MINUTES Wednesday, March 24, 2021 Note: Minutes Are Subject to Approval by the Board at Its Next Meeting Kansas State High School Activities Association Executive Board Meeting KSHSAA Board Room Tuesday, March 23, 2021 MINUTES Wednesday, March 24, 2021 Note: Minutes are subject to approval by the Board at its next meeting. The Executive Board met in the office of the Kansas State High School Activities Association on Tuesday and Wednesday, March 23-24, 2021, with the following in attendance: President Alan Stein, Shannon Haydock, Jason Herman, Deena Horst, Mike Kastle, Monty Marlin, Roger Perkins, Greg Rosenhagen, Ken Stonebraker, and Bill Faflick, Executive Director. Assistant Executive Direc- tors Cheryl Gleason, Francine Martin, Mark Lentz, Jeremy Holaday, Craig Manteuffel, Rod Garman, Office/Operations Manager Brent Unruh and Intern Michael Brooks also participated. CONSENT AGENDA ITEMS The following items were all approved unanimously via consent: - Minutes of the January 13-14, 2021 meeting. - Minutes of the January 22, 2021 action meeting. - Items approved by KSHSAA staff on behalf of the Executive Board. (A list of these items may be found at the end of these minutes.) - Middle/Jr. High At-Large Appointment – Per Bylaw Article IV, Section 5, the Executive Board appointed Principal Brandon Simmelink, McPherson Middle School, to a two-year at-large term on the Board of Directors (2021-2023). - Independent Schools Appointment – Per Bylaw Article IV, Section 4(e), the Executive Board appointed Principal Kenny Waddell, Wichita Central Christian Academy, to a two-year term on the Board of Directors (2020-2022). PUBLIC FORUM None present. ADMINISTRATIVE REPORTS The Executive Board received reports from Executive Director Bill Faflick, and the Assistant Executive Directors regarding the status of programs and services of the Association. The staff reported on the culmination of winter activities and plans for the upcoming spring activity season. The Executive Director gave a financial report. LIABILITY AND CATASTROPHIC INSURANCE UPDATE Jan Mason, Rebecca Shaffer, and John Puetz of Willis Towers Watson Insurance spoke with the Executive Board and provided an update on information pertaining to liability, catastrophic and medical coverage for member schools of the KSHSAA for the 2021-22 school year. It was voted unanimously to purchase coverage through Mutual of Omaha. Information regarding cover- age and the premium per student will be mailed to all member school superintendents and principals in May with the annual membership mailing. There are no changes in coverage from last year ($25K deductible, $5M lifetime benefit). More specific information regarding coverage and benefits for the 2021-22 school year will be provided in the membership mailing. The premium per student will increase by 9 cents per participant (1.3%) for the next school year. Member schools will pay $7.06 to cover each student (grades 7 – 12) participating in KSHSAA athletic activities, regardless of the number of activities in which the student participates. POSTSEASON OFFICIATING FEES Based on the established three-year rotation, staff presented Executive Board members with historic background on game fees paid for officials working postseason contests in basketball, cross country, football and gymnastics. After reviewing the informa- tion provided, the following game fees were approved effective with the 2021-22 school year: Basketball Sub-State Officials $80 (increase $2.50) State Officials $100 (increase $5.00) Cross Country Regional Starter $20/First Race (no change) Regional Starter $10/Each Additional Race (no change) State Starter $40/Race (no change) State Assistant Starter $15/Race (no change) Football Regional Officials $75 (no change) Sectional Officials $80 (no change) Sub-State Officials $85 (no change) State Officials $95 (no change) Gymnastics Event Judges $90 (increase $5.00) DUES APPROVED FOR 2020–2021 The Executive Board voted unanimously to continue member school dues at the current level of $500 senior high and $200 middle/junior high for the 2021-22 school year. KSHSAA membership materials will be mailed in May to building principals and superintendents of all member schools. The Executive Board also voted unanimously to maintain Approved School dues at $200 for the year with optional (additional) fee of $50 for those participating in debate. Staff also reviewed the annual application for Approved Schools and the questions used to determine suitability for approval. ACTIONS IN RESPONSE TO COVID-19 The Executive Board discussed multiple issues relative to current and projected status along with continued efforts to mitigate the impact of COVID-19 in members schools. Staff provided updates including current data, trends, SMAC updates, and current rules and procedures in place for member schools. The following actions were approved by the Executive Board: • Masking Interpretation Following discussion, and a failed motion to end mandatory masking, the KSHSAA Executive Board provided the following interpretation congruent to the Board of Directors approved language for universal masking with masks being worn in the manner intended to reduce spread of COVID-19: “Any participant (including but not limited to athletes, coaches, officials, spectators, support staff and all others attending/participating in school activities) outdoors, who is able to maintain a minimum of six feet of social distancing would not be required to wear a face covering. Adherence to a more restrictive local health authority or school district policy is supported and expected.” • Summer Calendar The Executive Board provided approval of the staff recommendation to maintain a “traditional summer calendar” while maintaining the Summer Moratorium (June 28-July 4) and all other Handbook detailed coach/athlete contact periods. • Remote Learning Policy The Executive Board provided approval of the staff recommendation to end the Remote Learning Policy at the end of this school year. This policy was developed in response to COVID-19. The Virtual Student Eligibility Policy remains intact. • Spring Activity Ticket Prices With anticipated restricted attendance, the Executive Board approved the “adult price” as the single admission price for spring state championship tournament events. This includes leadup rounds and championship tournaments. • Modification To Spring Championships All spring activities will continue to follow local and KSHSAA adopted COVID-19 risk mitigation protocols. Spectator attendance for all events will be specific to the venue and local health authority or local Board of Education estab- lished limits. • Summary of Modifications to Spring Championship Tournament Protocols - Baseball – conducted according to Baseball Manual. - Forensics/Speech – per previous approval, championships and festivals will be conducted virtually. 2—Board Minutes - Boys Golf – to be conducted according to the Golf Manual. - Music - per previous approval, state festivals will be conducted virtually. - Girls Soccer – to be conducted according to Soccer Manual. - Softball – to be conducted according to Softball Manual. - Girls Swimming and Diving – the Executive Board approved the proposed format for one day championship meets at Hummer Capitol Federal Natatorium with “finals against time” and all those meeting entry standards qualifying (along with consideration times to fill partial heat). - Boys Tennis – to be conducted according to Tennis Manual. - Track and Field – the Executive Board approved the proposed format for three one-day championship meets at WSU Cessna Stadium with two classes competing concurrently each day. Prelims and finals in the 100m, 100H/110H, and 200m and finals in all other events will all be conducted on the same day. Classes 6A and 5A will compete on Thursday, May 27; classes 4A and 3A on Friday, May 28; and Classes 2A and 1A on Saturday, May 29. Field events begin at 8:00 a.m. daily and track events at 11:00 a.m. daily. PUBLIC–PRIVATE SCHOOL CLASSIFICATION WORK GROUP The initial planning meeting for the Public/Private Classification Work Group was conducted virtually on February 22. Seventeen of the 19 members attended. Staff and committee members Rosenhagen and Stonebreaker provided an update for the board. Staff continues to gather data per request of Work Group members. TELLING THE KSHSAA STORY With preponderance of high school print media evaporating, the staff provided a potential opportunity to develop a new component of the KSHSAA digital footprint. The opportunity involves utilization of professional media serving as independent contractors and providing coverage of schools from respective geographic regions. This venture would require sponsorship. CONSULTANCY REVIEW PROTOCOL At the January Executive Board meeting, the concept of conducting a consultancy review protocol was introduced. The Executive Board received an update on this issue and determined this protocol would provide growth opportunity for the Association but tabled the issue until a post-COVID environment. CLASSIFICATION FORUM Staff reviewed KIAAA Classification Forum topics and discuss intended and unintended consequences of respective proposals prior to the KIAAA Classification Forum. Several proposals philosophically change the current protocol for postseason seeding. Staff will participate in the Classification Forum with athletic administrators from across the state on April 12 at 8:00 a.m. COACHING SCHOOL Staff provided an update on the Kansas Coaching School and the Executive Board affirmed the recommendation to cancel the August 2021 Coaching school due to the uncertainty

    Actors' Stories are a SAG Awards® Tradition When the first Screen Actors Guild Awards® were presented on March 8, 1995, the ceremony opened with a speech by Angela Lansbury introducing the concept behind the SAG Awards and the Actor® statuette. During her remarks she shared a little of her own history as a performer: "I've been Elizabeth Taylor's sister, Spencer Tracy's mistress, Elvis' mother and a singing teapot." She ended by telling the assembled audience of SAG Awards nominees and presenters, "Tonight is dedicated to the art and craft of acting by the people who should know about it: actors. And remember, you're one too!" Over the Years This glimpse into an actor’s life was so well received that it began a tradition of beginning each Screen Actors Guild Awards with a distinguished actor relating a brief anecdote and sharing thoughts about what the art and craft mean on a personal level. For the first eight years of the SAG Awards, just one actor performed that customary opening. For the 9th Annual SAG Awards, however, producer Gloria Fujita O'Brien suggested a twist. She observed it would be more representative of the acting profession as a whole if several actors, drawn from all ages and backgrounds, told shorter versions of their individual journeys. To add more fun and to emphasize the universal truths of being an actor, the producers decided to keep the identities of those storytellers secret until they popped up on camera. An August Lineage Ever since then, the SAG Awards have begun with several of these short tales, typically signing off with his or her name and the evocative line, "I’m an Actor."
