People, along with key growth sectors of our economy such as tourism, agriculture and food, depend on a clean environment. Enforcement of environmental laws is key to ensuring a clean environment. The 31 local authorities in Ireland are collectively responsible for the enforcement of over 100 pieces of environmental legislation intended to protect public health and the environment. Over the past number of decades, Ireland has introduced a broad range of European Union environmental legislation. As a result of these new standards our air, water and soil pollution has been reduced. However, while Ireland has a good quality environment, 31 per cent of our river bodies remain at poor or bad status; there is a risk that the State will miss some recycling targets; and we need to improve air quality across the country. These and other environmental challenges need to be tackled in a structured and coordinated way. A key objective of the European Union’s 7th Environmental Action Programme is to safeguard the Union’s citizens from environment-related pressures and risks to health and wellbeing. Better implementation of existing legislation is identified as one of the critical factors to achieve this objective. Work is now underway to further strengthen governance structures in local authorities for the implementation and enforcement of the Water Framework and Waste Framework Directives through the establishment of the Local Authority Waters and Communities Offices (LAWCO) and Waste Enforcement Regional Lead Authorities (WERLA). By working together, local authorities will be in a better position to bring the full weight of the State’s resources to bear on the most pressing environmental problems. The EPA published in 2016 the first baseline report of environmental performance at local authority level based on 2014 data. This current report builds on that baseline assessment using 2015 data and examines trends in environmental performance. This information attempts to build a system-wide culture of continuous improvement in environmental protection and help Ireland to better implement EU legislation. The information contained in this report will also facilitate sharing of best practice and encourage solutions to common administrative challenges. I Contents 1. The proposed Kildorragh Pump Station is located approximately 1km East of Ballinamore. The site location Map drawing no. 2019-CLGW-001 is enclosed under Appendix 1. Leitrim County Council is developing a Greenway from Ballinamore to Corgar. This project received planning approval in 2017 (Plan Ref No 17-C-03). This Greenway will be constructed along the old railway line. At present some houses in the Kildorragh area have their percolation areas from their septic tanks on the old railway. When we construct this Greenway we will remove these percolation areas. It is therefore necessary to either provide new percolation areas or an alternative method of dealing with the effluent form the septic tanks. Percolation tests were carried out in the area but none of the tests passed. It is therefore necessary to provide an alternative method of dealing with the effluent from the septic tanks.

Water Quality (Dangerous Substances) Regulations, 2001 S.I. 12 of 2001 EPA Export 26-07-2013:02:40:02 SECTION 1 CURRENT WATER QUALITY STATUS AND TARGETS 1.1 Existing Condition In the EPA survey of Dangerous Substances in Surface Freshwaters 1999-2000, there are 5 sites in County Leitrim. Site no. 40 Lough Allen S.E. Drummans Island Site no. 41 Lough Allen N.W. Drumshambo Site no. 43 0.5 km d/s Carrick on Shannon Site no. 44 Rail bridge d/s Masonite Site no. 45 D/s Roosky Atrazine, Simazine, Toluene, Xylenes, Arsenic, Chromium, Copper, Lead, Nickel and Zinc were analysed. All 5 sites complied with the standards as set out in the Regulations. Dichloromethane, Cyanide and Fluoride were not included in the EPA survey. The River Shannon was monitored at Carrick on Shannon upstream of the town on 1 occasion in 2005 as part of the EU (Quality of Surface Water Intended for the Abstraction of Drinking Water) Regulations, 1989. Lough Gill was monitored at the intake point for the North Leitrim Regional Water Supply Scheme under the above Regulation also in 2005. Surface water at the landfills at Mohill and Carrick on Shannon were analysed for dangerous substances as part of the Waste Licence issued by the EPA for these facilities.
