I am delighted to welcome you to the 2012 Aid and International Development Forum. Over 135 exhibitors are featured on the exhibition floor which is separated into seven ‘Zones’ based on the cluster themes. Conference and Workshop sessions focus on four interconnected streams: Partnerships: Sessions highlight ways in which different sectors can better work together to provide cohesive, sustainable solutions. Providing Basic Human Needs: Despite new trends and solutions, a constant focus on improving certain basic areas of development is crucial. By concentrating on solutions to water and sanitation, education, nutrition, health, and shelter, sessions will examine how best to foster development in these areas. Harnessing Policy: These sessions aim to build a bridge between the actual needs of individuals, aid agencies, aid donors and the global community and the policy that is designed to protect and empower them. Responding to global flux: We are addressing situations that are disastrous by definition, so while we can focus on best practice, standards and ideals, we must also look at current global situations and respond appropriately. The Interactive Zone presents solutions for each of the Phases of Emergency Management – practical tools to improve aid and development practices and effective delivery. Join these sessions to interact with innovative products and gain first-hand experience of how these work in the field. The Training Zone will focus on transporting equipment and providing relief safely – logistics, procurement and security of aid workers. These are designed to involve the audience, so please do lend your experience and expertise! The purpose of AIDF is to build partnerships for relief and development and the AIDF team are here to provide information and to facilitate connections. We look forward to sharing a drink with you at Wednesday evening’s cocktail reception and hope you find the event valuable and productive. I look forward to working with you in the launch of our new event in Asia- Pacific as well as this – our flagship event in Washington D.C.

SESSION June 6-7 2012 | Washington D.C. USA

Special Session Tuesday 5 June 2012 ICT Disaster Preparedness & Response Summit - Establishing Harmonized Multi-Sector ICT Solutions for Disaster Response & Development 1:00pm – 4:30pm

Welcome and introduction by David Hartshorn, Secretary General, Global VSAT Forum (GVF)

How do we create a template for harmonized ICT solutions? What are the major challenges involved?

Creating a common communications culture between stakeholders in a disaster response situation creates trust and sets a foundation for collaboration and information sharing without undermining either the neutrality of civilian international organizations, inter-governmental organizations, and NGOs and negates the need for the military to safeguard operational security information.

Many stakeholders agree that the creation of a collaborative information environment can be achieved if multiple stakeholder groups are sensitive to one another’s concerns. Resources can be more closely coordinated not only for preparedness and first-responder efforts, but also for mid and long-term reconstruction. These options increasingly include “leave-behind” infrastructure for local private, governmental, or non-governmental agencies. Such infrastructure can be used to jump-start host-nation ICT infrastructure recovery and reconstruction and can provide commercial opportunities to seed economic revitalization through ICT infrastructure development.

David Hartshorn will welcome delegates to participate in this open forum discussion and to identify the means with which closer collaboration amongst key stakeholder groups can be achieved.

Empowering Women as a Development Tool 1:45pm - 3:00pm

Be it in terms of education, sexual and reproductive health, HIV/AIDS, socio-economic security, or access to employment, there is a deeply ingrained, historical disadvantage to being born a woman. Improving gender equality represents one of the most effective ways of accelerating development. This session will examine the myriad ways in which female empowerment can foster broader economic and social development.

Sarah Craven, Chief of the Washington Office, United Nations Population Fund (UNFPA) (Moderator) Elizabeth Arend, Former Programs Coordinator, Gender Action Dr. Lucie van Mens, Director, SUPPORT Bronwyn Irwin, Senior Technical Director, Enterprise Development Programming, ACDI/VOCA Harriette Williams, New york Representative and Advocacy Officer, Femmes Africa Solidarité

Post Disaster Governance Systems – What Have We Learned? 3:15pm - 4:30pm

Immediately following disaster response, governance systems are questioned, analyzed, reformed and amended in an effort to learn and improve disaster relief for the future. The 2005 UN review of the global humanitarian system resulted in a ‘lead organization concept’ and the establishment of the cluster system. But is this the most effective approach? What do current relief governance systems actually look like, and how can we improve them for future disaster situations?

Lauren Herzer, Program Associate, The Wilson Center Scot Phelps, Professor of Disaster Science, Emergency Management Academy Steve Hansch, Fellow, Institute for the Study of International Migration, Georgetown University, Associate Faculty Member, John Hopkins School of Public Health

NGOs and Civil Society Working in Harmony with the Military 4:45pm - 6:00pm

In the face of historical differences, the military and security sectors, aid organizations and governments traditionally associated with humanitarian response are working together in an increasing number of situations and with increasing success. As mandates cross-over, continued partnership is essential. This session will examine examples of coordination, areas for improvement and will outline the need for more mainstream recognition of the vital role the military and security sectors can have in facilitating development.

FOCUS STREAM: Providing Basic Human Needs

Wednesday 6th June, 2012

Water & Sanitation 10:00am - 11:00am

Addressing the developmental challenges in delivering a sufficient level of clean water and sanitation systems requires a coordinated and strategic framework, particularly when responding to emergencies. This session will examine best practice and sustainable solutions in international efforts to improve access to water and sanitation to date. What can be learned from past successes and failures to develop a more comprehensive, collaborative, structured approach?

Jeff Brown, Division Chief, Development Innovation Ventures, USAID (Moderator) Julia Bucknall, Water Department Sector Manager, World Bank Lisa Schechtman, Head of Policy and Advocacy, WaterAid America Dr. Chris Williams, Head of the Washington Office, UN-Habitat Dr. Mark Smith, Director, Global Water Programme, International Union for Conservation of Nature Barry Kroon, Managing Director, USA International Procurement Agency, Inc. Scott Griffin, Chief Sustainability Officer, Greif, Inc.

Education 11:15am - 12:30pm

Education has become increasingly acknowledged as a major influence in humanitarian response, given its ability to improve long-term development across many sectors, as well as its importance in early recovery after conflicts and disasters. Amidst a global push to realize the MDG on primary education, there is recognition that by providing water, sanitation, food and healthcare in schools, many development challenges can be addressed in the same location. This session will examine the means through which integration of organizations working to improve education – as well as organizations working across other areas of development – can bring about significant advances.

Ben Barber, Freelance Journalist (Moderator) Sergio Ramirez, Senior Program Director, FHI 360 Dr. Fred Mednick, Founder, Teachers without Borders Dr. Lori Heninger, Director, Inter-Agency Network for Education in Emergencies (INEE) Radwan Chowdhury, Founder and CEO, UDiON

Nutrition 1:45pm - 3:00pm

Improving nutrition is not a standalone issue – improving responses to malnutrition and technical cooperation must be considered across the many areas of development that have an effect on the nutritional capacities of a community. This session will consider how best to improve global nutrition, including long-term policies, cooperation with the private sector, immediate response

Health 3:15pm - 4:30pm

Humanitarian crises not only have an immediate effect on health, but also compromise the ability of healthcare systems to respond to the longer-term needs of the communities they serve. This session looks at how to engage with actors at all levels working together to mitigate the effects of disasters on healthcare and, in the longer term, to improve the capacity of communities to work together to advance developments in health. Speakers will seek to identify the most effective ways to ensure effective, well-coordinated healthcare.

Ben Barber, Freelance Journalist (Moderator) Dr. Cecil Wilson, President-Elect, World Medical Association Dr. Kathy Douglas, Senior Project Officer, NEPAD/COHRED’s Research for Health Africa Karl Hopmann, Presiden and CEO, Population Services International Ann Canavan, Director of Health Policy and Practice, International Medical Corps Rae Galloway, Senior Nutritionist & Technical Lead in Nutrition for the Maternal, Infant and Child Health Program (MCHIP), PATH

Shelter 4:45pm - 6:00pm

Standards of emergency shelter solutions have a considerable influence on the health standards, sanitation levels and broader living conditions of the most vulnerable. The necessity of different shelter responses to different situations requires coordinated strategies for immediate relief, training and construction, and for appropriate long-term shelter reconstruction – this session will examine the challenges of integrating these needs into a comprehensive shelter strategy for humanitarian organizations.

FOCUS STREAM: Phases of Emergency Management

Wednesday 6th June, 2012

Prevention, Mitigation and Preparedness 10:00am - 11:00am

In order to decrease a community’s vulnerability to natural disasters it is important for prevention, mitigation and preparedness initiatives to be in place in order for communities to respond rapidly and effectively. Mitigation and preparedness efforts attempt to prevent hazards and lessen the impact of disasters. Planning includes risk analysis, evacuation regulations, communication plans, maintenance of emergency services, population warning systems and personnel training.

John Leach, Chief Operating Officer, Shelterbox (Moderator) Kieran Battles, Vice-President of Global Marketing & Communications, FrontierMEDEX Brian Lasagna, Vice-President, Sales and Services, MissionMobility, LLC Glenn Reese, Senior Product Manager, Monitoring Solutions, DigitalGlobe Alan Cymberknoh, Project Director, SpareOne

Disaster and Response 11:15am - 12:15pm

The response phase of an emergency starts with search and rescue; the focus will quickly turn to fulfilling the basic human needs of the affected population. Effective coordination in the aftermath of a disaster is crucial and includes supplying shelter, sanitation, water supply, as well as establishing effective communication and logistics infrastructure.

John Abood, Team Leader/Contracting Officer, Transportation Division, Office of Acquisition and Assistance, USAID (Moderator) Douglas Owen, CEO, Disc-O-Bed Maris Jaunakais, Water Quality Consultant, Industrial Test Systems Inc. Early Recovery and Reconstruction 1:45pm - 2:45pm

After the immediate threat to a community has subsided, the recovery phase begins. It is important to have a stable communications and logistical infrastructure in place in order for organisations to work together and ensure the most effective path to full recovery. Short term response measures must transition into long-term, permanent reconstructive solutions and must take into account effective financing and suitability in accordance with mitigation and preparedness initiatives.

Landmine Action and Cluster Munitions 10:00am - 11:00am

Landmines are one of the most dangerous weapons currently in use and arguably affect civilians more than they affect military operations, posing a threat long after a conflict is over. This session will situate the need to take action against landmines and cluster munitions within the broader context of humanitarian responses and cooperation for long-term development, examining practical steps to address existing threats.

Ann Peters, Director of Development and Outreach, Pulitzer Center on Crisis Reporting (Moderator) Dr. Ken Rutherford, Professor of Political Science and Director of the Center for International Stabilization and Recovery, James Madison University Jamie Franklin, Director of the Americas, Mines Advisory Group Jose de Arteaga, Vice-President, Landmines Blow Steve Hansch, Fellow, Institute for the Study of International Migration, Georgetown University, Associate Faculty Member, John Hopkins School of Public Health

Emergency Telecommunications 11:15am - 12:30pm

Humanitarian emergencies are becoming increasingly complex. With each disaster there are more people who need urgent assistance, spread over a larger physical area, in a more insecure operating environment. In these situations, efficient and effective Information and Communications Technology (ICT) services are vital. Since the 2005 establishment of the Emergency Telecommunications Cluster (ETC), user requirements in the field and technology available have evolved significantly. To meet these compounding demands, the government and private sectors are becoming involved in humanitarian ICT initiatives, developing partnerships and innovative solutions to address these new challenges. With examples of actual projects, real emergencies and new tools, in this session key ETC partners will assess the impact of ETC services on the humanitarian community, as well as identify gaps and opportunities that need to be filled.

FOCUS STREAM: Harnessing Policy for Effective Delivery

Thursday 7th June, 2012

Road Safety: ‘Child vs Road’ 10:00am - 11:00am

The number of road fatalities is rapidly increasing in developing countries, representing the leading cause of death amongst children and young people worldwide. While aid and development agencies focus on child health and education in children to the age of five, subsequent and preventable road deaths hinder progress towards developmental targets. This session will examine how aid and development organizations can and must deliver the technical assistance that will improve road safety, and provide long-term solutions to an issue that is so easily preventable.

Paul Jansen, Executive Director, Fleet Forum (Moderator) Peter Khaemba, Grants Manager, USAID Dr. Bella Dinh-Zarr, Road Safety Director, FIA Foundation

Fleet Management Standards – Improving Fleet Management Practices in Humanitarian Organizations 11:15am - 12:30pm

Spending on vehicle fleets and management is now recognised as the second highest financial overhead for the vast majority of humanitarian agencies after personnel. In the interests of reducing administration costs, however, many agencies do not have sufficient fleet management strategies or practices and money is wasted. In the interests of maximizing funds, aid agencies must become accountable and develop a more professional approach to improve the safety, environmental impact, management, and efficiency of their fleets. At the same time, donor organizations have a responsibility to hold agencies that they fund to account. This session will look at the current situation, steps to improve it and at case studies of successful, accountable fleet management.

How Best to Address Climate Change Without a Global Deal 1:45pm - 3:00pm

Mitigating the effects of climate change on the environmental capacity and security of vulnerable economies represents one of the principal challenges of modern day development, with climate change causing increased poverty, health risks, housing challenges and agricultural crises at unprecedented levels. This session will assess how best to alleviate the wide-reaching consequences of environmental degradation on developing countries, and improving the effectiveness of humanitarian responses to disasters caused by climate change.

Neeraj Prasad, Manager, World Bank Institute on Climate Change (Moderator) Dr. Andrew Steer, Special Envoy for Climate Change, World Bank Loren Labovitch, Director, Environment and Social Assessment, Millennium Challenge Corporation (MCC) Alexander Ochs, Director of Climate and Energy, The Worldwatch Institute Dr. Samuel Lee Hancock, President and Executive Director, EmeraldPlanet

Finance for Development 3:15pm - 4:30pm

Development finance, trends, regulations and sources of financing are changing rapidly. Financing flows to developing countries now increasingly come from emerging economies, notably the BRICS (Brazil, Russia, India, China, and South Africa) as well as independent trusts, such as the Bill & Melinda Gates Foundation. Traditional providers of development finance are becoming innovative in response to a changing terrain that includes increasing private sector financial flows. There have been important impacts on financial sectors and governments in many developing countries as a result. This session will examine these trends, sources and challenges of development finance as well as the means to ensure that money is spent for the maximum long- term benefit of local communities.

Security of Personnel in the Field (Cluster) 11:15am - 12:15pm

In the last few years, the frequency and quantity of security incidents involving humanitarian workers has steadily grown. Humanitarian staff working in the field are both injured and killed all too often. While this is not new, it is not acceptable. Humanitarian organizations have a responsibility to protect their staff, and aid workers have a responsibility to protect themselves. This session brings experts together to address the reasons for the increase in security incidents involving humanitarian workers and how individuals and organizations can protect themselves against increasing risks.

How Can You Better Your Relationships with Procurement Managers? (Exhibitors) 3:15pm - 4:15pm

This session, for Exhibitors only, is intended to give vendors an audience with the purchasers, procurement managers and contracting officers they want to meet. On both sides, a lack of understanding of the necessary needs and requirements can lead to wasted time and funds. The panel will talk frankly about how companies can best work with their particular department. What are they looking for? What should you stay away from? How can you increase your business, your productivity and your popularity amongst the buying community?
