Re: Feasibility Study for Andover High School

Dear Mr. Watkins and Members of the Selection Committee:

We commend you for the time and effort you are investing to continue planning for the future of Andover High School. As you know, DRA was the architect for the previous high school study in 2014 and we welcome this opportunity to build upon our knowledge to address your current challenges. Our team’s ability to assess facility conditions and find viable solutions coupled with our passion to create educational facilities that strengthen communities will be of great value to the town of Andover.

In these economically uncertain times, it is of utmost importance to maintain the facilities you have and investigate ways to improve the vitality of your schools. DRA stands ready to work with Andover Public Schools, committees, and user groups to find the most cost-effective solutions that will; among other things: • Appropriately expand your classroom space • Update your Media Center for 21st century learning. • Maximize the utility and flexibility of common spaces • Creatively expand your cafeteria • Improve security and circulation

DRA is a 94 year old architectural and interior design firm of 33 staff members, including architects, planners, interior designers, and construction administrators who are among ’s most experienced designers of school facilities. This gives us the advantage of a broad and deep knowledge base. Our experience is exhibited in over 80 educational projects in the last seven years alone, including 10 high school projects.

This experience informs not only our design process but also provides invaluable “lessons learned” regarding educational programming and technical issues. This is especially true due to the continuity of our “strong project management” system. DRA’s project manager will lead a project from the earliest programming phase through to construction completion and occupancy. Please note that our proposed Project Manager, Vladimir Lyubetsky, has a multiple high school projects in his portfolio including in Pittsfield, Putnam Vocational Technical Academy in Springfield, Silver Lake High School in Kingston and in Westford. His ability to handle the complexity of phased, occupied construction projects is well received by clients and contractors.

As the enclosed materials demonstrate, the DRA team brings Andover the following advantages:

➢ Recent, relevant experience with Andover High School

➢ Unparalleled experience in the design of high schools in

➢ Comprehensive understanding of the current educational standards and requirements, including MSBA

➢ A highly developed collaborative design process and community interaction program that will increase the support and success of this project

➢ Demonstrated experience incorporating current technology, energy efficiency and “green” design strategies resulting in high performance schools, lower operating costs and higher reimbursement

➢ Extensive renovation experience, particularly phased, occupied construction

Ultimately, our goal is your success. As you will see from the attached materials, our team will partner with the Town on this project to find a solution that meet the needs of Andover. Our process will help create a functional, engaging, efficient 21st Century teaching and learning environment that will serve the community for years to come. This project will receive our utmost professional attention and personal commitment.

We thank you for the opportunity to bring our enthusiasm, experience, skills and knowledge to the Andover community. We look forward to continuing our successful relationship with Andover Public Schools.

Sincerely,

DRUMMEY ROSANE ANDERSON, INC.

Size 18,000 SF new 288,000 SF renovation Our work with Southeastern Regional Vocational Technical High School (SERVTHS) began with an on-call architectural services contract involving a variety of projects ranging from assessments, repairs, replacements and other improvements to extend the useful life of the facility, and to accom- modate the evolving needs of technical education.

SERVTHS was then invited into the MSBA Vocational/Tech Initiative. In July 2010, as the selected designer, DRA began a comprehensive feasibility study and schematic design. The Feasibility Study targeted two major con- cerns within the school. One, upgrades to existing building systems (i.e. mechanical system upgrades, addition of sprinkler system and upgraded fire alarm system, roof replacement and window replacement) and two, program issues relating to existing programs vs. declining and increasing enrollment within these programs.

The schematic design incorporated building a new gymnasium. The exist- ing Library then moved into the old gymnasium which frees up space for much needed additional cafeteria seating. The auxiliary gymnasium now houses the music and drama department. The early education moved to an outbuilding currently housing the electrical shop which moved into the area left from consolidating the machine shop and metal fabrication. The health and medical assisting suite moved into the area vacated by early education. This allowed for the creation of 4 new science labs.

Drafting students were involved in providing as-built drawings for the de- sign team. Building Trades students constructed nearly the entire scope of work to renovate one of the schools out-buildings into an Early Education facility.

TMP Consulting Engineers, Inc. 1/28/2013 Our first step was to complete a comprehensive feasibility study to analyze the exist- ing building infrastructure. We accomplished this task with several site reviews com- 3 bined with a close examination of existing building documentation. DRA generated a report that targeted potential future projects. These projects were then prioritized based on criteria developed by the school. 7

We then provided architectural services for projects targeted by the study – a swim- ming pool renovation and athletic fields upgrades. 1 baseball & softball field 5 CAD room renovations renovations The pool renovation consisted mostly of HVAC upgrades with some finish material 2 football field & running 6 entrance bridge repairs replacement. We provided design services, construction documents, bidding and track replacement construction administration services for the $1.5 million renovation. The scope of 3 electric service upgrades (CES) 7 entire facility assessment work included repairs to pool deck, re-design and replacement of HVAC system, 4 swimming pool renovations replacement of pool deck ceramic tile and other various finishes.

The athletic fields project was designed under two separate phases. The first phase consisted of upgrades to infrastructure to the baseball and softball field during the summer of 2013. The second phase consisted of a new synthetic turf field to replace their existing football field. DRA provided design services, construction documents, bidding and construction administration services for the $1.2 million project.

DRA also provided architectural/engineering services to upgrade the pedestrian bridge that acts as a public entrance to the culinary arts program. This work included structural modifications.

We also assisted BHRTS in submitting a Statement of Interest to the MSBA regarding potential HVAC upgrades and a window replacement project.

In June 2016, the MSBA’s Designer Selection Panel awarded DRA the BHRTS core program renovation. After assesment and evaluation, the preferred option has an 2016 MSBA project preferred option estimated construction cost of $71.5 M.

B. Brief Description Of Project and Design Services (Include Reference To Areas of Experience listed in RFQ)

Size: 215,000 SF new 1,065 students The proposed new Stoughton High School is envisioned to be a 21st Century High School that embodies the values of Stoughton in an educationally-appropriate and cost-effective structure. Specifically, the new school will be flexible, sustainable and relevant to its setting. To achieve these goals the new school will be a compact, three-story building configured around a small courtyard. This configuration fits well into the limited buildable area adja- cent to the existing school and reflects the desired adjacencies expressed in the Educational Program. The massing of the building reflects the general internal organization, as each major programmatic component is expressed- the classroom clusters, the central core in- cluding administration and the major public spaces of auditorium and gymnasium. The interior layout will have sense of openness to promote the values of collaboration and the notion that “learning happens everywhere.” An open-style cafeteria will act as a stu- dent commons strategically located at the heart of the school, adjacent to the main entry. Similarly the academic classrooms are organized around open, multi-purpose collabora- tion areas. A smaller scale version of open break-out spaces occur at the intersections of the main academic corridors on each floor. Supervision of each of these spaces is easily achieved in both active and passive ways and faculty work spaces are de-centralized to insure adult presence throughout the school The exterior of the new High School is meant to compliment Stoughton’s other major civic buildings including Town Hall, Clapp Library and Stoughton’s train station. All are formal masonry structures with classical proportions and large vertical openings. The new High School will incorporate these characteristics, but with a contemporary feel reflecting the forward-looking educational program. The visual focal point of the exterior of the building is the main entrance with its vertical entrance tower, curtain wall, and sloped translucent glazing. “I think that any success the project has enjoyed is the result of the good choices The interior focal points are the main lobby incorporating the student commons on the first we made at the very beginning with the consultants we chose - Compass Project floor and the learning commons on the second floor. These spaces are located at the core Management and DRA Architects. The project has been on an aggressive timeta- of the school’s main circulation paths and together they will form the symbolic heart of the ble from the start, and there is much more work ahead. But, the way the committee new Stoughton High School. Each is a high space with a substantial amount of natural and its consultants pulled together this project and packaged it for Town Meeting is light. a strong point of pride for me.” Thomas J. (TJ) Recupero, Chair, Stoughton High School Building Committee The collaborative areas in each classroom cluster will also be interior focal points. They will have special flooring, ceiling, and wall treatments, and will be supported by technology.

B. Brief Description Of Project and Design Services (Include Reference To Areas of Experience listed in RFQ)

Size: 182,750 SF new 97,350 SF renovation

With HVAC systems beyond useful life, undersized classrooms and out- dated technology, the school needed a makeover. Sited on a hill in a historic district, the original 1929 building had been added onto in 1955 and 1967 creating a sprawling, multi-level, non-ADA compliant facility. The priority was to preserve the 1929 building and create a state-of-the- art educational campus with a consolidated entrance. DRA’s solution was endorsed by the Needham Historic Commission and local planning board as part of an extensive site plan review process.

The existing and new come together at the new entrance connecting the east and west sides of the site. The four story structure was built into the hill on existing playfields to allow the school to remain in operation during construction. The new complements the existing with similar geometry but uses metal elements for a modern feel. Although the new building is four stories, it sits one story lower in deference to the existing building.

The fine and performing arts department volunteered to be relocated into the renovated existing building because of the abundant natural light. Undersized classrooms were combined to create larger spaces for spe- cialized program areas like photography, graphic arts and ceramics.

Renovation work included brick facade restoration (cleaning, repointing) and the reconstruction of entry stairs.

B. Brief Description Of Project and Design Services (Include Reference To Areas of Experience listed in RFQ) The existing facility, constructed in 1939 and added to at several stages in its history, no longer served the educational needs of today’s career and technical students. Furthermore, after our existing conditions assessment, it became apparent that an entirely new facility would be the most cost effective and best accommodate the desired educational goals. Due to limited swing space and the lack of relocation options however, our team determined that construction had to occur within the existing site while the school remained in operation.

To create smaller learning communities, the school’s 1,400 students are organized into four academies: a freshman academy and 3 career academies. Unlike traditional vocational schools, each career academy in Putnam features its own academic classrooms along with their dedi- cated shops. Additionally, there are separate administration, resource and teacher work areas to foster collaboration among instructors and students.

The main feature of the design is “Putnam Hall,” a two story, main street-like space serving as the central circulation. This main street provides access not only to the core student spaces such as the cafeteria, gym and library, but also serves as a mall for the public to access student-run services such as a restaurant, beauty salon, school store and conference center. The building is configured to allow for after-hours community access to all of these programs.

The amphitheater style seating was designed as part of the main street space as a solution to the challenge of an auditorium space not allowed to be part of vocational technical school program. The space was “adopted” by the students from the day the school opened. Specialty audio visual equipment and theatrical lighting was incorporated into the Gymnasium design to allow for the multifunctional use of the space.

“The Silver Lake High School project was completed six months ahead of schedule. The project contingency was not entirely used. Change Orders were less than one percent of the total cost of construction. The Silver Lake school community is thrilled with their new school. This was not an accident… it all started with a strong set of contract documents and continued with the constant pres- ence of DRA and their A/E team.” David J. Lewek, TPJ Associates, Owner’s Project Manager, Silver Lake High School

“I would like to thank you for the pleasure of working with DRA on our building project. As you know, this project had some very unique challenges. Yet, despite those challenges you always worked with Southeastern in order to meet the financial limitations without sacrificing quality or the needs of the school.”

Luis G. Lopes, Ed.S., Superintendent, Southeastern Regional Technical School District

“The team from DRA has been thorough, professional, timely, knowledgeable and most importantly proactive throughout the construction phase. Vladimir has been truly exceptional in his handling of your firm’s responsibilities. He remains calm, cool and collected at all times and has an encyclopedic knowledge of the documents. He has done all that I have asked and has delivered information on time and when it is needed therein allowing the construction manager to proceed along with their work as best they can. I have enjoyed working with you and your team and I look forward to the successful completion of this project.”

Joel W. Baranowski, Project Manager, Department of Administrative Services, Emmett O’Brien Technical High School

“DRA’s detailed design documents were used during the bidding process, and resulted in significant savings when compared to the preliminary budget estimates, which will result in Stonington borrowing less money than approved at referendum.”

Robert Marseglia, Stonington K-12 Building Committee Chairman

“At Silver Lake there was a pervasive sense of geniality among all parties: the school department, the building committee, the con- tractor, the project manager, the clerk of the works and the architects. There was problem-solving along the way that demanded effective team work. DRA is always “right there.”

Gordon L. Noseworthy, Ed.D., Former Superintendent of Schools, Silver Lake Regional School District

“Carl Franceschi clearly grasped the complexity of the problem we presented and synthesized the needs and the data to lead to clear recommendations that make sense to the community. His ability to communicate with community groups and his “grace under pressure” were a tremendous asset to the school committee.

Milree Keeling, Vice Chair, Lunenburg School Committee

“We have received overwhelmingly positive feedback from our principals, teachers, students, and parents who have enjoyed the colorful, pleasant, well-conceived buildings. Milton’s residents have a renewed pride in their school system because of the new DRA designed buildings.” Mary Gormley, Superintendent, Milton Public Schools

building information modeling DRA adopted BIM almost a decade ago and have employed it on a steadily increasing range of projects since then. DRA and our consultants own the appro- priate Revit Architecture software licenses and offer the coordination and design benefits of using building in- formation modeling tools. We are currently using BIM on multiple projects in conjunction with our consultants. DRA began using BIM for coordination on the Burgess Elementary School project and current or recent proj- ects done with a full BIM team include the Taconic High School, Stoughton High School, and Platt Technical High School. construction documents DRA takes pride in delivering construction documenta- tion that is clear, precise, easily read and understood, and is documentation that general contractors actively seek to bid on. In a project for the Silver Lake School District, Project Manager David Lewek of TPJ Associates stated that the final change order being considered represented a total of $12,000 of architecturally driven change orders on this $22 million dollar project (.05%). Mr. Lewek stated, “…in over twenty-five years of being involved in construction, I haven’t had the opportunity to point to this type of outstanding performance - some- thing that I had to bring to the Committee’s attention.”

A specific challenge in providing tightly rendered con- struction documentation is the elimination of double- entry of information within the contract documents. Information referenced more than one time in a con- struction document runs the risk of inconsistency. This inconsistency may lead to additional Requests for Infor- mation and potentially Change Orders to the contract.

DRA Architects architecture s planning s interior design www.DRAarchitects.com construction administration

DRA provides construction administration to oversee compliance with design through site visits, weekly meet- ings with the Owner and the CM, reports, clarification sketches and memos, and review of submittals. The scope of work includes closing out the project with final EXISTING reviews of the Contractor’s work, invoices, and claims and a punch list, generated by and monitored by DRA.

NEW As is DRA’s custom, we utilize our “strong project man- agement” system. That means our study and design phase Project Manager, Vladimir Lyubetsky will con- tinue to lead the Project in the Construction Phase as well, providing continuity throughout the entire project.

Conflict resolution In any complex undertaking like a phased renovation Taconic High School, Pittsfield currently under construction construction project, there is the probability that at some level, conflict and challenge of competing inter- ests will enter into the process. We have learned to keep our “eyes on the prize” by focusing on the project as opposed to self-interests.

Through our long history with public construction, a sector perhaps most fraught with potentially antagonis- tic relationships, DRA has learned to maintain an inde- pendent professional attitude that respects all parties, provides “firm yet fair” judgments and yields the best value for the Owner.

DRA Architects architecture s planning s interior design www.DRAarchitects.com renovation & reuse

For many of our school clients, the reuse of existing space is a practical solution. As a leader in educational design, we consider ourselves creative problem solvers looking to find opportunities in existing spaces to transform the educational environment to meet the needs of 21st Century learners. Careful selection of finishes and acoustical design play an important role.

‘before’ under-utilized lecture hall

‘after’ Learning Commons

Nearly every campus has space that is out-dated and incapable of meeting today’s educational needs. The re-purposed space can bring new life and functionality to existing educational environments.

At Milton Academy we renovated a 1970 cast-in-place concrete building into a welcoming environment for vi- sual arts. Our task at Milton Academy was to renovate a 1970 cast-in-place concrete building into a welcom- ing environment for visual arts. Now called The Art and Media Center, it had been known as “Old Science” and was underutilized. Two large common labs were subdivided to create four large classrooms: two on the north side (drawing, painting and printmaking) and two on the south side (sculpture and ceramics). All four main level studios are flexible enough to support any studio art foundations course. educational programming

educational programming As a design team, we take pride in an inclusive process that invites owners to articulate their specific needs. The planning and pro- gramming component of the process first clarifies our understand- ing of the educational delivery and organizational model, probes its possible long-term educational future, and results in a set of planning principles and space requirements that not only serve the school’s needs on opening day, but position it to adapt to changes in its educational philosophy or organizational model.

Below are short descriptions of the critical information gathering strategies that we have utilized for the educational planning and programming process:

DRA Architects architecture s planning s interior design www.DRAarchitects.com community engagement

community engagement Because we value input from a diverse population in identifying the key issues, goals, and desires for the fu- ture direction of a community, we rely on our time tested practices to reach out to all stakeholders. Through a variety of avenues — forums, workshops and presen- tations, renderings and models, press releases, project websites, and informational meetings with special in- terest groups, we help our clients achieve the support needed to move forward with a project.

We offer workshops to gather input, to educate groups and to achieve consensus. We have found that it is of critical importance that the full community of users con- siders, understands, and ultimately supports the decision making process and the direction of a planning or de- sign effort. This open, active, and thoughtful discussion of opportunities and constraints allows stakeholders to identify their needs and concerns.

We are adept at engaging all participants to draw out the important issues. In the course of these workshops we come to understand what the issues and concerns are for the client and can address them early in the process. Participants come to find that they have common views, goals, and desires with other key stakeholders. They find that they have a better grasp of the inter-related issues that bind them, and are better able to share in the sup- port of a project as a result of this type of interchange.

We have found that this open, collaborative process is of value for three primary reasons:

• To increase awareness • To provide a sense of ownership • To aid in developing a realistic understanding of the project sustainable design
