens” * Little Chen Hotline This is China’s first rights protection hotline to provide free legal services to young migrant workers in the city. It provides new citizens with free legal consultation and protects their legal rights by legal means throughout the year. * Employment Bus The Home of New Citizens has cooperated with 12 registered large-sized enterprises, and the community arranges new citizens to take buses for free to visit various factories, asking information about the welfare and employment prospect. * New Citizens’ Library The New Citizens’ Library provides more than 8,000 books and magazines of all kinds to new citizens for reading as a “mobile library”. * Home The Home of New Citizens has run a semimonthly newspaper Home, with four columns each issue, covering news, laws, daily life and inner voice. The positions of editor, correspondent, and writer are all held by new citizens, and the contents of the articles are about new citizens’ life, safety, education and work. The copies of each issue will be delivered to new citizens by volunteers.

Elderly 65+ years: Plan to improve elders’ balance function Exercise with a walking stick, Taiji softball, Taiji sword, Taiji boxing and diabolo, etc. Basis: Study of traditional Chinese medicine shows that the five sports, namely, exercise with a walking stick, Taiji softball, Taiji sword, Taiji boxing and diabolo, are helpful for improving the balancing function of the elderly.By doing these five exercises, the elders will have their body parts such as head, back, waist and legs exercised, improve the cardiopulmonary function. And by coordinating the movements of hands, feet and the head, it will help prevent senile dementia and lose weight.

Barrier-free family Since June 2008, Shinan District has funded the installation of handrail in the bathrooms of 382 poverty-stricken elderly households and suggested elderly households, if it’s permitted financially, install by themselves; as to families whose bathroom is not fit for handrail installation, they are recommended to make use of washing machines and walking sticks, etc. to reduce the risk of slippery of the elderly.

Legal services for safeguarding the rights of the elderly The Legal Service Center for the Elderly is set up and the rights safeguarding hotline is launched to provide legal aid for the elderly by respecting the principle of prioritizing the elderly-involving cases. Daytime care for the elderly 65 daytime care centers for the elderly have been set up in the district, offering comprehensive daytime care services including noon break, entertainment, fitness and health care for free. Ten elderly dining rooms are set up in the district, providing a lunch of two meat dishes, one vegetable dish and one kind of soup per day. Health training for the elderly Courses on safety, health, regimen and psychology are provided through community classes of the University for the Elderly, to improve the ability of the elderly in health reservation. Health records and health care at home Since 2010, citizens aged above 65 in the community have been entitled to free medical examination and health records. Health records and the “health care at home” program have been established for sick senior citizens. Services including health education, screening and monitoring of chronic diseases of senior citizens have been offered to reduce or postpone the occurrence and development of geriatric diseases. Apartments for the elderly Since 2010, the district government has invested over RMB200 million to fulfill the renovation of two apartment buildings for the elderly, namely, Lewanjia Apartment for the Elderly in Zhanshan and another on Jintan Road. Natural disasters Emergency plans for natural disasters According to the potential danger in the district, feasible emergency plans at different tiers are established and a complete plan system has been put into effect to check, replenish and replace emergency facilities and apparatus. Team building for disaster prevention and relief Ten social emergency response teams for disaster prevention and reduction are formed with the neighborhood as the unit, with at least two trainings and rehearsals on

4 first aid and emergency response per year. Popularization of knowledge on disaster prevention and reduction Since 2011, the sub-districts have regularly launched publicity activities on emergency response and organized trainings on primary on-site first aid and drills on fire fighting and evacuation. Seismic resistance inspection The seismic resistance inspection has been conducted on all buildings (and structures) in the jurisdiction, renovation has been launched accordingly and the construction of emergency facilities for fire prevention has been completed in five mountains/forests. Disaster prevention and aid 127 make-shift shelters and 133 warehouses for the storage of emergency materials are built and a dedicated department is responsible for the storage, dispatch and supply of them.

Safe Home “Pocket Books” program Pocket books containing 10 tips for safe use of electricity and gas and fire prevention, 10 tips for fire fighting and another 10 tips for emergency evacuation are printed out and distributed to residential households and units in the jurisdiction. Safety-related Knowledge Lecture The Safety-related Knowledge Lecture is held regularly. ◆ “Delivering Safety” program Setting up a safety experience room, equipping each building or yard with large-sized hydrant cabinets, furnishing each building unit with fire extinguishers, equipping resident households with family first aid kits and launching door-to-door publicity activities on the safe use of water, electricity and gas. Mini fire trucks Narrow streets are equipped with mini fire trucks which are furnished with professional fire-fighting equipment including the flexible ladder, water pump, fire nozzles and fire hoses. One cubic meter of water is carried and the effective range reaches 22 meters. Fires below the fifth floor could be put out.

Safe Public Places and Environment Renovation of urban housing The district government has purchased no less than 1,000 square meters of housing for 65 communities to build community service centers, recreation centers and healthcare centers. It has completed greening and hardening of yards and maintenance of external building walls and fences in buildings and yards, aged buildings, aged river courses and alleys; installed handrails and fences along steep slopes, steps and open scenic spots.

Safe Work Grid management The four-tier grid management system is adopted for production and operation units in the district and relevant work systems are developed Tiered management The district has adopted tiered management over production and business units and graded them into levels A, B, C and D. Training for practitioners Principals of production and business units, safety management staff and special operation practitioners are required to attend training to get post licenses, and the units are urged to train and re-train their new employees according to national requirements. Supervision by safety experts The district government has set up an expert bank on safe production, and selected and hired safety experts to assist in the check and help enterprise with scheduled rectification. “Green and red lights” management It supervises over the registration of corporate emergency plans and overseas and guides drills, promotes the drill index evaluation system, and adopts the “green and red lights” management over emergency drills of enterprises.

Safe Road Traffic Traffic safety into work units, buildings and yards and schools * Into work units: The “Driving Home Safely” campaign against over-speed, overload, fatigue driving and drunk driving is launched in work units within the district. * Into buildings and yards: 57 speed bumps and 21 speed limit signs are installed in buildings and yards and parking lots are planned.

* Into school: The “I Am A Little Traffic Police Officer” activity is organized at school and the patrol system by traffic police officers during rush hours of students coming to and leaving school is established. Punishment of traffic violations Traffic violations such as motor vehicles driving in the wrong lanes, vehicles not following traffic lights and drunk driving are punished. Green belts and guardrails at footway Green belts are planted at the footway of 15 arterial roads and guardrails are set up on both sides of footway crossings to physically separate motor lanes and footway. Setting up vehicle management centers in communities Setting up three vehicle management centers in communities to provide such services as traffic safety education, business consultation, inquiry, renewal of driver’s license, physical check-up, etc. Basis: The “China Road Transport Injury Report” (published on specialty core journal Chinese Journal of Epidemiology, Issue 3, Volume 28 in 2007) jointly completed by the Injury Prevention and Control Center of Medical School of University and the Injury Prevention and Control Center of Chinese Preventive Medicine Association has analyzed the long-term trend of China road transport injury and elements influencing it. The report believes road safety is a problem of public health, and road transport injury can be prevented and controlled. It is necessary to establish a work mechanism to prevent road transport injury led by the government and supported by multiple departments with all members of the society participating in it. We shall regard road transport injury as the main and prioritized content of public policy, take comprehensive measures targeting at the environment, vehicles and road users, build a road transport safety system, focus on the change of people’s behavior, prevent collision accidents on the roads, and minimize the loss of road transport injuries.

Safe Water Knowledge popularization on coastal tourism safety Volunteer teams participate in water-related safety education; broadcasting studios are set up at coastal tourist resorts, bathing beaches and scenic lakes to continuously broadcast safety-related knowledge and tips for residents and tourists; , swimming and seaborne sight-seeing, so as to educate residents and tourists on water-related safety; notify tourists of offshore tourism risk degree and entertainment index in advance. Caution signs and guardrail The district government has invested to install guardrail, set up caution signs against drowning, add more rescue equipment and deploy more rescue staff for patrol at coastal scenic sports and plank roads that have or haven’t been opened to the public. “Preparatory inspection” mechanism For seaborne tourism activities, the district government has demanded qualification examination over vessel steerers, registration of people on board,

7 inspection and registration of ship safety equipment, registration for entry and exit and recording of meteorological and sea conditions. Safety at bathing places In case of bad weather, close bathing places as soon as possible, and notify tourists to prepare for bad weather; plank roads, handrails and warning signs are erected on the borders of bathing places; the offshore rescue base is established, equipped with patrol yachts.

Violence prevention (intentional injury) “Five Minutes” police circle Set up the police room and the mobile police room in key areas, key units and places of heavy traffic to reduce the police response time. Joint security team A joint security team consisting of community police officers, dedicated security guards, joint prevention members, information contacts, security volunteers and building/yard doorkeepers is set up to enhance the security level of buildings and yards. Suicide prevention (self-inflicted injury) “Featured Studio” Set up studios in personal name to help resolve household or neighbor disputes voluntarily. “Chen Lei” psychological consultation room In 2010, two Chen Lei psychological consultation rooms were opened in the district. There professionals provide psychological counseling and treatment for people with psychological problems. Base for community rectification--“Yellow Ribbon” Workshop Since 2007, the district has cooperated with Qingdao Municipal Psychology Hospital to set up the Yellow Ribbon workshops in seven community residents’ committee in the Zhongshan Road neighborhood to provide psychological rectification services for residents. Rescue at sea Set up rescue teams at sea, install high-resolution surveillance cameras along the coastal line and at important places of harbors and ports, set up the rescue deployment command center, patrol the sea area 24 hours a day, and strengthen the efforts in beach safety monitoring and rescue.

Prevention programs for high-risk groups “Empty home” is not empty "Help at your home” service center The “Help at your home” service center organizes nurses of medical institutions in the district pay visits to the elders left at home once a month to get to know the physical and health conditions, and living habits of the elders left at home. When the elderly need help or in case of emergency, they can call the 24-hour service hotline. Upon receiving the phone call, “Help at your home” will respond as soon as possible by sending nurses to the home of the caller. “Garden of Angel Warmth to Empty Home” The Garden of Angel Warmth to Empty Home, a social public welfare organization, participates in the safety intervention for the elderly, accompanies the elderly, and provides mental care services for them. “Knock at the door to ask about safety conditions” Since 2007, the district government has provided, in all neighborhoods throughout the district, six varieties of services including sending milk, newspaper, loving care, housekeeping service, insurance and lunch, and recorded the living conditions and health conditions of the elderly. “Xinhai Lvzhou” psychological services In 2011, Shinan District Government introduced Qingdao Xinhai Lvzhou psychological service institution to give free lectures, and conducted team psychological counseling, supportive psychological therapy, and individual psychological intervention focusing on cognitive intervention under the direction of psychologists. The team psychological counseling focused on team discussions and interpersonal training. “Intelligent safe home and healthy home” In March 2010, the Bureau of Civil Affairs of the district and Qingdao LUNTECH Co., Ltd. cooperated in designing and implementing a dedicated “Civil Affairs. Com” for families with elders left at home, which relied on “one network, one core equipment and one service platform”, providing an “Intelligent safe home and healthy home” environment to residents in the community.

Injury monitoring 1. Implemented by: Shinan District Comprehensive Administration Office, District Safety Supervision Bureau, District Bureau of Education, District Bureau of Health, Shinan Traffic Police Brigade, Shinan Sub-bureau of Public Security and Shinan Fire Brigade are responsible for statistical analysis on accidents and injuries in their respective scope. 2.
