Cllr Paul Oborn took the chair as the Chairman was encountering Action technical problems. 109 No Apologies received. Cllr Andrew Stubbings was not able to attend due to technical problems. 110 Declaration of interest: Cllr Teif Jones declared a personal interest in planning application 20/ 05596/FUL item 119.b as an immediate neighbour. 111 Covid 19 Statutory Instrument: It was noted that 2020 Regulation no 392 came into force 4th April 2020 allowing remote attendance and modification of meetings and public attendance. 112 Approval of minutes The minutes of the meeting of 2nd March 2020 were confirmed as a true record. 113 Reports: a. County Councillor: • He reported that the new Unitary Council had replaced the 4 district and 1 county council on 1st April. Due to the Corona Virus pandemic there is a government mandate to carry on until the elections 6th May 2021, this has meant a continuation of the Shadow Authority. Following some resignations there are 198 Cllrs for the whole county. • Bradenham parish is part of the Ridgeway West Division which has 4 Cllrs, BC Cllr Carl Etholen being one of them. • The Shadow Executive has 17 members with Martin Tett as the leader and 2 deputies. There have been some changes in portfolio holders. • Members had the opportunity to ask questions. • Questions were asked about the re-opening of the recycling centre. This will not be a BC recycling centre, but run by a Community Interest Company (CIC). A planning application has been submitted and is awaiting a decision. Cllr Teif Jones re-joined the meeting. b. Police: not present. c. RAF: • The Covid-19 pandemic has meant that staff numbers on the sites has been significantly reduced when working from home was introduced. The RAF had taken early steps to let people work from home. The next step is return to work avoiding a 2nd wave of the pandemic. • RAF has been supporting the local community in various ways, in particular driving ambulances.

• The Station Commander Group Captain Harris has been promoted

and will be leaving in September, his successor has not yet been

announced.

• The RAF had manged a lot of VE celebrations “at home” which had proved very popular. The Wing Commander was asked about RAF thoughts on the PC’s plans for a postponed VE day celebration. The matter to be discussed in item 115. d. Chairman’s report. The Chairman gave a report on the years’ activities. We extend our thanks to our Clerk for her invaluable service throughout the year. We appreciate the support given to the PC by the National Trust, RAF and Police. Following 3 years of high expenditure on traffic calming and maintenance of the Parish’s assets this year has been one of consolidation, both of the Parish’s natural assets and finances. We continued the traffic calming measures instigated 2 years ago. The MVAS was deployed in Bradenham village and on New Road in Walters Ash. The Bucks CC devolved services were continued this year again in conjunction with Risborough Town Council. The Council took up Council’s offer, previously made last year to maintain Beech Park. Recently Wycombe District Council and Risborough Town Council have been absorbed by Buckinghamshire County Council as a unitary authority. Future arrangements for maintenance in the Parish has yet to be determined; in the meantime, the contract with Risborough continues. Thanks to Cllrs Stubbings and Langridge for organising the maintenance of the village pond. Thanks also to Cllr Shui for his assistance with the Parish’s web pages. The Council supported Bradenham Cricket Club, and several local charities. The Wycombe Arts Festival held a highly successful concert at St Botolph’s Church. Minor roads in the Parish have become problematic. Rectory Lane continues to have flooding problems – a permanent solution remains to be found. The road surface in Beech Park is also badly cracked and is subsiding in parts. Smalldean Lane is still badly rutted though some repairs have been made. The HS2 construction traffic mitigation scheme has been completed. Plans for a VE day celebration at St Botolph’s Church and Bradenham Manor had to be abandoned because of the Coronavirus pandemic. The Council will decide on a replacement event. e. Clerk: • On the start of the new Buckinghamshire Unitary Council, the clerk commented that the precept payment had been late, there had been no formal notification of payment, the same for the payment of the fee for Devolved Services. Planning weekly list are no longer sent, but this has been the case since February. It seems that planning notices are no longer placed on the properties for the public to see and with the Covid-19 situation enforcement is not BC Cllr C working as normal. Etholen BC Cllr Carl Etholen will take up the matter. Clerk/ Cllr P Cllr Oborn to ring the bank to enquire if payment has been Oborn received. Clerk to supply him with the required information. • Noted that regular and year end HMRC information has been submitted. • Noted that the defibrillator has been checked by Cllr Paul Wooster. • Noted that the Litter pick 14/03/20 took place.

• Bradenham notice board needs some repairs- quote for the glue on the doors to be redone and the doors to be rehung @ £90 Clerk received and approved. Action clerk • Noted that on line banking has been applied for. • Web Content Accessibility course postponed due to Covid 19 • Members have been regularly updated on Covid 19 with information supplied by the Local Authority. • The meeting discussed broader communication with parishioners. Recreating the web site will need to be done and we will look at ways of broadening our communication with our parishioners. 114 Meetings/training attended- 30/04/20- WDALC virtual meeting attended by Vice-Chairman. 115 VE-day 75th Celebrations 8th May Cancelled. As the situation evolves it was agreed to keep the options open. 116 Village Fete 12th September 2020. Cllr Paul Wooster reported that they are still keeping the date in mind and the situation is under continuous revue. 117 Web Content Accessibility Guidelines (WCAG 2.1). The meeting discussed the requirements for the PC’s website to comply with the Website Accessibility Guidelines by September 2020. The current website is not able to be made compliant. It was agreed that the clerk would make enquiries, get quotes and report back. Clerk 118 National Trust: not present 119 Planning: a. WDC decisions: None b. New planning application: • 20/05445/FUL Old Quarries, New Road, Walter’s Ash. Householder application for construction of canopy across front elevation of property. PC no objection, WDC permitted. • 20/05596/FUL 10 Beech Park, Walter’s Ash. Householder application for demolition of existing garage and construction of two storey side extension with front extension (alternative scheme to 19/05850/FUL) Cllr Teif Jones had withdrawn from this planning application having declared an interest. The PC has no objections, but following residents’ concerns did suggest that the Case Officer confirm that this application does not lead to an increase in the Business Use of this property beyond that already permitted in a residential area. 120 Finance: a. The Parish Council certified itself as exempt from limited assurance review as a smaller authority where the higher of gross income or gross expenditure was £25,000 or less and that meet the qualifying criteria (we publish our annual return on our web Clerk site.) b. The internal auditor’s report was noted c. The asset register as at 31/03/20 was approved d. The accounts for 2019-20 in the receipts and payments format were approved and adopted. e. The year-end bank reconciliation was noted and approved. f. The Governance Statement for 2019-20 was agreed and will be signed g. The Statement of Accounts 2019-20 was agreed and will be signed. h. The accounts year to date were reviewed. i. Receipts: • £ 125 grant receipt from WDC for VE-day celebrations

j. The renewal of the insurance cover for 2020-21 @ £323.69, 3rd Clerk year of a 3-year LTA due 01/06/20 was approved. k. Referring back to 2019/20 remaining donations budget of £200; a Clerk S137 donation of £200 was approved to The Rural Community Defibrillator Group. l. A donation of £160 to Bradenham cricket club for the use of the cricket club facilities by the parish council was approved. m. The staff costs paid by S/O for April and May @ £330.94 per month were approved. n. Clerk hours noted: • Monthly contracted hours 25.16 hours • Holiday 2.7 hours per month. Hours worked: • 24/02/20 to 01/05/20 hours worked hours: 61.5 hrs. Paid hours incl holiday 44.9hrs. Overtime 16.6 hrs. o.
