Preface ℋ墾

It is with great pleasure that we are organising once again the European Innovation week in Taipei back to back to the international fair COMPUTEX and the EU-Taiwan industrial dialogue. The event builds on the success of the European Innovation Week in Taipei in 2016 and the EU-Taiwan Event on Industry of the Future in Brussels in June 2017.

Innovation is the necessary route to deliver better health, a better environment, cleaner energy, better communication and better mobility. These are all ambitions that Europe shares with Taiwan. We are convinced that by combining our strengths we can achieve our goals more easily.

Therefore, the European Innovation Week will feature seminars and workshops addressing the above challenges and will give the opportunity to EU and Taiwanese companies, clusters and researchers to expand ties and collaboration through networking and matchmaking events.

I am delighted to see a plethora of Taiwanese and EU business from 16 EU countries participating in this event with the overall objective of expanding trade, research and investment relations between the EU and Taiwan.

Better Europe - The European Innovation Week has become a landmark for exhibiting European expertise in Taiwan. We are very pleased to host this year the second edition of the European Innovation Week and to welcome once again numerous experts and business from Europe and Taiwan in Taipei.

The European Innovation Week offers a unique forum for discussing technologies of the 21st century and to explore new areas of cooperation between the EU and Taiwan. The European Innovation Week also offers an exceptional opportunity for policymakers, companies, business associations, research institutes and academia for exchanging views and for creating deeper business links between our two sides.

Europe is a global leader in research and innovation and accounts for one fifth of the global R&D investments. The EU also hosts with more than 1.8 million researchers the largest number of researchers in the world. We know that innovation is at the heart of technological development and key to ensure our economic and social prosperity for the future.

The European Innovation Week ultimately seeks to combine two powerful driving forces: innovation and economic opportunities. 2018 EU-TAIWAN Circular Economy International Conference

Ranking the world’s 3rd highest recycling rates, Taiwan aims at transforming itself into a circular economy hub in Asia. Taiwan’s Environmental Protection Administration (EPA) expects to reach a recycling rate of over 61% in 2022 and increase the resource productivity rate to at least 4.1% annually by 2022. To achieve the ambitious goal, Taiwan government is now dedicated to make the policy and action plans of circular economy that focus on enhancing the technologies of recycling and green chemical material in view of transforming waste into resources and the optimal utilization of energy and resources, to build up industrial value chains including production, consumption, and circulation that achieve the circular economy goals. Meanwhile, Taiwan looks forward to working with EU and its member Introduction states to foster international cooperation, address the needs of industries, as ᶉ䯷 well as offer novel solutions for waste management.

Following previous EU-Taiwan Meet on Industry of the Future in Brussels, Belgium, on June 26-28, 2017, Taiwan EPA would like to work with DG Growth, European Commission, the European Economic and Trade Office (EETO), the European Chamber of Commerce Taiwan (ECCT), and supported by Ministry of Foreign Affairs(MOFA) and Tainan Environmental Protection Bureau on the “2018 EU-Taiwan Circular Economy International Conference” under the European Innovation Week (EIW) in Taipei. Events take place on 4-6 June include a one-day conference with trade show in Taipei, a one-day official industrial dialogue/cluster seminar/B2B matchmaking in Taipei, and a one- day site tour to Tainan.

45 European Cluster Collaboration Platform (ECCP): A vibrant platform at the service of cluster organisations The European Cluster Collaboration Platform (ECCP) is an action of the Cluster Internationalisation Programme for SMEs launched by the European Commission in 2016. The ECCP provides networking and information support for clusters and their members aiming to improve their performance and increase their competitiveness through trans-national and international cooperation. 50 EBRC THE EU BUSINESS AND REGULATORY COOPERATION PROGRAMME IN TAIWAN The EU Business and Regulatory Cooperation Programme in Taiwan, launched in 2014 for a period of four years is fully funded by the European Union and managed by the EETO (European Economic and Trade Office), with the ECCT (European Chamber of Commerce Taiwan) as implementing partner under a service contract. The EBRC has been designed specifically for Taiwan, with the objective of improving regulatory cooperation between the EU and Taiwan. By advocating EU regulatory principles and instruments in areas such as government procurement, IPR, food safety, technical standards, pharmaceuticals, ICT, low carbon, the EBRC helps to pave the way for sustainable engagement and cooperation between Europe and Taiwan, enhancing visibility and projection in Taiwan of European excellence in specific sectors. Through seminars and events organised jointly with competent Taiwanese authorities, conferences and standalone events at trade fairs, the EBRC provides concrete support to the bilateral EU-Taiwan policy agenda. EBRC events highlights in 2018: z EU-Taiwan Seminar on IP Capacity Building for SMEs and Academic and Research Institutions (25 April), co-hosted by the Taiwan Intellectual Property Office (TIPO), under the Ministry of Economic Affairs (MOEA). The objective is to share policies and best practices regarding intellectual protection capacity building for SMEs, universities, and research Institutions in both the EU and Taiwan, in order to provide useful information to the stakeholders, and to serve as reference for the establishment and the improvement of the regulatory framework. z EU-Taiwan Control of Animal Diseases Seminar (11 April), jointly hosted by the Bureau of Animal and Plant Health Inspection and Quarantine (BAPHIQ), under the Council of Agriculture (COA). The event gathered government officials and experts from both the EU and Taiwan to discuss in depth and share their experience on the animal diseases control management, in order to deepen the cooperation in this area. z EU-Taiwan Offshore Wind Power Certification Seminar (14 March), co-hosted by the Bureau of Standards, Metrology & Inspection (BSMI), MOEA, the Bureau of Foreign Trade (BOFT), MOEA. Horizon 2020 The EU Framework Programme for Research & Innovation (R&I): open to the world Researchers in any part of the world may participate in Horizon 2020, the current Research and Innovation Framework Programme of the European Union. With a budget of €77bn, Horizon 2020 is the EU's largest ever funding programme dedicated to R&I. It marks an important increase in funding compared to the period of 2007-2013 (7th Framework Programme - FP7).

Horizon 2020 came to life in 2014 and will run until 2020, with the goal of removing barriers to innovation and making it easier for the public and private sectors to work together in delivering innovation.

Horizon 2020 is built around three pillars: 1) Excellent Science - focused on developing talents and making Europe an attractive location for the world's best researchers; 2) Industrial Leadership - to make Europe more attractive for investment by raising the number of innovative companies and 3) Societal Challenges - meeting the concerns and needs of citizens and society with the EU policy objectives.

The EU's research policy aims at enhancing research cooperation not only between EU countries but also aims at encouraging worldwide joint projects with non-European partners such as Taiwan. Taiwanese participants can join projects in any area under Horizon 2020: 1) through the regular Horizon 2020 calls for proposals; 2) through "coordinated" calls for proposals and 3) through individual fellowship and research grants schemes for talented researchers (Marie Sklodowska-Curie scheme and the European Research Council grants for the highest quality researchers).

The EU and Taiwan have a successful track record of cooperation in R&I based on the fact that both face similar societal challenges - ageing societies, climate change, energy efficiency and sustainable food security – and both see cooperation as necessary to promote the excellence in science and to increase the competitiveness of their industries. The areas of robotics, micro and nano-electronics, digital security, personalized healthcare and medicine, smart cities and communities, competitive low-carbon energy and blue growth, offer good potential for cooperation.

Since 2003 the Taiwanese government co-funds Taiwanese researchers participating in EU's R&I framework programmes.

The National Contact Point (NCP) in Taiwan, established in 2008, plays an important role in facilitating the participation of Taiwanese researchers in Horizon 2020, matching-up projects helping universities, companies and institutions to apply for Horizon 2020 projects. 53

58 Galileo - the European Global Navigation Satellite System (GNSS) and the cooperation with Taiwan

The Galileo programme is the first Global Navigation Satellite System (GNSS) under the control of the European Union. This is the first time that the EU has developed, owned and been responsible for such a large-scale infrastructure. The Galileo programme is currently being deployed and will deliver initial services towards the end of the year.

Once the system is fully deployed and operational, by 2020, Galileo will allow users worldwide to know their exact position in time and space with great precision and reliability. Galileo system will consist of an array of 30 satellites that will provide data to help for example helping navigate ships through narrow channels, enhance transport logistical operations, and improve the speed of emergency services' responses in critical situations. The Galileo programme presents a huge business opportunity, not just for companies delivering the satellites or ground segment but also for downstream industry, the people who work in the areas of receivers, platforms, and the development of innovative services. EGNOS, the European Satellite Based Augmentation System is already operational since more than 5 years, and is being used increasingly in different transport domains, contributing to a global and guaranteed timing and positioning service. Currently it augments the GPS and it will augment Galileo in the future.

Another major European space project is Copernicus, which can provide accurate data about our environment (air, land and water conditions) and be used for weather forecasting and air quality monitoring. Multi-constellation GNSS is becoming a reality and offers opportunities for an array of new applications including in the area of electric vehicles and intelligent transport systems. We are moving towards more and more automation in transport and this is where EGNOS and Galileo can make a significant contribution.

59 Taiwan is an important partner of the EU in GNSS. European providers partner with Taiwanese companies for designing and manufacturing consumer devices with GNSS capability. Taiwan’s component technologies relating to micro and nano-electronics are another priority domain for EU-Taiwan cooperation. And Taiwanese GNSS chipset manufacturers are increasingly integrating Galileo capability in their products.

The ultimate objective of the Galileo program is that its signals to be translated into valuable and reliable services for users across the globe. This is the focus of the European GNSS Agency (GSA), which is in constant dialogue with user communities. Ensuring compatibility and interoperability with other existing and future systems is critical. Indeed, frequency compatibility has been achieved with GPS, IRNSS, QZSS and BeiDou. The Galileo programme will provide unique services, functionalities and performance levels that have never, or not yet, been provided by other satellites navigation providers: x Open Service: a freely accessible service for positioning, navigation and timing, utilising the dual-frequency Galileo Signal in Space. x Public Regulated Service: an encrypted, secure service with additional advanced features designed for greater robustness and higher availability, primarily directed at public sector operations. x Search and Rescue Service: will assist in locating people, vessels and aircraft in distress. Safety of Life: a contribution to services monitoring the integrity of the satellite signals, incompliance with international standards. x Commercial Service: a fee-based service which will deliver authentication and high accuracy services for commercial applications.

After experiencing the generation of speedy economical growths, Taiwan follow the linear economy development context of “excavation, manufacture, use and disposal”; not only it caused resources deficiency, but also generated various hard to recycle wastes. In 2016, President Tsai Ing-wen stated in her inauguration ceremony, “Lead Taiwan towards the generation of circular economy and transforms waste into renewable resources”. Based on this, Environmental Protection Administration adopted the redesign mindset from the existing 5R: Reduction, Reuse, Recycling, Energy Recover, Land Reclamation to actively achieve the circular economy target of material full recycle and zero wastes by source management, recycle design, green product and consumption to recycle and reuse.

Recently, plastic free ocean has become the global environmental protection awareness. Environmental Protection Administration expand the implementation control range and

62 objects in 2017 since the promotion of plastic restriction policy in 2003, while establishing Marine Debris Governance Platform to request the plastic reduction from the sources for the most effective management. Also, waste electronics include many precious metal raw materials. Taiwan completed its first 10 major critical materials inventory for the environment and built the material flow management system in the hope to use various material management tools for increasing resource efficiency while facilitating resources productivity. What worth to mention is that Taiwan is actively promoting excellent, stable, harmless application of regeneration aggregates. This is done to find the best way out for construction demolition wastes and incinerator bottom ash by creating the secondary raw materials market for them. Under the support of Environmental Protection Administration, the public voluntarily formed the Taiwan Circular Construction Resource Alliance, Green Electronic Resource Alliance and Plastic Marine Litter and Circular Economy Alliance in 2017 focusing on plastic wastes, waste electronics, incinerator bottom ash, furnace slag and demolition wastes. They wish to reach a consensus from the bottom to top, actively promote green agreement, working together with public and private organizations to promote circular economy together.

Ocean Plastic Coalition The Ocean Plastic Coalition is the coalition dedicated to all the industries for which the health of our oceans matters. At the Ocean Plastic Coalition, we raise awareness towards the plastic pollution of our oceans and develop concrete industrial solutions to turn this pollution into a circular economy. Our coalition, in addition to informing the world about our engagement towards healthy oceans, aims at directly impacting all types of industries, from local SMEs to major international brands and governmental bodies, in the fulfillment of environmental conscious projects such as:

To develop advanced technology which creates a recycling cycle of ocean plastic waste. Established in 2018, the Ocean Plastic Coalition is the new organization of PIDC (Plastics Industry Development Center) - a research and development institution founded by Taiwanese government and the plastic associations in 1992. With 25 years expertise in R&D in favor of Safe, Green, Smart and Advanced materials and processes, we have developed genuine processes to tackle the ocean plastic pledge in collecting and recycling this waste into environmentally-friendly consumer goods. Not only the Ocean Plastic Coalition aims at reducing the plastic pollution of our oceans for the good of the human being and of the marine wildlife, but also at raising the awareness of the large public and of the industries towards this problem through the achievement of impacting events and communication campaigns.

Green Electronic Resource Alliance GERA will be the first spontaneous private enterprise organization in Taiwan and will be sponsored by the EPA. It will start from the bottom up and become a national team for green process recycling. It will also become a corporate organization for international and environmental groups to visit.

Through the social media platform discussion, TCCRA can break the gap between these different area, and cooperate in different projects with alliance members. TCCRA will be able to develop a Taiwan-based circular economy model in construction industries. In addition, the White Paper on Green Building Industry will be prepared as a reference for government officials. Ultimately, TCCRA’s objectives are to cultivate relevant industries and to share the Taiwanese experience to the international stage.
