IN ATTENDANCE: Cllr M Cooke, Cllr J Reeves and Mrs L Pool (Deputy Parish Clerk). 01. APOLOGIES FOR ABSENCE AND TO CONSIDER THE REASONS GIVEN No apologies were received. 02. DECLARATIONS OF INTEREST 02.01. There was 1 declaration of personal interest in 2020/2366/VRC by Cllr J Henderson. 02.02. There were no requests for dispensation for disclosable pecuniary interests. 02.03. There were no requests for dispensation. 03. EXCLUSION OF THE PRESS AND PUBLIC There were no items for exclusion. 04. PUBLIC QUESTION TIME The meeting was held remotely. There were 2 members of the public in attendance who requested to speak on 2020/2217/OTS and 2020/2366/VRC. 05. MINUTES OF ST CUTHBERT OUT PARISH COUNCIL PLANNING COMMITTEE HELD ON WEDNESDAY 11TH NOVEMBER 2020. The minutes of the Planning Committee held on Wednesday 11th November 2020 were approved and signed. 06. APPLICATIONS FOR RECOMMENDATION All planning applications can be viewed in detail from www.mendip.gov.uk. Members of the Public are welcome to express their views at the Parish Council Planning Committee as well as direct to Mendip District Council. New House Farm, Haybridge Hill, Haybridge, Wells. 02/12/20 RECOMMENDATION: REFUSAL. The Committee Stops would like to request that a) neighbours receive notification of the application, b) a qualified tree surgeon submits report on the health of the Elm Tree (T3) before it is felled; c) there is clarification from Mendip District Council over whether the location is within a conservation area. 2020/1764 Extension requested until 1st October 2020. FUL Single storey extension on north elevation. Charlotte Worminster Farm, Worminster Lane, North Wooton BA4 4AJ Rogers 30/09/20: RECOMMENDATION: APPROVAL with condition that the proposed extension is redesigned to include material more in keeping with the main building. Stone should replace wood and the design should be more sensitive and blend better with its environment. The application should be received by the Planning Board should the planning officer disagree with the above requests. 2020/1462 Construction of a storage yard. FUL Lynsey Green Ore Farm, Green Ore, BA5 3EP Bradshaw 30/09/20: RECOMMENDATION: REFUSAL. The conditions for this recommendation were a) there was already unregulated over-development at the site; b) there was inadequate provision of run-off leading to potential pollution from various substances on site; c) there must be an independent traffic survey conducted over a week; d) no further activity is permitted on site until planning permission is decided; e) the decision should be referred to Somerset County Council given the piecemeal and pre-emptive development already undertaken. Unless a dispensation has been granted the member shall not participate in the discussion or vote on the matter or shall withdraw from the meeting as required by the Code. Cllr Maine declared a personal but non-pecuniary interest in item PPC19/042a PPC19/037 Public Forum There were no matters on which members of the public wished to speak except Dursdon Drove and Planning. The Chairman said that he would adjourn the meeting to allow the public to speak in advance of each agenda item. PPC19/038 Council Reports b) Somerset County Council There was no report as Cllr Pullin was not present. PPC19/039 Police Matters There was no report. PPC19/040 Parish Paths Liaison Officer The Clerk had been in contact with the PPLO who was unable to attend the meeting but intended to be present for the April meeting. a) Dursdon Drove It was noted that the Drove was designated as a BOAT (By-Way Open to All Traffic) thirty years previously after two public inquiries.

DOG WASTE BINS AT SOUTH HORRINGTON & GLENCOT ROAD The Committee felt that education was the best approach and that requests for dog bins will increase. It is not practical to support every request and it avoids dog- walkers taking responsibility. It was suggested that, in South Horrington, the caretaker could add signage to urge residents to dispose of waste properly, the Development agents, Firstport, could be asked and that the landowner could be contacted to add signage at the Cricket Club.

The AONB Partnership has demonstrated that despite local authority funding cuts and diffi culties to sign up to long term funding agreements all the local authority partners have been able to commit suffi cient resources to enable the Partnerships staff team to deliver a wide range of functions and projects locally and to be an effective member of the National Association of AONBs.
