The Dutch government, which heads the Coun cil for the rest of this year, hopes that the ministers will be able to find political solutions to legal issues that the Council's working party so far has failed to re solve at its weekly meetings. But Community officials are increasingly doubtful whether the problems can be solved hy the end of 1976, the deadline for implementing the proposed system for the 1978 Connnunity Budget. In 1973 the Europe?n Commission had proposed harmoni zation of the VAT base in order to facilitate calculation of part of the Community Budget starting in '78 (Common Market Reports, Par. 3165). This proposal followed up on the Council's 1970 decision that the contributions to the Budget now derived from agricultural levies and customs du ties should be augmented as of 1979 by national VAT revenue obtained by applying a rate not exceeding 1% on a uniform assessment base. -

Europe's Resource Grab Vested interests at work in the European Parliament Corporate Europe Observatory, 27 June 2011 On 30 June, the European Parliament’s industry, energy and research committee (ITRE) is due to vote on the EU’s Raw Materials Initiative, establishing guidelines for Europe's future policy on natural resource use. The Parliament’s report could effectively give the green light to mining in protected European nature reserves as well as a resource grab in Asia, Africa, the Americas and the Arctic. The vote follows fierce calls from a number of MEPs with close links to industry for European big business to be allowed to exploit other countries’ raw materials without any restrictions – via trade, development and even military policies. MEPs have also tried to block strong language in the report on the need to stop corporate abuse in the extraction sector and to reduce Europe’s over- consumption of raw materials. Several of the MEPs pushing this aggressive agenda are from the European People’s Party (EPP) and have close links to industry sectors which have a vested interest in the raw materials debate (Bendt Bendtsen – Denmark; Herbert Reul and Daniel Caspary – Germany). Others such as Paul Rübig MEP (EPP, Austria) seem to have clear conflicts of interest1. Rübig profits from companies which depend heavily on the access to cheap raw materials. He also has close connections with industry lobby groups which have tried to shape the EU’s Raw Materials Initiative. Nonetheless, Rübig is one of the lead persons in the debate in Parliament and has set up a cross-party group of MEPs, the European Raw Materials Group, which will follow the issue, working closely with a parallel industry group. -

Pierre Werner, A Visionary European and Consensus Builder1 Elena Danescu, University of Luxembourg Panel on ‘Architects of the euro’, EUSA, Miami, May 2017 Chair: Amy Verdun; Discussant: Erik Jones Abstract As prime minister and finance minister of Luxembourg over 30 years, Pierre Werner played a major role in the building of a united Europe. He gained a strong reputation as a trustworthy consensus-builder between larger powers (Germany and France) and between diametrically opposed positions (‘economists’ and ‘monetarists’), as well as for his ideas on monetary integration. From the early 1950s, Werner advocated a European monetary system based on a currency unit and on a clearing house for central banks. In 1968 he delivered a clear roadmap to EMU, founded on a symmetrical economic and monetary union, with political union as the ultimate goal. Werner’s vital contributions, notably the ‘effective parallelism’ principle, were evident in the Werner Report of 1970, which was offered as the blueprint for EMU in the EU. Based on original sources, this chapter highlights Werner’s contribution as architect of EMU in a threefold way: intellectual contribution, negotiation methods, and consensus building. Europäischen Parlament gewonnen CDU und CSU haben im Mai gemeinsam die Europawahl in Deutschland gewonnen. Mit 34 von insgesamt 96 deutschen Europaabgeordneten bilden wir trotz Einbußen die stärkste nationale Delegation im Europäischen Parlament. Die Kolleginnen und Kollegen haben mich erneut zum Vorsitzenden der CDU/CSU-Gruppe gewählt. Dr. Angelika Niebler von der CSU ist unsere neue Co-Vorsitzende. Die Union nimmt wieder besonders viele Schlüsselfunktionen in Fraktion und Parlament ein. Besonders hervorzuheben sind unsere Freunde Manfred Weber (CSU), der fast einstimmig zum Vorsitzenden der Fraktion der Europäischen Volkspartei (EVP) gewählt wurde, und Rainer Wieland (CDU), der erneut Vizepräsident des Europäischen Parlaments ist. Außerdem sitzt Elmar Brok (CDU) dem Auswärtigen Ausschuss und Dr. Inge Gräßle (CDU) dem Haushaltskontrollausschuss vor. Stellvertretende Ausschussvorsitze bekleiden Markus Ferber (CSU) im Wirtschafts- und Währungsausschuss, Dr. Dieter-Lebrecht Koch (CDU) im Verkehrsausschuss, Axel Voss (CDU) im Rechtsausschuss, Joachim Zeller (CDU) im Regionalausschuss, Werner Kuhn (CDU) im Fischereiausschuss sowie Dr. Christian Ehler (CDU) im Sicherheits- und Verteidigungsausschuss.
