MARCOS AN ACT ESTABLISHING IN THE MUNICIPALITY OF LIMAY, PROVINCE OF BATAAN, A GENERAL HOSPITAL TO BE KNOWN AS THE LIMAY GENERAL HOSPITAL, AND APPROPRIATING FUNDS THEREFOR EXPLANATORY NOTE Section 15 of Article II of the 1987 Philippine Constitution provides that "The State shall protect and promote the right to health of the people and instill health consciousness among them." The Municipality of Limay is a 1st class municipality in the province of Bataan. According to the 2015 Population Census of the Philippine Statistics Authority, it has a population of 68,071 people. According to the Department of Health (DOH), there are only two regional hospitals in Bataan, the Bataan General Hospital and Medical Center located in Balanga City and the Mariveles Mental Wellness and General Hospital in Mariveles. Clearly, these two hospitals are not enough to cater the population of the whole Province of Bataan with 11 municipalities, 1 component city, and 237 barangays and a total population of 760,650 people. This bill aims to a establish fifty-bed capacity district hospital in the Municipality of Limay, Province of Bataan under the supervision of the Department of Health to be known as the Limay District Hospital to uphold the mandate of the Constitution and protect the health of the citizenry and make medical services more accessible to the locals. This improvement will also lessen the need to travel for people in neighboring towns of Limay who needs medical treatment, especially during this challenging era of pandemic.

    INCEPTION WORKSHOP FOR SOC DEVELOPMENT AND IMPLEMENTATION IN BATAAN BULWAGAN NG BAYAN II, PROVINCIAL CAPITOL, BALANGA CITY, BATAAN 25 JANUARY 2013 WORKSHOP REPORT 1. The inception workshop for the development and implementation of the SOC reporting system in Bataan was conducted on 25 January 2013 at the Bulwagan ng Bayan II, Provincial Capitol, Balanga City. The workshop specifically aimed to: 1) provide an overview of the ICM framework and process, and review the progress made in ICM implementation in Bataan; 2) discuss the benefits and importance of SOC in ICM program implementation; 3) discuss the processes of establishing the reporting system and development of SOC report; 4) clarify the roles and responsibilities of the SOC Task Team; 4) conduct initial assessment of data availability and sources, and 5) develop an action plan for the development of SOC report for Bataan. 2. The workshop was attended by representatives from 10 municipal/city LGUs (Abucay, Bagac, Balanga City, Dinalupihan, Limay, Mariveles, Orion, Orani, Samal and Pilar), provincial offices (Planning, Engineering, Tourism, Health, Environment, MIS and Agriculture) and national government agencies (DENR-PENRO, DENR Reg 3, Department of Agriculture, Philippine Coast Guard, Department of Education, Department of Public Works and Highways, Department of Science and Technology, National Statistics Office, Department of Trade and Industry, Philippine Ports Authority and Department of Interior and Local Government), the academe (BPSU, MAAP), private sector (BCCF, Petron, Total-Philippines and Philippine Resin) and civil society and people’s organizations (PFU).     Preface The Socio-Economic Profile of Bataan before only contained plain tables and data without further description and analysis of the content, trend and impact of information that were deemed to be useful for the people particularly the Bataeños to know more of the province. For this year, the information usually gathered for SEP have been described. Available data with 5-year trend have also been presented. Moreover, graphical representations and write-ups are included. It is in this sense that the term “enhanced” has been intertwined in the SEP of the province- this initial effort aims to elevate the usual method of doing SEP so as to guide and help the users, researchers, investors, and decision-makers for easier understanding of data that describe the present sectoral characteristics of the province. This is only the start of systematic innovation of the province’s databank so as to transform this into a more useful reference, the Data Analytics Project. I.Introduction and Rationale Five of the seven species of marine turtles of the world are found in the Philippines. These are the green turtle {Chelonia mydas), hawksbill turtle (Eretmochelys imbricata), olive ridley turtle (Lepidochelys olivaced), leatherback turtle (Dermochelys coriacea) and loggerhead turtle (Caretta carettd). The green turtle, hawksbill turtle, olive ridley turtle and leatherback turtle have nesting grounds throughout the country. The loggerhead turtle on the other hand feeds on the country's rich marine resources. All the five species of marine turtles are threatened with extinction. Marine turtles are known to have nesting fidelity throughout their reproductive years. Successful reproduction is therefore dependent on the availability of suitable nesting beaches. However, nesting beaches are threatened by incessant developments and increased human activities. This may lead to physical loss of the nesting beach itself or decline in suitability due to introduction of solid waste, noise and light pollution, and other forms of disturbances.
