Introduction This brief study has been produced by the partners of the CoNGOs consortium both to share our different knowledges and experiences, and to set out a joint understanding of the current state of play in relation to community forestry in Cameroon. This study uses the term “community forestry” in a broad sense, referring not simply (or not only) to community forestry as strictly defined under existing Cameroonian laws, but also a broader conception of community forestry which encompasses the holistic, sustainable and equitable management by a community of its customary forest areas. The study will: • consider existing institutional and legal frameworks in Cameroon (and their strengths and limitations); • set out demographic, cultural and socio-economic factors affecting community forestry; • identify key actors and institutions (which will include a focus on cooperatives and other producer groups which reflect community utilisation of natural resources (including land for agriculture) in forested areas; • Analyse the constraints – legal and practical – to effective community forestry in Cameroon; and • Consider options and strategies which can be adopted (principally within the framework of the CoNGOs project) to enhance the effectiveness and viability of community-based forest management within Cameroon, and the benefits received by communities from it. This study is not intended to, and will not, involve an exhaustive study of the (extensive) literature on community forestry in Cameroon. The consortium partners between them have a wealth of experience and knowledge in the various areas covered by this study, and each section will reflect a considered synopsis of the critical factors by the partners, with references to key sources from literature and other sources of data. Community-level work within this project will primarily take place in two regions of Cameroon – the East Region and the South region – and this study will therefore focus particularly on factors which are relevant to those two regions. www.iied.org 6 PROJECT REPORT 2. Executive Summary Community forestry has been a feature of the formal forest governance system in Cameroon for over 20 years. During that time, a number of community forests have been set up under the forestry law. Unfortunately, despite the high hopes held for it at the outset, community forestry is widely considered a failure in the country: it has not led to widespread forest management by communities living in forested areas (only 1.18% of the surface area of

Thus, the maintenance of appropriate body temperatures affects both the fitness of individual snakes and the viability of their populations. Thermoregulation is probably the most important factor affecting habitat selection in snakes. Hence, this study is aimed at exploring the role of weather condition to the ecological niche of snakes in Bertoua forest area. The research data collection was done by the use of check-sheets for a period of one month from 7:30am-5:30pm each day in the forest area of Bertoua. A random spot observation of 444 snakes was made on 6 species, black cobras (Naja melanoleuca), green mambas (Dendroaspis viridis), vipers (Bitis gabonica), green-tree snakes (Dendrelaphis punctulatus), small brown snakes (Dendrelaphis shokan), and python (Python regius). Ecological factors such as weather condition, vegetation, landscape, location, and photo-period were also taken into account. The survey revealed an ecological relationship between weather condition and various species of snakes in the study area, χ2 = 11.244 df=10, P<0.05.

During the wet season, only paved roads remain passable. Traffic on unpaved roads may be restricted by rain barriers. Trucks can therefore be stopped for many hours. On many bridges the traffic of trucks is not allowed. Trucks must use deviations through rivers, but during the rainy season when the waters are high, passing through rivers bank may be impossible. The Road Fund of Cameroon was created in 1996 in order to implement the government policy on the road sector. Government efforts to improve the state /condition of Cameroonian roads are focused on a network of 27,000 km and the process is being undertaken. At N’Gaoundere, on the N1 to Garoua, the tarring process is ongoing.

    FACTS & FIGURES st st From January 1 to December 31 , 2016 The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent humanitarian organization present in Yaounde since 1992, in Maroua since 2013, in Bertoua since 2014 and, in Kousseri since 2015. In accordance with its mandate, the ICRC works to assist victims of armed conflicts and other situations of violence and to promote international humanitarian law. HUMANITARIAN SITUATION: Clashes and violence, according to figures published by ECHO, have led to an estimated 2.9 million people in need of humanitarian assistance in the northern and eastern regions of Cameroon. An estimated 200,000 internally displaced persons (IDPs) have been identified in the Adamawa, East, North and Far North regions. These populations who have fled their villages because of violence have mostly found refuge in communities already in a precarious situation. This situation is adversely affecting the limited resources and livelihoods of the host communities. Access to food, drinking water and health care remains extremely difficult.
