Office of Governor Rick Scott State of Florida The Capitol 400 S. Monroe St. Tallahassee, FL 32399-0001

Dear Governor Scott:

I am pleased to nominate Steve Burghart to serve on the Commission on Healthcare and Hospital Funding. As chief executive officer in one of the nation’s most highly acclaimed children’s hospitals, Mr. Burghart has proven first-hand knowledge of healthcare delivery, hospital finance and systems reform and will provide significant value to the Commission’s mission as outlined in the Executive Order. Mr. Burghart is uniquely qualified to discuss government healthcare financing, as over 77% of Holtz patient days are devoted to serving children on Medicaid. Attached is Mr. Burghart’s biographical overview. Feel free to contact me or Lindy Kennedy, Vice President, if further information is necessary, (850) 201-2096, [email protected].

Holtz Children’s Hospital is among the largest children’s hospitals in Florida, and an integral component of Jackson Health System. Mr. Burghart oversees Florida’s only Fetal Therapy Institute in Florida, where babies with life-threatening conditions can receive lifesaving surgery before they even leave the womb; and Miami-Dade’s only Regional Perinatal Intensive Care Center, a designation that means Holtz is the only center certified with the staffing and training needed to manage the sickest newborns.

The Florida Association of Children’s Hospitals (FACH) is a coalition of 15 children’s hospitals that make up the backbone of the state’s pediatric healthcare system. The hospitals provide care for the sickest and most vulnerable children, with over 66% of their patient days serving children on Medicaid. Members research cures for diseases affecting children, and train pediatricians, pediatrics specialists and pediatric nurses. Combined, FACH members provide nearly 57 percent of all pediatric hospital beds in Florida and 65 percent of all inpatient hospital days for children ages 0-17.

On behalf of the hundreds of thousands of infants and children, medical residents and employees of the Florida Association of Children’s Hospitals’ members, we thank you for your consideration of our nominee.

Regards,

Dana Ferrell Birchfield

SENATOR RENE GARCIA 38th District

May 6, 2015

The Honorable Rick Scott, Governor The Capitol 400 S. Monroe St. Tallahassee, FL 32399-0001

Dear Governor Scott,

I would like to express my interest in serving on the Commission on Health Care and Hospital Funding created on May 5, 2015 via Executive Order 15-99.

Our state is facing many critical health care challenges and our hospitals are an important partner in providing services to Floridians in need of medical treatment. My constituents include many patients of the Jackson Memorial Health Care System. Additionally, I represent Miami-Dade County whose taxpayers contribute the largest number of Inter Governmental Transfers used to benefit many patients receiving services in hospitals throughout Florida.

As Chair of the Senate Appropriations Subcommittee on Health and Human Services, I have had the opportunity to study and evaluate various options to address the health care needs of our state in a manner that makes the best use of taxpayer dollars.

Thank you for your consideration of this request.

Respectfully,

Rene Garcia
