With the advantage of the topography in a relatively flat area (the built up area has grown over an area of land with a maximum gradient of 5%) and the potential location within landscape units consisting of plains and hills. This territory has a high potential induced by the attractive development of a spa and the construction of the Transylvanian Highway. It is necessary to know the limits imposed by the natural environment, highlighting the important elements of its expansion, but also its territorial limits to its development. Key words: favorability, territorial expansion, local development, restrictivity * * * * * * INTRODUCTION The city of Marghita is located in north-eastern part of Bihor County, at a distance of 60 kilometers from the county seat, Oradea, at 30 km from the Hungarian border and near the limits of the county of S ălaj, respectively Satu Mare (Neme ş, 2010). The position occupied in Bihor County (figure 1) confers to this city several advantages, stand on one side the location in a cross-border area (Hinfray, 2006, 82), so Marghita together with the city Létavértes (Hungary) make that kind of settlement called "doublet" (Ilies, 2003, 154) provide favorable conditions for cross-border cooperation.

The result was thatan important increase in the average annual air temperature was noted at the weather stations in Bihor County, starting with 1994. The hottest years were recorded between 2000 and 2017, and the coldest between 1964 and 1985. The linear trend of the annual average values of air temperature is upward, at all stations. The analysis of the average decennial temperature shows that the first decade (1961-1970) was warmer than the next two (1971-1980 and 1981-1990), and starting with the second decade (1971-1980) there is a continuous increase in air temperature. The average growth rate of temperature from one decade to another was between 0.097°C and 0,778°C.

The prospect of an integrated and sustainable development involves close connections between tourism and local development, as a series of measures are not directed at tourism, but they indirectly contribute to its development. For example, the increase of accessibility, the environmental protection as an instrument to protect the cultural and natural heritage, the pollution reduction, the improvement of the quality and availability of natural resources are ways to improve the performance of the tourism sector. Other measures are focused on local development and they also contribute to tourism development. Further, integrating the tourism sector must be made through public and private partnerships and, in the deficient areas such as the analyzed disadvantaged mining regions, tourism must work to bring together the actions of integrating the natural and cultural patrimony, the environmental protection, accessibility and the development with the most appropiate methods. Key words: tourism development, EU funding programs, disadvantaged mining areas, Bihor County, Romania * * * * * * INTRODUCTION The main financial resources that support the sustainable tourism are represented by the Structural Funds, especially the European Fund for Regional Development (EFRD)1.

Ionita PhD. Student1, Prof. Gh. Gugiuman. PhD.1 Faculty of Civil Engineering and Building Services, "Gheorghe Asachi" Technical University of Iaşi1 [email protected] Abstract: In order to obtain significant costs reductions associated with the use of road bitumen in asphalt mixes, this product currently being only obtained through imports, an ample research have been undertaken regarding the use of bituminous sands or oil sands, which present great advantages, especially in areas near deposits located in Bihor County. These raw materials present the advantage of having a percentage of natural bitumen in their mineral composition and thus their usage for asphalt mixtures preparation leads to substantial reductions of bitumen quantities required in the mix. Specific technological recipes have been researched in road laboratory, based on the department norm CD 42-85, concerning the direct use of oil sands, with and without adding hard paving grade bitumen, for warm asphaltic road pavement construction. Terrestrial gamma dose rates have been measured using thermoluminescence method in Alba county. More than 150 dosimeters were placed in 52 locations. The obtained values ranged from 41 ± 2 to 91 ± 4 nGy/h, being in agreement with UNSCEAR Report. Radon concentrations for indoor air were performed in 12 locations from Alba county using CR39 detectors accompanied by radon groundwater measurements, being in accordance with WHO and EURATOM Treaty. Annual effective doses due to radon exposure were also calculated. Alongside with previous results, this work represents an important stage in the development of the high resolution environmental radioactivity map for Transylvania region. Key words: thermoluminescence, gamma dose, radon, map. 1. INTRODUCTION There are many areas on the Earth which exhibit elevated natural gamma dose rates caused by the geological setting or geochemical structure of different rocks. Also, the concentrations of natural radionuclides in the environment can be changed deliberately or accidentally by humans, and thus the situation should be managed in an active manner [1, 2]. As a consequence of these variations of gamma dose around the world, it is mandatory to have accurate estimations of gamma dose rates and carrying such systematic surveys is an obligation of our country as an European Union member state according to EC Treaty, Article 174.

As we have seen, the Romanians were not the majority population. Those who dominated the city under demographic and economic aspect were the Hungarians and Jews. In political terms, since the early 20’s, the most of the Romanians of Bihor County were subordinated to the most important party in Transylvania, the Romanian National Party, while the Hungarians adopted immediately after unification a political attitude circumscribed to passivity. After this period, the political life will greatly diversify in Transylvania together with the offensive of the parties in the Old Kingdom while the Hungarians will gradually accept to engage themselves in the political affairs of the city and country.
