History of BNR Program
• In Long Island Sound (LIS), high nitrogen loadings caused algae growth which lead to hypoxic conditions and impaired water quality • LIS Total Maximum Daily Load ▫ US EPA approved in April 2001 ▫ Mandated a 58.5% reduction of nitrogen discharges from POTWs by August 2014 in three 5 year increments

• 6 NYC WWTPs are a major contributor of nitrogen loadings to LIS: ▫ Upper East River: Bowery Bay, Tallman Island, Wards Island, Hunts Point (LIS Zone 8) ▫ Lower East River: Newtown Creek, Red Hook (LIS Zone 9) ▫ Final Aggregate TMDL Limit Effective 2014: 44,375 lbs/d ▫ Baseline Combined East River Total Nitrogen Loadings: Combined East River TN Loading = 108,375 lbs/d TN LIS Zone 8 + (1/4) TN LIS Zone 9

• Consent Judgment between DEC and DEP ▫ Original - February 2006, Modified - June 2011 ▫ Long Island Sound Established compliance schedules for BNR upgrades at the 4 Upper East River WWTPs Provided interim step down limits and a final step down limit to achieve TMDL by January 2017 ▫ Jamaica Bay Established compliance schedules for BNR upgrades at the 4 Jamaica Bay WWTPs Provided a schedule for performance based step down limits ▫ $18 Million in Environmental Benefit Projects

NYC’s Applied Research Program
• Pilot Scale testing at 26th Ward ▫ Developed Step Feed BNR design template for upgrades of NYC WWTPs (Phase I) ▫ Determined glycerol is cost effective carbon source (Phase II) • Full Scale BNR demonstration with carbon addition at Wards Island - Battery “E” ▫ Further established design and operational guidance for Phase I and Phase II BNR upgrades • NYC invested over $70,000,000 in BNR research
