This was Mr. Ryder‟s first visit to India after taking over as the 10th Director-General of the ILO Director General visits 1 Organization on 1 October 2012. India Mr. Ryder called on His Excellency Dr. Manmohan Singh, the Prime Minister of India, Hon‟ble Mr. Education for All: Global 2 Mallikarjun Kharge, the Minster of Labour & Employment and Mr. Mrityunjay Sarangi, Secretary to the Monitoring Report Government of India, Ministry of Labour & Employment. Mr. Ryder was accorded an honour by inviting him to address the 45th Session of Indian Labour Conference organized by the Ministry of Labour & Experience sharing on MES-SDI 2 Employment, Government of India. He had interactions with ILO Governing Body Members from India Mr. Y.K. Modi and Mr. N.M. Adyanthaya, representing the employers and workers respectively. The petitioner is a consumer under Electrical Section, Cantonment Kollam with Consumer No.360 under LT VIIA tariff . He was aggrieved by a exorbitant bill of Rs.12,754/- in 9/2017 for the consumption of 1103 units. The petitioner contented that there was a humming sound in the meter and hence the meter was faulty. After his complaint was received two linemen came and checked and banged the energy meter. The - 2 – petitioner argued that the banging rectified the problem because the humming sound immediately stopped. He remitted Rs.200/- for installing a parallel meter to check the accuracy of the meter. But he has not got any reply in writing or through phone or verbally. The connected load of the premises is 6 KW but as per consumption pattern he was not using half of it. He also stated that his office works from 9 am to 6 pm and the equipments used are 4 CPU’s with LED monitors and one printer. Hence he prays the Forum to cancel the impugned bill. 2. SHRI KODIKUNNIL SURESH (MAVELIKKARA): Mr. Deputy Speaker, Sir, I would like to invite the attention of this august House and Government to the outbreak of Avian Influenza Virus (bird flu) at Kuttanad area in Alappuzha district, Kerala. Duck farming is one of the major occupations of the farmers of Kuttanad, especially in off season. Due to the outbreak of Avian influenza Virus, more than 50,000 ducks died in a week. Thalavady village, Kainakari village of Kuttanad Taluk and Purakkad village of Ambalappuza Taluk are the worst hit due to the virus. Even though the death of ducks are reported early, now only the reason has been identified. The disease was confirmed after the test in HSAD Lab, Bhopal. The situation is alarming. If it is not contained on a war footing manner, millions of ducks being reared in Kuttanad will be affected, which will amount to the loss of crores of rupees to the farmers. It is first time that Avian Influenza Virus is detected in Kerala. The disease is due to the virus belonging to H5 category. If it is not prevented, the illness may spread to human beings also. The Government of Kerala has decided and started burning all the ducks in and around five kilometres of the identified area to prevent spread of the virus. The sale of duck meat and egg is banned in Kuttanad area. The virus has now been reported from Purakkad, Vattakkayal, Thalavady, Kainakari panchayats of Alappuzha district and Ayimanam in Kottaayam district.
