Strouse. All of the presidents are represented except for Abraham Lincoln, Jimmy Carter, and Ronald Reagan. The letters and other documents relating to Abraham Lincoln have been separated into their own collection at the Free Library of Philadelphia. Older letters are generally more substantive, with more recent letters mostly being short notes of thanks. Biographical/Historical note Norman H. Strouse was born in Olympia, Washington in 1906. Strouse worked for forty years at the J. Walter Thompson Advertising Agency, then the world's largest. In 1955 he was promoted to president, and was made chief executive in 1960. He served as chairman from 1964 until he retired in 1968. He was also chairman of the American Association of Advertising Agencies and the recipient of the Gold Medal Award in advertising. After retiring in 1968, Strouse focused on collecting rare books, fine printing, and bindings. He specialized in books by Thomas Carlyle, works bound by Thomas Bird Moser, and 12th-16th-century illuminated manuscripts. He and his wife, Charlotte, founded the Silverado Museum in St. Helena, dedicated to Robert Louis Stevenson, with more than 6,000 books and other items. Strouse also wrote four books, including How to Build a Poor Man’s Morgan Library. Scope and Contents note This is a collection of manuscript letters of presidents of the United States dating from 1780 to 1993. All of the presidents are represented except for Abraham Lincoln, Jimmy Carter, and Ronald Reagan. The letters and other documents relating to Abraham Lincoln have been separated into their own collection at the Free Library of Philadelphia. Older letters are generally more substantive, with more recent letters mostly being short notes of thanks. Some highlights of the collection are published volumes with inscriptions by Theodore Roosevelt, Eleanor Roosevelt, Herbert Hoover, Lyndon B. Johnson, John F. Kennedy, and Richard Nixon. There are also printed copies of "Report upon Weights and Measures" (1821) and "Eulogy on James Madison" (1836), both signed by John Quincy Adams; an autograph book with signatures of presidents, cabinet secretaries, senators, and other politicians; Bushrod Washington's Supreme Court Commission, signed by John Adams (1798); a framed photograph of Norman Strouse; a signed framed photograph of Herbert Hoover; and transcriptions of letters of George Washington (the originals are not in the collection). The varied nature of this collection limits how useful it will be to researchers. However, because these are documents relating to the presidents of the United States, the likelihood that an individual item (or a short run of related items) could be of interest is high.     The Dutchness of the Roosevelts FRANK FREIDEL wo of the most notable of American Presidents in the twentieth Tcentury, Theodore Roosevelt and Franklin D. Roosevelt, took intense pride in their Dutch ancestry. It was the first topic that Theo­ dore Roosevelt wrote about in the opening pages of his Autobiography. Franklin sketched the family line in a paper he wrote as a student at Harvard University, and at the beginning of each of his unprecedented four terms as President took his oath of office on the old Dutch family Bible.1 Yet both Roosevelts were Dutch more in name and in tradition than in origins. Theodore, a fifth cousin of Franklin, was less than a quarter Dutch; Franklin had only a trifling percentage of Dutch an­ cestry. Both Roosevelts, despite their name, were predominantly Eng- lish in origin. There were sound reasons, both political and social, for their pride in their Dutch name. Socially there was no more prestigious pedigree in New York than to be a member of one of the old Knicker­ bocker families, tracing descent from the founders of New Amsterdam. The Roosevelts enjoyed a secure position in New York society. The political worth of a Dutch name was rather less tangible but nevertheless seemed consequential to both the Roosevelts. It was well to give the impression that one was somehow not an unadulterated blue blood of English colonial aristocracy, but rather a product of the American melting pot. Both Roosevelts had a tendency to claim as varied an ancestry as possible depending upon the ethnic origins of the group whose votes they were soliciting at a given moment.

    OFFICERS OF THE EXECUTIVE BRANCH OF THE GOVERNMENT [ 1 ] EXPLANATORY NOTE A Cabinet officer is not appointed for a fixed term and does not necessarily go out of office with the President who made the appointment. While it is customary to tender one’s resignation at the time a change of administration takes place, officers remain formally at the head of their department until a successor is appointed. Subordinates acting temporarily as heads of departments are not con- sidered Cabinet officers, and in the earlier period of the Nation’s history not all Cabinet officers were heads of executive departments. The names of all those exercising the duties and bearing the respon- sibilities of the executive departments, together with the period of service, are incorporated in the lists that follow. The dates immediately following the names of executive officers are those upon which commis- sions were issued, unless otherwise specifically noted. Where periods of time are indicated by dates as, for instance, March 4, 1793, to March 3, 1797, both such dates are included as portions of the time period. On occasions when there was a vacancy in the Vice Presidency, the President pro tem- pore is listed as the presiding officer of the Senate. The Twentieth Amendment to the Constitution (effective Oct. 15, 1933) changed the terms of the President and Vice President to end at noon on the 20th day of January and the terms of Senators and Representatives to end at noon on the 3d day of January when the terms of their successors shall begin.
