1.1 Introduction and Event Review The Scramble is a true success story of Australian Golf, commencing in 1992 and become Australia's largest and most successful pro amateur team's event.

In 2018 Volkswagen came on board as title sponsor of the event, commencing a new era for the event.

The unique interaction between the Host Venue, amateur golfers and corporate support has resulted in great benefits for PGA Professionals, golf clubs and amateurs and is one of the keys to the Volkswagen Scramble's success.

Everything you need to know about the Volkswagen Scramble and how to run a Local Event is included in this Operations Manual, including Conditions of Competitions.

1.2 The Volkswagen Scramble Success Story The Volkswagen Scramble’s success is demonstrated by the following:

• Since 1992 over one million participants have competed at the Local Event level. • A Women's section was successfully introduced in 2005 and more than 25,000 participants have played in a Local Event • In excess of 80,000 participants have competed at the Regional Final level. • Over 3,600 participants have competed at the Championship Final. • Where possible, Golf Clubs are aligned with local Volkswagen Dealerships to support events and provide a community engagement platform • The event enables golfers in all regions of the country to participate in the event • The event has become a powerful marketing tool assisting in the sale of products and services and created loyalty and additional marketing opportunities in the local golfing community. • The numbers and percentage of women competing has grown over the years

1.3 Mission Statement To position the Volkswagen Scramble as a unique and enjoyable golfing experience for participants whilst maintaining its success as a promotional and marketing program for its sponsors and supporters.

To ensure that the Volkswagen Scramble's integrity is maintained across all levels of competition 3. To grow the Volkswagen Scramble in new markets in an effective and professional manner that benefits sponsors, Host Venue and participants; 4. To ensure the Volkswagen Scramble is acknowledged as one of the golf club's most enjoyable and successful annual events; 5. To create goodwill and business opportunities for all sponsors; 6. To expand and create effective promotional and marketing opportunities for partners nationally and locally in a cost effective and efficient manner; 7. To ensure the Volkswagen Scramble remains a dynamic and innovative golf event; 8. To create public and media awareness of the Volkswagen Scramble and generate goodwill towards the event; 9. To create a successful relationship between the Volkswagen Scramble Coordinator, the sponsors and the golf club; 10. To increase the number of locally sponsored events; 11. To create participation incentives for participants, golf professionals, golf clubs and sponsors; and 12. To provide a value for money experience for all participants involved in the Volkswagen Scramble.

1.5 Why Does the event Work? The Volkswagen Scramble works because there are distinct benefits for all parties involved. These include:

• The club golfer participates in a fun, value for money event and has the opportunity to progress to a Regional and Championship Final; • Each club golfer participating in a Local Event receives a six Callaway Supersoft Golf Balls valued at $20.00; • Each club golfer is provided with incentive offers from event partners; • The Host Venue offers members and visitors variety on the club calendar and the opportunity to play with a club professional at a Regional Final; • The PGA club professional has the chance to play for prize money at the Volkswagen Scramble Championship Final and is provided a service fee for playing in the Regional Final; • Volkswagen Dealers create opportunities for sales leads and generate corporate goodwill in an affluent market; • The golf clubs provide a unique opportunity for their members to participate in an Australasian Pro-Am teams event, with the chance of playing alongside a leading PGA Tour Professional at the Volkswagen Scramble Championship Final.

2.1 Event Concept The concept is to stage an annual Pro-Am Teams Ambrose Tournament throughout a set period (September 2018 to May 2019) beginning at local golf club level and graduating to a Championship Final, through a series of Regional Final tournaments. The Championship Final is played at a leading golf resort with many of the final teams being joined by some of Australasia's leading PGA Tournament Professionals.

The Volkswagen Scramble is a golf tournament conducted over three stages in three distinct formats and is open to all amateur golfers of any level, both male and female, of any age junior to senior, as long as they hold a current Golf Australia handicap.

2.2 Stage One - Volkswagen Scramble Local Events A Local Event is conducted at golf club level. Participants form teams of 4 eligible amateur players.

The Volkswagen Scramble has two divisions being a mixed section and a women's only section. Both sections are played under the same format, with the only changes surrounding handicap configurations.

• All team members tee off each hole • Team chooses the shot they are going to use • The golfer whose shot is taken is eliminated from participating in the next shot • A player is only eliminated for the one shot following his/her selected shot • This process continues up until the ball is on the green with one person being eliminated for each shot (ie all players tee off and putt, however one player is eliminated for each of the shots up the fairway) • All four players putt on each hole, until the ball is holed • All four players tee off the next hole and the elimination process begins again • The eliminated player cannot take a practice shot during the time they are eliminated

• For Example: • John, Phil, Natalie & Katherine tee off the first hole, John's drive is selected as the best shot • John is eliminated for the next shot and only Phil, Natalie & Katherine take the second shot • Phil's second shot is selected as the best shot out of Phil's, Natalie's & Katherine's second shot • Phil is eliminated for the next shot and only John, Natalie & Katherine take the third shot • Natalie's third shot is selected as the best shot out of John, Natalie's & Katherine's and it lands on the green • John, Phil, Natalie & Katherine can then all putt until the ball is holed out • John, Phil, Natalie & Katherine all tee off the second hole & the elimination process starts again

The team's composition must conform to the Volkswagen Scramble Handicap Conditions - refer to Conditions of Competition section for further details. (see section 5.4 for details)

The winning team(s) move on to the next level (a Regional Final) as representatives of the host golf club (see section 2.3 for details of the number of teams which can qualify for a Regional Final). There are three Local Event types which can be staged over a mixed or women's only event. The Volkswagen Scramble is open to golfers of all abilities, however all participants must hold an official Golf Australia Handicap:

Section 2 8 1. Open Event • the Local Event is open to any golfer with a Golf Australia handicap • the host venue does not require a club member to play in each team

2. Member Event • only club members are entitled to compete and qualify for the Regional Final

3. Invitational Event • a minimum of one club member plays in each team • Members of another club may participate by virtue of an invitation from a club member

There are no restrictions to the number of Volkswagen Scramble events a venue can stage in a season. Multiple Local Events run on the same day must be of a different Event Type.

For example: - 1x Open Event and 1x Member’s Event on the same day = OK - 1x Open Event and 1x Open Women’s Event on the same day = OK

- 2x Open events on the same day = Not allowed**

2.3 Stage Two - Volkswagen Scramble Regional/ State Finals Teams that qualify at a Local Event will be joined by their club PGA Professional or an 'adopted' professional to make a team of five (5) at the Regional/State Final.

A club may send more than one team to the Regional/State Final, based on the number of Local Event participants, if it meets the following requirements: • A minimum of 36 participants to send one team (women's only events); • A minimum of 48 participants to send one team (mixed events); • A minimum of 96 participants to send two teams (women's only events); • A minimum of 108 participants to send two teams (mixed events); • A minimum of 160 participants to send three teams; and • A minimum of 212 participants to send four teams.

A club can send a maximum of four (4) teams to the Regional Final for each Local Event conducted.

Important Note: no club will qualify a team for a Regional Final unless the Holden Volkswagen Scramble Local Event it is hosting has at least the minimum number of officially entered players who have paid the entry fee.

It is a condition of entry that each Local Event winning team(s) bring a scorer to the Regional Final. That scorer will be assigned to another team. Each scorer will receive a tee gift and lunch at the Regional Final. Any team failing to bring a scorer to the Regional Final will receive an automatic 1/2 shot penalty to the teams Daily Handicap.

Only PGA Professionals may take a team to the Regional Final. Check Conditions of Competition section for PGA Professional Eligibility. (See section 5.3 for details)

Amateur players may only participate in one Regional/State Final. Once an amateur has qualified for a Regional/StateFinal he/she is no longer eligible to compete for prizes or Regional/State Final qualification at another Local Event. Competing in another Local Event for prizes or Regional/State Final qualification will result in automatic disqualification for that team, with the original qualifying team also subject to disqualification (depending upon circumstances). Please Note: The mixed division and women's division are seperate events, you may qualify for both the Scramble Regional Final and the Women's State Final events.

All teams that qualify at a club, whether from one event or multiple events, must play in the same Regional Final. An exception to this may be when the club hosts a Local Event for a Golf Australia bona-fide body or hosts a large number of Local Events. Teams qualifying for a Regional/State Final are required to play on a neutral course, that is, other than the club course which hosted the Local Event. Any variation to these two rules will be at the discretion of the Volkswagen Scramble Rules Committee.

PGA Members competing in the Regional/State Final are required to play on a neutral course, other than the venue wich the PGA Member is employed. Any variation to this Condition will be at the discretion of the Volkswagen Scramble Rules Committee.

All players qualifying for the Regional Finals or the Championship Final in the 2018/19 season must have completed a minimum of five (5) eligible, single handicapped competition rounds from 1 August 2018 and prior to 1 March 2019. Handicap checks will be carried out across all levels of the event. PGA Members are permitted to play in more than one Regional Final (see section 5.3 regarding rules for adopt-a-pros). Adopted professionals may be used if a club’s professional has qualified more teams for the Regional Final than it has available PGA Professional's or the PGA Professional is not available to play. The PGA Professional should confirm approval through their PGA State Office. Should a PGA Professional win a Regional/State Final with more than one of his/her home or servicing clubs, it is his/her responsibility to source an additional Pro for the Championship Final.

The Head Professional or Servicing Professional should advise the 'adopted' professional that, should they win the Regional Final, they will not be automatically eligible to accompany the team to the Championship Final. This is the responsibility and the entitlement of the Head Professional or the Servicing Professional who coordinated the Local Event.

Clubs that do not have either a Head Professional or a Servicing Professional available can contact the relevant PGA State Office for assistance in this regard. The PGA Professional assumes the role of Team Captain at all stages of the event. Members with a Tournament Membership classification are ineligible to participate in Regional Finals. Members with a Vocational Membership classification and who also held a PGA Tour of Australasia Order of Merit ranking between 1 and 100 inclusive (from the previous year’s final OOM and/or the OOM as at 28 February of the current year), are not permitted to participate in the Volkswagen Scramble tournament. The PGA also reserves the right to approve or disapprove any other professional golfer from participating in the Volkswagen Scramble based on their Official World Golf Ranking, other Recognised Worldwide Professional Golf Tour Eligibility, or eligibility on the PGA Tour of Australasia.

2.4 Stage Three - Scramble Championship Final The winning team from each Regional/State Final will progress to the Championship Final to be played at a leading resort golf course.

Championship Final information will be sent directly to the Regional/State Final winners by the PGA Events Division.

The Championship Final is played under a 54-hole tournament format. The top 50% of teams afters 36 holes will proceed through to the Championship Final 3rd round. The remaining teams will play a Consolation Final over the final 18 holes.

The Championship Final is approved for payment of expenses Rule 4-2g/GA/7/2018-19.

3.1 Callaway Participation Gift for Every Player Every player in a Volkswagen Scramble Local Event receives six Callaway Supersoft golf balls for their $39.50 entry fee. This offer is only guaranteed to clubs that register a Local Event date with the PGA before the advertised cut off date and comply with the conditions outlined below.

CONDITIONS: It is the Volkswagen Scramble Coordinators responsibility to advise the PGA Events Division of anticipated participant numbers, 4 weeks prior to a Local Event, to allow ordering and guarantee delivery of the Callway Golf Balls in time for your event. You will need to ensure sufficient quantities are ordered for your Local Event as additional golf balls may not be available at short notice. If a second order is required - postage and freight costs may be borne by the requesting club.

Under the sponsorship arrangement for this offer any golf balls that are in excess after your Local Event CANNOT be returned. Any excess balls can be sold in your pro shop or used for ball competitions (these balls are not marked with any logos). The PGA Events Division will confirm with each Volkswagen Scramble Coordinator the number of officially entered players and therefore the number of left over balls to be paid for.

It is the Coordinators responsibility to reimburse the PGA for any excess golf balls at a the wholesale price of $24.75 per dozen (inclusive of GST). This reimbursement must occur in conjunction with the provision of the Local Event forms and fees (refer to the Local Event Reconciliation Form in section 4 of this manual). Note: Balls provided to sponsor social guest teams (ie. players who do not pay an entry fee) must be covered at $24.75 per dozen.

3.2 Callaway Local Event Prize Pack Every club hosting a local event will receive a Callaway Prize Pack (consisting of 1st, 2nd and 3rd Prize).

The Callaway prize pack provided includes:

• 1st Prize: Golf Bag or Putter • 2nd Prize: 64" Umbrella • 3rd Prize: Cap/Visor

Additional prizes will be provided to clubs with larger field sizes as outlined below:

• 108 participants: Chrome Soft Balls (doz) or Supersoft Balls + Callaway Towel • 160+ participants: Tour Towel

3.3 How to stage a Volkswagen Scramble Local Event Over the years Coordinators and their supporting sponsors have found different ways to stage their Local Event. The following sections of this manual provide guidance on how to stage a successful Volkswagen Scramble. (A) SET THE DATE FOR YOUR LOCAL EVENT Confirm the date with your golf club and advise the PGA Events Division of the date. Make sure the date is published in your club's calendar/fixture book and is also posted on the club's notice boards. The Volkswagen Scramble Local Event season is from 1 September 2018 to 28 February 2019 - (dates outside of this range are subject to approval).i When considering an event date, below are some helpful tips • If possible, ensure that your Volkswagen Scramble is not scheduled within a three week period of another event in your region. Events that do not clash with Volkswagen Scrambles in their region average an additional two teams • Strongly consider utilising the Online Entry system to coordinate your event and reduce your administrative responsibilities. • Events that engaged the online system averaged an additional three teams to those who remained with paper entries • Aim to have your event scheduled on a Saturday in an attempt to maximise participation

Section 3 12 Events that were held on a Saturday averaged an additional three teams to those which were held at other times • If you are staging both a mixed and women’s event, try to space them out in your fixture to allow for the female participants to easily enter both events • If your event is sponsored by a local Volkswagen Dealer ensure that the event dates fits within their calendar

Why not take your event online?

The benefits of this new and exciting system are: • Take team entries online – no paper wastage! • Avoid the bank fees and take team payments online (PGA to only incur bank fees associated with entry fee) • A practical and simple system that is easy for participants (and Coordinators) to use • Update all handicaps online with the click of a button • Enables you to develop event draws and scorecard labels, and process results quickly and with ease • Added exposure to potential participants in your local area

(B) CONTACT YOUR LOCAL VOLKSWAGEN DEALER The PGA can assist in aligning your club with your local Volkswagen Dealer, if you would like assistance please contact the PGA Events Division.

If your club has an existing relationship with your local Volkswagen Dealer contact them immediately once your event date has been set to ensure they have the date in their diary. At this point, determine with your Volkswagen Dealership an appropriate time to provide a sponsorhsip proposal and discuss objectives and deliverables from both parties.

A Volkswagen Dealer's contribution to a Local Event may include signage/car displays, tee gifts, prizes, food/refreshments and special offers etc.

An investment of approximately $5-$10 per participant is suggested for negotiation given the potential returns to the Dealer by way of vehicle sales, services and spare parts purchases. Please contact the PGA Events Division to assist in developing your sponsorship proposal. The PGA suggests you use all or part of this retainer or sponsorship allocation to provide additional prizes or catering on the day of the event.

Assist the Volkswagen Dealer to get the most promotional benefit from their sponsorship. Display posters, brochures and Dealership banners prominently. When promoting the tournament, refer to it as "ABC Volkswagen Scramble". Discuss all promotional opportunities including the option of supporting a NTP/straightest drive competition. A Volkswagen Dealer is more likely to sponsor a Local Event if he/she knows that the Dealership will achieve significant exposure. If the Volkswagen Dealer is displaying vehicles at the Local Event you should advise of the appropriate location for the display. It is the responsibility of the Volkswagen Dealer’s staff to drive and position the vehicles.

Guest Teams - Encourage the Volkswagen Dealer, his/her employees and their clients to attend/play in the Local Event. If they do not have handicaps they can still participate as part of a guest team. Volkswagen Dealer guest teams can either be social (without a handicap) or competitive (with a team handicap). The social guest players would not be official entrants (ie. they would not be able to qualify to play in a Regional Final), however they will recieve the Cashback offer. Social Guest teams complete the Local Event Social Guest Team Entry Form. Guest teams competing on an official basis must pay an antry fee which can be paid for by either the Volkswagen Dealer or the team members themselves. Players complete the normal Local Event Entry Form. Guest teams not officially competing may receive the Callaway golf balls however this must be purchased by the Volkswagen Scramble Coordinator (or through sponsorship allocation) at a cost of $24.75 per dozen.

(C) NO SPONSORS IN THE AREA? You can still run a successful Volkswagen Scramble Local Event. The Callaway Golf Balls and sponsor offers will be provided for each entrant along with the Callaway prize pack, to ensure a minimum level of sponsorship across all Local Events. (see section I - Local Event Prizes).

You can also access a Volkswagen signage kit consisting of Tee Sign, Media Wall and Tee Makers for your event. Contact the PGA Events Division if you would like to secure a signage kit.

(D) PROMOTE YOUR LOCAL EVENT Incorporate the following steps in your Local Event planning process to ensure that the Volkswagen Scramble receives maximum exposure: • Hang promotional posters in prominent locations in the club house, locker rooms and the pro shop; • Send out personal invitations to your members using the email template provided; • Utilise digital template banners to display on clubs website or social media accounts • Contact each surrounding club who may or may not host an event to determine if they can display material or assist with recruitment • Promote your event and its benefits at all Golf Club Competition presentations • Direct players to online entry (if applicable) and provide them with instructional flyer • Place an advertisement in the club newsletter or local newspaper (open events); • Ensure a photographer is present to capture the highlights on the day; • Invite local press to cover and participate in the day. If the local press cannot attend the day, it is still important to pursue an advance story and/or post the Local Event story. You have two possible options in this regard • prepare the article yourself, in consultation with your sponsors; or • contact the local newspaper and relate details over the telephone as they may be prepared to write an article with that background detail.

(E) VOLKSWAGEN SCRAMBLE ENTRY FEES AND FORMS The entry fee for Volkswagen Scramble Local Events is $39.50 (including GST) per participant. This is a national entry fee and cannot be reduced. Of this amount $11.50 (including GST) per participant is retained by the Coordinator as net income, and $28.00 (including GST) per participant is returned to the PGA Events Division. The $28.00 is used by the PGA to provide the Callaway prize pack/s per event as well as cover all operational costs of coordinating the event at the Local, Regional and Championship Final levels. Should a club choose to charge an additional fee that fee would be an addition to the Volkswagen Scramble Local Event Entry fee.

Coordinators must ensure they account for the payment of GST from the $11.50 portion for each of the Local Event entry fees retained for the provision of prizes. GST equals $1.00 per participant. If you are not registered for GST, please contact the PGA Accounts Division to discuss the implications.

(G) CLUBHOUSE AND COURSE SET UP AND OPERATIONAL HINTS The following table outlines suggested event formats that take into account the structure of teams of four playing in a group. It is important that you brief the field on the importance of speed of play and ensure a course marshal is present on course.

Note: a shotgun start maximises the potential for your local Volkswagen Dealership and participants to be involved in post event presentations, and is highly recommended wherever possible.

Be sure to advise players of the Slope Rating of the tees being played from.

It is important that you set up the golf course fairly for your Local Event (given the full range of handicap players) and have wet weather plans as a contingency.

Section 3 14

Volswagen is the official naming rights sponsor of the Volkswagen Scramble. When staging a local Volkswagen Scramble, clubs are respectfully asked to avoid prominent display of substitute branding that may be viewed as misleading or a conflict of interest towards the Volkswagen Scramble brand or any other official Volkswagen Scramble sponsor. If this request is not adhered to the event will be deemed unofficial and the PGA will reserve the right to disallow Regional Final qualification from this event for any team and also charge the club for event related expenses that would normally be funded. Event related expenses could include, but are not limited to participant entry fees and the cost of tee gifts and prizes.

3.4 Summary Check List for the Volkswagen Scramble Host Club • Confirm the Local Event date with your golf club and advise the PGA Events Division of this date on (03) 8320 1999 (phone) or (03) 9783 0000 (fax) or email the PGA at [email protected] Reserve the date in the club's calendar.

• Contact your nearby clubs/courses to encourage their club members to participate in your club’s event (if it is an open event) and to ensure there is no conflict of Local Event dates.

• Arrange a meeting with all local Volkswagen Dealership to seek a sponsorship commitment and discuss promotional opportunities and operational details. DO THIS AS EARLY IN THE YEAR AS POSSIBLE. The earlier you contact sponsors, the better chance of success.

• Display all promotional material in the pro shop, locker rooms and notice boards. Promote the Volkswagen Scramble Local Event date in your club's newsletters and via email to your database of members.

• Encourage players to complete entry either online or via paper entry forms.

• Discuss tee gift options with all sponsors.

• Advise the PGA Events Division (4 weeks prior to the event) of anticipated number of participants to allow ordering and delivery of golf balls & prize packs.

• Discuss vehicle and signage display with local Volkswagen Dealership or contact the PGA to obtain a Signage Kits.

• Ensure you have received all event material at least one week prior to your event including: Callaway golf balls, Callaway prize pack and ensure in your promotional material box you have the Cashback flyers (to be given out on the day of the event) and Volkswagen Scramble scorecards

• Send Local Event Entry Forms (if applicable) and Fees to the PGA Events Division within 14 days after your event to ensure your qualifying team(s) eligibility for the Regional Final (ensure you include reimbursement for any left over golf balls).

• Send Regional Final Event Entry Form(s) and Fees (or credit card details and authority for delayed payment of fees) to the PGA Events Division within 14 days to ensure your winning team(s) eligibility for the Regional Final. Details of the scorer accompanying team(s) to the Regional Finals MUST also be included. prior to tee off. Note: Any team failing to bring a scorer to the Regional Final shall receive an automatic 1/2 (half) shot penalty.

8 WEEKS BEFORE YOUR LOCAL EVENT • Promote the Volkswagen Scramble Local Event date & local Dealership in the clubs newsletters. • Arrange a meeting with Volkswagen Dealership to confirm agreement and deliverables to sponsor your event • Confirm involvement of Volkswagen Dealership • Display posters, counter stand and entry forms in pro shop, locker rooms and notice boards. • Conduct a member email to promote the upcoming Volkswagen Scramble Local Event. • Attach information to all scorecards to promote the upcoming Volkswagen Scramble. • Encourage players to complete Local Event entry forms or submit online entry in full and return them prior to the event. • Seek your club's approval for sponsor vehicle and signage display.

4 WEEKS BEFORE YOUR LOCAL EVENT • Advise the PGA Events Division of anticipated participant numbers to allow ordering and delivery of the Callaway Golf Balls & Prize Packs prior to the event. It is the Coordinators responsibility to calculate the number and inform the PGA at this time otherwise delivery in time for the event can not be guaranteed. This can be completed via online form sent to Coordinators 5 weeks prior to event date. • Attach information to all scorecards to promote the upcoming Holden Volkswagen Scramble Local Event.

2 WEEKS BEFORE YOUR LOCAL EVENT • Attach information to all scorecards to promote the upcoming Volkswagen Scramble Local Event. • Organise press photographer to photograph event • Distribute Media Release and photographs to the local media. • Invite local media to participate in and cover the event. • Discuss vehicle, product and signage displays with local Volkswagen Dealership • Advise local Volkswagen Dealership of expected participant numbers in case more sponsor product needs to be ordered. • Clarify the number of social guest teams.

1 WEEK BEFORE YOUR LOCAL EVENT • Check Callaway Golf Balls & Prize Packs have arrived. Contact PGA Events Division if the order has not arrived. • Confirm with all sponsors, their representation and role on the day of the Volkswagen Scramble Local Event (i.e to hand out tee gifts, attend presentation etc). • Confirm the provision of tee gifts, prizes and/or refreshments by Volkswagen Dealership. • Arrange the set up of sponsor signage display (subject to club approval). • Ask sponsors to confirm guests playing in the Volkswagen Scramble Local Event. Determine whether these guests have current Golf Australia handicaps and playing socially or part of the event proper • Discuss NTP and/or Straightest Drive or other competitions with the Volkswagen Dealer. • Ensure all Volkswagen Scramble event registration information has arrived. Each player and team should receive the following upon registration on the day of the event: • A Callaway Golf Balls (supplied by the PGA) • Volkswagen Scramble Promotional offers (supplied by the PGA) • Volkswagen Scramble scorecard for each team (supplied by the PGA) • Local Event Rule Sheet

ON THE DAY OF YOUR LOCAL EVENT • Prepare course and brief sponsors on their relevant competition/promotion (eg NTP / Longest Drive). • Conduct registration and distribute Callaway gifts Cashback offer and other tee gifts. • Brief field on speed of play & Course Slope Rating of the day • Organise for a course marshal(s) to monitor the event. • Dress the presentation area with event signage. • Prepare a presentation sheet and list all prizes. • Organise and conduct the presentation of prizes. • Confirm the final number of paying participants to calculate the number of Regional Final qualifying teams (a minimum of 48 players (mixed events) or 36 players (women's events) required to qualify one team). • Use online management system to verify all teams meet the Handicap Eligibility Requirements • Process the results via online system • Validate handicaps of all players advancing to the Regional Final • Arrange for the Regional Final qualifying teams to fill in the Regional Final entry form and arrange for the payment of their entry fees. Teams qualifying for Regional Finals MUST nominate on this entry form, a scorer to attend the Regional Final with them. This is a condition of entry for the Regional Finals. • Provide Regional Final qualifiers with information envelope • Contact the local newspaper and provide results for publication.

AFTER YOUR LOCAL EVENT • Fax the ‘Results' fax sheet if you have not adopted the online system to the PGA Events Division on (03) 9783 0000. This will enable the names of the winning team members, their handicaps and score details to be posted on the Volkswagen Scramble website (www.vwscramble.com.au) • Organise for the return of the following to the PGA Events Division within 14 days after your Local Event (please use the return addressed envelope provided in your promotional pack to do this): • The original (white) copies of the Local Event entry forms (if not using online entries) and reconciliation forms ac- companying fees. Make sure you keep the duplicate copies for your records.

• The original (white) copies of the Regional Final entry forms (if not using online entries) and accompanying fees (or an authority for delayed payment by credit card). Make sure you keep the duplicate copy for your records.

Important note: If the above requirements are not met within the 14 day time frame the qualifying team(s) may NOT BE ELIGIBLE to participate in the Regional Finals. • Organise "Adopted Professionals” for Regional Final teams if required. • Distribute Volkswagen Scramble summary, results and photographs to local press and media. • Send thank you letters to Volkswagen Dealership and advise them of Regional Final qualification details. • Suggest to sponsors that they may wish to consider "on-sponsoring" the teams to the Regional Final for promotional purposes (i.e. supply sponsor shirts, transport, etc). • Arrange with the sponsors to review the event and discuss methods for improving next year’s Local Event, any possible additional events and sponsorship of your club.

4.1 Introduction The timely and accurate provision of forms and fees is crucial to allow the PGA to honour its contractual obligation to Volkswagen and to help qualifying teams progress from the Local Event to the Regional and Championship Finals.

Volkswagen Scramble Entry Forms and Fees are used by the PGA to administer and promote the event at all three levels:

Local Event $39.50 (including GST) per amateur participant. This is a National Entry Fee.

Regional Final $100.00 (including GST) per amateur participant (PGA Professionals do not pay a Regional Final entry fee - 4 x $100 = $400)

Championship Final $330.00 (including GST) per participant - (PGA Professional and amateur players all pay Championship Final fee - 5 x $330 = $1650)

It is a PGA of Australia and Volkswagen Scramble requirement that all Volkswagen Scramble Local Event paper entry forms, Regional Final and Championship Final entry forms be completed in full with name, email, street address, postcode, telephone, club the player is a member of, and current handicap details for all players.

A copy of a Local Event and Regional Final entry form are provided at the end of this section and in the front section of the manual. Multiple copies of entry forms will be provided to all participating clubs. For additional forms please contact the PGA Events Division.

Please note: If your event is adopting online entries, these processes will be completed through the tournament management system.

4.2 Local Event Entry Forms and Fees Pre Event

Should the club decide to charge an additional fee, that fee would be additional to the Volkswagen Scramble Local Event entry fee. It is stongly reccommended that all players are aware of any additional fees and it is suggested that information is provided to advise what the additional fee will be put towards eg; green fee, catering, additional prizes etc.

The $39.50 entry fee per participant is divided up as follows;

• $28.00 (including GST) per participant is to be returned to PGA Events Division for each participant that competes in a Local Event.

• $11.50 (including GST) per participant to be retained by the Volkswagen Scramble Coordinator / Host Club.

The PGA suggest that, particularly for larger field sizes part of the retainer is used to supplement the prize pack provided.

Each venue must pre determine if entries will be received via the online system or paper based entry forms.

Please note: the PGA will absorb any bank fees associated with the online payment via the Volkswagen Scramble system of the $39.50 national entry fee. if your club is choosing to charge an additional green fee on top of the national entry fee, please be aware a bank fee of 2.6% will be charged against the green fee (only)

Section 4 20 Post Event To reconcile each Local Event, Volkswagen Scramble Coordinators are to complete the following steps which is dependent on the entry method to reconcile the Local Event

Online Entry Events • Input final results from each team • Liaise with the PGA to determine the number of entries and entry fees receipted via online system • Determine the quantity of any remaining tee gifts and prizes from pre event order and subtract from amount the PGA owes from the entry fees • Provide the PGA with an invoice for the Volkswagen Scramble Coordinators portion of the entry fee • Have the qualifying team/s complete the Regional Final entry form & provide Regional Final Information envelope • Return invoice and entry form to the PGA

Paper Entry System • Compile all Local Event Entry Forms and ensure that all required information has been populated and signed • Determine the quantity of any remaining tee gifts and prizes from pre event order and arrange payment of goods • Reconcile Local Event entry fees to arrange payment of the PGA's portion of the entry fee • Have the qualifying team/s complete the Regional Final entry form & provide Regional Final Information envelope • Complete the qualifying team(s) results sheet • Return reconciliation form with payment details and both Local Event and Regional Final entry forms

Each sponsoring Volkswagen Dealership is entitiled to a maximum of two social guest teams as part of their Local Event sponsor- ship. Social Guest Team entry form/s are located at the back of this section. Social guest teams are not required to pay an entry fee, however if they choose to participate officially in the Volkswagen Scramble they will be required to pay the entry fee.

All Local Event and Regional Final reconciliation documents and entry forms and confirmation of number of left over golf balls MUST be received by the PGA within 14 days after your Local Event. This is required to allow the PGA to meet its contractual obligations to Volkswagen. If these requirements are not met within 14 days after your Local Event the qualifying team(s) may NOT BE ELIGIBLE to participate in the Regional Finals. 4.3 Regional Final Entry Forms and Fees All Regional Final entry forms must be FULLY completed (names, email, shirt sizes, handicap details), signed by the participant and Volkswagen Scramble Coordinator. Once you have reported your final participation numbers, the PGA Events Team will provide you with a Regional Final Reconciliation Form. It is the responsibility of the Volkswagen Scramble Coordinator to return the following to the PGA Events Division within 14 days after the Local Event (please use the return addressed envelope provided in your promotional pack to do this):

• The original (white) copies of the Regional Final entry forms. These forms must be completed in full including the actual mailing addresses of all participating amateur players. The blue copies should be retained for your records. Note: Teams qualifying for Regional Finals MUST nominate on this entry form, a scorer to attend the Regional Final with them. This is a condition of entry for the Regional Final. • Accurate shirt sizes are required for all qualifying amateur players • All entry fees for the Regional Final teams ($100.00 per player - Four Amateur Players = $400.00 including GST). Professionals must provide the team(s) fees within the 14 days using one of the following payment options: Immediate - cheque, direct bank transfer/deposit or credit card details Delayed - provide credit card details with an authority for the PGA to deduct the total fees from this credit card on 8th January 2019.

Note: If the credit card authorisation is declined the team is subject to disqualification. 4.4 Championship Final Entry Form and Fees Immediately after the Regional Final the PGA Professional, and winning team participants, must complete the Championship Final entry form and arrange for the $AUD330.00 per participant entry fee (including the PGA Professional) to be sent to the PGA of Australia.

The Championship Final is approved for payment of expenses under Rule 4-2g/GA/7/2018-19.

Key Conditions: 1. All players qualifying for the Regional Finals or Championship FInal in the 2018/19 season must have completed a minimum of five (5) eligible, single handicapped competition rounds from 1 August2018 and prior to 1 March 2019. It is each players’ responsibility to make themselves aware of all Conditions of Competition for the Volkswagen Scramble, including rules, policies of the R&A and Golf Australia. Details are available on the Scramble website www.vwscramble.com.au Key Conditions: 1. All players qualifying for the Regional Finals or Championship FInal in the 2018/19 season must have completed a minimum of five (5) eligible, single handicapped competition rounds from 1 August2018 and prior to 1 March 2019. A two (2) stroke penalty will be applied to the team score on the first hole of the score card for every player who has not met the requirements. Handicap checks will be carried out at all levels of the event. 2. The current GA Handicap of a substituting amateur must be equal to, greater than or up to a maximum of two (2.0) strokes less than the approved GA Handicap (the handicap that was in effect when the team played at the Local Event) of the original team member. If the original team member’s GA Handi- cap is lower than the Substitute’s, the original player’s handicap will be applied for the Regional/State Final. 3. It is the responsibility of the player to ensure that they play off the correct GA Handicap and corresponding Daily Handicap on the day of play. 4. All Regional Final qualifying teams are expected to provide a non-playing scorer to the Regional Final event. Failure to bring a non-playing scorer to the Regional Final will result in a 1/2 (0.5) stroke reduction to the team’s Daily Handicap. 5. No refunds are available to Regional/State Final competitors who opt to withdraw from the event within seven (7) days of the Regional/State Final com- mencing. Section 4 26 Volkswagen Scramble Conditions of Competition

Section 5 27 5.1 Introduction The Volkswagen Scramble will maintain the highest levels of integrity by strict adherence to the Rules of Golf and the Volkswagen Scramble Rules and Conditions of Competition set in place by the PGA. These measures are taken to ensure fairness of play for all golfers and to ensure the Volkswagen Scramble is an enjoyable experience.

5.2 Volkswagen Scramble Conditions of Competiton The PGA will determine all Rules and Conditions of Competition associated with the Volkswagen Scramble and will administer these in conjunction with the Royal & Ancient Rules of Golf, Golf Australia Code of Conduct, specific Volkswagen Scramble Tournament Rules and any Local Rules applicable on the day of the event. All participants of the Volkswagen Scramble by entering the event agree to abide by the Rules and Conditions of Competition established and accept the PGA's jurisdiction over the Championship. A list of the Conditions of Competition of the Volkswagen Scramble are posted on the official Volkswagen Scramble website at www. vwscramble.com.au and may be updated from time to time.

Acceptance of Rules and Conditions for entry:

It is the responsibility of each amateur to make certain they are aware of the Volkswagen Scramble Tournament Conditions of Competition, including rules and policies of R&A and Golf Australia. The submission of a team’s entry to participate in the Volkswagen Scramble by way of either online or paper form indicates acceptance and acknowledgement of these conditions for every member of a team.

Results and Qualification:

Should the Volkswagen Scramble Rules Committee become aware of a breach of the Tournament Rules or Conditions of Competition by an individual or team after a Local Event has been completed, but before the Regional Final has commenced impacting the eligibibilty of a team or a penalty to the team score is to be made, this condition of competition or penalty must be applied which may result in a change to the provisional results posted on the day, with a different team progressing to the Regional Final.

If, after the Regional Final commences it is reported to the Volkswagen Scramble Rules Committee that a handicapping, or Condition of Competition breach occurred by a team during the Local Event that would have resulted in a team failing to qualify for the Regional Final, the team concerned will be disqualified from event.

Should the Volkswagen Scramble Rules Committee become aware of a breach of a Conditions of Competition by an individual or team after a Regional Final has been completed but before the Championship Final has commenced, resulting in the teams eligibility to compete or if a penalty to the team score is to be made, this condition of competition or penalty must be applied and may result in a change to the provisional results posted on the day, with a different team progressing to the Championship Final.

If, after the Championship Final commences it is reported to the Volkswagen Scramble Rules Committee that a handicapping or Condition of Competition breach occurred by a team during the Regional Final that would have resulted in a team failing to qualify for the Championship Final, the team concerned will be disqualified from the Championship.

1. The PGA reserves the exclusive right to alter dates, venues and rules regarding the management and conduct of the event.

2. On the day that the Local Event is conducted, the Volkswagen Volkswagen Volkswagen Scramble Coordinator at the host venue must certify each entrant's official Golf Australia handicap.

3. All teams and individual participants must conform to the Volkswagen Scramble Handicap Requirements. It is the player’s responsibility to ensure they are playing off the correct handicap on any day of competition. If an amateur is found to have played off an incorrect handicap, deliberately or otherwise, the team may be subject to either a score adjustment or disqualification as determined by the R&A Rules of Golf.

4. The PGA of Australia reserves the right to adjust any team's or individual's handicap at Local Events, Regional Final and the Championship Final based on their past performance or past scores, or on evidence forthcoming from an examination of handicap records. All teams and individual participants who have qualified for a Regional Final and/or the Championship Final must conform to these Volkswagen Volkswagen Volkswagen Scramble Handicap Requirements.

Section 5 28 5. An amateur player may attempt to advance to the Regional/State Final by competing in more than one Local Event. However, once that amateur has qualified for a Regional/State Final he/she is no longer eligible to compete for prizes or Regional/State Final qualification in any further Local Events. Competing in any subsequent Local Event for prizes or Regional/State Final qualification will result in the automatic disqualification of that team, and the original qualifying team may also be subject to disqualification (at the discretion of the Volkswagen Scramble Rules Committee). It is the responsibility of the Team to notify the coordinator of their Volkswagen Scramble Event that their team entry is deemed social and they cannot accept any prizes or further Regional/State Final qualification on that day. Please Note: The Mixed Volkswagen Scramble and the Women's Volkswagen Scramble are separate events and so it is permissible for an individual to qualify for both the Regional Final and the Women's State Final. 6. Any Team that competed in a Championship Final will be subject to a four (4) stroke penalty at each stage of the event for the following two (2) seasons. The penalty will be applied to the team score on the first hole of the score card. It is the responsibility of the Team to notify the coordinator of their Volkswagen Scramble Event if a penalty is required against their score. Note: The term Team in this Condition refers to more than one (1) of the Championship Final Team Members. Individual members who join three (3) new partners to form a team are not subject to penalty under this Condition. 7. A Team that has won either the Championship Final or the Women’s Championship Final will not be eligible to compete in the event as a Team for the following two (2) seasons. Note: The term Team in this Condition refers to more than one (1) of the Championship Final Team Members. Individual members who join three (3) new partners to form a team are not subject to penalty under this Condition. Penalty for breach of Condition: Team Disqualification. 8. All players qualifying for the Regional Finals or the Championship Final in the 2018/19 season must have completed a minimum of five (5) eligible, single handicapped competition rounds from 1 August 2018 and prior to 1 March 2019. Handicap checks will be carried out across all levels of the event. Penalty for breach of Condition: A two (2) stroke penalty will be applied to the team score on the first hole of the scorecard for every player who has not met the requirements. 9. A handicap verification process will take place at all Regional Final & Championship Final events. Photo ID may be required to be provided by each team member to verify their Golf Australia Handicap. Failure to provide photo ID when requested: Team Disqualification. 10. All teams that qualify at a host venue, regardless of how many qualifying events have been conducted at that host venue, must play in the same Regional Final. Any variation to this Condition will be at the discretion of the Volkswagen Scramble Rules Committee. For example an exception to this may be when the club hosts a Local Event for a Golf Australia bona- fide club or a club hosts a large number of Local Events. 11. Teams who qualify for a Regional Final are required to play on a neutral course, other than at the venue which hosted the Local Event. Any variation to this Condition will be at the discretion of the Volkswagen Scramble Rules Committee. 12. All Regional Final qualifying teams must provide a non-playing scorer to the Regional Final event. Penalty for breach of Condition: A half (.5) stroke reduction to the team’s Daily Handicap. 13. Only those PGA Professionals who meet the eligibility criteria as per section 5.3 may take a team to the Regional Final. 14. The PGA of Australia reserves the right to suspend teams or individuals from competing in the Volkswagen Scramble pending investigation of handicapping discrepancies. An amateur who is found to misrepresent his/her handicap or who breaches a Condition of Competition may be disqualified from further play. 15. The Volkswagen Scramble Rules Committee reserves the right to suspend those players who breach Handicap Conditions, or Conditions of Competition from future tournament participation. Where necessary, amateur infractions shall be reported to the applicable State or National bodies.

Section 5 29 16. If a Volkswagen Scramble participant has had their handicap assessed to a lower figure by the Volkswagen Scramble Rules Committee, the assessed handicap will be enforced for the remainder of the current season and the following season. However, should the participants Golf Australia handicap be reduced to a figure lower than the assessed handicap, the revised Golf Australia handicap will be used. It is the amateur player’s responsibility to inform the coordinator of their Volkswagen Scramble Event of this adjustment. After the period of the handicap adjustment, the amateur player must reapply to the Volkswagen Scramble Rules Committee, who at which point will confirm the official Volkswagen Scramble handicap that will apply. 17. The PGA of Australia may, in its absolute discretion, determine whether to accept or refuse a player’s entry into the Volkswagen Scramble at any level of the competition. A Volkswagen Scramble Coordinator may also determine the eligibility criteria for participants entering their specific Local Event. 18. If an amateur player's tournament playing privileges are suspended by a facility, he/she shall be considered ineligible until the suspension has been lifted.

19. The PGA of Australia adheres to a refund policy whereby if a participant withdraws from either a Regional/State Final or a Championship Final within seven (7) days of the official event date, no refund will be given for loss of event related expenses. Event related expenses may include, but are not limited to registration fees and interstate travel expenses for both players and accompanying guests.

Note: Cancellation policies for Local Events are determined by each individual venue.

20. If an individual wishes to make an appeal against a ruling that has been made, such appeal must be received in writing by the Volkswagen Scramble Rules Committee no later than seven (7) days after the ruling of concern is imposed. Appeals must be submitted using the appropriate appeal form. This form and an outline of the appeal process can be obtained by contacting [email protected].

Section 5 30 5.3 PGA Professional Eligibility The following classifications of PGA Members are eligible to participate in the Volkswagen Scramble: • Full Vocational PGA Members who are: • Head Professionals • Assistant Professionals • Teaching Professionals • Semi Active Professionals • Trainee Professionals and Bridging School Professional (conditions apply and subject to approval by PGA)

NOTE: Members with a Tournament Membership classification are ineligible to participate in Regional/State Finals. Members with a Vocational Membership classification and who also held a PGA Tour of Australasia Order of Merit ranking between 1 and 100 inclusive (from the previous year’s final OOM and/or the OOM as at 28 February of the current year), are not permitted to participate in the Volkswagen Scramble tournament. The PGA also reserves the right to approve or disapprove any other professional golfer from participating in the Volkswagen Scramble based on their Official World Golf Ranking, other Recognised Worldwide Professional Golf Tour Eligibility, or eligibility on the PGA Tour of Australasia.

To join a team at the Regional/State Final or Championship Final level the PGA Member must meet one of the PGA Eligibility classification categories along with one of the following:

• Must be an employee (or contractor) of the Local Event site on the date of the Local Event and Regional/State Final.

• Must be an Invited Guest (Adopted Professional) of the Local Event site's Volkswagen Scramble Coordinator provided that he or she falls into one of the PGA Eligibility categories and has been approved by the PGA State Office.

• Must be an Invited Guest (Adopted Professional) of the PGA State Office.

All PGA Members invited under the 'Adopt A Pro' system must be verified by the relevant PGA State Office. It is the relevant PGA State Office responsibility to govern the eligibility of its PGA Members (The Volkswagen Scramble Rules Committee will co- operate fully should a PGA State Office make an enquiry regarding the eligibility of a PGA Member).

PGA Members competing in the Regional/State Final are required to play on a neutral course, other than the venue which the PGA Member is employed. Any variation to this Condition will be at the discretion of the Volkswagen Scramble Rules Committee.

PGA Members are permitted to play in more than one Regional/State Final. Should the PGA Member win a Regional/State Final he/ she played as an 'Adopt A Pro' they are not automatically eligible to accompany the team to the Championship Final. This is the entitlement of the PGA Member, who staged the Local Event.

First year Trainees are only permitted to play in a Regional/State Final accompanying their home club - not as part of the 'Adopt A Pro' system, unless approved by the PGA under extenuating circumstances. Any Trainee / Provisional / Bridging School Member participating must have successfully completed all components of their current Trainee year as per the PGA Trainee Rules and Regulations.

PGA Members are reminded that whilst playing in any Volkswagen Scramble, they are, as in other tournaments, participating under the Member Regulations of the PGA of Australia. Professionals play off a scratch handicap.

PGA Members accompanying a team to the Regional/State Final and to the Championship Final are the Team Captain. It is their responsibility to adhere to all Conditions of Competition and to mark and sign the team's scorecard in accordance with the Volkswagen Scramble Tournament Rules and the Rules of Golf.

Section 5 31 5.4 Handicap Requirements — Local Events In order to be eligible to compete in the Volkswagen Scramble all amateur players must hold an official Golf Australia handicap. Players with a Golf Australia handicap that has been set to provisional are not eligible to participate in the Volkswagen Scramble.

An amateurs player's approved handicap must reflect his/her potential playing ability.

All players must use their OFFICIAL GA Handicap on the day of the Local Event (not any Club Handicap).

Note: Players with a Golf Australia Handicap acquired through the RACV programs or other Golf Australia bona-fide bodies can play in a Volkswagen Scramble with the approval of the host club.

The maximum GA Handicap is 36.4 for males and 45.4 for females. The maximum Daily Handicap is 36 for males and 45 for females. The four team members' aggregate GA Handicap must total at least 32.0. The maximum aggregate GA Handicap is 112.0. The maximum aggregate GA Handicap for the Women's Only Volkswagen Scramble is 132.0

A maximum of two single figure handicap (9.9 or less) players based on individual’s GA Handicap are allowed in each team on the day of the Local/District Event. Eg 8.7 + 11.1 + 1.4 + 10.2 = 31.4 (ineligible) 13.5 + 12.7 + 8.3 + 2.4 = 36.9 (eligible) 2.3 + 11.7 +25.3 + 27.2 = 66.5 (eligible) 1.3 + 5.7 + 9.9 + 28.7 = 45.6 (ineligible, team consisting of more than two single figure handicappers) 5.6 + 28.3 + 34.8 + 43.5 female = 112.2 (ineligible mixed event, team aggregate GA Handicap must not exceed 112.0 for Mixed event and 132.0 for Women’s Only events)

To determine the net score on the day of the Local Event, team members’ GA Handicaps are adjusted as per the Slope Rating of the tees being played from to determine their Daily Handicaps. The aggregate Daily Handicap is divided by 8 to determine the team Daily Handi- cap to one decimal place. The resulting figure is then subtracted from the team's score for the Ambrose 18-hole event. For example:

Team aggregate Daily Handicap of 57 divided by 8 = 7.1 Team scratch score = 70 Net score = 62.9 (70 minus 7.1)

Note: Women are to use the Slope Rating from their respective tees to determine their Daily Handicap

The team's aggregate GA Handicap (not Daily handicap) established at the Local Event is the base aggregate handicap for the subsequent stages.

Amateur players will not be eligible to enter a Local Event until their team has submitted a Local Event Entry Form or online entry to the host clubs Volkswagen Scramble Coordinator, which displays each team members Golflink Number and Golf Australia Handicap. If any amateur participant does not have an established handicap at the host club, he/she may be required to produce verification of his/her current GA Handicap via photo ID to varify their Golf Australia Handicap.

Each teams scorecard must show each team member's GA Handicap and Daily Handicap. The scorecard is to be signed by at least two members of the group. Signing for an incorrect scorecard or handicap will be subject to penalties as determined by the R&A rules of golf.

Section 5 32 5.5 Handicap Requirements — Regional Finals / Championship Final • All players qualifying for the Regional/State Finals or the Championship Final in the 2018/19 season must have completed a minimum of five (5) eligible, single handicapped competition rounds from 1 August 2018 and prior to 1 March 2019. Two x 9 hole cards in handicapped competition rounds may constitute one competition round.

Penalty of Condition: A two (2) stroke penalty will be applied to the team score on the first hole of the score card for every player who has not met the requirements. Handicap checks will be carried out at all levels of the event.

• Official GA Handicaps on the day are to be used to deterime the team meamber's Daily Handicap, based on the courses Daily Slope Rating.

• Please note there will be NO upward adjustment of the Team's aggregate GA Handicap or individual GA Handicaps established at any level of the Event.

For example, if a team member’s GA Handicap increases between qualifying at the Local Event and playing in the Regional Final, then they must use the GA Handicap they qualified on at the Local event to determine their Daily Handicap. If a players GA Handicap decreases between Local and Regional Events, then they must use the current lower GA Handicap to determine their Daily Handicap. If a team member’s GA Handicap increases between qualifying at the Regional Final and the Championship Final, they must use the GA Handicap that they qualified at the Regional Final.

• Should team members lose strokes from their GA Handicap then their team's aggregate Daily Handicap is to be reduced accordingly.

• Should a team have fewer than four amateur players available to play, they may still compete. Only the handicaps of those players participating will count towards the teams handicap. The aggregate team handicap is still divided by 10.

• If a team has fewer than the five team members at the Regional/State Final and/or the Championship Final, the three tee shot rule will be limited to the remaining team members. If a team member should join the team during a round of play, the three tee shot rule would apply to the holes remaining. An absent partner may join the team between holes, but not during play of the hole.

To determine the net score on the day of the Regional/State Final and the Championship Final, team members GA Handicaps are adjusted as per the Slope Rating of the tees being played to determine their Daily Handicaps. The aggregate Daily Handicap is divided by 10 to determine the team Daily Handicap. The resulting figure is then subtracted from the team's score for the Ambrose 18-hole event. For example:

Team aggregate Daily Handicap of 56 is divided by 10 = 5.6 Team scratch score = 70 Net score = 64.4 (70 minus 5.6)

Note: Women are to use the Slope Rating from their respective tees to determine their Daily Handicap

Please note: If the teams aggregate GA Handicap drops below the minimum of 32.0 the reduced GA Handicap will apply at the Regional/State Final to determine Daily Handicaps.

Should three (3) team members' GA Handicap drop to 9.9 or lower after qualifying at the Local Event and progress to the Regional/ State Final, they are eligible to compete however must play off the lowest handicap.

• Qualifiers to the Regional/State Final and Championship Final will not be eligible to play in the specific stage of the Volkswagen Scramble until they have been duly certified by the Volkswagen Scramble Rules Committee. To become duly certified, the handicap of each amateur team member must pass an examination.

• The disqualification of either a PGA Member or an amateur team member shall result in the disqualification of their affiliated team.

Section 5 33 5.6 Regional/State Final Eligibility

A club may send more than one team to the Regional/State Final, based on the number of Local Event entries, if it meets the following requirements.

• A minimum of 36 participants to send one team (women's only events); • A minimum of 48 participants to send one team (mixed events); • A minimum of 96 participants to send two teams (women's only events); • A minimum of 108 participants to send two teams (mixed events); • A minimum of 160 participants to send three teams; and • A minimum of 212 participants to send four teams.

A club can send a maximum of four (4) teams to the Regional/State Final for each Local Event conducted. Important Note: no club will qualify a team for a Regional/State Final unless the Volkswagen Scramble Local Event it is hosting has at least the minimum number of 48 officially entered players who have paid the entry fee. Please note that for women's only events the minimum number of officially entered players is reduced to 36.

5.7 Golf Course Eligibility A regulation eighteen-hole or nine-hole Golf facility with an official Slope Rating. Note: in cases where a club does not engage or is not serviced by a PGA Member, a Volkswagen Scramble Coordinator can provide assistance in supporting and administering that club Volkswagen Scramble Local Event - subject to approval by the PGA Events Division. It is encouraged that clubs initially seek the assistance of a PGA Member prior to running an event. 5.8 Rules of Play The Royal and Ancient Rules of Golf will govern all competition, except for local rules of play and those regarding the Volkswagen Scramble team format. A local rule or condition of entry may not supersede a Volkswagen Scramble rule. See Volkswagen Scramble Local Event Rules Sheet at the end of this section.

Substitutions A team member may be substituted if he/she is unable to play in the next level of competition. Prior to the next stage of com- petition, the decision should be made in writing and submitted to your Volkswagen Scramble Coordinator as to whether the substi- tute will accompany the team to the next stage of the Volkswagen Scramble should they be succesful, or whether the original member at the Local Event level returns to the team for the next level of the competition. If written notification is not submit- ted prior to the next stage it will be the right of the Substitute player to proceed to the next stage of Competition. The current GA Handicap of a substituting amateur must be equal to, greater than or up to a maximum of two (2.0) strokes less than the approved GA Handicap of the original team member (the handicap that was in effect when the team played at the Local Event). For example, if the original team member had a GA Handicap of 12.3 for the Local Event and the substitute's GA Handicap is 15.7, then the substitute player will use a GA Handicap of 12.3 at the Regional/State Final to determine their Daily Handicap. If the original player had a GA Handicap of 12.1, and the substitute is off 11.2, then the substitute will use a GA Handicap of 11.2 to deter- mine their Daily Handicap for the Regional/State Final. Only two (2) substitutions will be allowed for the duration of the tournament (Note: these two substitutions cannot occur at the same stage of the tournament e.g. the substitution of a Local Event player for a Regional/State Final and a further substitution following a Regional Final team’s qualification for the Championship Final is acceptable - the substitution of two Local Event players for a Regional/State Final is not permit- ted). More than two substitutions over the duration of the tournament will not be allowed, as the team will no longer have the identity of the team that played at the Local Event. If a team is unable to participate within this rule the next placed team from the previous level will advance in their place. The lowest team GA Handicap from the local or regional level will always apply when substitutes are involved. Females can be substituted by a male (and vice versa) providing that all GA Handicap requirements are met. At its discretion, the Volkswagen Scramble Rules Committee reserves the right to disallow a substitution of a team member when it is apparent that the substitution is being made to improve the team's chances of winning and/or not to replace a team member who is unable to play in the next level of competition.

A PGA Professional may be substituted by his/her assistant or by a PGA State Office approved PGA Professional.

Section 5 34 Women Participants Women amateurs and women PGA Professionals are to tee off from the ladies tees.

Scoring A team's score is calculated after an eighteen (18) hole round has been completed. An exception to this may be applied during weather affected round, at the discretion of the Volkswagen Scramble Rules Committee.

Tie Breakers The method for determining tie-breakers at both Local Events and Regional/State Finals is as follows:

• Count Back - The winner is determined by count back taking the lowest net score for the last nine holes (holes 10 to 18). If tied teams have the same score for the last nine holes, then the winner will be determined on the basis of the lowest net score for the last six holes, then the last three holes and then hole by hole from the eighteenth hole. Using this method deduct one half, one third, one-sixth etc. of the team handicap when determining net results.

• Sudden Death - (Championship Final) - In the case of a tie at the Championship Final a (gross) sudden death play-off would be used to determine the winner whilst time permits.

The time allowed for a result and the sequence of holes to be played will be announced by the match committee at the time of commencement of the play-off.

If, at the completion of the allotted time, no result has been achieved, the winning team will be decided by using the count back system applicable (prescribed above) and applied to the final round of the Championship Final. If a tie still exists the count back will be applied to the second round and finally the first round to determine the winner.

Special Rules • If a team is disqualified for a rules violation, no entry fees will be refunded.

• If a team cannot participate in the next level of play, their entry fee will be refunded providing the PGA Events Office is given 7 days notice prior to the event.

• A team is not eligible to compete for prizes or Regional/State Final qualification at the Local Event with only 3 players as the team has not met the requirements to enter the Volkswagen Scramble.

• A Member who misrepresents a handicap or who knowingly violates a tournament condition of competition may be reported to his/her respective PGA State Office and to PGA of Australia National Office where he/she may be held in violation of the PGA Code of Ethics.

EVENT RULES ALSO DISPLAYED ON BACK OF SCORECARD R&A Rules The Royal and Ancient Rules of Golf will govern all competition with the exception of any local rules of play imposed by the host golf course and any specific Volkswagen Scramble tournament rules. A local rule or condition of entry may not supersede a Volkswagen Scramble tournament rule. Volkswagen Scramble Format All team members tee off each hole. Team chooses the shot they are going to use. The golfer whose shot is taken is eliminated from participating in the next shot. A player is only eliminated for the one shot following his / her selected shot. This process continues with one person being eliminated for each shot up until the ball is on the green with all players putting. (i.e only three players play each shot except for the tee shot & putts). All four players tee off the next hole and the elimination process begins again. The eliminated player cannot take a practice shot or putt during the time they are eliminated. Should a player take a shot during the time they are eliminated a two (2) stroke penalty will apply. Three Tee Shots Each team member’s tee shot must be used at least three (3) times per eighteen (18) hole round. A marker must record whose tee shot was used on each hole. If this is not clearly marked on the card, the team shall be disqualified.

Selected shot The position of the selected shot is marked. Three team members may then place their ball within one club length of the marked position, no nearer the hole, and play from this position. If the selected shot is on the fairway, the fringe of the green or in a hazard, bunker or rough (intermediate or regular) the ball must be placed within one (1) club length of the selected shot, no nearer the hole, and must remain on the fairway, the fringe of the green or in the hazard, bunker or rough (intermediate or regular). In a sand bunker, the sand may be raked prior to any ball being placed. Player Assistance In accordance with the Rules of Golf, players are not permitted to seek advice from spectators, and must prevent any spectator providing advice to any team member.

On the Putting Green Once the selected shot is on the putting green all players may putt. The position of the selected putt is marked. Other team members may then place their ball within one putter head length of the marked position, no nearer the hole, and putt from this position. Once the ball is holed out, no further strokes count. Standing on an extension of line of play Team members may stand behind one another while hitting a shot or putting. Scorecard Each teams scorecard must show each team member's GA Handicap and Daily Handicap. The scorecard is to be signed by at least two members of the group. Signing for an incorrect scorecard or handicap will be subject to penalties as determined by the R&A rules of golf.

Handicap It is a requirement of the Volkswagen Scramble that all participants must use their current GA Handicap to determine their Daily Handicap based on the Slope Rating of the tees being played from for the Local Event. Women are to use the Slope rating from their respective tees to determine their Daily Handicap. The aggregate Daily Handicap is divided by 8 to determine the team handicap

The event will be played as a four (4) person teams Ambrose Event under the Volkswagen Scramble elimination format.

• All team members tee off each hole

• Team chooses the shot they are going to use

• The golfer whose shot is taken is eliminated from participating in the next shot

• A player is only eliminated for the one shot following his/her selected shot

• This process continues up until the ball is on the green out with one person being eliminated for each shot (i.e. only three players play each shot except for the tee shot)

• Once the ball is on the green, all four players putt until ball is holed out

• All four players tee off the next hole and the elimination process begins again

• The eliminated player cannot take a practice shot or putt during the time they are eliminated - penalty two (2) shots

• Each team member’s tee shot must be used at least three (3) times per eighteen (18) holes

• A putt is considered a putt when the ball is on the green, all four players can putt only if the ball is on the green. If the team chooses to putt from off the green only three (3) players can play that shot.

For Example

• Ashley, Kim, Shannon & Jessie tee off the first hole, Jessie's drive is selected as the best shot

• Jessie is eliminated for the next shot and only Ashley, Kim & Shannon take the second shot

• Kim's second shot is selected as the best shot out of Kim's, Ashley's & Shannon's second shot

• Kim is eliminated for the next shot and only Ashley, Shannon & Jessie take the third shot

• Shannon's third shot is selected as the best shot out of Shannon’s, Jessie's & Ashley's and it lands on the green

• Ashely, Kim, Shannon & Jessie can then all putt until the ball is holed out

• Ashely, Kim, Shannon & Jessie all tee off the second hole & the elimination process starts again

Section 6 39 6.1 FAQ’s about the Volkswagen Scramble Q What handicap do I use for the Scramble?

A All players must use their CURRENT GA Handicap on the day of the Local Event (not any Club Handicap). Players must use their current GA Handicap to determine their Daily Handicap based on the Slope Rating of the tee being played from at the Local Event.

Note: Women are to use the Slope Rating for their respective tees to determine their Daily Handicap

Q How is my Team’s Daily Handicap calculated?

A Team members’ GA Handicaps are adjusted as per the Slope Rating of the tees being played from at the Local Event to determine their Daily Handicaps. The aggregate Daily Handicap is divided by 8 to determine the teams Daily Handicap.

Q. Do all four players hit the second shot under the elimination format?

A. The player whose drive that lands on the fairway is selected off the tee does not hit the second shot under the elimination format. Should the player’s drive land on the green off the tee, then all four players are able to attempt the putt on the green.

Q. Can all four players putt on each hole?

A. Yes, the first team member will try to sink the putt, if they miss then the second team member will try to sink the same putt. This process continues till all four players have had an attempt at the putt or until one of the team members sinks the putt. If all members have attempted the putt and missed then the team marks the closet putt to the hole and the process starts again. Once the putt is holed, all four team members tee off the next hole and the elimination process starts again.

Q. Can we form a team of all low handicap players?

A. No, your team is limited to having only two players who have a single figure handicap (9.9 or less) at the Local Event.

Q. What determines the number of teams we can send to a Regional Final?

A. It depends upon how many players you have entered into your Local Event. A minimum of 48 players qualifies one team in mixed events and 36 players in women's only events. A maximum of 4 teams from each Local Event may win through to a Regional Final. Each qualifying team must be accompanied by one of the Club's affiliated PGA Member or an eligible PGA Member.

Q If we substitute a player at the Regional Final, what should his/her handicap be?

A The current GA Handicap of a substituting amateur must be equal to, greater than or up to a maximum of two (2.0) strokes less than the approved GA Handicap (the handicap that was in effect when the team played at the Local Event) of the original team member. For example, if the original team member had a GA Handicap of 12.3 for the Local Event and the substitute's GA Handicap is 15.7, then the substitute player will use a GA Handicap of 12.3 at the Regional Final to determine their Daily Handicap. If the original player had a GA Handicap of 12.1, and the substitute is off 11.2, then the substitute will use a GA Handicap of 11.2 to determine their Daily Handicap for the Regional Final.

Q. Is the three tee shot rule still in effect at the Regional & Championship Finals?

A. Yes. Each team member's tee shot must be used at least three (3) times per eighteen (18) hole round. You do not have to determine these shots prior to commencement of play, but be aware that should you complete the round without all players having hit three selected tee shots, your team will be disqualified.
