Cátedra de Economía del Terrorismo UNIVERSIDAD COMPLUTENSE DE MADRID Facultad de Ciencias Económicas y Empresariales DISMANTLING TERRORIST ’S ECONOMICS : THE CASE OF ETA MIKEL BUESA* and THOMAS BAUMERT** *Professor at the Universidad Complutense of Madrid. **Professor at the Catholic University of Valencia Documento de Trabajo, nº 11 – Enero, 2012 ABSTRACT This article aims to analyze the sources of terrorist financing for the case of the Basque terrorist organization ETA. It takes into account the network of entities that, under the leadership and oversight of ETA, have developed the political, economic, cultural, support and propaganda agenda of their terrorist project. The study focuses in particular on the periods 1993-2002 and 2003-2010, in order to observe the changes in the financing of terrorism after the outlawing of Batasuna , ETA's political wing. The results show the significant role of public subsidies in finance the terrorist network. It also proves that the outlawing of Batasuna caused a major change in that funding, especially due to the difficulty that since 2002, the ETA related organizations had to confront to obtain subsidies from the Basque Government and other public authorities. Keywords: Financing of terrorism. ETA. Basque Country. Spain.

  • Writing the Self Into the Nation. Autobiography and National Identity In
Writing the self into the nation. Autobiography and national identity in Mario Onaindia (1948-2003) Symposium Life-writing in Europe: private lives, public spheres and biographical interpretations, Wolfson College, 20-21 of April, 2012 1 Fernando Molina (University of the Basque Country) I Two years ago, a colleague from the University of Santiago de Compostela and I organised a conference on “Unorthodox patriots”. In contrast with canonical nationalist discourse, our purpose was to show how the individual adopts the nation as an identity narrative, and how this “subjective fact” can change over a lifetime, as does the individual. This seemed to me a highly instructive approach to understanding societies such as that of the Basques, where the national theme is conditioned by murderous elements. Until a few months ago over 10% of my fellow Basque citizens still supported the terrorist organization ETA, which was willing to kill anyone in the name of the Basque nation. Almost 200,000 citizens consider this so honourable that even today they refer to imprisoned terrorists as ‘political prisoners’. So, I am sure you can appreciate my personal and intellectual investment in the “Unorthodox patriots” conference, which was held in Vitoria, capital of the Basque Autonomous Community. This led to an edited volume and my contribution focused on someone who, in his 55 year sojourn on earth accumulated a long list of patriotic dissident moments. His name is Mario Onaindia (Molina 2011). He was born into a middle-class, conservative family in 1948, when the Franco dictatorship was in full swing. His parents were sympathetic to the outlawed Basque Nationalist Party (PNV).

The Turning Wheel of Hostility: The E.T.A. in Literature and Film in Spain since the 1970s By David M. Collinge A dissertation submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy (Romance Languages and Literatures: Spanish) in the University of Michigan 2015 Doctoral Committee: Professor Cristina Moreiras-Menor, Chair Associate Professor Catherine Brown Professor Juli Highfill Professor Gareth Williams To Mom, Dad, Amy, and Eric. What a lovely bunch of weirdos! ii Acknowledgements Many, many people helped make this dissertation happen. My committee members deserve special thanks for their support over the past several years. Cristina Moreiras-Menor, my dissertation chair, has inspired and challenged me in her seminars, in her writing, in her responses to my work, and in conversations inside and outside the halls of the Modern Languages Building. I am truly grateful for her patience and her generosity as a scholar and a person. In my time at Michigan she has guided me gently but effectively, encouraged my curiosity at every turn, and found time to meet, to read, to approve, and to discuss, even when there was no time. This project would not have reached its current finished state without her influence as a mentor, teacher, and friend. ¡Mil gracias, Cristina! I would also like to thank Juli Highfill for her involvement in this project. Juli's seminar on the avant-garde and the Rif Wars was one of the best courses I took at Michigan and it helped me define the direction this dissertation would take. The care and deliberation with which Juli listens and reads, her attention to style and detail, and her habit of asking real questions, laden with curiosity, has been tremendously helpful.

The unique Basque peace process: Linking Basque and European generations for global transitional justice OÑATI SOCIO-LEGAL SERIES VOLUME 10, ISSUE 3 (2020), 584-615: PRACTICES OF MEMORIALIZATION AND THE PROCESS OF SOCIAL RECONSTRUCTION DOI LINK: HTTPS://DOI.ORG/10.35295/OSLS.IISL/0000-0000-0000-1123 RECEIVED 17 SEPTEMBER 2019, ACCEPTED 28 NOVEMBER 2019 JOXERRAMON BENGOETXEA∗ Abstract This paper considers the recent and unique case of transitional justice in the Basque Country. Its uniqueness, from a comparative perspective, lies in its unilateral character. It is mostly because of the pressure of Basque Society, together with the tough stance of the criminal justice system of Spain, that ETA dissolved. The analysis of this process discusses some issues of transitional justice, in tension with formal or traditional justice, and the relevance of this new field in Europe, Spain and the Basque Country. The paper spells out the most significant initiatives in the field of transitional justice adopted in the Basque case, stressing the importance of civil society, and the range of issues arising in a post-conflict situation where different agents have significantly different agendas. The paper concludes by suggesting steps towards an inclusive agenda on memory and narratives of the conflict capable of delivering truth and reconciliation. Key words Transitional justice; Basque peace process; unilateral measures; amnesty; memory politics; truth and reconciliation commissions The research leading to this paper has been done in the framework of the Research Group GI of the University of the Basque Country UPV/EHU IT1190-19 on the EU and Fundamental Rights (Unión Europea y Derechos Fundamentales), of the Spanish Ministry of Education’s Research Program DER 2015- 64599-P MINECO/FEDER UE Factores postdelictivos y peligrosidad postdelictual and of ehuGune program of the UPV/EHU.

  • The Spanish Plurinational Labyrinth. Practical Reasons for Criticising the Nationalist Bias of Others While Ignoring One’S Own Nationalist Position
genealogy Article The Spanish Plurinational Labyrinth. Practical Reasons for Criticising the Nationalist Bias of Others While Ignoring One’s Own Nationalist Position Carmelo Moreno Department of Political Science and Administration, University of Basque Country, Barrio de Sarriena s/n, 48940 Leioa, Bizkaia, Spain; [email protected] Received: 7 November 2019; Accepted: 24 December 2019; Published: 31 December 2019 Abstract: To analyse the Spanish national question requires considering the relationship between the idea of the nation and the phenomenon of nationalism on one side, and the question of political plurality on the other. The approval of the Constitutional text 40 years ago was achieved thanks to a delicate semantic balancing act concerning the concept of nation, whose interpretation remains open. Academic studies of public opinion, such as the famous Linz-Moreno Question—also known as Moreno Question—that measures the possible mixture of Spanish subjective national identity, are equally the object of wide controversy. The extent to which political plurinationality is a suitable concept for defining the country is not clear because, amongst other reasons, the political consequences that might derive from adopting the concept are unknown. This article sets out the thesis that Spain is a plurinational labyrinth since there is neither consensus nor are there discursive strategies that might help in forming an image of the country in national terms. The paradox of this labyrinth is that, since the approval of the Constitution in 1978, the political actors have accepted that nationality in Spain is insoluble without taking the plurinational idea into account. But, at the same time, it is not easy to assume such plurinationality in practical terms because the political cost to those actors that openly defend national plurality is very high.
