Backing the homebuyersin their fight against builders which duped them and facing insolvency proceedings, the Centre on Tuesday told the Supreme Court that there was no illegality in amendment brought by it in Insolvency and Bankruptcy Code(IBC) to give them a say in the proceedings by classifying them as financial creditors like banks. Responding to a batch of more than 140 petitions filed by different real estate companies challenging constitutional validity of the amendment in IBC, the Centre filed its affidavit in the apex court and said that the law was amended to protect the interest of lakhs of home buyers who had invested their hard earned money to purchase flats but were cheated by the companies. It said that amendment was brought after the apex court itself had in 2017 expressed concern over the plight of homebuyers and had said that they should be represented in the Committee of Creditors under IBC. During this period, the TISS developed baseline data on social, demographic, economic, cultural and environmental aspects of individuals, families and communities in 33 villages in Akkalkuwa and Akrani tehsils of Dhule (now Nandurbar) district, and tracked changes in the habitat and life conditions of people shifted from Manibeli, Dhankhedi, and Chimalkhedi villages to Parveta (one of the earliest resettlement sites in Gujarat). While TISS moved out of its monitoring and evaluation role in 1994, it continued to track the progress made on various aspects of the SSP. Dam height has been steadily increasing and reached 121.92 m in October 2006; the final and pending phase of installing radial gates will take the dam height to 138.68 m.

    WHAT HAPPENED IN GUJARAT? THE FACTS The following narrative draws from various sources: newspaper reports, fact-finding missions and other reports which came out after the Gujarat carnage. It pieces together the sequence of events that occurred in and around Godhra before, on and after 27th February 2002 (the incident that allegedly sparked off the ensuing communal violence in the State of Gujarat), and details of the extent and nature of the terrible violence against Muslims in Gujarat in the months that followed. I. Setting The Context: Before 27 February 2002 History of Communal Tension in Godhra The town of Godhra in Gujarat has a long history of inter-community tensions stemming from the fact that in 1947, when India achieved independence and was partitioned to create Pakistan, thousands of Hindus fleeing Pakistan settled in Godhra, and vented their anger at Godhra’s Muslims, burning their homes and businesses with truckloads of gasoline. Since then, government officials have deemed the town one of the country’s most “communally sensitive” places in India. In the 1980’s and again in 1992, it was wracked by riots initiated by members of both communities. Today Godhra, a town of 15,000, is evenly split between Hindus and Muslims, most of whom live in segregated communities separated in places by train tracks. There is little interaction between them and both regard one another with suspicion. The Temple at Ayodhya: A Cause for Tension During the Kumbh Mela (an annual Hindu religious fair) in January 2001, the VHP (Vishva Hindu Parishad – World Hindu Council) ‘Dharma Sansad’ (Religious Council) decided that the construction of a Ram Temple on the site of the Babri Masjid (ancient mosque built on the site of a demolished temple, finally demolished by Hindu activists of the VHP and other right wing forces on 6 December 1992) would start on March 12 of 2002.

Vol. 52, Issue No. 52, 30 Dec, 2017 In the Gujarat assembly elections 2017, political parties indulged in tokenism vis-à-vis selection of women candidates and foregrounding a mandate for women’s development. The BJP’s rhetoric of “vikas” and Congress party’s experiment of bringing together three dissenting groups for inclusive development will unravel in time. Usually, comments on the results of state legislative assembly elections focus on different factors, formula, strategies, campaign content, and political actions of the winning political party, and limitations of the losing political party(s) and independent candidates. The usual units of analyses, in this process, are: caste calculations, performance in rural and urban areas and different regions of the state, electoral statistics regarding poll percentage, voting shares, patterns of voting, etc. This commentary seeks to examine the results of Gujarat elections 2017 in lieu of women’s participation and development, and also to highlight the role and relevance of little understood protesting groups and social movements in Gujarati society.
