I will be emailing everyone an attachment of the Membership / Release Form in November. There are copies of Membership / Release Form available at Thunder Bay Harley-Davidson®. Thunder Bay Chapter dues are $15.00 paid on a yearly basis which gives us an updated Release form for all the events. Your HOG® Canada or HOG® USA membership must be up to date to belong to the Local Chapter. I was reviewing the costs associated with being a HOG® member. I thought it would be appropriate to explain the memberships to the members. As of today the cost to members is as follows: Full Membership to join or renewal. Associate Membership One Year Renewal – $60.00 One Year Renewal – $35.00 Two Year Renewal – $115.00 Two Year Renewal – $55.00 Three Year Renewal – $165.00 Three Year Renewal – $80.00 Lifetime Renewal – $850.00 Lifetime Renewal – $425.00 Lifetime Renewal after being a member for 5 Years - Lifetime Renewal after being a member for 5 Years - $510.00 $250.00 The most cost effective time to renew for a Life Membership is after the fifth year. If you renew for multiple years your patches and pins are automatically mailed to you on a yearly basis and you renew on your renewal date. Harley-Davidson’s hard working Servi-Car utility motorcycle stands as one of the more underappreciated gems of our time. The simple yet effective three wheeler was born out of the Great Depression, a time when Harley sought to drive sales through an expanded lineup. It found quite a bit of success among small businesses and mobile vendors as a result. But interestingly enough, the police Servi-Car proved to be the most enduring of all. Law enforcement took a particular liking to the venerable hauler, with many departments using them up into the 1990s. It might seem like an odd fit at first, but there were valid reasons for the fit. For one, the Servi-Car was easy to operate. With the stability afforded by dual rear wheels, anybody who can drive a car could also operate a Servi- Car. And also like an automobile, the commercial Harley shifts by hand, with a foot-operated clutch. Throw in a small footprint and increased maneuverability, and the police Servi-Car offered many distinct advantages. www.thunderbayhog.com Despite their enduring popularity, you don’t exactly see a ton of Servi-Cars still on the road. And many of the ones used by law enforcement can be found in various museums across the country. So this immaculate 1959 example, which was recently up for sale over at Clyne’s Classic Cars in Las Vegas, Nevada, is certainly something special. A former museum piece itself, the retired classic lacks specific department nomenclature. But that doesn’t take away any of its nostalgic charm. It isn’t every day you see any sort of police Servi-Car. And finding one this clean, fresh off years serving as eye candy for museum goers, is truly rare.     OUTLAWS MOTORCYCLE GANG The Outlaws Motorcycle Gang, or, as they prefer to call themselves, the American Outlaw Association, are now listing 85 full chapters and 2 prospect chapters in 20 U.S. states, on their web-site as of September 1, 2004.. (That number is changing almost monthly, both up and down!) The Outlaws claim that they were founded in 1935; they were not. It was not until the late sixties, probably 1967 or 1968 that the Outlaws, as we in law enforcement know the gang, bubbled up from BELOW as a bona-fide motorcycle gang. And, even then it was only after the then-called Chicago Outlaws had a shoot- out with the Johnny Davis Outlaws near Lake Shore Drive on the north side of Chicago. They do not put this last piece of information on their website. I can not tell you the exact years of the creation of U.S. Outlaw chapters prior to 1992 but there were approximately 30 chapters nationwide. However, as a result of my own investigations prior to my retirement and, in checking with law enforcement throughout the U.S., I have determined that 64 new chapters have been created since 1992. They are: In 1993, the Outlaws initiated the Outlaws Chicago North Side chapter (1st) within the city limits of Chicago by absorbing the former Wheelmen Motorcycle Gang of Chicago. The Outlaws also initiated the Chicago Outlaws Westside chapter (2nd) in 1994 by absorbing the former High Spirits Motorcycle Gang of Illinois. (This last chapter has since moved from the Bensenville, Illinois area to Elgin, Illinois).

    Klaus von Lampe and Arjan Blokland Outlaw Motorcycle Clubs and Organized Crime ABSTRACT Outlaw motorcycle clubs have spread across the globe. Their members have been associated with serious crime, and law enforcement often perceives them to be a form of organized crime. Outlaw bikers are disproportionately engaged in crime, but the role of the club itself in these crimes remains unclear. Three scenarios describe possible relations between clubs and the crimes of their members. In the “bad apple” scenario, members individually engage in crime; club membership may offer advantages in enabling and facilitating offending. In the “club within a club” scenario, members engage in crimes separate from the club, but because of the number of members involved, including high-ranking members, the club itself appears to be taking part. The club can be said to function as a criminal organization only when the formal organizational chain of command takes part in organization of the crime, lower level members regard senior members’ leadership in the crime as legitimate, and the crime is generally understood as “club business.” All three scenarios may play out simultaneously within one club with regard to different crimes. Fact and fiction interweave concerning the origins, evolution, and prac- tices of outlaw motorcycle clubs. This article is an open access publication Abstract How can a holistic model of crime prevention be applied to crime originating from outlaw motorcycle clubs? The police in different countries and even in different police districts have varied considerably in the ways they have dealt with these outlaw MC clubs and the criminal activities associated with them. Some police forces have mainly applied a repressive criminal justice approach whereas others have put more emphasis on dialogue, prevention and harm reduction. This article will argue for a comprehensive approach which combines Bsoft^ and Bhard^ measures, based on a holistic model of crime prevention developed in my previous works (Bjørgo 2013, 2016), based on nine preventive mechanisms. Several preventive actors beyond the police possess a variety of measures which can be implemented to activate these preventive mechanisms.     Susan Martha (née Neshaim) Allbee - Died Saturday, February 5, 2011 in Minneapolis, Minnesota, at the University of Minnesota Medical Center, Fairview. She was a resident of Waverly, Iowa formerly of Mankato, Minnesota. She was 63 years of age and a resident of Waverly, Iowa. The cause of death was pulmonary fibrosis. She was born on October 11, 1947, in Mankato, Minnesota to the late Glen Nesheim and Sylvia Nesheim, who survives in Mankato. Susan achieved her Bachelor's and Master's degrees at the University of Northern Iowa and continued as an instructor of sociology and women's studies where she enjoyed challenging her students to think globally and explore other views and appreciate their differences. Susan's enduring positive attitude allowed her to survive her battle with pulmonary fibrosis for 12 years. She was an At-Large Life Member of Associates of Vietnam Veterans of America - Iowa. Susan is survived by husband Dwight; daughter, Katia of Waverly; son, Eamon (Dawn) of Tinley Park, Ill.; mother, Sylvia Nesheim of Mankato Minn.; brother Steven Nesheim (Debra Elmore-Nesheim) of Bayfield, Wis.; sister Toni Nesheim (Denny Salomonson) of Grayslake, Ill.; brother John (Marie) Nesheim of Woodbury, Minn.; three grandchildren and many nieces and nephews. Preceding her are her father, Glen; brother, David; and niece, Rachel Salomonson. A funeral service was held on Thursday, February 10th, at 11:00 AM at the Messiah Lutheran Church located at 1706 Lee Boulevard in North Mankato with Reverend Jim Ahlquist officiating. Visitation was on Wednesday from 5:00 to 7:00 PM at the North Mankato Mortuary-Northview in Mankato and continued one hour prior to the service at the church.
