Parliamentary Voices on the Future of Europe Digital Conference 28 and 29 May 2019 https://www.regioparl.com/parliamentary-voices-on-the-future-of-europe/?lang=en Conference Report © Picture: European Parliament 1 Conference Report Parliamentary Voices on the Future of Europe Digital Conference, 28 & 29 May 2020 Governance in Europe is built on a diverse multi-level parliamentary system, making parliaments at all levels – European, national, and subnational – key actors in the functioning of any democratic political process involving the future of Europe. This is why parliaments took centre stage in the two-day digital conference, which brought together academics and policy makers from all political levels – European, national, and subnational – in order to encourage an exchange of views between politics and academia. The event touched upon various issues of parliamentary involvement in the European Union (EU), such as the democratic legitimacy of EU politics, parliamentary scrutiny of European policies and Europeanisation of national and subnational parliaments. Aiming at fostering a debate between research and politics, it brought together a number of outstanding experts from academia and politics, who contributed to very insightful and lively debates on (1) the current state of play of parliamentary voices in the EU and (2) opportunities and obstacles for a strengthening of parliamentary voices in the future of the EU, in general, and in the upcoming EU Conference on the Future of Europe to be kicked-off in autumn, in particular. This conference report presents a summary of the various programme points, including keynotes and Q&A sessions as well as panel discussions and roundtables. -

Forum of Federations 75 Albert Street, Suite 411 Ottawa, Ontario (Canada) K1P 5E7 Tel: (613) 244-3360 Fax: (613) 244-3372 [email protected] Bending the Constitution: The new Regulation of Intergovernmental Fiscal Relations in Germany 3 Introduction On June 1 and 2, 2017, the German federal parliament adopted a set of new regulations, scheduled to take effect in 2020, reforming the intergovernmental fiscal relationship between the federation and the 16 federal states — called Länder — in Germany. These new regulations initiate sweeping change to the federal structure of the constitution.1 On July 13 and August 17, 2017, the new laws were published in the federal law gazette,2 despite concerns expressed by Federal President Frank Steinmeier in a letter to the Federal Chancellor Angela Merkel.3 At the heart of this reform is a profound change in the fiscal constitution, from its traditional horizontal arrangement among the Länder towards a vertical one. The history of German federalism, since 1949, has been characterized as a “unitary federal state,” which is how it was originally described in 1962 by Konrad Hesse.4 Over time, the Länder have often been willing to hand over legislative powers to the federal government, normally in exchange for the right to share decision-making via the Bundesrat. -

The Honorable Mauricio Cárdenas, Governor of the Bank and Fund for Colombia, served as the Chairman. OPENING PANDORA’S BOX David Cameron’s Referendum Gamble on EU Membership Credit: The Economist. By Christina Hull Yale University Department of Political Science Adviser: Jolyon Howorth April 21, 2014 Abstract This essay examines the driving factors behind UK Prime Minister David Cameron’s decision to call a referendum if the Conservative Party is re-elected in 2015. It addresses the persistence of Euroskepticism in the United Kingdom and the tendency of Euroskeptics to generate intra-party conflict that often has dire consequences for Prime Ministers. Through an analysis of the relative impact of political strategy, the power of the media, and British public opinion, the essay argues that addressing party management and electoral concerns has been the primary influence on David Cameron’s decision and contends that Cameron has unwittingly unleashed a Pandora’s box that could pave the way for a British exit from the European Union. The slides (ppt) accompanying the speech can be found on the Bank of Finland’s website. * * * 1. Introduction Are there broadly-shared, characteristically European values? Most tend to agree that there are, such as social cohesion and solidarity. Market economy has turned out to be the best system to create growth and raise the standard of living. Still there is also a wide-spread recognition that market forces can sometimes result in outcomes that are not in keeping with these values. Consequently, a vast majority of Europeans share the conviction that the state should promote equality of opportunity and come to the assistance of those most in need. Nevertheless, there is no such thing as “the Single European Social Model”. Owing to historical reasons and differences in local circumstances, these models differ considerably across Europe. Some argue that, while laudable, the European values are no longer compatible with the harsh realities of the modern world and the social models need urgent reform. The modern world is characterized by ever intensifying competition brought up by globalization. At same time the ageing of population sets pressure on the labour market and public finances. So, is the distinctly European combination of social values and economic policies an issue of the past, a promise that can no longer be fulfilled? Or is it possible to reconcile it with the forces of globalization and demographic change without stifling economic dynamism? Should it be seen as an asset or as a liability? Indeed, we can find examples that show how some features of a traditional welfare state have acted as a drag on economic growth. -

Although less noteworthy, since they do not involve revolutionary economic and political changes, they are as ideologically significant, for they represent a withdrawal from the centralized redistributionist doctrines of the democratic Left.1 Their record confirms the conclusion of Pierre Mauroy, Prime Minister of France’s first majority Socialist government, who noted in the Spring of 1990: “We thought we could find a third way, but it turned out there isn’t one.”2 In country after country, socialist and other left parties have taken the ideological road back to capitalism. -
