We have excellent police and fire departments and our public works staff does a super job of maintaining our residential area as well as the business district. Bedford Park is a major water distributor in the Chicago area and our staff does an excellent job of maintaining our state-of-the-art system. As you probably know, the Village offers free water and garbage pick up to our residents. For a number of years the Village has been able to rebate the Village portion of our property taxes back to our residents. Our business district has close to 500 businesses and 16,500 workers operating in Bedford Park. Eleven hotels in our business district gives visitors a daily glimpse of life in Bedford Park. The Belt Railroad yard in the Village is the busiest in the world. The Village has been blessed with a great location bordering the City of Chicago, Midway Airport and the Chicago Sanitary Ship Canal. The Village’s greatest asset is our people. With a population of approximately 600, village residents have always worked hard to maintain the quality and character of our community. Our residents work hard to maintain their property and to respect the right of their fellow residents. Many young people that have grown up in the Village have moved on to successful careers. We look forward to you helping us maintain the high standards that we have enjoyed in the Village. VILLAGE OF BEDFORD PARK ILLINOIS “HOW WE BEGAN” The Village of Bedford Park was incorporated as a municipality in June of 1940, with its boundaries including not only the vast acreage housing the Argo Plant of Corn Products Refining Company and adjacent industrial properties, but also the 65th Street manufacturing area of the Clearing Industrial District. The history of Corn Products can be traced back to the winter of 1907 and 1908, when the company first sent representatives into the area to investigate a site for its new plant. To accommodate the employees of the newly developed Corn Products Company a housing project was developed which was named for the first president of the company, Mr. E.T. Bedford, and the community began in 1919. The year 1924 saw the formation of the Bedford Park improvement club. Under the guidance of this pioneer citizen organization, the community grew and developed into a highly regarded area. The capable administration of civic affairs by its citizens was a prime factor in the growth and development, which in later years led to its prominent position as an ideal residential community. The history of the Clearing Industrial District can be traced back as far as 1890, when Mr. A.B. Stickney, then president of the Chicago-Great Western Railway started making plans to meet the growing problem of the interchange of freight cars between the railroads in Chicago. He planned to acquire a tract of land three miles square, which was to be laid out with tracks, yards and industrial sites in such a way as to facilitate the interchange of freight. In 1912 the “Clearing Yards” were purchased by the newly organized Belt Railway, which became the joint property of the 13 principal railroads then terminating in Chicago. The industrial district has grown and prospered over the years and now includes not only the 65th Street district but also the Cicero Avenue Corridor, and an area referred to as the 73rd Street Industrial District. Business and industry gave birth to the Village of Bedford Park, and through dedication and perseverance as well as a vision for the future, both the residential and industrial sections of the village can continue to benefit by this unique residential industrial relationship. Please note the “No Parking” signs placed on light poles throughout the village residential area, residents are asked to remove their vehicles from that side of the street between the hours of 8am and 12pm to allow for efficient cleaning. • Snow removal is a duty of the Public Works Department. When snow removal is necessary, due to a snowfall of 2 inches or more, vehicles parked on the streets must be removed to allow for efficient removal on all residential streets. Logos: CTA in partnership with Chicago Department of Transportation and Chicago Department of Housing and Economic Development Welcome: Welcome to the public open house for the Ashland Avenue Bus Rapid Transit Environmental Assessment and project. • In April 2013, CTA and CDOT announced a vision for a center running Bus Rapid Transit (BRT) system on Ashland Avenue between Irving Park Road and 95th Street to provide a fast and reliable north/ south transit connection for 16 miles through Chicago. The vision reflects the planning process and community engagement undertaken in 2012. • Over the summer, CTA and CDOT heard from various key stakeholders about this plan. We are now holding two public open house meetings as an extension of this outreach to gather additional input from the public. CTA and CDOT are still developing the Ashland BRT design, and we are considering options and modifications, including the implementation of additional left turns, based on continued feedback from the public. • The public open house meetings will summarize studies of the project impacts, including traffic analyses, that have been performed as part of the formal Environmental Assessment for the project, in accordance with federal government requirements. Schedule and Key Dates 15 Appendix 16 Exhibit A - Economic and Demographic Information 17 Exhibit B – RFQ Site 26 2 GENERAL INVITATION Request for Qualifications (RFQ) The Village of Bridgeview (“Village”) invites submission of proposals for the development of multi-purpose sports and entertainment dome on the located at 7000 Harlem Ave, within the Village of Bridgeview, Illinois. (See Figure 1). This RFQ calls for the possible development of the following site(s): • Multi-Purpose Sports and Entertainment Dome: Approximately 150,000 to 175,000 square feet under inflatable and hard structure roof. Parking requirements will be determined once final project specifications are determined. Parking will be a combination of on-site and shared parking as part of Toyota Park’s already existing parking field. The development opportunity site is located on north end of Toyota Park. The RFQ site as contemplated contains space for approximately 175,000 square foot development (Figure 1) and the site is owned by the Village of Bridgeview. This site currently contains no permanent buildings and the land used for parking. The Village invites submission of proposals for the parcel within the RFQ site using a land purchase approach.

The intent of the study is to solicit community input on the current status and perceived needs of the neighborhood; to provide a land use plan to guide future development on Lake Street; to assess the economic marketability of the Lake Street corridor; to promote mixed uses and pedestrian- oriented development; to assess parking needs and traffic; to identify economic limitations and funding strategies; to develop a character plan to guide future architectural and infrastructure design on the corridor; to identify zoning and regulatory changes needed to support desired development; and to identify buildings with historic character and significance that should be preserved during future redevelopment. This architectural historical survey addresses the last of these various goals established by the Village. Most but not all of the study area is included within the Ridgeland-Oak Park Historic District. The study area includes numerous contributing buildings for the district, as well as non-contributing contemporary structures. This architectural historical survey report has been developed as part of the overall planning study for the Lake Street corridor by Solomon Cordwell Buenz, Chicago, Illinois, scheduled for completion in December 2006.
