City of Cohoes Cohoes Boulevard BOA Nomination Study SECTION 3 – INVENTORY AND ANALYSIS OF THE BOA NYS DEC Remedial Sites Two sites located within the Cohoes Boulevard BOA currently participate in NYS DEC remedial programs. Both sites are former or existing MGP sites and are enlisted in the Voluntary Cleanup Program. Byproducts from coal gas production are likely of concern at these locations. x Site 1: 8 Linden Avenue – Former MGP Site This site is located on Linden Street near Route 787 North. The Mohawk River borders the site on the east, and Route 787 forms the western boundary. The property is currently vacant, and is surrounded primarily by residential properties. A Remedial Investigation (RI) and Supplemental RI program were completed by early 2007 to delineate contamination at the site. Data gaps required additional investigation at the site and a comprehensive RI report was anticipated during the fall of 2009. Known site contamination includes polycyclic aromatic hydrocarbons (PAHs) and volatile organic compounds benzene, toluene, ethylbenzene and xylene (BTEX). There are known exceedences of both PAHs and BTEXs in the soil and groundwater at the site. The river is additionally being evaluated to assess potential impacts from site contamination. Depending on the level of on-site remediation, it is likely that environmental easements will be placed on the property severely limiting the potential redevelopment of the property for residential or commercial uses. The site’s strategic location along the Mohawk River and proximity to downtown Cohoes presents an opportunity for a waterfront park with canoe and kayak access to the whitewater run that is located along the eastern boundary of the property. -

Miller Historic preservation and the law have been surprising but comfortable bedfellows for well over a century. When the words “historic preservation” are pronounced, however, visions of stately houses or monumental build- ings rather than preservation ordinances or easement agreements readily come to mind. Most people are unaware of the complex array of legal tools that generally lie behind a particular site’s rehabilitation or preservation. Important laws exist at the federal, state, and local level that require preservation in some cases and encourage preservation in others. Behind these laws rest public policy considerations that attempt to balance the need to preserve important resources with other governmental objectives such as eco- nomic development and that also address the rights of individual property owners who may be affected. Some laws limit or restrict changes to historic property while others seek to place preservation on equal footing with alternative courses or actions, such as demolition and new construction. Date of Construction: 183^-1880 Designer: Canvass White, C.E., and others following. Present Owner: Cohoes Industrial Terminal Corporation, with the majority of the shares held "by the city of Cohoes, Present Use: Part of the canal system is being utilized for hydroelectric power. Other parts are used for sewage and drainage, while some areas are com- pletely clogged. Significance: The canals of the Cohoes Company comprised a typical, major power canal system, providing the power source for the city.'s mills and factories by supplying water for the- water wheels and later for the turbines that drove the machinery in the mills. PART I. HISTORICAL INFORMATION A. Physical History: 1. Original owner: The Cohoes Company was organized in 1826 to utilize the water power potential of the Cohoes Falls on the Mohawk River drawing all the water not already taken for use in the Erie and Champlain Canals. 2. Olmsted Street Historic District This district is directly adjacent to the Downtown Cohoes Historic District, but covers only four acres. Located along two blocks of Olmsted Street, this district is representative of the City's economy at its peak during the mid- to late 19th century. Within this district is a former textile mill complex (Ogden Mill), a section of the original Erie Canal (now filled-in), and three blocks of row houses constructed for millworkers. The mill was used to manufacture clothing until late into the 20th century and has recently been converted into a mixed-use complex with apartments, retail and office space. The three blocks of row houses are now used to provide affordable housing through the Section 8 program. The Olmsted Street Historic District was added to the National Register of Historic Places in 1973. Harmony Mills Historic District Although this historic district covers almost 200 acres, only 1.5 acres fall within the Study Area. When it opened in 1872, Harmony Mills was located along the Mohawk River and the old Erie Canal and was the largest cotton mill complex in the world. The Harmony Mills Historic District was listed on the National Register of Historic Places in 1978; it was further declared a National Historic Landmark in 1999. -

Section II Inventory and Analysis Town & Village of Waterford Local Waterfront Revitalization Program Section II Inventory and Analysis A. REGIONAL SETTINGS AND COMMUNITY CHARACTERISTICS The Town and Village of Waterford are located in the southeastern corner of Saratoga County in the Albany-Schenectady-Troy Metropolitan Statistical Area (see Regional Setting Map). The Town of Waterford encompasses approximately 6.6 square miles and has a total population of 8,695. The Village of Waterford, the oldest incorporated village in the United States, occupies 0.3 square miles in the southeastern portion of the Town and has 2,492 residents. The Town and Village of Waterford are uniquely positioned at the convergence of the Hudson River, the Mohawk River, and the New York State Barge Canal. The Town of Waterford is bordered by the Town of Halfmoon to the north and west. The Town of Schaghticoke and the City of Troy in Rensselaer County lie directly to the east, across the Hudson River, while the City of Cohoes and the Town of Colonie in Albany County are located on the opposite side of the Mohawk River, south and west of the Town. The Town of Waterford includes five high, rocky, small islands that are situated in the Fourth Branch of the Mohawk River, which runs between Peebles Island and Waterford. Although their names have varied considerably over time, these islands include Peebles Island (the largest), Polrump Island, Bock Island, Second Island, Goat Island and a small unnamed island. 1 B. HISTORICAL BACKGROUND The Town and Village of Waterford have a rich architectural, industrial, cultural and maritime heritage.
