This significant relationship originates from religious beliefs although there are different nationalities and racial groups in this region. The historical and cultural ties originate from the last centuries of Muslim rule in Central Asia and Caucasus. That is why Eco countries have cultural and literal works in common like old Qur'ans, Divan Hafez, Golestan Sa'di, rare copies of Shahnameh and other historical resources. In addition there are some commonalities in art, handcrafts, language, literature, poetry and prose. These common backgrounds in the region indicate living symbols and evidence of a similar history and life. National libraries are responsible for preservation of documentary heritage of the country. If we provide an effective way of cooperation of national libraries then we will gather the resources together and a wealth of valuable historical and cultural collections will be revived .this paper methodology is library research. Findings showed Eco countries have necessary requirements for an intercultural relationship.

In this democratic age, all the people need a steady and balanced supply of reading material for their advancement of knowledge.

    Survey of CIP Programs Report INTRODUCTION At the August 2001 IFLA Conference in Boston, participants of the Workshop on Publishing Industry and National Bibliographies (WPINB) discussed the importance of the relationship between the publishing community and the national libraries. Participants agreed that it was important to expand and improve this relationship. At the August 2002 IFLA Conference in Glasgow, WPINB participants further agreed that because the Cataloging in Publication programs are an important part of this relationship, a survey of CIP programs might provide information to better understand the publisher/national library relationship and from that increased understanding seek improvements. The Library of Congress agreed to deploy some of its CIP program resources to develop an online survey, and at the August 2003 IFLA Conference in Berlin, a model of the survey was approved. The Library of Congress then developed and tested the online Survey of CIP Programs and it was made available for respondents in September, 2004. The survey was available for respondents to access and complete until May, 2004 at which time the application form was closed and the data cumulated. The cumulated data appears on the IFLA CIP Survey homepage http://www.loc.gov/catdir/cipsurvey/. The data gathered provides clear evidence of the value of the CIP programs. Annually, the combined efforts of the programs produce bibliographic records for over 188,892 titles. The number of languages covered by the combined programs, over twenty-four, is also impressive. This means that libraries around the world have a vast source of records to support copy cataloging and therefore to obtain significant savings in resources that would otherwise be expended on original cataloging if the CIP programs did not exist.

What make prioritization different is its methods and approaches adopted for each aspect. The area that is subject to prioritization is the concern of a group of individuals usually referred to as "beneficiaries". They may benefit from the results of the prioritization project or have particular expertise or command on the subjects in question which, consequently, makes priority setting of a considerable significance for them. Therefore, prioritization should be performed by those who have sufficient knowledge and insight about the related areas with great decision-making capabilities. Prioritization executives should be able to accurately identify the groups of experts and beneficiaries and prepare the ground for their efficient and planned involvement in the prioritization process; as "eliciting the public's experience or knowledge is a form of research that can be viewed as objective study of individual experience".

    2009 CDNLAO COUNTRY REPORT NATIONAL LIBRARY OF THE PHILIPPINES GENERAL OVERVIEW Filipino librarians observed a series of events in 2008 that further strengthened and developed their skills and expertise needed in their workplaces. For the National Library of the Philippines (NLP), it was another period of remarkable feats as it experienced rigorous challenges emanating from global and national events. It strengthened its workforce when it implemented the Government’s rationalization plan aimed to deliver more effective and efficient services to the public. Guided by its Mission-Vision, valuable resources were acquired to strengthen its collection and keep in pace with the emerging technologies. After the 3rd CONSAL Executive Board Meeting held in Ho Chi Minh City in April, 2008 and after also the 16th Meeting of CDNLAO held at the National Diet Library, Tokyo, Japan in October 2008, NLP as well as the Philippine Librarians Association, Inc (PLAI) takes pride in reporting the following accomplished activities/projects: • The Auditorium of NLP has been completely rehabilitated and equipped with fiberglass gang- chairs and a state of the art lights and audio equipments. • Fifty nine (59) public libraries were established or a total of 1216 affiliated public libraries. • The second national conference/workshop of public librarians was held at the NLP auditorium last October 27- 28 with the theme: “Public Libraries: Moving on for More Effective Services”. 436 public librarians participated in the two-day event.
