Faq for the Application of Malaysia International Scholarship (Mis), Ministry of Higher Education (Mohe) for the Academic Year 2021 FAQ FOR THE APPLICATION OF MALAYSIA INTERNATIONAL SCHOLARSHIP (MIS), MINISTRY OF HIGHER EDUCATION (MOHE) FOR THE ACADEMIC YEAR 2021 1. When is the application deadline? This offer is expected to be opened on 1st March 2021 until 30th April 2021. 2. Who can apply for MIS? For the year 2021, MOHE cordially invites graduates (full time Master/ PhD) from the following nations for the Academic Year of 2021/2022: i. Brunei Darussalam ii. Cambodia iii. Democratic Republic of Timor-Leste iv. Philippines v. Indonesia vi. Lao PDR vii. Myanmar viii. Singapore ix. Thailand x. Vietnam xi. Kingdom of Morocco xii. Palestine 3. What is the level of study for MIS application? MIS Scholarships cover only full-time postgraduate students [(Master/ PhD) courses] starting October 2021 Academic Session. 4. What is the eligibility criteria for MIS application? Applicants must COMPLY with the following criteria: a. Not more than 40 and 45 years of age for Master and PhD respectively. b. For Master’s Degree Program, applicant should obtain a minimum of Second Class Upper (Honours) or a minimum CGPA of 3.5 at Bachelor Degree level. PhD Program applicant should obtain a minimum CGPA of 3.5 or very good result at Masters Degree level in a similar field of intended PhD study. c. Proof of English Language Proficiency: 1 i. Scanned copy of the original proof of English Language Proficiency such as IELTS (minimum total score 6.5); or TOEFL internet-based test, iBT (minimum total score of 92); or ii. Applicants obtaining Degrees with English as medium of instructions may also be accepted (evidence is a prerequisite). d. A written proposal with minimum of 1000 words, relevant to the field of studies. 5. What is the areas of study for MIS? The priority will be given to the following areas of study: i. Science and Engineering ii. Agriculture and Fisheries iii. Economics and Islamic Finance iv. Information and Communication Technology v. Biotechnology vi. Biosecurity and Food Safety vii. Infrastructure and Utility viii. Environmental Studies *Applicants may choose any related course within the areas mentioned above. 6. How do I apply for MIS? All applications and supporting documents must be submitted through our online application system via the link https://biasiswa.mohe.gov.my/INTER/index.php This system will be used throughout the application and selection process, and applicants may be asked to log back in at various points during the process to receive updates on your application status, or to submit documents. 7. What documents are needed to apply for the scholarship? All the documents listed below are COMPULSORY and to be UPLOADED via the online application system (scanned and save in PDF format): i. A certified copy of Passport as evidence of nationality (minimum of 6 months’ validity); ii. A Certified Copy of Academic Transcript; 2 ▪ Record of all the courses taken throughout the degree programme must be reflected in the academic transcripts; ▪ Applicants must submit transcripts of their undergraduate studies; and ▪ Applicants must submit an official document issued by the applicants’ alma mater describing the university’s grade system. If an applicant’s transcript does not include information on CGPA, marks or score percentile. Documents must be certified. iii. Letter of Recommendation from two (2) referees (Embassy or Ministry of Education of your home country); iv. Curriculum Vitae; and v. Research Proposal 8. Who can be referees for Letter of Recommendation? Recommendation letters should provide information about your performance in either an academic or professional setting. The referees should be people who can comment on your academic, skill, potential and suitability to receive MIS Scholarship (e.g., lecturer, supervisor or immediate superior, etc. They should not be a relative or close friend. 9. How many universities can I apply for? Applicants may apply not more than 3 Malaysian Universities / Higher Learning Institutions as listed in the application system. 10. What is benefit under MIS? i. This scholarship is limited to tuition fees and monthly living allowance of RM 1,500.00 per month. ii. Successful applicants are expected to independently arrange their travel to Malaysia (non-financial provisions). Travel expenses will not be provided by the Government of Malaysia. iii. All applicants are highly advised to check the expected living expenses in Malaysia. 11. Where can I find more information regarding the scholarship? This article aims to describe the urgency of critical studies concerning the regulation of foreign workers by exploring existing legal problems with national commitments to ratify international agreements regarding free trade, with a case study in Indonesia. By using normative and juridical approach with a variety of approaches both the law approach, conceptual approach, case approach and comparative approach, the study found that the regulation there is an inconsistency clause regarding special competencies that must be owned by foreign workers, including the selection and use of terminology in Act No. 13 of 2003 concerning Manpower. Thus, this study offers a constitutional solution due to the regulation of the subordinate foreign workers on international trade commitments which in turn negate the constitutional goals of creating the welfare of domestic workers. The normative consequences that immediately bind Indonesia after integrating itself in the World Trade Organization (WTO) membership are services trade agreements that are contained in the regulations of the General Agreement on Trade in Services (GATS).

While most of the published works are done in the Western and European countries, the trend in autism research is shifting towards the Asian continent recently. In this review, we aimed to highlight the current prevalence, diagnosis, treatment and research on Autism Spectrum Disorders (ASD) in Singapore and Malaysia. Based on database searches, we found that the awareness about autism among lay and professional public is higher in Singapore compared to Malaysia. The special education system and approach towards autism treatment is also different between both societies although the culture is similar and the geographic location is close. Main findings and implications were discussed in this review. The lack of study on autism prevalence in this part of the world commands a critical need for further research. Perhaps more collaborative work between both countries could be done to expand the knowledge in autism. Autistic Spectrum Disorder (ASD) is a type of neurodevelopmental disorder affecting the mental, emotion, learning and memory of a person (McCary et al., 2012). According to the Diagnostic and Statistical Manual of Mental Disorders Fourth Edition (DSM-IV) (American Psychiatric Association, 2000), ASD is characterized by three features. Firstly, impairment of social interaction, which includes but not limited to impairment in the use of multiple nonverbal behaviours such as eye-to-eye gaze, facial expression, body postures and gestures to regular social interaction.

    LUND UNIVERSITY • CENTRE FOR EAST AND SOUTH-EAST ASIAN STUDIES Emerging Donors and Development Cooperation: Thailand and Malaysia Author: Manon Carle Supervisor: Ming Chee Ang Master’s Programme in Asian Studies Spring semester 2015 Abstract Using textual analysis based on a constructivist perspective, this thesis attempted to analyze how development cooperation policy builds the emerging donor identity. It did so by looking at foreign policy in the case studies of two small Asian donors, Thailand and Malaysia. In particular, it looked at the notion of heterogeneity which exists in the emerging donor identity, and Thailand and Malaysia’s positioning within that heterogeneity. The thesis found that Thailand portrays a recipient-turned-donor identity based on the Prosper-thy-Neighbor, Forward Engagement and Constructive Engagement policies, while Malaysia currently outlines a simultaneous donor-recipient identity founded in a Prosper-thy- Neighbor and middle power strategy. The countries engage mutually through trilateral and multilateral development cooperation mechanisms as well as locally in the case of Thailand’s Southern conflict. Transnational Migration in East Asia Senri Ethnological Reports 77: 151–162 (2008) Long-Stay Tourism and International Retirement Migration: Japanese Retirees in Malaysia Mayumi Ono University of Tokyo Introduction This paper explores a new trend in Japanese outbound tourism, namely long-stay tour- ism, as it is seen in the case of Japanese retirees in Malaysia.1) Long-stay tourism, which is known as rongusutei in Japanese, is a new type of tourism in which people stay in foreign destinations for long periods of time in order to experience living abroad. It generates a fl ow of people for whom the distinction between tourism/tourists and migra- tion/migrants has become blurred. Under the current acceleration of the declining birth- rate and aging society, increasing numbers of Japanese pensioners are interested in retiring abroad and actually move to foreign destinations in pursuit of a better quality of retirement life. In 2005 the number of Japanese overseas tourists above the age of 50 rose above six million; these upper middle-aged tourists are a signifi cant potential market in international tourism. The word rongusutei is a registered trademark of the Long Stay Foundation (Rongusutei Zaidan), which was established in 1992 as a public interest corporation authorized by the former Ministry of International Trade and Industry (MITI). Accord- ing to the Long Stay Foundation, long-stay tourism is “a style of staying abroad for a relatively long time in order to experience the life and culture in a place of destination and contribute to the local society while leaving the economic resources in Japan” (Long Stay Foundation 2002).

    Article Emerging ‘Look Malaysia’ in Japanese Tourism-Related Mobility Dr. ONO Mayumi 1 1. Introduction This paper explores the emerging notion of ‘Look Malaysia’ in contemporary Japanese transnational tourism-related mobility, especially the Japanese retirement migration and the education tourism of Japanese youth to Malaysia. Implemented by Prime Minister Dato' Seri Dr. Mahathir bin Mohamad in 1981, “Look East Policy” aimed to enable Malaysian youth to learn from the experiences of Japan and Korea for the nation-building of Malaysia by sending them to Japan for education and training. The Malaysian government has sent about 14,000 Malaysian students to Japanese universities and technical colleges and trainees to Japanese industries and training institutes in thirty years2. This paper argues that the Look East Policy consequently has created a Japan-friendly socio-political environment in Malay- sia, whereby Japanese lifestyle migrants/tourists such as retirees and students can live comfortably for leisure-related purposes. This paper further examines how the development of Japanese retirement migration to Malaysia af- fects other forms of transnational mobility, such as the education tourism of Japanese youth. Within Japan’s current situation of a rapidly aging population and a declining birthrate, a super aged society, retiring abroad has caught growing interest among Japanese pensioners and older adults (Toyota 2006, Miyazaki 2008, Ono 2008, 2009, 2010, Toyota and Ono 2012, Yamashita 2012). Their motivation for moving abroad is to make their post-retirement life more meaningful and financially sustainable within the range of their retirement pension while they are still active and healthy.
