SPD Supplementary Planning Document STP Synthetic Turf Pitch 3 County Durham Open Space, Sport & Recreation Needs Assessment Part 1: Main Report Authors' Note- Taking a Wider View The motivation for this study has essentially been to examine how best the planning system can hep to provide appropriate open space, sport and recreation opportunities. A great deal of information has been collected covering many different pursuits ranging from very informal and spontaneous activity, through to highly regulated and competitive sport. It is so easy with studies like this to fall into the trap of focussing on the activities that are easy to measure and which already have existing mechanisms for articulating needs. The ease of ‘counting people’ in some activities can completely obscure the enormity and importance of participation in others which are difficult to monitor. Many people play sport, and on a regular basis. However, the views expressed in this study suggest that greater numbers prefer to take their active leisure in other ways: a walk, or bike ride (perhaps to the shops, work, or school); a jog around the side streets; a contemplative ramble in an attractive setting. Youngsters might want to run around a playground; older folk might prefer a leisurely walk though the park, or pottering around the veg patch - it all counts. This is a critical point in three respects. Firstly, if it is a local authority role to help encourage people to engage in more healthy physical activity, it will stand the best chance of doing this by taking a wide view on how this should be achieved. So, the second point- taking a metaphorical step back, County Durham can be viewed as one enormous recreation resource. The tapestry of open space, routes, coast, and natural spaces offer huge potential for use and enjoyment, especially given many people's preference for informal recreation. So, thirdly- should this have implications for the way the County Council prioritises its leisure investments? More of an emphasis on the informal and less on the formal, perhaps? At a time of severe retrenchment difficult choices may need to be made. Opportunities such as the Building Schools for the Future programme, if planned and implemented properly perhaps might be the best way to cater for community sports needs over the coming years- shared use and costs leaving proportionately more resources than hitherto for meeting other recreation needs. Taking a wider view should also stretch to recognising that people can improve and maintain their health through workaday life- walking to the shops, cycling to the office or the train station. Once again, it all counts. A safe, accessible, and attractive public travel realm is essential in this regard. Equally the study emphasises the role of the voluntary or third sector in providing opportunities. The huge network of sport and recreation clubs in the County will collectively cater for many more participants on a regular basis than the County’s flagship leisure centres and it is essential to recognise this point and offer appropriate support. All these different dimensions can and should be knitted together. A difficult task. But, if it cannot happen in the new Single Tier Durham with its strategic and local structures geared to working in partnership, it's not likely to happen anywhere. 4 County Durham Open Space, Sport & Recreation Needs Assessment Part 1: Main Report 1.0 INTRODUCTION AND OVERVIEW The overall aim of this study is to undertake research, analyse and present conclusions meeting the requirements of ‘Planning Policy Guidance Note 17: Planning for Open Space, Sport and Recreation’. The study follows the 5 key stages of PPG17: • Step 1 – Identifying Local Needs • Step 2 – Audit Local Provision • Step 3 – Setting Provision Standards • Step 4 – Application of Provision Standards • Step 5 – Drafting Policies and Implementation Plan This section includes an overview of the scope of the study, outlines the format of the report and supporting information provides background to the study area. 1.1 Scope of the study The following summarises the scope of the study: • To undertake an assessment of open space, sport and recreation facilities within the administrative boundary of Durham County Council; • To review relevant existing documents and information from the constituent authorities; • To identify gaps in the quality, consistency and robustness of information; • To produce a strategy to fill the gaps; • To undertake targeted consultation with key stakeholders to provide a sound evidence base to the studies findings; • To carry out an assessment of the quality of facilities across the County; • To pull together a comprehensive GIS database of facilities, mapped into typologies as compliant with the PPG17 companion guide; • To develop quality, quantity and access standards which are robust and defendable; • To develop strategic options for facilities and prepare an action plan to deliver preferred options; • To draft policies related to open space, sport and recreation facilities which will enable the preferred options and action plan to be delivered; • To ensure the study is adopted by the council and is fed into the LDF; • To develop a tariff system for developer contributions for facilities. 1.3 Format of Report The report is presented in three parts, which are interlinked and should be read together. Part 1 of the report provides the main findings of the study in relation to open space, with part 2 providing supporting information to this at a local level in the form of area profiles. Part 3 of the report includes an overview of findings in relation to built facilities. A study of this size and nature inevitably produces vast amounts of information, it is the intention of all parts of the report to be clear and 5 County Durham Open Space, Sport & Recreation Needs Assessment Part 1: Main Report concise, therefore each part is supported by more in-depth appendices and supporting information as required. Part 1: Main Report • Outline of the methodology used in the study. (Section 2). • Summary of key local policy of relevance to this assessment, and some of the implications (Section 3). • Review of the results of relevant surveys and consultation into local needs (Section 4). • Presentation of an overview of the different types of open space across the County (Section 5). • Justification for the proposed ‘County Durham Standards’ for open space (Section 6). • Application of the standards (Section 7). • Strategic options and recommendations (Section 8). Part 2: Area Profiles Many of the open space, sport and recreation opportunities that are covered by this report will serve local needs and therefore have local catchments . Play areas and nearby parks are obvious examples of such opportunities. County Durham has been split into 14 Area Action Partnerships (AAP’s), which are intended to be a key way of engaging with local people and other organisations and partnerships that operate in the area. This study includes 14 area profiles which are based on the AAP’s, and include the following: • A description of the area. • Any consultation information that is specific to that area. • Maps showing the location of all the open space within the AAP and each ward. • Maps showing the application of the access and quantity standards for open space across the AAP. • Any specific issues related to the quality of open space in that area. • Key strategic options for that area. Part 3: Built Facilities Overview This section has been separated out from the open space assessment as the methodology, findings and issues related to built facilities are quite different to those related to open space. Furthermore, this section of the study is linked to a number of existing studies and strategies that are currently underway across the County, including the draft Durham County Sub Regional Facilities Strategy and the Sport England Active Places Power database.
