Gradel University of Illinois at Chicago Department of Political Science April 28, 2020 The Chicago Municipal Elections of 2019 sent earthquake-like tremors through the Chicago political landscape. The biggest shock waves caused a major upset in the race for Mayor. Chicago voters rejected Toni Preckwinkle, President of the Cook County Board President and Chair of the Cook County Democratic Party. Instead they overwhelmingly elected former federal prosecutor Lori Lightfoot to be their new Mayor. Lightfoot is a black lesbian woman and was a partner in a major downtown law firm. While Lightfoot had been appointed head of the Police Board, she had never previously run for any political office. More startling was the fact that Lightfoot received 74 % of the vote and won all 50 Chicago's wards. In the same elections, Chicago voters shook up and rearranged the Chicago City Council. seven incumbent Aldermen lost their seats in either the initial or run-off elections. A total of 12 new council members were victorious and were sworn in on May 20, 2019 along with the new Mayor. The new aldermen included five Socialists, five women, three African Americans, five Latinos, two council members who identified as LGBT, and one conservative Democrat who formally identified as an Independent. Before, the victory parties and swearing-in ceremonies were completed, politically interested members of the general public, politicians, and the news media began speculating about how the relationship between the new Mayor and the new city council would play out. -

Consequences of Illinois' 2015-2017 Budget Impasse and Fiscal Outlook Office of the Illinois Comptroller, Susana A. Mendoza Introduction This article explores the state’s two-year budget impasse, which ended in 2017, some of the effects on state services, and, in particular, impacts on organizations serving the state’s most vulnerable populations. It comprises three sections that include: (1) background on the impasse and some historical perspective; (2) the impacts on social services and some of the state’s most vulnerable populations; and (3) a look to the future. While a budget agreement was reached for the current fiscal year, the state’s recovery is tenuous, with many programs and initiatives damaged badly due to the impasse, and many more unable to sustain another protracted budget stalemate. Illinois carries a significant bill backlog, which will need to be addressed to overcome systematic budget deficits. I. Background and historical facts The impasse that left Illinois without a fully appropriated budget for more than two years was the longest standstill of its kind in the state’s history. Beginning July 1, 2015, for 736 days, Illinois was without a complete budget, yet still made various payments as required by court orders, consent decrees and continuing appropriations. However, without a complete budget, many state commitments—mostly payments for social service programs, higher education, agency operations and state employee health insurance payments—remained insufficiently appropriated, creating uncertainty in payments for many reliant on state support. The impasse followed a partial roll-back in Illinois' income tax rates on January 1, 2015 that reduced annual state income tax revenues by more than $4.5 billion between fiscal year 2014 and fiscal year 2016.1 Illinois did not adequately control state spending at the same time revenues dropped, translating into a situation in which the state was increasingly unable to make timely payments to vendors. -

I’m here this afternoon with Eugene Reineke, but you mentioned usually you’re known as Gene. Reineke: That’s correct, Mark. DePue: Why don’t you tell us where we are. Reineke: We’re here at my current employer, which is Hill & Knowlton, Inc. It’s a public relations firm, and we’re located at the Merchandise Mart in downtown Chicago. DePue: Which has a fascinating history itself. Someday I’ll have to delve into that one. We’re obviously here to talk about your experiences in the Edgar administration, but you had a lot of years working with Jim Thompson as well, so we’re going to take quite a bit of time. In today’s session, I don’t know that we’ll get to much of the Edgar experience because you’ve got enough information to talk about before that time, which is valuable history for us. -

Interview with Jim Edgar # ISG-A-L-2009-019.26 Interview # 26: December 14, 2010 Interviewer: Mark DePue DePue: The next person I wanted to ask you about is President Barack Obama. We had talked about him before, but it was always in the context of these other decisions that you were making or with the Blagojevich situation. What do you think about his emergence as a politician? Edgar: Oh, it’s phenomenal. I mean, here’s a guy that’s a state senator, and all of a sudden he’s president (laughs) of the United States within a matter of, what, a little more than two years. That’s a phenomenal accomplishment. DePue: Did he have a prominent role, as you recall, in the Illinois Senate? Edgar: No, no. When I was there, he was a freshman member, and he was in the minority party, so that’s about as insignificant as you could be. I think he was elected in ’96, so the last two years I was governor, he was in the state Senate. But I remember early in that session after the election, my staff person who was working the Senate came to me and said, “Boy, there’s really a bright new African American in the Senate. He is really impressive.” I was rather dubious. I had heard that before. As I often said, when I was a young person, we thought Jesse Jackson was really special; then I think most of us decided that wasn’t true. So I was a little… They make good speeches; sometimes they don’t follow up. -

Fair representation voting – Lessons from cumulative voting in Illinois By Rob Richiei Prepared for National Democracy Slam, April 22, 2015 We have more than 7,000 state legislators in the United States today. The great majority of them are elected in single-winner districts, where each legislator represents a group of people that no one else represents in that legislative chamber. But that’s not true in Maryland, where I and most other Maryland voters have three representatives in the House of Delegates, and it didn’t always used to be that way nationally. As recently as the 1950’s, more than half of state representatives shared constituents with other representatives in multi-winner districts, at a time when voters in several states had more than one U.S. House Member as well. One of those states with multi-winner state legislative districts was Illinois. Every voter had three representatives in the Illinois House of Representatives. But unlike other multi-winner state legislative districts elsewhere Illinois did not have a winner-take-all rule. That is, 51% of voters were not able to control 100% of representation in the way that they can today in my three-seat district in Maryland. Instead, if more than a quarter of like-minded voters wanted a certain kind of representation, they had the voting power to win one of the three seats. A 51% majority would have the power to elect two of three seats, but not all three of them. This “fair representation voting rule” was based on providing voters with cumulative voting rights. -
