This conflict escalated during the four years of negotiations for a transition to democratic rule, and reached the status of a virtual civil war in the last months before the national elections of April 1994, significantly disrupting the election process. Although the first year of democratic government in South Africa has led to a decrease in the monthly death toll, the figures remain high enough to threaten the process of national reconstruction. In particular, violence may prevent the establishment of democratic local government structures in KwaZulu-Natal following further elections scheduled to be held on November 1, 1995. The basis of this violence remains the conflict between the African National Congress (ANC), now the leading party in the Government of National Unity, and the Inkatha Freedom Party (IFP), the majority party within the new region of KwaZulu-Natal that replaced the former white province of Natal and the black homeland of KwaZulu. Although the IFP abandoned a boycott of the negotiations process and election campaign in order to participate in the April 1994 poll, following last minute concessions to its position, neither this decision nor the election itself finally resolved the points at issue. While the ANC has argued during the year since the election that the final constitutional arrangements for South Africa should include a relatively centralized government and the introduction of elected government structures at all levels, the IFP has maintained instead that South Africa's regions should form a federal system, and that the colonial tribal government structures should remain in place in the former homelands.

Abstract Community building, as opposed to ethnicity, seems more appropriate as a unit of analysis in the study of human settlements in KwaZulu-Natal (South Africa), the Americas and elsewhere in the 19th and 20th centuries. The KwaMachi chiefdom, in the far south of KwaZulu-Natal (one of the provinces in the north east of South Africa), and other cases in the United States are being used in this essay as examples to show how complex community building has always been. Analysis of the processes of community building in KwaZulu-Natal and the Americas shows that it is often difficult to categorize people along a single line. People of various backgrounds in the regions influenced the development of their own communities. Locating my case studies of KwaZulu-Natal and the Americas within this context, I argue that official and rigid distinctions are not completely dominant due to ongoing interaction through migrations, creation and shifting of identity boundaries, and other alliances, all of which clouded and undermined ethnic homogenization. Human settlements have been shaped by diverse socio-cultural transformations in which multiple identities operated in parallel and intersecting lines, where cultures were modified as people incorporated many cultural elements at local level.

Cele University of KwaZulu-Natal Abstract This article examines the establishment of the KwaMachi chieftaincy in Harding, on the south coast of KwaZulu-Natal in the early nineteenth century. This province is often associated with popular notions of ethnic history that see all Africans living in KwaZulu-Natal as AmaZulu. This universal outlook not only fails to acknowledge the significance of the history of pre-Shakan communities, it also does not take into consideration borderland communities whose history has been shifting in time, and who should be understood in terms of their unique history. Analysis of the processes of community building in what became KwaZulu-Natal shows that it is often difficult to categorize people along a single ethnic line. People of various backgrounds in the region influenced the development of their own communities as well as the definition of “Zuluness”. Locating KwaMachi within this context, I argue on the basis of archival and oral research that official and rigid distinctions are not completely dominant due to ongoing interaction through migrations, creation and shifting of colonial boundaries, and marriages and other alliances, all of which clouded and undermined ethnic homogenization. Such distinctions rarely have been incorporated into the subject literature. The construction of Zulu identity in the KwaZulu-Natal province was thus not a fixed practice; it underwent various processes defined by social and political dynamics emerging at different times in history.
