CROSCOMBE PARISH COUNCIL SUMMONS Public Notice is hereby given that a meeting of Croscombe Parish Council Full Council, to which members are summoned to attend, will be held at Old School House, Church Street, Croscombe on Thursday 22 July 2021 at 7:30pm.

The Chair will begin the formal business of the Council which is open to the public to attend. Should members of the public wish to attend, please email [email protected] for details. Public speaking time is normally restricted to 15 minutes in total (up to 3 minutes per speaker) at the discretion of the Chair. The Chair will call from those who have indicated that they would like to speak. Alternatively, written comments can be emailed and will be represented to the Council. As issues raised in public session may not relate to items on the agenda, no resolution for action can be taken. 1. APOLOGIES FOR ABSENCE AND TO CONSIDER THE REASONS GIVEN Council to receive apologies for absence and, if appropriate, to resolve to approve the reasons given LGA 1972 s85(1). 2. DECLARATIONS OF INTEREST Members to declare any interests, including Disclosable Pecuniary Interests they may have in agenda items that accord with the requirements of the Localism Act 2011 s33(b-e). (NB this does not preclude any later declarations). 3. EXCLUSION OF THE PRESS AND PUBLIC To agree any items to be dealt with after the Public and Press have been excluded from the meeting within the requirements of the Public Bodies (Admission to Meetings) Act (as amended) 1960). 4. CHAIR'S ACCOUNCEMENTS 5. FAYRE WAY TREES To consider and decide upon a course of action on the problem caused by large trees on Fayre Way. 6. THE PROPOSED CLOSURE OF ST ANDREW'S WARD, WELLS Emma King: Presentation of the loss of local mental health facilities from Wells to Yeovil. See Annex 1 To consider supporting the campaign to retain and improve St Andrew's ward in Wells by contacting the CCG to state opposition to the proposal to close it. 7. MINUTES OF PREVIOUS MEETINGS i. To confirm and sign as correct record the minutes of Croscombe Full Council held on Thurs 10 June 21. See Annex 2 ii. To confirm and sign as correct record the minutes of Croscombe Extraordinary Meeting of the Council held on Weds 23 June 21. See Annex 3 iii. To debrief on public meeting procedures. 8. PARISH ORCHARD To consider and approve (or not) holding a Parish Picnic in the Burial Ground South Field to promote the memorial Orchard and to delegate organisation of the event. 9. RISK ASSESSMENT To consider and approve, (or not), the CPC Financial Risk Assessment. See Annex 4 10. CROSCOMBE PARISH PLAN i. To agree a date for the Parish Plan working group to meet to consider the Parish Plan and to consider inviting local parishioners to the working group. ii. To consider whether to pursue a consultation to gauge interest in fast broadband for the village. 11. FINANCE i. To approve, (or not), payments as listed in the Clerk's Report. See Annex 5 ii. To approve, (or not), the Current Account bank reconciliation to 14 July 21. See Annex 6 12. CLERK i. Notice Board review: To consider approval (or not) to conduct maintenance of the village noticeboards. See Annex 7 ii. To consider and decide upon an enquiry from Parish Cllr Cooke as to whether Croscombe would share costs of refurbishment of A371 boundary marker. 13. REPORTS To note progress from actions identified at previous council meetings and approve next steps including: i. Flood Committee ii. Staffing Committee a) To approve, (or not), the staff contract. See Annex 8 iii. Play Area Working Group a) To note the Play area RoSPA Inspection report and to consider whether to complete (or not) any repairs including quotes for repair of the cradle swing. See Annex 9 b) To appoint delegate to weekly inspection of play area as required by the insurance policy. c) To consider options for obtaining a loan to process play area refurbishment. iv.
