NEIWPCC 2 May 17, 2013 Outline of Presentation • Roles of the Independent Environmental Monitor • NYC Wastewater Treatment System • Background of LIS TMDL and NYC Consent Judgment • NYC Applied Research Program • Description of CJ projects • Improvements in Long Island Sound • Improvements in Jamaica Bay • Demonstration Projects 1 5/26/2017 3 May 17, 2013 Roles of the Independent Environmental Monitor • Monitor the progress of a Consent Judgment between NYC Department of Environmental Protection (DEP) and NYS Department of Environmental Conservation (DEC) • Four IEM Positions established in CSO Consent Order • Contract between DEP and NEI • Funded by DEP • Responsibilities outlined in Work plan • Project Manger from NEIWPCC/Supervisor from DEC 4 May 17, 2013 Roles of the Independent Environmental Monitor • Facilitate communication between DEP and DEC • Manage Consent Judgment deliverables • Review technical reports, contract documents, performance data and provide comments • Ensure compliance with applicable laws, regulations, and Consent Judgment requirements • Perform inspections of construction upgrades 2 5/26/2017 5 May 17, 2013 NYC Wastewater Treatment System • Owned and Operated by DEP • System Consists of: ▫ 14 Wastewater Treatment Plants (WWTPs) ▫ 426 Permitted Outfalls ▫ 96 Pumping Station • 1.8 billion gallons of wastewater treated daily 6 May 17, 2013 History of BNR Program • In Long Island Sound (LIS), high nitrogen loadings caused algae growth which lead to hypoxic conditions and impaired water quality • LIS Total Maximum Daily Load ▫ US EPA approved in April 2001 ▫ Mandated a 58.5% reduction of nitrogen discharges from POTWs by August 2014 in three 5 year increments Dissolved Oxygen concentrations in LIS Bottom Waters 3 5/26/2017 7 May 17, 2013 History of BNR Program • 6 NYC WWTPs are a major contributor of nitrogen loadings to LIS: ▫ Upper East River: Bowery Bay, Tallman Island, Wards Island, Hunts Point (LIS Zone 8) ▫ Lower East River: Newtown Creek, Red Hook (LIS Zone 9) ▫ Final Aggregate TMDL Limit Effective 2014: 44,375 lbs/d ▫ Baseline Combined East River Total Nitrogen Loadings: Combined East River TN Loading = 108,375 lbs/d TN LIS Zone 8 + (1/4) TN LIS Zone 9 8 May 17, 2013 History of BNR Program • Consent Judgment between DEC and DEP ▫ Original - February 2006, Modified - June 2011 ▫ Long Island Sound Established compliance schedules for BNR upgrades at the 4 Upper East River WWTPs Provided interim step down limits and a final step down limit to achieve TMDL by January 2017 ▫ Jamaica Bay Established compliance schedules for BNR upgrades at the 4 Jamaica Bay WWTPs Provided a schedule for performance based step down limits ▫ $18 Million in Environmental Benefit Projects 4 5/26/2017 9 May 17, 2013 NYC’s Applied Research Program • Pilot Scale testing at 26th Ward ▫ Developed Step Feed BNR design template for upgrades of NYC WWTPs (Phase I) ▫ Determined glycerol is cost effective carbon source (Phase II) • Full Scale BNR demonstration with carbon addition at Wards Island - Battery “E” ▫ Further established design and operational guidance for Phase I and Phase II BNR upgrades • NYC invested over $70,000,000 in BNR research 10 May 17, 2013 Description of NYC Nitrogen Reduction Upgrades – Phase I • Step Feed Biological Nutrient Removal (BNR) Nitrate (NO3) Nitrite (NO2) Ammonia Nitrogen Gas (NH3) (N2) Nitrification/Denitrification Step Feed BNR Aeration Tank Layout 5 5/26/2017 11 May 17, 2013 Description of NYC Nitrogen Reduction Upgrades – Phase I • Step Feed Biological Nutrient Removal (BNR) ▫ Aeration tank equipment modifications ▫ Process air system upgrades ▫ Separate Centrate Treatment ▫ Final Settling Tank enhancements ▫ Froth Control System ▫ Chemical Addition Facilities ▫ Demonstration Projects at Wards Island WPCP • Current stabilization work at WWTPs provided opportunity to integrate BNR upgrades into existing construction contracts 12 May 17, 2013 Construction Pictures Tallman Island WWTP Bowery Bay WWTP 6 5/26/2017 13 May 17, 2013 Construction Pictures Wards Island WWTP 14 May 17, 2013 Description of NYC Nitrogen Reduction Upgrades – Phase II • Supplemental Carbon Facilities ▫ Multi-point supplemental carbon addition to step feed BNR process to enhance denitrification ▫ Glycerol, byproduct of biodiesel fuel production, as cost-effective carbon source ▫ Facilities will include storage, feed, and distribution capabilities ▫ Taking place at 6 of the 8 BNR WWTPs 7 5/26/2017 15 May 17, 2013 Construction Pictures – 26th Ward Carbon Dosing Point Programmable Logic Controller 16 May 17, 2013 Construction Pictures – 26th Ward Glycerol Storage Tanks and Pumps TIN of SCT Effluent 8 5/26/2017 17 May 17, 2013 East River WWTPs Construction Status WWTP Dry Phase I Phase I Phase II Phase II Weather Status Cost Status Cost Capacity Bowery 150 MGD Complete $290,000,000 July 1, 2016 TBD Bay Hunts 200 MGD Complete $205,000,000 July 1, 2014 $8,800,000 Point Tallman 80 MGD May 31, 2013 $277,000,000 July 1, 2016 TBD Island Wards 275 MGD October 31, 2013 $235,000,000 July 1, 2016 TBD Island TOTAL 705 MGD N/A $1,007,000,000 N/A TBD 18 May 17, 2013 Actual Combined East River TN Loading Consent Order Limit Actual Performance 9 5/26/2017 19 May 17, 2013 Jamaica Bay WWTPs Construction Status WWTP Dry Phase I Phase I Phase II Phase II Weather Status Cost Status Cost Capacity 26th Ward 85 MGD Complete $133,000,000 December 30, TBD 2016 Jamaica 100 MGD June 15, 2015 $61,000,000 December 30, TBD 2016 Coney 110 MGD December 31, TBD N/A N/A Island 2020 Rockaway 45 MGD December 31, TBD N/A N/A 2019 TOTAL 340 MGD N/A $61,000,000 N/A TBD 20 May 17, 2013 Actual Jamaica Bay TN Loading 10 5/26/2017 21 May 17, 2013 Wards Island Demonstration Projects Battery E SHARON Questions?
