    CenPEG Political Situationer No. 07 10 July 2019 THE MAY 2019 MID-TERM ELECTIONS: Outcomes, Process, Policy Implications Introduction The May 2019 mid-term elections took place amidst the now familiar problems of compromised voting transparency and accuracy linked with the automated election system (AES). Moreover, martial law was still in place in Mindanao making it difficult for opposition candidates to campaign freely. Towards election time, the systematic red-tagging and harassment of militant opposition candidates and civil society organizations further contributed to an environment of fear and impunity. In this context, the Duterte administration’s official candidates and allies won most of the contested seats nationally and locally but how this outcome impacts on the remaining three years of the administration is open to question. This early, the partisan realignments and negotiations for key positions in both the House and the Senate and the maneuverings for the 2022 presidential elections are already in place. Such actions are bound to deepen more opportunistic behavior by political allies and families and affect the political capital of the presidency as it faces new challenges and problems in its final three years in office. The Senate Elections: “Duterte Magic?” In an electoral process marred by persistent transparency and accuracy problems embedded in the automated election system, the administration candidates and allies dominated the elections. This victory has been attributed to the so-called “Duterte magic” but a careful analysis of the winning 12 candidates for the Senate shows a more nuanced reading of the results. At best, President Duterte and the administration can claim full credit for the victory of four senators: Christopher “Bong” Go, Ronald “Bato” de la Rosa, Francis Tolentino, and Aquilino “Koko” Pimentel III.

These quarantine facilities and quarters shall be used to accommodate COVID-19 suspects who will undergo 14-day quarantine in Oroquieta City and in the municipalities of Aloran and Jimenez. Oroquieta City received 859 pieces of lumbers (mahogany, falcata, marang and gmelina) with a total volume of 3,849.99 board feet last April 20 while Aloran town received logs and lumbers (mahogany and narra) with a volume of 4,240 bd. ft. last April 23. Jimenez town was given 3,760.88 board feet of logs and lumbers (mahogany, gmelina and mangium) last April 28. The said logs and lumbers given to the LGUs were derived from the trees affected by the road widening project of the DPWH. DENR-10 remains committed to support the relentless efforts of the government to suppress the proliferation of COVID-19 pandemic in the country.

This battle, as Secretary Roy described it, is one to be won not with force or arms but with the firm resolve to bring the bay back to life. The former Armed Forces chief, together with other agencies and the Republic Defenders, committed themselves to this rehabilitation project which, at present, has set the record straight in proving that community effort always wins. The Republic Defenders, a nonprofit volunteer organization of both private and public individuals that supports government programs and projects to eradicate corruption, fight illegal drugs and criminality and promote good governance, patriotism and women empowerment, has been active in the said endeavor where change and love for country are at the helm of the mission, to secure the nation and protect the people. The Battle for Manila Bay was my very first project as a member of the Republic Defenders and it was here that I learned even more how being a woman, coupled with my skills as a soldier, had value in nation building; moreover, taking part in the relentless vision of our President for change and ensuring a comfortable life for all.

Environment Secretary Roy A. Cimatu (RTVM / FILE PHOTO / MANILA BULLETIN) “We vehemently denounce any kind of violent acts inflicted on our defenders of the environment, especially at a time when we are all dealing with an unprecedented public health crisis,” Cimatu said in a statement on Tuesday. Cimatu is seeking swift justice for Forest Management Specialist II Danilo Pascasio, who is currently fighting for his life after being brutally attacked by an illegal logging suspect in Aurora province, as well as patrolmen Jessie Golondrina and Edwin Fernando Velarde, who both died while conducting an operation against three suspected timber poachers in Northern Samar. Both incidents took place last Sept. 27 and 26 respectively. Pascasio was shot several times in front of his house at Barangay Calabuanan in Baler town by a suspect identified as Dennis Ruzol. Ruzol was arrested on Sept. 24, three days before the incident, for violating the country’s forestry law but managed to post bail on the same day. Pascasio sustained nine bullet wounds, one of the bullets pierced in his liver and pancreas.

Cruz town in Davao del Sur. (Photos credits to Philippine Eagle Foundation (PEF)/ MANILA BULLETIN) The rescued eagle was turned over between the borders of Davao City and Digos City in compliance with the restrictions under the enhanced community quarantine (ECQ). In the official Facebook page of the DENR-Davao, the agency, which fetched the eagle, was represented by two members of the Davao City Environment and Natural Resources (Cenro) as instructed by DENR- Davao Regional Executive Director Ruth Tawantawan and Provincial ENRO officer Pablito Ofrecia. According to the report, the seemingly weak juvenile eagle was found by local Mastura Sugkan near a river in Barangay Kalongkulong in Palimbang town last April 17. The following day, Sugkan reported recovering the eagle to the Palimbang Municipal Environment and Natural Resources (Menro), which eventually took custody of the juvenile eagle. The eagle was given first aid intervention, and was under constant monitoring by a veterinarian while under the custody of the Palimbang-Menro. But the caged raptor reportedly grew weaker, requiring its emergency transport to the Philippine Eagle Center (PEC) in Barangay Malagos, Calinan District in Davao City, for more thorough medical care.

Lawyer Antonio Abawag, DENR-Region 2 executive director, said a total of P1,040,635 cash donations was voluntarily contributed by the DENR personnel across the region in response to a call of the DENR top management. “Most of the personnel donated an amount equivalent to their one-day salary,” according to Abawag. On April 29, Felix Taguba, DENR-Region 2 assistant director for technical services, turned over P300,000 cash to William Apostol, officer in charge and health education and promotion officer, and nurse educator Charise Mabborang of the Cagayan Valley Medical Center (CVMC), a Covid treatment facility in Region 2 located in Tuguegarao City, Cagayan. Taguba said the cash assistance was donated by personnel of the DENR Regional Office and Environmental Management Bureau and the BFD Multi-purpose Cooperative. “This will be used to purchase rice, groceries and other basic necessities for the medical center’s frontliners as suggested by CVMC chief Dr. Glenn Matthew Baggao,” he added.
