COMES NOW Entergy Arkansas, Inc. (“EAI” or the “Company”), and for its

Application for a Certificate of Public Convenience and Necessity, states:

DESCRIPTION OF THE COMPANY

1. The Company is a corporation organized and existing under the laws of the State of Arkansas, and is a public utility, as defined by Ark. Code

Ann. § 23-1-101 et seq., subject to the jurisdiction of the Arkansas Public Service

Commission (“APSC” or the “Commission”). The Company’s principal place of business is located at the Metropolitan National Bank Building, 425 West Capitol

Avenue, Little Rock, Arkansas 72201. A copy of the Company’s Agreement of

Consolidation of Merger (Articles of Incorporation) is on file with the APSC and is hereby incorporated by reference.

2. The Company’s property consists of facilities for the generation, transmission, and distribution of electric power and energy to retail and wholesale customers. These facilities are located principally in the State of

Arkansas. As of December 31, 2010, the Company provided retail electrical service subject to the jurisdiction of the Commission to a total of 694,112 customers. Of these customers, 582,980 were residential; 88,348 were commercial; 22,112 were industrial; and 672 were public agencies, institutions, or others.

3. EAI owns or operates two nuclear generating units, four coal-fueled generating units, two hydroelectric plants, five large oil- and natural gas-fueled steam electric generation stations, one natural gas-fueled combined cycle gas turbine generating facility and one diesel electric unit, for a total generating capacity of approximately 4,853 MW. In addition, EAI purchases 410 MW under a long-term power purchase agreement from the Grand Gulf Nuclear Station in

Mississippi. EAI also owns and operates approximately 936 circuit miles of extra high voltage (“EHV”) transmission lines of 345 kV or greater; 258 circuit miles of transmission lines of 230 kV; 3,736 circuit miles of transmission lines of 161 kV and lower; transmission substations, distribution substations, and associated facilities necessary to provide electric service.

JURISDICTION AND APPLICABLE LAW

4. This Application is filed pursuant to Ark. Code Ann. § 23-3-201 et seq. and Sections 4 and 7 of the Commission’s Rules of Practice and Procedure

(“Rules”).

5. The Utility Facility Environmental and Economic Protection Act, codified at Ark. Code Ann. § 23-19-501 et seq., does not apply to this Application because the facilities for which a Certificate of Public Convenience and Necessity

(“CCN”) is sought do not constitute a "major utility facility" as defined by said Act.

PROPOSED ELECTRICAL FACILITIES

6. EAI proposes to construct and operate a new 115 kV transmission line (the “Proposed Transmission Line”) and two new terminal switching stations, and related transmission facilities in Saline County, Arkansas (all inclusively referred to as the “Proposed Electrical Facilities”). The Proposed Electrical

Facilities are more fully described in EAI Application Exhibits A, B, C, and D. The general location of the Proposed Electrical Facilities proposed herein by EAI, in its service area, the local network area, and the general region, are shown on the maps attached in the EAI application exhibits. EAI Application Exhibit A shows the location of the Proposed Electrical Facilities in relation to the jurisdictional service territory in Saline County, Arkansas. EAI Application Exhibit B indicates the location of the Proposed Electrical Facilities within the local area electrical network system. EAI Application Exhibit C shows the Proposed Electrical

Facilities along with EAI’s regional area electrical network system. EAI

Application Exhibit D is a detailed description of the Proposed Electrical

Facilities. The Direct Testimony of John W. Ellis III, Project Manager for EAI, describes the location, design, construction, and schedule of the Proposed

Electrical Facilities in further detail. The Direct Testimony of Murry K. Witcher,

Regulatory Project Coordinator for Entergy Services, Inc. (“ESI”),1 will provide an overview of EAI’s routing process, a description of the steps the Company took in selecting the transmission line route (the “Proposed Route”), a description of the public outreach during the project, the identification of landowners, and notifications. Mr. Paul M. Simoneaux, Jr., Senior Engineer in Transmission

Planning with ESI, discusses the need for the Proposed Electrical Facilities in his direct testimony. Mr. Christopher J. Wood, Project Manager and Associate

Environmental Specialist with Burns & McDonnell Engineering Company, Inc., submits testimony concerning the study and evaluation of transmission line alternative routes, and environmental analysis and related impacts of the proposed project.

7. The design of the terminal switching stations that will connect the

Proposed Transmission Line with the EAI transmission grid will be of the ring bus configuration and will be located near the beginning and end of the new transmission line, one switching station at a point in the south part of the City of

Benton and one switching station at a point in the north part of the City of Benton.

The Proposed Transmission Line will be a new 115 kV line, approximately 9

miles in length, to be constructed from a new switching station located at or near

the existing Benton South 115/13.8 kV Substation to the existing Benton North

115/13.8 kV Substation. Construction of the new terminal switching stations and

connecting transmission line segments will complete a new 115 kV tie-line circuit

between two major 115 kV transmission line arteries extending through Saline

County – one located south of Benton, i.e., the Mabelvale 500 kV Substation to

Hot Springs EHV Substation 115 kV Transmission Line; and one located north of

Benton, i.e., the Mabelvale 500 kV Substation to Cheetah Switching Station 115

kV Transmission Line. The design of the Proposed Electrical Facilities is

explained more fully in EAI Application Exhibit D.

8. The Company projects a life expectancy of 40 years for the

Proposed Electrical Facilities based upon periodic depreciation studies that estimate the remaining life of transmission lines and other facilities depending on the maintenance and improvements performed on them. If the transmission facility is abandoned, EAI will remove the conductors and structures from the right-of-way (“ROW”). Any salvaged material will be sold as scrap. The estimated cost in current dollars to remove the transmission line and transmission facilities is approximately $250,000, with salvage value less than

$100,000. Reuse of transmission type material is very unlikely due to possible contamination or damage to the material during removal.

PROPOSED 115 KV TRANSMISSION LINE ROUTE AND

SWITCHING STATION SITES

9. The Proposed Route and switching station sites for the Proposed

Electrical Facilities were selected from several options studied by the Company

(see EAI Application Exhibit D, page 16, for a map showing the final alternative routes selected). Of the four final transmission line alternative routes selected for consideration (alternative Routes 1, 2, 5, and 6), the Proposed Route (Route 1) minimizes the impact to residentially developed areas. The Proposed Route’s distance is slightly shorter than the longest route (by approximately 0.96 miles), and it is longer than the shortest route (by approximately 2.48 miles). The

Proposed Route avoids the intercity high-traffic and built-up areas, the congested business and commercial areas along Interstate Highway 30, while having minimal length through residentially developed areas. The Proposed Route also has minimal residences and public facilities located within 200 feet. The route crosses open undeveloped pasture land and woodland areas and utilizes City of

Benton utilities and service property for portions of the route. The Proposed

Route is described in more detail in EAI Application Exhibit D.

10. The south terminal point of the Proposed Electrical Facilities will connect the Proposed Transmission Line and related transmission line segments to the EAI transmission grid south of the City of Benton through a new switching station that will be constructed just south of the existing Benton South 115/13.8

kV Substation (the “Proposed Woodlawn Road Switching Station”) on new property that is adjacent to existing Company owned transmission line ROW.

The Proposed Woodlawn Road Switching Station will accommodate the termination of the existing Mabelvale 500 kV Substation to Hot Springs EHV

Substation 115 kV Transmission Line, and the existing radial source transmission line serving Benton South 115/13.8 kV Substation. The Proposed Woodlawn

Road Switching Station will allow for the connection of a total of four 115 kV elements.

The Proposed River Ridge Switching Station will allow the Proposed

Transmission Line to be connected to the EAI transmission grid north of the City of Benton through the existing transmission line serving the radial sourced

Benton North 115/13.8 kV Substation.2 The Proposed River Ridge Switching

Station will be constructed on newly purchased property along or adjacent to the existing Mabelvale 500 kV Substation to Cheetah Switching Station 115 kV

Transmission Line and will connect First Electric Cooperative Corporation’s

(“First Electric”) new transmission line previously approved by the Commission in

APSC Docket No. 08-093-U. In addition to connecting the First Electric transmission line, the Proposed River Ridge Switching Station will accommodate the termination of the existing Mabelvale 500 kV Substation to Cheetah

Switching Station 115 kV Transmission Line and the existing radial source transmission line serving Benton North 115/13.8 kV Substation. The Proposed

River Ridge Switching Station will allow for the connection of a total of four 115

kV elements.

NEED FOR PROPOSED ELECTRICAL FACILITIES

11. The Proposed Electrical Facilities are needed to enhance transmission voltage levels in the area and to increase the operational reliability for the south central part of EAI’s transmission grid. The planned facilities will improve transmission reliability by eliminating two radial sourced substations serving the City of Benton and by constructing transmission switching stations with transmission circuit breakers along existing 115 kV transmission lines in both the south and north sections of the City of Benton. Reliability will be further improved by tying two major transmission line arteries together through the

Proposed Transmission Line, which tie-line will have the capability to serve the

City of Benton and other south-central Arkansas areas from either the Mabelvale

500 kV Substation to Hot Springs EHV Substation 115 kV Transmission Line from the south or from the Mabelvale 500 kV Substation to Cheetah Switching

Station 115 kV Transmission Line from the north. Additionally, the proposed facilities provide for economic growth in Benton and the surrounding areas and defer or eliminate additional facility upgrades in the area that would be necessary without the Proposed Electrical Facilities. EAI's explanation of the need for the

Proposed Electrical Facilities and the related benefits of constructing the project are described more fully in the direct testimony of Mr. Simoneaux.

COST AND METHOD OF FINANCING

12. The total estimated project cost of the Proposed Electrical Facilities is shown in Table 1.

EAI will finance the construction with funds available from various sources, including retained earnings, debt, and capital securities. No other alternative financing methods are considered appropriate at this time. This project does not qualify for any issuance of tax-exempt bonds.

ECONOMIC IMPACT UPON THE COMMUNITY,

THE COMPANY, AND ITS CUSTOMERS

13. During the construction phase of the project, there will be little economic impact upon the local community through increased employment or through impacts to commerce or business. Construction of a transmission line requires a specialized crew, and it is not expected that such skilled and experienced workers will be available from the local economy. Thus, the construction of the Proposed Transmission Line will not increase employment opportunities for workers in the area.

14. Impacts from construction and operation of the Proposed

Transmission Line are anticipated to be minor. There are minimal anticipated wetland impacts, and therefore no anticipated wetland mitigation requirements associated with the Proposed Route, since it is assumed that wetland areas can be spanned. The related environmental impacts will be negligible, as the current land use is primarily a mixture of pasture, woodland, and cropland west of the

Saline River; developed and populated urban areas characterized by commercial and light industrial uses and residential housing along the southern portion of the

Proposed Route east of the Saline River; and a mixture of woodland, pasture, and sparsely developed single-family homes in private subdivisions in the northern portion of the Proposed Route. Impacts from construction and operation of the Proposed Transmission Line are anticipated to be moderate, as clearing of lands in these areas will be minimal. The total estimated investment

in the Proposed Electrical Facilities is approximately $15 million, which compares to the Company's total transmission and substation plant in-service balance of approximately $1.58 billion3 as of December 31, 2010.

15. As with any construction project of this size that involves many landowners and various types of terrain, both improved and unimproved, there will be certain and varied impacts to the Company and to landowners along the

Proposed Route that are not anticipated. Slight adjustments to the final routing to accommodate landowners concerns may be needed to minimize effects of the proposed facilities where it is practical, economically feasible, and not adverse to the operation or reliability of the electric system. In past CCN dockets, the

Commission has granted the Company certain variances to work with landowners to provide them additional relief in placing the transmission line on the landowner’s property, which placements would offer the landowner and the

Company an improved alignment to their mutual satisfaction. The Company therefore requests the Commission grant EAI a 500 foot variance from either side of the center line of the Proposed Transmission Line along the Proposed Route to accommodate the legitimate concerns of property owners whose property is being impacted by the construction of the Proposed Transmission Line. Orders wherein the Commission granted such variances to the Company can be found in Docket Nos. APSC Docket No. 96-139-U, Order No. 4 dated October 9, 1996;

16. EAI has identified and provided first-class mail notification of the filing of this Application to each owner of record of lands near or adjacent to the

Proposed River Ridge and Woodlawn Road Switching Station sites and the

Proposed Transmission Line preferred and alternative routes where the

Company will construct and operate the Proposed Electrical Facilities. These landowners were determined based on property tax statements and other methods, as appropriate. These landowners are identified and copies of the associated notifications are more fully described in the direct testimony of

Mr. Witcher. Certification of Proof of Service upon these individuals is included in

EAI Application Exhibit E. In addition, EAI will publish a notice of the filing of this

Application, in compliance with Rule 3.03(c)(1), on two separate occasions in the

Benton Courier, a newspaper distributed in Benton and surrounding communities in Saline County, Arkansas that has substantial circulation in the area where the

Proposed Electrical Facilities will be constructed.

BENTON SOUTH TO BENTON NORTH 115 KV TRANSMISSION LINE AND

SWITCHING STATION FACILITIES

Location – Proposed and Alternative Transmission Line Routes

This project, located in the City of Benton, Arkansas and in Saline County,

Arkansas, consists of approximately 9 miles of a new single circuit 115 kV

transmission line, and related substation terminal facilities located between the

existing Benton North 115/13.8 kV Substation and the Proposed Woodlawn

Road Switching Station located near the existing Benton South 115/13.8 kV

Substation. Two new 115 kV switching stations will be constructed, one on the

north side and one on the south side of the City of Benton, which switching

stations along with the Proposed Transmission Line, will be utilized to tie the

existing 115 kV transmission line that runs from Mabelvale 500 kV Substation to

the Cheetah Switching Station with the existing 115 kV transmission line that

runs from Mabelvale 500 kV Substation to the Hot Springs EHV Substation. The

attached transmission line routing map at page 16, Attachment 1 to this EAI

Application Exhibit D, shows the locations of the Proposed Route and three

Alternative Transmission Line Routes that the Company investigated. The final transmission line segments selected during the study that are included in the final routes presented in the Application are shown in Table 1.

The Proposed Route, Alternative Transmission Route 1, includes segments 40a,

40b, 41, 4b, 6a, 42, 46, 9, and 11 and may be described as follows:

The Proposed Route exits the Woodlawn Road Switching Station located in the NW of SW Section 14, Township 2 South, Range 15 West, and extends west crossing south Market Street and extending to a point just east of Richards Street (Segment 40A, length 1,919 ft. Section 15). The Proposed Route continues west and northwest crossing Richards Street, the Missouri Pacific Railroad tracks, River Street and Airlane Drive (across the clear zone to the south of the old Saline County Airport) then extending to a point south of Dale and north of a railroad spur track (Segment 40b, length 3,961 ft., Section 16). The Proposed Route continues westerly crossing Dale to a point in the NW of the SE, Section 16 (Segment 41, length 1,404 ft., Section 16). The Proposed Route then turns north and west, paralleling the City of Benton’s filtration/settling

D 1 Docket No. 11-049-U Page 3 of 23 retention ponds along the north edge and south of a trailer park, and then turns north and west extending to a point south of Henry Street, then runs west along the south side of Henry Street, turning northwest and extending across U.S. Interstate Highway 30, thus continuing northwest crossing the Saline River to the west side to a point in the SW of the SW Section 9 (Segment 4b, length 5,584 ft.). The Proposed Route then turns north and easterly crossing State Hwy 229 and extending to a point in the NW of the NE Section 4 (Segment 6a, length 9,264 ft.). The Proposed Route then turns northwest and then north extending along the west section line of Section 33 and crosses Alum Fork Saline River and Moccasin Creek and then extends across State Hwy 5 just west of the North Fork Saline River in Section 28. The Proposed Route then turns slightly northeast and crosses the North Fork Saline River and then turns due east crossing Mulberry-Salem Road to a point just west of Taylor Creek. At this point the route turns northeast and follows the east side of Mulberry-Salem Road and the west bank of Taylor Creek northward to a point in the SW of the NE Section 28. At this point the Proposed Route turns east and crosses Taylor Creek and then bears south crossing McGee Road and runs southeast through Section 27 crossing Salt Creek Road and then crosses Salt Creek to a point of intersection of Sections 26, 27, 34, and 35 located in Township 1 South, Range 15 West (Segment 42, length 22,132 ft.). The Proposed Route then runs south and extends along the east section line (Section 34) to the north end of Sharon Road (Segment 46, Length 1,681 ft., Section 34). The route then turns due east and runs to an existing 115 kV transmission line (Segment 9, length 1,695 ft., Section 35). The Proposed Route then turns south and follows the existing transmission line and terminates into the Benton North Substation located in the SE of the NW Section 35, Township 1 South, Range 15 West (Segment 11, Length 212 ft.). Total line length for the Proposed Route is approximately 47,852 feet or 9.06 miles.

The Proposed Route will traverse City of Benton owned property for a portion of the distance in Section 16 and will then cross the Saline River to the west and exit Benton city limits. It is anticipated that the City of Benton will furnish required right-of-way in this Section. The Proposed Route will require a right-of-way easement of 80 feet for the entire 9 mile length of the route except for segment 11, or approximately 88 acres total.

The Company and its consultant Burns & McDonnell reviewed several

Alternative Transmission Line Routes comprising many transmission line segments in the routing study. The initial alternative routes were studied and evaluated by the project team and subsequently narrowed down, which resulted in selection of a final set of alternative routes to consider. The final alternative routes selected are summarized in Table 2.

Transmission Line Structures

The 115 kV overhead, three-phase, shielded, single circuit electrical transmission line will be supported by single pole, steel or concrete structures.

These single pole structures will consist of tangent structures, guyed medium angle structures and dead-end structures. Attached is a photograph

(Attachment 2) and Company structure drawings (Attachment 3) illustrating the general appearance of these structures. The proposed line will consist mostly of tangent structures with angle structures or dead-end structures at points of intersection. All structures will meet or exceed requirements of the National

Electrical Safety Code (“NESC”) with applicable overloads.

The tangent structures (up to 6 degree angles) will be a single pole designed to meet the loading requirements specified above, varying in height depending on clearance requirements. The phase conductors will be supported by braced post polymer insulators, approximately 6 1/2 feet long, in a delta configuration, and the shield wire will be supported by a bracket located near the pole top. The poles will be embedded in the earth at a depth varying from 9 feet to 15 feet depending on soil conditions, with some using 20 to 30 foot long piles for foundation if required.

The medium angle structures (6 to 20 degree angles) will consist of a single pole designed to meet the specified loading conditions, varying in length, with sufficient guying to accommodate the transverse wind and line angle loads imposed by the conductors and shield wires as well as wind on the structure.

Down guys, each connected to a helical type anchor, are necessary for structural stability. The poles will be embedded in the earth at varying depths depending on soil conditions.

The large angle dead-end structures (30 to 50 degree angles) will be a single pole, designed to meet the specified loading conditions, varying in length, with a polymer post insulator to support the conductor connections around the pole if required by the line angle. The shield wire and conductors will be attached directly to the pole with connecting hardware. Down guys, each connected to a helical type anchor, are necessary to accommodate the transverse and longitudinal loads imposed by the conductors and shield wires and to provide structural stability. Bisector guys will be provided for dead-ends with small angles. The poles will be embedded in the earth at various depths depending on soil conditions.

The terminal dead-end structure will consist of three poles designed to meet the specified loading conditions, spaced 17 feet apart, varying from 60 feet to 85 feet in length, and utilizing polymer post insulators to support the conductor connections around the pole. The shield wire and conductors will be attached directly to the pole with connecting hardware. Down guys, each connected to a helical type anchor, are necessary to accommodate the longitudinal loads imposed by the conductors and shield wire. The poles will be embedded in the earth at varying depths depending on soil conditions.

Insulators

The insulators will be polymer/fiberglass units designed to support the loading specified by the NESC. Braced post polymer insulators will be used on tangent structures, and polymer strain insulators will be used on angles and dead-ends.

Transmission Conductors

The conductors planned for each phase of the three phase circuit will be

666 ACSR stranded aluminum conductor with a galvanized steel reinforcing

core. This conductor has 24 strands of aluminum over 7 strands of steel. Its

code reference is “Flamingo”. Characteristics of the cables are tabulated below:

Proposed Transmission Line Terminal Points – Located Near Benton South

115/13.8 kV Substation and Benton North 115/13.8 kV Substation

x Benton South 115/13.8 kV Substation – (Proposed Woodlawn Road

Switching Station)

The southern terminal point for the Proposed Transmission Line will be at or near the Benton South 115/13.8 kV Substation. A new 115 kV switching station will be constructed along the existing right-of-way just north of the existing Benton South 115 kV Tap Station. The new switching station will be the Proposed Woodlawn Road Switching Station and will be constructed on approximately 9 acres of new property, to be purchased just south of the existing Benton South 115/13.8 kV Substation and north of the Benton South

Tap Station. It will consist of a four element ring bus to include 115 kV circuit breakers and disconnecting switches, steel substation structures with concrete foundations, and a control house with relay and metering equipment for remote control operations, and housing a back-up battery power system. The

Proposed Woodlawn Road Switching Station will connect the Proposed

Transmission Line and the existing 115 kV transmission line serving the

Benton South 115/13.8 kV Substation. The Woodlawn Road Switching Station also will connect the existing 115 kV transmission line that runs from the

Mabelvale 500 kV Substation to Hot Springs EHV Substation. These transmission line connections, to include the Proposed Transmission Line, will complete a tie circuit to the north of Benton providing a connection to the existing 115 kV transmission line from the Mabelvale 500 kV Substation to

Cheetah Switching Station. The Proposed Woodlawn Road Switching Station will be the termination point for four new 115 kV transmission line segments, which segments are:

The northern terminal point for the Proposed Transmission Line will be the existing Benton North 115/13.8 kV Substation which will be expanded on currently owed Company property to accommodate a new transmission line terminal position consisting of substation steel pull-off towers, substation

The north end of the existing approximately 3-mile 115 kV radial transmission line currently serving Benton North 115/13.8 kV

Substation will be re-terminated into a new switching station, the Proposed

River Ridge Switching Station, to be constructed at a point along or near its intersection with the existing 115 kV Mabelvale 500 kV Substation to Cheetah

Switching Station Transmission Line. The Proposed River Ridge Switching

Station will be constructed in conjunction with, and on adjacent property, to a new 115 kV transmission interconnection to First Electric Cooperative

Corporation (“First Electric”), which interconnection will connect the new 3.5- mile First Electric 115 kV transmission line and the new First Electric Avilla

115/13.8 kV Substation that is being constructed to serve First Electric customers. The new First Electric transmission line and Avilla 115/13.8 kV

Substation were approved by the Commission in APSC Docket 08-093-U.

The Proposed River Ridge Switching Station will require approximately less than three acres. It will consist of a four element ring bus to include 115 kV circuit breakers and disconnecting switches, steel substation structures with concrete foundations, and a control house with relay and metering equipment for remote control operations, and housing a back-up battery power system. In addition to terminating the new First Electric Avilla transmission facilities, the

Proposed River Ridge Switching Station will connect the existing 115 kV transmission line that runs from the Mabelvale 500 kV Substation to Cheetah

Switching Station, and the existing Benton North 115/13.8 kV Substation that

connects to the Proposed Transmission Line which consecutively provides a

tie circuit to the south of Benton, connecting with the 115 kV transmission line

from the Mabelvale 500 kV Substation to Hot Springs EHV Substation. The

Proposed River Ridge Switching Station will be the termination point for four

new 115 kV transmission line segments, which segments are:

1. River Ridge Switching Station to Mabelvale 500 kV Substation 115

kV Transmission Line,

2. River Ridge Switching Station to Cheetah Switching Station 115 kV

Transmission Line,

3. River Ridge Switching Station to Benton South Switching Station

115 kV Transmission Line, and

4. River Ridge Switching Station to First Electric Avilla 115/13.8 kV

Substation 115 kV Transmission Line.

Attachment 4 shows an electrical arrangement layout for the Proposed

Woodlawn Road Switching Station and the Proposed River Ridge Switching

Station.

Construction

The Proposed Electrical Facilities will be designed by Entergy Services,

Inc. (“ESI”) personnel for EAI and construction will be accomplished by pre- qualified electrical contractor crews under the supervision of ESI personnel in a

The first operation is to survey the proposed route to establish the centerline, edge of right-of-way, and profile of the transmission line. Primarily, only men and small items of equipment will be required for surveying. Centerline staking and profiling may require cutting some trees and undergrowth, if necessary. No new access roads will be established for survey crews.

Right-of-way clearing, if necessary, will be performed by EAI construction crews or by a contractor under the supervision of EAI personnel to ensure that the clearing is done as specified. Trees that may exist outside of the right-of- way which endanger the safe and reliable operation of the transmission line will be cut to provide necessary clearance.

Structure installation takes place in three phases: transporting, assembling, and erecting. Necessary material is transported by flatbed tractor- trailer from a storage yard to each structure location and is unloaded with a small crane or boom truck. The structures are assembled, as much as is practical, on the ground; the poles are then set in augured holes with a tracked or rubber-tired crane. The holes will be backfilled with concrete. Final hardware connections will then be completed.

Conductor stringing is accomplished with tensioning equipment to keep the conductor from contacting the ground or other objects which may damage it.

A pulling line is installed on the structures in stringing blocks from a puller to the

The reels of conductor are mounted on reel stands and the conductor is threaded through the tensioner and attached to the pulling line. The puller operates to pull the conductor while the tensioner operates to maintain the proper tension.

Conductor installation is a critical operation. Many vehicles and items of equipment are required to install the conductor; and, although they may not necessarily proceed down the right-of-way, they must intermittently be positioned on it. As with vehicles and equipment associated with other construction phases, care will be exercised to minimize damage to the terrain.

Aesthetical Engineering Design Considerations

Single modular steel structures will be used to provide tangent, angle turns, and dead-ends for the transmission lines, which will be located within the

ROW and the switching station site plans. These type transmission line structures require reduced ROW width and were selected to minimize the aesthetic displeasure of the installation. Use of wood pole, H-frame design transmission structures, would increase the ROW width considerably and would increase the aesthetic displeasure of the Proposed Electrical Facilities. While underground, high-voltage transmission line design would eliminate the above- ground transmission line structures, the cost would be prohibitive due to the length of the Proposed Transmission Line and type terrain common in the area.
