We have been using RCV in several cities with great success for more than a few years. It is neither complicated nor confusing. When St. Paul first used RCV for its mayoral election, I volunteered outside a busy polling place (at a legal distance, of course) to answer any voter questions. I do not recall anyone having any questions.

I cannot think of an ethical, intellectually honest reason to be opposed to Ranked Choice Voting. So my conclusion is that some politicians (from both major parties) see RCV, with its enhanced democracy and voter choice, as a threat to their entrenched power and electability.

Too often, when there are multiple candidates in an election the victor receives less than 40% of the vote. In partisan races, a minor party's candidate can "spoil" results for a major party candidate, resulting in a victor the majority of voters did not want. Last year, some candidates were even recruited and supported with the specific intent of spoiling the election.

Partisan elections have been tending to advance extreme candidates, leaving little room for moderates to claim a middle ground.

Ranked Choice Voting is gaining popularity across the country (and across Minnesota) as an alternative to the current bitterly divided, ugly, election process. I am writing to request removing Section 29 of SF 1831 for the sake of this generation and future generations of Minnesotans. 1. PROVISION 29 VOIDS LOCAL DECISION MAKING PERTAINING TO VOTING SYSTEMS. Supporters of this provision seek to deny local decision making and, thus, clearly subscribe to imposing centralized decision making, with respect to voting systems. I would ask, “what is the case for centralized decision making?”, but more significantly,

2. PROVISION 29 VOIDS RANKED CHOICE VOTING, WHICH MAY HAVE THE EFFECT OF VOIDING ALL VOTING AND ELECTIONS, POTENTIALLY DEPENDING ON THE COURT’S VIEW OF “RANKED-CHOICE” NOW AND IN THE FUTURE. All voting systems and elections are a form of ranking, where some voting methods rank by using a numeric ordering, while other systems of voting use a zero or one (“X” or blank; color the circle or leave blank, etc.). In the case of the current system of plurality, a voter uses a ranking of one and zero, or rank by “X” or by marking a choice in some way, and leaving other alternatives blank. There are many forms of ranking, and ranked-choice, even in a plurality system of election. If this Provision 29 is included and passed into law then the determination of whether to allow any voting system or election will likely hang on the court’s determination of “ranked-choice” or “ranking”. If the court determines, as is widely understood, that all voting systems employ a process of ranking and thereby are “ranked-choice” as listed in Provision 29, it is possible no system may meet the standard for being allowed under Provision 29, and thus no election may be allowed. Provision 29 is a very risky approach to governance.

For example, when was elected governor, nearly two-thirds of voters did not cast a ballot for him. Also, RCV removes the incentive for negative ads against opponents. Candidates need to be positive and sell ideas and policies, rather than buy attack ads. To attack and name-call, etc., means that this office seeker is unlikely to receive a second or third-place position on ballots. With RCV, the potential for attack ads and name calling is greatly reduced. Your bill to not allow communities to chose RNC, is undemocratic, and a callous attempt to thwart voter choice.

Introducing legislation that will limit the freedom to experiment with our ever-changing democracy is a mistake. We are at a stage in our country's history where "first past the post" voting systems are being gamed to the Nth degree by partisan political organizations (voting legislation, gerrymandering/bogus redistricting, party registration barriers, spoiler 3rd party candidates, etc).

We need to be experimenting with more robust electoral systems that encourage competition and fairness - ones that re-enfranchise voters that have no party affiliation and that increase political participation in a broad, positive way.

Minneapolis has chosen to use ranked-choice voting for our elections and has done so successfully over a number of years. I also find it particularly hypocritical when those who have spent years championing local control suddenly decide "local control" that leads to an outcome they don't like, for their own reasons, is untenable: so much for principled consistency! Anything we can do to improve and speed up the government process and save taxpayer money should be adopted. I have listened to the pros and cons from the house zoom meeting. Why are you doing this ?
