Terms of Reference M/s. MARG Properties Ltd., 1.0 INTRODUCTION M/s. MARG Properties Ltd., hereinafter referred as Project Authority is one of the leading Property developers in Chennai which has developed Residential Building Project Complex “Marg Bridavan” located at Pondur „B‟ Village, Sriperumbudur Taluk, Kancheepuram District in the state of Tamil Nadu. The project survey numbers are S. No. 88/1, 91/1, 2, 121/1B, 2B, 122/1A, 1B1, 2B, 3, 123/4B, 5B, 498/1B, 499/1, 2, 3, 4, 5, 6, 7, 8, 500/1A, 1B, 2A, 3, 4A, 5A, 6B, 501/4B, 8, 9, 10B. The total land area of site is 66,289 Sq.m and the built up area is 2,65,000 Sq.m. The project falls under 8(b) category as per MoEF&CC, EIA Notification 14th September 2006. The project authorities have applied for Environmental Clearance to the Ministry of Environment, Forest & Climate Change on 21st September, 2011 and the file has been transferred to State Environmental Impact Assessment Authority (SEIAA), Chennai during January, 2013 (File No. 517). They also obtained the building plan approval from Directorate of Town and Country Planning (DTCP) on 28th June 2013 and from local body (Pondur Village Panchayat) on 04th July 2013. The construction of the project was begun on 05th July 2013, considering all the below points: 1) The EC application was made prior to commencement of construction. There was no progress in processing of the application for more than 15 months at that time. 2) The project authority had obtained all required Statutory Approval‟s from the concerned authorities and complied with all their conditions. These include DTCP, Airports Authority of India, PWD, Tamil Nadu Fire and Rescue Service Department, Revenue authorities, Local Panchayat, District Collector, and others. An MoEF&CC OM dated 12th December, 2012 listed out the procedure to be followed for violation projects. Following those procedures the file was placed in the SEAC meeting on 22nd April 2013 and the TOR was issued for conducting EIA studies. Meanwhile, the NGT (SZ) at Chennai vide their order dated 7th October, 2013 in Application No.157/2013 in the matter of „S. P. Muthuraman Vs Union of India & others‟ stayed the operation of MoEF&CC OM dated 12th December, 2012, and the EC to the project could not be granted by SEIAA. Due to the NGT proceedings the project was not processed by SEIAA and instructed to project authority in its vide letter on 19th June 2017 to submit the proposal to MoEF&CC for obtaining Environmental Clearance. As per the MoEF&CC notification “S.O. 804(E) dated 14th March, 2017” pertaining to Violation cases, the project authority is now applying to EAC, MoEF&CC for obtaining Environmental Clearance for the said project. The project authority has engaged the services of National Accreditation Board for Education and Training (NABET) approved consultant M/s. Eco Services India Private Limited, Chennai for preparing TOR / EIA report. The Certificate of Accreditation issued by NABET, Quality Council of India (QCI) for M/s. Eco Services India Private Limited, Chennai is enclosed herewith as Annexure – XII. No litigation(s) pending against the project 2.0 PROJECT DESCRIPTION: The project authority has constantly sought to establish new benchmarks in property development, by offering its customers world-class facilities and finishes. The project is to provide effective adequate infrastructural facilities for conducive living environment required for the society. This is achieved by integrating the physical, economic as well as social planning for the diverse conditions viz., physiography, pattern of urbanization, traditional practices, socio-economic equalities etc. This project is major landmark of the podur area. The concerned area may extend their infrastructure facilities such as sewer line connection, water supply through pipe line, daily solid waste collection, telephone, cable TV and other development works. During construction phase local labors from nearby areas were deployed for the project work and nearly 250-300 laborers benefited with the construction type of employment. The housing demand of huge number of people working in automotive sector will find quality housing from the project. Due to huge residential development it will act as a pioneer for other development. Details of the Project: S. Otherwise, the water requirement would be met from the authorized tankers. 4 Source of Power & Requirement The power will be sourced from TANGEDCO (Tamil Nadu Generation and Distribution Corporation) Eco Services India Pvt. In southern direction the road is connected to Oragadam. The project is well connected with Chennai harbor and Chennai international airport via road network. The Nearest Railway station Thiruvallur is lies at 21 kms northern direction. 5 Parking requirements Parking space is provided in the basement and surface. Two wheeler parking proposed: 1618 nos. Car parking proposed : 1478 nos. 6 Type of building materials used Cement, White Cement, Steel Metal, Metal, Sand, Bricks/siporex, Binding wire, les granite/Marble Ti, Paint, Plaster, Wood, Aluminum was used for the project. 7 Environmental liability of the The project site and its surroundings were site agricultural land in the past and hence prior to construction there was no background pollution of land. The surrounding lands were developed for residential and commercial purposes when the construction was started hence it is in par with the surrounding land use. The natural drainage pattern of the project site is from West to west. And the village pond lies in Western direction which acts as a natural drain for the site. Thus there will not be any natural flooding in the site. 8 Existing structure / type of The site during acquisition was mostly vacant with material – demolition debris etc. scattered trees and ground shrubs. Only ground shrubs were removed during construction.
