The meeting of the Kankakee County Board, Kankakee, Illinois, held December 11, 2012, pursuant to the adjourned meeting of September 11, 2012, was called to order at 9:00 am., by the Chairman of the Board, Mr. Bossert. Mr. Stauffenberg, County Board Member, delivered the invocation. The Pledge of Allegiance was recited. The following members were present:

Public Commentary
Mr. Jim Wasser commented that he was honored to be on the panel for the Blue Ribbon Commission. He thanked Mr. Bossert, Mr. Arseneau, Mr. Boyd, Mr. McConnell, Mr. Tripp, Mr. Snipes and Mr. LaGesse for coming to the meetings. He came today to express his displeasure for the county board members who did not attend. He stated that the county board is going! to be voting on a very important issue that will affect everyone in the county.

Minutes of the Last Meeting
The minutes of the December 3, 2012, Session I and 2, county board meeting were submitted to the county board. The reading of the minutes was waived. Mr. Enz made the motion to accept the minutes from December 3, 2012, Sessionl and 2, with a second by Mr. Dodge. Motion carried by a voice vote.
Claims Committee Report
A motion to approve the claims reports from November 2012 was made by Mr. Stauffenberg and seconded by Mr. James. A roll call vote was taken with the motion passing 27 ayes to 0 nays. Motion carried. Department Reports
The department reports were read and accepted on the motion of Mr. Washington, Jr. and seconded by Mr. Tholen. Motion carried by a voice vote.

Committee Presentations and Resolutions Consent Agenda
Mr. Hess made the motion to adopt the consent agenda with the resolution amendment to the Employment Agreement to provide physician medical services to prisoners of the Kankakee County Detention Center Facilities and Medical Administrative Director Services Contract with MJS Advantage, Inc. (190) to be read separately. Mr. Mulcahy seconded the motion. Mr. Clark, County Clerk, read the items into the record. A roll call vote was taken with the motion passing 27 ayes to 0 nays. Motion carried.

Mr. Tripp made the motion to waive the reading and adopt the resolution regarding the amendment to the employment agreement to provide physician medical services to prisoners of the Kankakee County Detention Center Facilities and Medical Administrative Director Services Contract with MiS Advantage, Inc. (190). Mr. Washington, Jr., seconded the motion. Mr. Boyd explained the resolution. Mr. Snipes wanted to know how it will affect us economically if an individual requires care that can't be provided at the jail. Mr. Boyd stated when those situations arise the Sheriffs Department and the State's Attorney's Office both review the facts and circumstances and determinations are then made. Mr. Boyd said they are restructuring the existing contract and there is no change in service, and realistically, no change in cost to the county. A roll call vote was taken with the motion passing 27 ayes to 0 nays. Motion carried.
Highway and Bridge Committee
A resolution was read regarding authorizing the County Board Chairman to sign an agreement between the County of Kankakee and Risen Savior Lutheran Church for the improvement of a portion of County Highway 9. Mr. Vickery made the motion to adopt the resolution. Mr. Stauffenberg seconded the motion. Mr. Bossert explained that the county will have to utilize federal funding as it becomes available. The county will be paying 80% with federal funds and the owner will contribute 20% of the cost over 10 years. Motion carried by voice vote.
Finance Committee
Mr. Enz made the motion to waive the reading and adopt the Annual Tax Levy (2012-2013) (198). Mr. Dodge seconded the motion. Mr. Bossert explained the resolution. Motion carried by voice vote. Planning, Zoning & Agriculture Committee
A resolution was read giving authority for the County Board Chairman to sign an Intergovernmental Cooperative Agreement between Kankakee County and the member agencies of the Metropolitan Planning Organization (M PO) (199). Mr. I-less made the motion to adopt the resolution. Mr. James seconded the motion. Mr. Lammey, Transportation Planner, explained the MPO. Manteno and the Kankakee Valley Airport Authority were newly added to the MPO. Motion carried by voice vote.
Community Services Committee
A resolution was read regarding the establishment of a Multi-Township Assessment District - combining Norton and Pilot (200). Mr. James made the motion to adopt the resolution. Mr. Mulcahy seconded the motion. Mr. Bossert explained the resolution. A roll call vote was taken with the motion passing 27 ayes to 0 nays. Motion carried.
Information Items
Mr. Bossert stated that December 4, 2012, was the county's bid date for electric aggregation. First Energy Solutions, out of Ohio, was the winning bidder at 5.083 cents per kilowatt hour. Mr. Bossert stated that an official mailing will be sent a couple of weeks from today explaining the facts and informing the residents that if they wish to be part of the aggregation, they do nothing and will automatically be enrolled. If they want to opt out, they will need to mail back the bottom portion of the notice to opt out. Mr. James wanted to know how the public will be informed that First Energy Solutions will be the new energy supplier, not other suppliers that may solicit by phone. Mr. Bossert said the county will do their best to get press releases out regarding First Energy Solutions and First Energy Solutions will not be calling residents' homes to solicit. It will be an official mailing from the county.
Mr. Bossert stated that the county completed the bond sale and refinanced at a savings/reduced cost of $534,000 and a net interest rate of just over 3%.
New Business
Mr. Bossert stated that the Committee of the Whole Meeting will be on December 17, 2012, at 6:00 p.m., at the Kankakee Public Library. Mr. Stauffenberg made a motion for the board to come together as a Committee of the Whole. Mr. Snipes seconded the motion. Mr. Bossert stated at that time the Blue Ribbon Commission and the County Board will review materials and discussion that occurred over the course of the last 2 or 3 months and see what conclusions the Blue Ribbon Commission came to and the County Board will be allowed to ask questions. The meeting is just a discussion opportunity and they will not be taking a vote that night.
Mr. LaGesse made the motion to adjourn the meeting at 9:55 am. Mr. Mulcahy seconded the motion. Motion carried by a voice vote
