Llanhennock Community Council Meeting Held on 03 February 2020 7pm Present Chairman Waters, Cllr Morgan, Cllr Young, Cllr Williams, Cllr Chivers, Cllr Thomas, Cllr Heath, County Cllr Clarke and Clerk Davies. 1339/20 School catchment areas Mrs Catherine Baird attended the meeting to raise a concern over changes to school boundaries. Newport County Council have a consultation paper which is proposing that all children in go to Monmouthshire schools from the 2021 intake. She pointed out that it really doesn’t make sense for children in / close to the boundary to travel 22 miles to rather than 2 miles to Caerleon for both personal and environmental reasons: The children will be expected to travel on a bus for an hour each way, rather than for 5 mins; they would be unlikely to attend after school clubs as public transport is poor at these times; their peers could live over 30 miles away; the extra cost of transporting these pupils would be great and unnecessary extra pollution. She has written to Newport CC to lodge her concerns and when she contacted MCC, they said they were unaware of Newport’s plans and will lodge their own complaints to them. MCC have proposed that all primary children will go to Monmouth Comp within 5 years. Mrs Baird asked LCC to help her by adding their own letter of complaint to Newport and Monmouthshire CC before the consultation deadline of 28th Feb. Clerk Davies agreed to email them and ask for clarification as well about the rights to free transport if they live more than 2 miles from school. Mrs Baird then left the meeting. Matters Arising - 1340/20 Llanhennock Hill pothole; Woodbank bridge; HGV signs No response from MCC regarding these issues again this month, despite two emails from the clerk. However Cllr Young reported the pothole on Llanhennock hill had been filled in, so must have been repaired that afternoon.

1 PMN: Highways team have now replied to say that they propose to demolish the wall near Woodbank and replace with a stock fence until subsidence settles. Also Highways have now arranged a site meeting with Chairman Waters on 12/2/2020 to discuss the need for No HGV signs and speed signs in the wards 1341/20 Flagstones at bus stop Cllr Morgan reported that her neighbour had power washed the flagstones and removed all the weeds, so that they are no longer slippery. She showed a photograph she had taken of the area. 1342/20 Website update Clerk Davies has sent the website manager the new biodiversity page content and extra information about accommodation, restaurants, pubs and waste collection times; these have been uploaded. She also contacted several local service providers, such as the nursery, cattery, agricultural contractors to ask if they would like their websites links to be added to a list of local services provided in the wards; councillors gave additional details of other businesses that she could contact. Clerk will add their details to the information pages and will post a message on Facebook to offer any other local businesses a chance to advertise on our LCC website. Correspondence: 1343/20 Local Democracy and Boundary Commission final report OVW had emailed to say “C&TCs had been misinformed by MCC about the review process …..… We now understand that the Minister for Housing and Local Government has signed off the LDBC Final Report on the Community Review without amendment despite the comments submitted by C & TCs to Welsh Government. ……. knowing of the disappointment and frustrations of a number of C & TCs in Monmouthshire One Voice has again recently written to the CEO, LDBC asking if MCC has acted negligently or unlawfully, as regards the review and whether a fresh review could be undertaken or at least reviewed “ Councillors discussed the matter and the proposed amalgamation of Llangybi and Llanhennock CC’s; they were unhappy with the numbers of councillors for this ward being reduced from 8 to 3, particularly as the work voluntarily and therefore this proposal creates no cost saving in that respect; they also believe that it is important to have councillors who live in the areas and have historical knowledge in order to properly represent the residents. They unanimously agreed to ask OVW to make representations calling for a fresh Community Review be undertaken. Reports: 1344/20 Usk Cluster Meeting Cllr Williams attended the Usk cluster meeting of local community councils. He reported back on comments made regarding the proposed closure of the waste disposal site in Usk. The closure has been put on hold while USK TC investigate the matter; consultation ends 31st March. Apparently, Monmouthshire has the worst recycling rate in Wales. People are abusing the site and disposing of waste that should be put out in their normal household waste collection; up to 58% of the contents of the black bags deposited was food waste; some catering businesses are abusing the facility too. There is no room at the site for recycling skips. No other suitable site has been identified although it is accepted that one is needed in the mid area of the county; other sites only exist at Five Lanes, and . 1345/20 OVW Planning Course

2 Cllr Williams attended a planning course in offered by OVW. He reported that it was both interesting and useful , although several aspects did not apply in our small ward, where no large building projects occur.

Finance 1346/20 Bank Reconciliation Balance in the account is £4638.16 and councillors checked the account spreadsheet prepared by the Clerk against the balance in the building society. Clerk had also received confirmation from MCC of next year’s precept which had been approved. 1347/20 Cheques raised: Chairman and Councillors reviewed and approved paperwork for the cheque to be raised for £125.12 in respect of clerk salary

Any Other Business 1348/20 Kerb stones Cllr Heath has been approached by a Tredunnock resident to ask if MCC highways could install kerb stones from the bus stop towards church, some 25m, in order to prevent lorries and large vehicles from churning up the grass on the verges. This would also act to help traffic calming through the village if the carriageway were reduced slightly.
