A. Call to Order • Mr. Wilding called the meeting to order at 4 pm. B. Consent Agenda – Action • Minutes: Aug. 1, 2019 • Special Event Applications Ms. McDermott motioned to accept the consent agenda. Ms. Kalinsky seconded. The motion carried with unanimous approval.

D. Action: Resolution of Thanks – Downtown Ambassadors • The board would like to pass a resolution to thank the Downtown Ambassadors program. The ambassadors will receive the formal thank you at the next board meeting. • Final outcomes are still being compiled for the summer pilot project. Ms. Schmidt shared that overall the program showed a reduction in police calls and that ambassadors helped refer persons to additional services. The program team will revisit the metrics to determine the project’s continuation. Mr. Ramlo motioned to accept the resolution of thanks for the Downtown Ambassadors. Ms. Hart seconded. The motion carried with unanimous approval. E. Foundation Report – Charity Tyler • Ms. Schmidt reported for Ms. Tyler. The Foundation was awarded more grants this month to support Dolly Parton’s Imagination Library (DPIL) in Cedar Rapids. The Foundation also started a sustaining donors program for DPIL and has 16 donors so far. • In addition, in an agreement with the Cedar Rapids Community School District (CRCSD), we have been able to compare DPIL and student data. Books are getting to the community’s most vulnerable learners: participants are more likely to be English as a Second Language (ESL) learners, have an Individualized Education Program (IEP), and score below average in reading tests than their same-age peers. In a few years, data will indicate how the program may have benefitted these children.
F. Friends of the Library Report – Libby Slappey • Farmers Market sales have concluded for the year. Now, the Friends are preparing for their large weekend Fall book sale at the Cherry Building. This year, the sale will include a ‘Books as Décor’ specialty sale. G. Board Education: Pathway to Patron Discovery – Erin Horst • Pathway to Patron Discovery is a strategic plan initiative under the Literacy objective, meant to connect patrons to new and emerging technologies. A team of staff, representing all departments and both buildings, met to develop the recommendations. • An internal structure was developed to intentionally schedule computer classes based on set criteria, such as applicability (entertainment, education, workforce, etc.), audience, cost, and staff time. The reference librarians will meet quarterly – to coincide with the publication deadlines of OPEN+ – to create the class schedule. • In addition, the reference librarians will continually research new and emerging technologies, and library trends so new classes, fitting into the development criteria, can be introduced. • The team also developed a high level recommendation for a mobile makerspace. The makerspace should easily travel between the libraries and off-site locations. Programs associated with the makerspace should follow the same guidelines as computer classes. Ms. Schmidt noted that the Library is looking into grants to help fund staffing and development of the makerspace. Final development will occur in conjunction with available grant cycles. This could also include a community needs assessment. • The team also made recommendations for managers to incorporate on-going staff training and competencies with current and new technologies. Library leadership will review the recommendations and develop a plan to implement this process. H. Library Board Committee Reports • Finance Committee – Randy Ramlo, Committee Chair o Mr. Ramlo reported that we have one month’s worth of financial data for FY20. Ms. Schmidt hopes to receive final FY19 budget numbers to close out the year sometime in October. In addition, the committee will start working on the FY21 budget in November. • Personnel and Policy Committee – Clint Twedt-Ball, Committee Chair o Action: Policy 3.06 Library Access for Sex Offenders Convicted of Sex Offenses Against Minors. • The committee recommends updating the policy’s title to better reflect state law: library service is only restricted for those convicted of sex offenses against minors. Offenders can still use online services and can designate a person to pick-up holds on his/her behalf, and return materials to the library. The offender can ask for permission to access physical locations, which is up to the respective library director’s judgment. The motion to accept the changes in Policy 3.06 carried with unanimous approval. • Advocacy Committee – Jade Hart, Committee Chair o September is National Library Card Sign-up Month. The Library has planned several outreach opportunities and direct mailing pieces. The Library will host pop-up library card sign-up events at several neighborhoods, parks, and school events. o Library data indicates that roughly half of DPIL enrolled families do not have library cards. These families will receive a targeted mailing to encourage them a sign up for a card. In addition, we will send direct mailings to rural Linn County residents who don’t have cards. o At the Sept. 10 City Council meeting, the mayor will make a proclamation to honor Library Card Sign-Up Month. o In September, the committee will discuss and plan trustees’ opportunities in October and November to meet with city council and school board candidates. I. Library Director’s Report • The City of Cedar Rapids continues to engage leaders and staff in organizational health. Library leaders will start reading the next book selection: Reality-Based Leadership by Cy Wakeman. In the next six months, managers and supervisors will help staff implement core idea of the book: to reduce drama and problem solve while being grounded in the reality of a situation. • Ms. Schmidt has secured Dr. Michael Stephens, author of Whole-Hearted Librarianship, for the Nov. 8 professional development day. He will also present to trustees at the Nov. 7 board meeting. • United Way of East Central Iowa (UWECI) has transitioned leadership to Leslie Wright as the acting director. Ms. Schmidt feels confident that our existing collaborations with UWECI will continue during this time. • Reading into Success (RiS) has a proposal for a literacy coordinator position. The position will be funded by RiS but the person will be housed in the Library. The goal is to create infrastructure and expand literacy opportunities in the community, such as free little libraries and events. As this develops, Ms. Schmidt will bring updates. • As a reminder, the Linn County library directors and trustees will host the County Supervisors on Sept. 11 from 2-3 pm in Beems Auditorium. The libraries will have an opportunity to build relationships with the supervisors and share how their respective library serves unincorporated county residents. J. August is one of the quieter months for Library programming, having just finished Summer Dare. However, this year we saw more than 1700 people in the Library for programming during August., which is nearly double last year at the same time. Additionally, our circulation continues a nice trend of being slightly higher overall than the same time last year. We continue to work on the Library collection to make sure people are able to get easy access to the materials they seek, as well as identify opportunities to offer new items. Our new Quick Pick selections are hot items in the Library, for example, and can be found on display at both locations. Audiobooks and downloadable media continue to be the highest growing part of our collection.

Before author and Iowan John Sandford could write, he so marveled at his father’s book of Grimm’s Fairytales and its intricate markings — a secret language known only to adults — that he would scribble backwards, disjointed letters in the blank back pages, hoping his mimicry could be the key to understanding the mysteries that lay between its covers.
Now a New York Times best-selling author of more than 50 books and a Pulitzer Prize-winning journalist, Sandford has since mastered the riddles of the English language, but he’s never lost the reverence or wonder for words he discovered that day in the shadow of his dad’s book collection.
“It was the great discovery of my life,” Sandford said, taking a break from fishing in New Mexico, where he currently lives. “My life has taken some unusual turns, but reading has always been a steady passion, as have libraries.”
The Des Moines Public Library Foundation will honor Sandford’s zeal and his oeuvre, which includes four series and a handful of fiction and nonfiction one-offs, with the Iowa Author Award during a gala Tuesday.
In a live interview with me, Sandford will discuss some of those “unusual turns” — like how he won a Pulitzer after less than two decades in newspapers — as well as those passions — like how he built a special library to hold his more than 1000-tome art and photography book collection. “They issued all of us kindergarteners library cards, and that meant that we could get books,” Sandford said. That moment “was absolutely critical. I'm serious about that; that's not bull----. I'd be a lawyer if there hadn't been libraries.”
His love of reading was cemented during the summer before high school when the Cedar Rapids library issued young readers a challenge: Get a figurine for every 10 books you finish. Sandford, an over-achiever in the most classic of senses, plowed through 126 books that season.
“I still remember that I was reading two or three books a day sometimes,” he said. “And that's really what made me into a writer.”
Sandford became a University of Iowa Hawkeye twice, separating the time between his bachelor’s and master’s by a stint in the U.S. Army and a year at a small paper in Missouri.
If the bookmobile was the source of his love of reading, his deployment to Korea was the moment he became forever ink-stained. Before getting his 5 free articles left. number9 called,9¢ per his mo plannth. was Sav eto 9 go0% to. law school, but the army sent him to journalism school and “it was like a perfect fit.” “I loved reporting,” he said. “I wanted to be the best possible reporter I could be.”
After graduate school, he joined the Miami Herald as a crime and government reporter. Despite a nose for hard news, he always felt the pull of lyrical writing.
“I wanted to be a feature writer, but unfortunately the feature writer, the guy who really kind of had a feature writer slot there nailed down was Carl Hiaasen,” Sandford said. “So that was kind of tough competition.”
He also felt pulled back to the Middle West, so after about seven years he started looking for a staff writer job up north.
He applied at the Des Moines Register, but “those a—holes” would not hire me, he said with a hearty laugh. Where the Register misstepped, the St. Paul Pioneer Press didn’t, hiring him as a feature writer and a columnist.

(Photo: Handout) In 1980, two years into his assignment in Minnesota, Sandford was a finalist for the Pulitzer Prize for a series on Native American life in the North Star State (https://www.pulitzer.org/finalists/john-r-camp). Six years later, Sandford won the highest award in journalism for his yearlong dive into the life of an American farm family (https://www.pulitzer.org/winners/john-camp) facing the '80s farm crisis, then the worst agricultural recession since the Depression.
But after the fete was over and the metaphorical ticker-tape cleaned up, Sandford found himself right back in the grind of daily newspapers.
“I'm still doing tornadoes and I'm still driving like a maniac out wherever and covering stories,” he said. “I mean, two years after the Pulitzer, I was standing out in Yellowstone as the place burned down, and I was away from my family a lot doing stuff like that.”
Thinking back on it, the Pulitzer “was sort of like a period for the whole sequence.” He had seen that mountaintop and now knew he needed to try a different adventure.
He hadn’t ever written personal work on the side, but he readied himself for the long haul that penning a book would be by starting in nonfiction. He wrote a series on plastic surgery (http://www.johnsandford.org/other2.html) for the Pioneer Press that he turned into a book, and he picked up a commission from an Illinois museum for a volume of John Stuart Ingle (https://www.amazon.com/Eye-Heart-Watercolors-Stuart-Ingle/dp/0847808882).
Finally, as the decade switched from the '80s to the '90s, Sandford made the jump, leaving the newspaper world to become a full-time author. He set-up a little office in his home and trained himself to write every day without the pressures of a deadline, and, most importantly, to revise.
“With writing fiction, it helps to be a little bit OCD, because you keep going back and you keep adding stuff and you keep working it,” he said, offering that he will revisit the first chapter of a book 30 or 40 times before he feels content with the flow.
The first book he wrote was — wait for it — a feminist science-fiction novel about fur trappers. Upon receiving the manuscript, his agent pointed out that the readers who like sci-fi are probably not going to be interested in the survival storylines of the fur trappers, and readers of outdoor books aren’t going to like the satellite operators’ science talk, and the feminists aren’t going to like the macho culture of either group.
“’Everybody’s going to hate your book. Who’s going to read it, John?’” he remembered his agent saying.
Needless to say, that book did not get published. But he did learn the cardinal rule of fiction writing: The first book you pen probably sucks.
“It’s a very valuable experience going through and writing it, but when it’s done, you have to get rid of it and do a completely different book,” he said. “Those were your training wheels. (Photo: ~Courtesy of Beowulf Sheehan) So Sandford went back to the drawing board, and, this time, he leaned on his previous career and started working in the thriller/mystery genre.
As a crime reporter, Sandford had been to his share of gruesome scenes, written about criminal investigations and sat through the tedium of trials.
“When you write a thriller and somebody gets shot, I know what that looks like, and I know what it smells like, and I know what the hospital guys do, and I know what the hospital routine is,” he said. “I know what cops talk like; I’ve been in any number of police stations.” 5 free articles left. 99¢ per month. Save 90%. Although he regularly wields old lessons from the newsroom, Sandford, ever the reporter, also puts in good old-fashioned shoe leather when stories call for it. In his newest book, “Bloody Genius (http://www.johnsandford.org/virgil12.html),” which comes out Tuesday, Sandford visited the real Minneapolis homicide unit to be able to best describe the imitation one he creates in his book.
“I talked to the cops in the homicide unit and so the description that you get there of the Minneapolis City Hall and the Minneapolis Homicide Unit is accurate,” he said. “You could go there, and you would see what I wrote.”
As with nearly everything in this world, a lot has changed in the crime writing universe since 1990. Cell phones, laptops and the internet have irrevocably altered how crimes are committed and investigated, and DNA advances have made killers less slippery.
“It used to be three (guys) standing around staring at a body with the newspaper reporters standing right behind them,” Sandford said. “And now it's guys in white Tyvek suits and booties going into the place because they don't want to disturb the DNA.”
But even as the world changes, Sandford’s passion remains the same. He’s a reader first, a writer very close second and third a lover of studying art, music, history, fishing and the joys of life.
To be as prolific as he is, Sandford doesn’t do a lot of book touring or award accepting. And, of course, the tot who wanted so badly to understand the secrets inside Grimm’s Fairytales, that he wrote his own in its margins — blissfully unaware those childish markings would set Sandford down a path that has finally led him back home.

I. General Policy and Mission Statement Regarding Internet and Computer Usage
The mission of the Cedar Rapids Public Library is to connect people to information, experiences, and services that enhance their quality of life so our community can learn, enjoy, and thrive. We do that by providing the public with timely access to information through a wide variety of materials, appropriate technology, and a well-trained staff. A goal of the CRPL is to enhance its existing collection in size and depth and provide opportunities for any citizen who wishes to explore the Internet at the library.
The Internet is an unregulated medium. It offers access to a wealth of material that is personally, professionally, and culturally enriching to individuals of all ages, but it also allows access to some material that may be offensive, disturbing and/or illegal.
The library cannot control or monitor the vast amount of material accessible from computers and the Internet. As with printed material, not all sources provide accurate, complete or current information. It is the responsibility of individual users to evaluate the validity of all information found.
The Cedar Rapids Public Library assumes no responsibility for information accessed while using the public computers. Library staff will not control or endorse specific information found on the public computers. The library will manage the use of the Internet in a manner consistent with all the library’s policies, including Behavior and , Unattended Children, and Vandalism which are available to view at any time through the library’s website.. These policies are available at all public service desks and in the administrative offices at the library. Failure to use the Internet appropriately and responsibly, as defined in the Computer Usage Rules and Regulations posted in the computer areasagreed to at sign-on, will result in suspension of computer use privileges and possibly library privileges.

The Cedar Rapids Public Library Volunteer Policy
I. PURPOSE At the Cedar Rapids Public Library we value the support of an engaged volunteer community. We recognize that volunteers have the ability to enrich library services and enhance our library staff’s ability to provide an outstanding library experience. We create meaningful, engaging, and enjoyable volunteer opportunities to build relationships with our community.
II. GENERAL POLICY Volunteers provide important support to the Cedar Rapids Public Library staff and perform a wide variety of tasks that are critical to the mission of the library. Though vital, volunteers are not a replacement for a professionally trained and capable library staff. Volunteer positions are unpaid and “at will.”
III. SPECIFIC APPLICATION Volunteers perform a wide variety of duties. Volunteer positions are designed based on library needs and are filled based on matched volunteer interests and qualifications. The library is committed to providing a safe environment and, to that end, volunteers must complete a background screening process appropriate to their role.
Volunteers are recognized by the public as representatives of the library and portray a positive image to the public. Volunteers receive confidentiality training as it relates to their role and adhere to to the library’s confidentiality policyall Library policies.

Professional Development
The Board of Trustees encourages active participation at professional meetings, conferences, workshops, and training sessions. First-rate libraries have staff and board members who challenge their assumptions and give back to the library profession. The Board of Trustees believes that it is necessary and fitting to reimburse reasonable expenses for select participants in keeping with the library’s annual budget for travel and professional development priorities. 1) Travel: Lowest economical air fare and federal mileage reimbursement for ground travel. 2) Lodging: Cost for standard hotel within a reasonable distance from the event. 3) Meals: Per Diem costs in keeping with City policy. 4) Conference Registration
The Cedar Rapids Public Library Board of Trustees believes that continuing education of the library staff is an important part of our ability to provide quality service. We are committed to upgrading library services through additional education and training. The board endorses annual staff in-service training opportunities.
The board endorses the pursuit of professional library education through both stipends to defray the cost of education and release time in accordance with City policy and current Union contracts.

Department Updates
Community Relations continues to work on outreach opportunities as part of our Library Card Sign Up Month activities. We have visited area parks, mobile home communities, and community events this past month to sign people up for library cards and bring more awareness to DPIL and all our Library services. The Latino Festival was a huge success and we partnered with the other MLN libraries to have a presence there for the first time. We will definitely be back! We are going to a few other places in October, including Johnson STEAM Academy for their Harvest Hoopla.
We also continue to have a busy wedding month in our Library and have already booked several weddings for next year. We are working with the local Cedar Rapids Tourism Office to be on their list of venues for special meetings and conferences who might consider the area for their events. We are also talking to them about being a part of welcome packets they provide to local real estate agents and companies like Collins Aerospace and Transamerica.
Volunteers played a huge part in the implementation and success of the Summer Dare program. In June and July, volunteers served over 490 hours in a variety of roles. Volunteers staffed the Dare Desks at both libraries, brought the library’s Summer Dare Everywhere program to four childcare sites, hosted over 600 youth at the Downtown Library with Kids on Course tours, and assisted with library programs and events at both facilities. On average, volunteers gave 55 hours per week to assist with the Summer Dare program. Volunteer Hours in August 2019: Downtown = 401.25; Ladd = 137.25; Total = 538.5
The Materials Department is busy cataloging and adding new items to the collection during the busy fall publishing season. Circulation is increasing at Ladd with notable changes in children’s materials, magazines, and large print. It’s great to see that we’re reaching more young patrons on the Southwest side. Our representatives from Lynda.com contacted us to let us know the transition to LinkedIn Learning is on hold while they consider privacy concerns. They will update us if and when the transition will continue.
September was a great month in the Programming Department. We began a slew of new and innovative programs for all ages, really focusing on teens, younger adults, seniors, and children and adults with learning differences. We also began significantly more regular programming at Ladd in response to both community interest and to take advantage of the increase in hours. We held large programs both on our own and in partnership with other agencies on topics we've never done before. There were many opportunities for entertainment, such as Family Kickboxing and Crafternoons, as well as deep and thoughtful discussions such as our Community Conversation on the Opioid Epidemic. We are working on planning programs for the Winter, including the White Lights series and the second year of the Winter Reading Challenge.
Public Service. Our new Public Service Librarian for Downtown on Sept. 23. We welcomed Carmen Niemeyer from the University of Wisconsin. We created Public Service Associate (PSA) positions for Ladd and Downtown; these positions have already proven to be successful as it provides more patron assistance on the floor in places of need. In conjunction with City Organizational Health, the Public Service leadership team will read Cy Wakeman’s Reality-Based Leadership. In addition, Todd Simonson, Public Service Manager attended a Reality Based Leadership conference on Sept. 26. Downtown Branch Manager Natalie Struecker will present at the Iowa Library Association Conference in early October.
Technology Solutions is researching security best practices and will evaluate current procedures. Recommendations will be given to the senior management team for consideration.
Great Stories
A large group of 20 youths arrived at the library with their school/daycare. A young girl approached me (maybe 12 years old) and was looking for the book The Maze Runner. As it happens, we have a display for dystopic related books this month in the Commons. I gave her the book she was looking for from the display and talked to her about some of the other books on display, which I have personally read. She was very excited to learn that there were so many more books very similar to the one she wanted and that others also shared her love of this unique genre! – Elysha Holley
Today, a couple came to the library with their daughter, and was browsing the children's section. The stopped in the non-fiction children's recipe area, specifically geared towards foreign foods. The couple absolutely LOVED how diverse and inclusive the collection was, and exclaimed with joy when they were able to find their own family favorites within both a Scandinavian and an Egyptian cuisine book. Because these books so strongly represent and identify with their native cultures, they wanted to thank those responsible for cultivating our wonderful collection. – Abby Cornelison
From the summer reading program, I saved up my free book coupons to get books for my fiancé’s four year old nephew. When he got the books, he hugged each one individually. Additionally, when his parents want to say the word 'library' they have to spell it out because if they say it and he hears it, he wants to go to the library. He absolutely loves reading and libraries. – Callie Crandall
