This report sets out the current situation and prospects for economic and social development in Uganda. It examines the important role that Ireland is currently playing and the opportunity for deepening our positive contribution. Uganda is a country of great progress and achievement on the one hand and tragic conflict, disease and poverty on the other. Progress has been made in building a democracy, in dramatically reducing HIV/AIDS prevalence from 18.5% of the population in 1990 to 5% in 2001 and poverty from 56% of the population in 1992 to 35% in 2000. Political leadership and widespread dissemination of the “ABC” package of prevention – i.e. (1) Abstinence, (2) Being Faithful to a partner, or (3) Using Condoms, is seen as a central plank in the fight against HIV/AIDS in Uganda. The Government under President Museveni has also increased the number of children receiving primary education from 3.5 million to 8.0 million in only 4 years. But there is a major outstanding problem in Uganda. It is the continuing conflict in the North, including the involvement of child soldiers, the displacement of 1.6 million people, extensive human rights abuses, all leading to a massive humanitarian crisis. While it is clear that the high standards in the work done by Minister Kitt and DCI have been widely acknowledged, the crisis in the North must now be given a high priority by both the International Politicians and Donor countries.

This is the third Annual Report of the Body since it was decided at the 11th Plenary Session in May 1996 that such a Report should be made. The current Report summarises the work of the Body in 1998. 2. 1998 was a momentous year for British-Irish affairs. Two years of multi-party talks culminated in the conclusion of the Belfast Agreement on Good Friday, 10 April, which was then ratified by referendums on 22 May in both jurisdictions. Elections to the new Northern Ireland Assembly were held on 25 June, and David Trimble MP and Seamus Mallon MP were elected First Minister designate and Deputy First Minister designate of the embryo Executive Committee of the Assembly. 3. It was almost inevitable, however, that the activities of the Body should get off to a slow start, given that there had been general elections and changes of government in both jurisdictions during 1997 and given that the work of the Body was carried out against the background of a rapidly-changing political scene in Northern Ireland. 4. In accordance with the Rules of the Body, three Plenary Sessions were held in1998. from 30 to 31 March in the Slieve Russell Hotel, Ballyconnell, Co.     LAURENCE KELLY THE OIREACHTAS: EXAMINATION OF THE PROCEEDINGS OF TWO COMMITTEES OF THE 27TH DAIL AND THEIR IMPACT ON THE FUNCTIONS OF PARLIAMENT May, 1998 ABSTRACT This dissertation set out to review the array of Oireachtas Select and Joint Committees created at the start of the 27th Dail in 1993 and reestablished following the change of government in 1995 and to explore their impact on the functions of parliament. To begin with, secondary literature relating to tasks associated with parliaments is discussed drawing on Irish experiences and practices where possible. The many debates on Oireachtas reform over the past twenty years are examined, primarily with a view to learning the views of parliamentarians regarding the specific use of committees. A range of factors which it is felt have a critical impact on the operations of parliamentary committees and their members in a number of countries are presented for consideration. An overview of the Oireachtas committees in existence in 1996 illustrating such features as the role of women, payments to chairpersons and extent of membership by deputies and senators is offered. Two case studies relating to the operations of the Select Committee on Legislation and Security and the Joint Committee on Foreign Affairs examine the detailed activities of both these committees for the period 1993 - 1996, highlighting the degree of involvement by members, workload, observations of participants and main players over time, difficulties encountered and a number of observations are presented regarding their operations. The study concludes that the committees offered parliamentarians, government and interest groups a unique opportunity to unleash, enkindle and fuse talents and knowledge from sources hitherto largely removed and uninvolved in detailed public policy formation.

The Royal Cork Institution, which may be regarded as the precursor of both University College Cork and Cork Regional Technical College, was in existence as early as 1802 and received its Royal Charter in 1807. It was especially famous for its chemistry education. It amalgamated with the Royal Society for the Promotion of Fine Art in 1825 and the expanded new Royal Cork Institution acquired the Custom House in 1832. The School of Design was established in Cork in 1850 and evolved into the Crawford Municipal School of Art, which formally came into existence at Emmet Place in 1885. The School moved to the former Crawford Municipal Technical Institute in Sharman Crawford Street in 1980 and was renamed the Crawford College of Art and Design in 1986. The Technical Instruction Committee of Cork Corporation was established in 1901 and it proceeded to further develop technical education in Cork. In 1909 it decided to establish a Technical College. This institution was opened in 1912 and named The Crawford Municipal Technical Institute, Mr A F Sharman Crawford having donated the site on the then named Fitton Street. While tracing its origins to the Royal Cork Institution, its immediate precursor was the School of Science, established in 1854, that came under the jurisdiction of the Corporation’s Technical Instruction Committee in 1901. The new Crawford Municipal Technical Institute offered tuition in a wide variety of technical subjects.

Not only did several long-standing Members of the Body retire from the House of Commons, but the political balance of Northern Ireland representation changed: Sinn Féin increased its representation in the House of Commons to four seats and the Democratic Unionist Party to five, while the Ulster Unionist Party found its representation reduced to six. 3. From the UK general election onwards, the political situation in Northern Ireland moved with almost bewildering speed. 4. On 1 July, the First Minister, Mr David Trimble, resigned his post in protest at what he regarded as the slow progress of decommissioning of illegally-held weapons under the Belfast Agreement. He was succeeded as Acting First Minister by Sir Reg Empey. Mr Trimble's resignation was followed by an intensive round of inter-party talks led by the Prime Minister and the Taoiseach. 5. On Saturday 14 July the two Governments issued a statement in which they reemphasised that, while the outstanding issues of policing, the stability of the institutions, security normalisation and decommissioning were best addressed in their own terms rather than being seen as a precondition for progress on any other issue, the Agreement could only succeed if all parts of it were implemented together.
