Invest in green energy programs, water and waste water upgrades, encourage, support, innovation and economic growth through complied LUB, promoting sustaining small farms, hamlet investment/redevelopment.

3) Brazeau County is strategically assigning financial and physical resources to meet ongoing service delivery to ensure the success of our greater community. Rigorous budget and restrictive surplus process, petition for government funding, balance budget with department goals and objectives.

PUBLIC HEARING Bylaw 938‐17: Replacing Municipal Development Plan 725‐10

1035/17 Moved by K. Westerlund that the regular Council meeting of September 19, 2017 proceed into public hearing at 10:05 a.m. for Bylaw 938‐17.

Jessica Karpo presented Bylaw 938‐17 replacing Municipal Development Plan 725‐10.

Alan Taylor spoke to the subdivision of four parcels out on the west side only. He raised concern with the charrette meetings as he attended one day and was told he couldn’t participate. Feels this wasn’t fair to the rest of the people. He came in in the evening and saw council voting twice. Wishes there would have been more input and indicated the event was poorly advertised. He did not receive a notification letter. He does not think the land is any better on the east side than the west. He agreed to save farm land, but stated there is some land that is not farmable. He indicated there wasn’t enough input from the public on this and doesn’t agree with it.

Cliff Whitelock expressed that the land east of river is not better producing. It is equal all over the county and there is a lot of land you can’t do anything with but graze due to the rocks. He indicated there were many acreages for sale in the county. He spoke to septic systems on acreages, in the hamlets and dumping sewage down the creeks. He expressed that everyone in this county should be treated equally and residents should be able to subdivide their land to sell and retire.

Les Huber commented that the west and east should be treated equally.

Donna Wiltse asked if the County was going out to the hamlets to explain the changes? She commented that people should know what’s being planned.

Mitch Lambert asked about offsite levies and sewer connection fees and said these bills have put him out of business.

Pembina Sentinel Air Monitoring Society (PSAMS) Art Frey and Matt Friend made a presentation on behalf of the PSAMS.

Gressler to direct Administration to include in their presentation at the Bashaw hearing that a condition of approval of the license for Bashaw require them to participate in PSAMS and include request details as submitted by PSAMS until the abandonment of the sour zone. CARRIED UNANIMOUSLY

1038/17 Moved by M. Gressler to request Administration to re‐address the letter sent to the Minister in March 2017 regarding sour production participation in PSAMS. CARRIED UNANIMOUSLY

PUBLIC INPUT SESSION Public Input Session Reeve B. Guyon opened the Public Input Session at 11:00 a.m.

Alan Taylor spoke to the ballot questions and indicated he is against amalgamation, and would like to see dollar figures behind the pool and Agriplex projects. He suggested that these questions be on a questionnaire in the tax notices as the election polls won’t cover all the population. He inquired about the April 4 meeting and sewage treatment options; felt the graphine system was questionable and asked if anything has been done with the suggestion of willows.

Cliff Whitelock agreed that PSAMS participation is very important and commented that sour gas affects clover and hay production. He stated that the monitors are the only way to prove the emissions if a cowboy wants to sue the oil company. He suggested Council look at the agriculture building in Ponoka and that such facilities need extremely large parking lots.

Mitch Lambert indicated that he has decided to shut his saloon down and feels that the County’s permit regulations and fees, off site levies and sewer connection fees have had an adverse effect on his business and all other small business. He has had issues over the last couple of years with the changeover in County staff and lost paper work and receipts.

M. Thompson encouraged Mitch Lambert to produce the record of payment to the County.

Linda Hibbert questioned the Agriplex and if the council decides to go with it, who owns it? Town, County or both?

Eric Harkness quoted from the existing Area Structure Plan for Lodgepole, and wondering if the County is going to uphold it. He submitted his notes to Council.

Myrtle Regenwetter spoke regarding security deposits for Dawnco Developments. She gave timelines of the completion certificates and feels security deposits should be refunded. She submitted her documents to Council.

Donna Wiltse purchased land in 1974 while in Parkland County and paid an off‐site levy. She indicated that many off‐site levies were already paid to Parkland County.

Clarence Wastle thanked Council for the fire smart participation and gave an update on the presentation. He further indicated he will be asking the fire department to provide fire extinguisher training at a future date.

Alan Taylor asked about contact information for contract sprayers.

Federal Tax Reform Letter to Honourable Jim Eglinski, MP, Yellowhead and Potential Resolution to the AAMD&C W. Compton presented a proposed letter to MP Eglinski identifying the County’s concerns with the recent changes to the Federal Tax Reform legislation.

Gressler to approve option “a”: Brazeau County Council agrees to send a letter to the Honourable Jim Engliski, MP Yellowhead outlining our concerns with the government’s recent changes to the Federal Tax Reform legislation and request he advocates on our behalf to the federal government. 1049/17 Moved by A. Heinrich that we direct Administration to prepare a resolution for Council to take to the fall convention on the effects of this bill and what changes we would feel are important for our businesses, both farmers and other businesses. CARRIED UNANIMOUSLY

1055/17 Moved by S. Mahan to direct Administration to utilize up to $5,000 for the Cynthia hall utilities, to come from unrestricted surplus, subject to having legal authority. CARRIED UNANIMOUSLY

Cynthia Skating Rink B. Guyon commented on the deficiencies of the skating rink pad in Cynthia.

PUBLIC WORKS AND INFRASTRUCTURE Public Works and Infrastructure

Completion of Laneway in the Hamlet of Buck Creek between 49th and 50th Street M. Thompson raised concerns regarding the incomplete laneway between 49th and 50th Street.

1059/17 Moved by M. Thompson to direct Administration to review the engineering standards utilized within the Hamlet of Buck Creek and to bring back for the 2018 budget discussions cost estimates for the completion of the laneway between 49th and 50th Street and the construction of the 49th Avenue between 50th and 49th Street. CARRIED UNANIMOUSLY

1060/17 Moved by M. Thompson to direct Administration to look at possible interim maintenance measures to help alleviate flooding issues pertaining to the laneway between 49th and 50th Street in Buck Creek. CARRIED UNANIMOUSLY

Pedestrian Crossing on Ring Road at River Ravine Estates M. Gressler raised the safety concern of children crossing the Ring Road and requested a pedestrian crossing.

B. Sakalley presented a report on a cost estimate of $26,000 to construct the pedestrian crossing on the Ring Road at River Ravine Estates.

Rumble Strips Removal Request B. Sakalley presented the Province’s response to the request for the removal of the recently installed rumble strips on Highway 620 near Range Road 83.

Signage Install at Creeks Subject to Effluent Release B. Sakalley presented the Province’s response to an enquiry regarding signage at or near water bodies that are subject to effluent release from sewage lagoons.

A sustainable solution

Sludge Treatment Reed Bed systems is a thoroughly tested method with a number of proven advantages. It uses very little energy and no chemicals, has a minimum of CO2-emissions, provides a good working environment, and reduces sludge residue significantly.

The European Union framework directive calling for cleaner discharges from our waste water treatment facilities can result in more sludge due to the improved treatment. Managing sludge, however, is rather costly.

In countries like Denmark, and Sweden sludge treatment in Reed Bed Systems are a common and a well-proven method.

Orbicon has designed many of the Reed Bed Systems in Denmark, where 25- 30 % of sludge is treated using this method, and Orbicon has experience from many other systems in European countries. We started developing and testing the method over 25 years ago, and through years of development our design has proven reliable and effective.

Sludge Reed Beds have been used for dewatering (draining and evapotranspiration) and mineralisation of sludge in Denmark and other countries in Europe since 1986.

How it works

Long-term sludge reduction takes place in reed-planted basins in two ways; partly due to dewatering (draining, evapotranspiration) and partly due to mineralisation of the organic solids in the sludge.

Sludge from wastewater treatment plants is pumped onto the basin surface. The dewatering phase results in the dry solids content of the sludge remaining on the basin surface as sludge residue, whereas the majority of its water content continues to flow vertically through the sludge residue. The water content is further reduced through evapotranspiration.

Effective reduction of sludge residue

In addition to dewatering, the organic solids in the sludge are mineralised, thereby reducing the sludge volume.

The overall reduction of the sludge volume occurs without the use of chemicals. The process involves only a very low level of energy consumption for pumping the sludge and reject water.

Environmentally friendly and cost efficient sludge treatment

The treatment period is approximately 10 - 12 years and the operation of the system may be divided into a number of phases related to different periods in the lifetime of a system.

The sludge reed bed system is monitored from the WWTP’s central computer and operated automatically. The operating and control system, including software, consists of two main modules, an operation module and a data collection module.

The operation module contains graphics illustrating what actually happens in the system.

The sludge pumping is activated automatically in the event of excess sludge production in the Water Works, and pumping sludge into the sludge reed bed system. Operation is optimised through monitoring and automation, thus improving dewatering and mineralisation.

The control systems ensure optimal and varied management of the sludge treatment. The data collection module monitors and registers data in connection with sludge loading in individual basins.

Sludge flow and dry matter content are registered before the sludge is directed into the basins for dewatering.

The sludge is distributed to basins with free capacity according to a loading plan. In this way dewatering is optimised, thereby securing a high dry matter percentage and also prolonging the life of the sludge reed bed system.

The loading rate at system and basin level is computed on an ongoing basis.

Increase in sludge residue height in relation to loading rate and dewatering efficiency in the form of drained volume and area-specific run-off is recorded.

These data are important control parameters used to monitor the system’s function and dewatering capacity and provide a basis for future loading plans. Prognoses are prepared concerning the contribution of individual basins to the operation.

Better working environment

When the system is setup, it requires only a weekly control-visit to the site of about one to two hours, and there is no contact with the sludge. The control system (SCADA) can be setup at the main working site at another location, and the daily surveillance can be done from there. There is no noise from the system as there is from many other types of treatment systems, and there is no odour from it either. The system works quickly and effectively to reduce pathogenic bacteria like Salmonella, Enterococci and E. Coli, thus making it a lot safer to be on site.

A cost effective system

The man-hours needed to run the system are fewer than with traditional methods. A sludge treatment reed bed system utilizes the forces of nature to reduce and treat sludge. The only appreciable power consumption is by the pumps used to transport sludge and reject water. This means that the reed bed system uses much less power than other systems.

Transport costs will be reduced substantially, while the volume of sludge can be reduced to approximately 1.5-2.5 % of its original volume. The sludge will be of a better quality and suited for use on agricultural land. This offers more opportunities for disposing of the sludge after treatment.

Sludge Treatment in Reed Bed Systems use no chemicals in the dewatering process. This means a considerable improvement in the working environment along with a reduction of the chemical residue in the treated waste water passing into the environment.

Good options for recycling

The content of substances in sludge that are foreign to the environment can be reduced to such a degree that the sludge conforms to the limits and norms for deposition on agricultural land.

After the treatment of sludge, recycling options are good, particularly in agriculture. The sludge quality is cleaner and more adaptable in the natural cycle than mechanically dewatered sludge.

Emptying Phase

Sludge Treatment Reed Bed systems are generally emptyied over a period of 10 - 12 years with approximately 2 of the basins selected for emptying per year.

Capacity during the emptying period is maintained despite the reduction in the number of the basins during the emptying phase.

The sludge residue height in the individual basins determines which basins are to be emptied first so that the two basins with the highest sludge residue volume are selected first.

The quota loading rate does not need to be changed during the emptying period. The loading cycle continues to consist of a loading period and rest period.

Maintaining full capacity during the emptying cycle is possible provided that the basins are re-established after emptying with sufficient regeneration of vegetation or replanted and provided that the loading rate is adapted to vegetation growth.

After a period of several years, the basin is emptied, and its contents can be recycled and spread on farm land. After a basin has been emptied you can start the load for another operations period. The quality of the sludge residue in the sludge reed bed system meets the criteria set out in the statutory order on sewage sludge from the Ministry of the Environment, and the final disposal of the residual sludge will be on agricultural land.

The quality of the sludge residue after ten years of biological treatment in the sludge reed bed system generally meets the relevant regulative criteria for use on agricultural land.

Maintaining full capacity during emptying is possible provided that the basins are re-established after emptying with sufficient regeneration of vegetation, and provided that the loading rate is adapted to vegetation growth. So replanting the basins is generally not necessary.

Approximately 2-3 months after emptying, the basins are fully re-established. Basins have already received the first loads approx. 1-2 months after emptying. Thus, it has not been necessary to reduce loading. During the emptying period, the sludge reed bed system has maintained its capacity of tonnes dry solid per year.
