Page 1 of 4 EPA Export 26-07-2013:15:27:05 Carraroe Wastewater Discharge Licence Application A.1.0 Non Technical Summary Carraroe, generally acknowledged as the capital of South Connemara region, is a small village located on the scenic Casla Peninsula approximately 28 miles from the city of Galway. The Carraroe Area is a Gaeltacht area which enjoys a small tourist industry, centred on Gaeltacht activities of the neighbouring villages and surrounding region. At present there is no wastewater treatment facility in Carraroe. The network has been upgraded and rehabilitated in view of discharging to the proposed new wastewater treatment plant at Sruffaun Pier. A.1.1 Existing Waste Water Treatment Works and Collection System The existing main drainage system serving Carraroe consists of a gravity system. The original drainage system, constructed in the 1950’s has recently undergone extensive rehabilitation works. These works included relining, localised repair and in some cases replacement of the old network. Carraroe at present does not have an existing wastewater treatment plant. Effluent from the network discharges to a sea outfall at Sruffaun Pier at Casla Bay (also known as Costello Bay). A.1.2 Sources of Emissions from the Waste Water Treatment Plant The primary discharge from the Carraroe network is the final effluent discharge. There are no storm overflows within the catchment. There are also no storm overflows in the upstream foul sewer collection system. For inspection purposes only. Consent of copyright owner required for any other use. A.1.3 Nature and Quantity of Foreseeable Emissions from the sewerage Network The existing Dry Weather Flow and Population Equivalent for the Carraroe catchment are set out as follows:- Existing Dry Weather Flow 0.00197 l/sec or 171 m3/day Existing Population Equivalent 850 PE Construction has completed on the collection network. These works included significant sewer rehabilitation, sewer replacement together with replacement and the upgrade of approximately 1900 meters of sewer line. The wastewater treatment plant has not commenced construction at this time. It is on the Water Services Investment Programme 2007 – 2009. Page 2 of 4 EPA Export 26-07-2013:15:27:05 Carraroe Wastewater Discharge Licence Application The following are projected flows which will be catered for when the new treatment has been constructed. Projected Dry Weather Flow 0.00694 l/sec or 600 m3/day Projected Population Equivalent 2381 PE A.1.4 Significant Effects of the Emissions on the Environment The existing Carraroe Sewerage Scheme discharges raw wastewater directly to Cashla Bay with no treatment provided. A flow monitoring study has been carried out on Carraroe; together with house, business etc. The existing organic load currently being discharged to the sea is estimated to be in the order of 41 kg BOD/day. There are no designated bathing beaches in close proximity to the current combined sewer outfall location. A.1.5 Proposed technologies and other techniques for preventing or, where this is not possible, reducing emissions from the wastewater works and A.1.6 Further measures planned to comply with the general principle of the basic obligations of the operator, i.e., that no significant pollution is caused. (These two points are addressed collectively below) The existing Carraroe sewerage scheme has no primary or secondary treatment; it discharges directly to Cashla Bay. The network works has been completed. Construction on the proposed new wastewater treatment plant has yet to commence. As the development, design and construction of the Carraroe Waste Water Treatment Works will be procured by means of a Design Build or a Design, Build, Operate Contract; it is not possible to predict the exact design of a wastewater treatment works which will be constructed. The following however are important criteria in relation to location and environmental considerations which will serve as a baseline: • optimum location for a wastewater treatment works including the requirement of the EPA Wastewater Treatment Manuals, • visual impact, • odour emission standards, • noise emission standards, and • Final effluent disposal and concentration standards. Measures planned to monitor emissions into the environment Currently Galway County Council does not carry out regular sampling of discharges from this agglomeration and there is no flow meter monitoring existing discharges from the combined network. The Council will now put in place a system of sampling to comply with the Urban Waste Water Treatment Regulations. When the new Waste Water Treatment Plant has been constructed, there will be automatic flow monitoring and sampling of influent and treated effluent. For inspection purposes only. Michael Davitt (1846-1906) Davitt, founder of the Land League, was the son of an evicted Mayo tenant. He was imprisoned for fifteen years in 1870 on charges of Fenian conspiracy in England. Released from Dartmoor prison in 1877 on ‘ticket of leave’, he returned to Ireland. He staged a mass meeting at Irishtown, Co. Mayo, on 20th April, 1879. This demonstration was called to protest against excessive rents and was attended by over 10,000. Other large meetings followed and the movement quickly spread from Mayo to Connaught and then throughout the country. The Irish National Land League was founded in Dublin on 21st October, 1879, with C. S. Parnell as its president. The objects of the Land League were 1) to reduce rack rents and 2) to obtain the ownership of the soil by its occupiers, i.e. tenant ownership. During the Land War (1879-82), Davitt wrote that the landlords were “a brood of cormorant vampires that has sucked the life blood out of the country.” The Land League was a non-violent mass movement but it used the methods of publicity, moral intimidation and boycott against landlords and land grabbers who broke the Land League code. This popular movement achieved a remarkable degree of success. Within a generation of its founding, by the early 20th century, most of the tenant farmers of Ireland had become owners of their farms and the landlord system, which had dominated Ireland for centuries, had been ended.

Therefore I request that an Environmental Impact Study is conducted and circulated to the community before a decision is made with regards to this application. The impacts of the proposed development on the sensitive area of Galway Bay, its legally protected species and Habitats, have not been Appropriately Assessed as required by law. Ihave not been properly informed and Ihave not been consulted and included in the decision making process with regard to this application as required under the Aarhus Convention. Galway bay is known worldwide and with the Wild Atlantic Way bringing more tourists to the area which generates much needed jobs and income locally I am at a loss to understand why the impact on tourism has not been considered in this application. I am requesting that this is addressed before a decision is made with regards to this application No consideration has been given to the fact that Galway (City and County) has been selected as the European Capital of Culture for 2020.

In 2010, along with Cathal Clohessy, from Limerick, on fiddle, he released a critically acclaimed duet album of traditional music called ‘Bosca Ceoil and Fiddle’. His BA is in Irish Music and Dance from the University of Limerick and his MA in Ethnomusicology from University College Cork. He lectures at the University of Limerick where his research concerns the aesthetics of Sean-nós song.
