Finance I am delighted to announce that for the sixth year running, CycleSport Victoria has returned a trading surplus and we have achieved what I believe is an excellent result. I commend the ongoing work by the Board and Staff in keep ing costs to a minimum with a special mention to Trevor Wilkie. As Finance Director he has ensured that CSV remain accountable, whilst ensuring that the membership is being serviced and the staff are working in comfortable conditions. We now approach a ver y important period at our new home where we face a considerable increase in costs, especially whilst setting up the facility. In terms of significant purchases that have been made, the timing equipment for DISC has been purchased, two new computers, new colour printer, new race radios along with a new refrigerator for the office.

Membership CSV continue to place an emphasis on their servicing of the membership. We continue to explore all avenues in order to provide a greater level and range of servicing to our members. There has been a new website set up and continues to lead the field in providing up -to-date information relevant to our membership. The website is an excellent resource for our members along with the general public and now with the int rod uct ion of on -line entry, we have received some excellent feedback on the convenience and reliability of race entry via this method. In terms of membership figures, we are down on last year’s total by 31 members after increasing the figure by 207 last year. In terms of where the shortfall comes, Victoria follows the National trend in that 15’s and 17’s continue to fall. This is a matter which is high on the agenda at National level and an issue which will no doubt be heavily discussed at the November Council m eeting of the ACF. This figure represents the first overall drop in membership for four years. CSV have an additional 500-od d Aud ax members affiliated with it on top of this figure.

Vodafone Arena It was encouraging to see that in the fourth season of promo t ions at Vodafone Arena there was finally a small surplus returned by the promoters. Albeit that it was due to severe cost cutting and not because of an increase in crowd numbers. With Cyclists International looking down the barrel at one point, it is exce llent 2003 – 2004 Annual Report CycleSport Victoria to see that they have put up their hand to run another track season at Vodafone Arena this season.

Darebin International Sports Centre Construction has almost been completed at the Darebin International Sports Centre and we are likely to be racing o n t he new track in January 2005 for the Victorian Track Championships. The Licencing Agreement with City of Darebin has been signed after a few modifications have been made to a few areas of concern which were identified. We have had a reasonable resp onse from the clubs and the sub -committee have met with those who have demonstrated an interest. Now that we have a firmer date in mind for track completion we can now work towards finalising the individual agreements. We intend to have open racing every Friday night through the Summer and will be racing right throughout the Winter season with endurance points and madison racing. If the Winter racing proves popular then we intend to take this up to two nights per week.

Major Events World Track Championships – As you are all aware, Melbourne hosted the World Track Championships in 2004 and the event was very successful. This was probably Melbourne’s greatest ever track racing event, complemented by excellent fields and world class racing. It was a great lead up t o the Olympics in Athens as the Australian team proved. The event returned a surplus to Australian Cycling of approximately $90,000. It is hoped that Victoria will see a component of this money for our work with the bid and the budget.

Womens World Cup – In 2004 this event was again a success with some excellent racing. This will be on again in 2005. CSV have been and once again will be heavily involved in the conduct of this event .

Victorian Cyclist of the Year – The 2004 awards night was quite w ell sup p orted and in 2005 we hope to increase the level of attendance when it is hosted at DISC. We would hope to see our members to continue to support this event. I would like to thank the Maillot Jaune club, especially John Green for their assistance w it h t his night. Also the work of the sub -committee once again this year was tireless from David Good, Mathew Wright and Christine Bell. We are looking at potentially holding the event in June next year.

2003 – 2004 Annual Report CycleSport Victoria Racing/Officials This is the reason why CSV exists and withou t open racing, especially on the road, its survival would be severely jeopardised. I would like to thank all the clubs and promoters involved in Victorian Open Racing, ensuring that we do have the best calendar in Australia. I wish to thank Ian Maher and Steve Peterson for their work from the office helping to ensure that the job of our officials is made easier and our riders’ experience is a good one. While on the officials I would like to thank them all for their hard work at open level but also club level. Without our officials to umpire our sport and ensure the safety of our riders, the sport simply would not exist. It is encouraging to see that over 170 members have chosen to undertake the club commissaire accreditation.

Premises As you are probably aware, our offices have been re-located to the new DISC from our temporary home at William St in West Melbourne. This has led to a new security and phone system and it is good to see that the staff will finally be operating in comfortable conditions. Now t hat we are in a permanent home we can now begin to look towards setting up the facility, incorporating a memorabilia display. There has been a contribution from CFAC of around $20,000 which will go towards the setting up of this display. If there are any m embers with any older items which they would like to see displayed in the collection I would encourage them to pass these onto the office.

Development Once again we have had a rollover of Development Officers this year and Warren Vigor has now replaced Kerrie Baumgartner. The Schools Championships were once again conducted in 2004 with over 700 entries. The key is to find out exactly how many of these participants are joining cycling clubs after the Championships and this is something we must focus on in future Championships. I would like to thank all the clubs which assisted in the conduct of the zone finals and to the Maillot Jaune who once again donated $2000 towards prizemoney. With DISC, we are now presented with some exciting opportunities for develo pment for all ages. Warren’s position should prove to be very busy in the coming seasons. His first development camp proved to be extremely successful with 53 participants, after previous camps had been cancelled due to lack of numbers.

Staff 2003 – 2004 Annual Report CycleSport Victoria

CSV is f unct ioning very successfully at present and much of this comes down to the commitment and dedication shown by our staff members. Ian Maher, Steve Peterson and Amy McCann have performed admirably throughout the year in the conduct of their various duties and Warren Vigor in the short time he has been with us has been very busy, working on his various projects. Their roles will no doubt expand and develop once DISC is fully operational and it promises to offer a major challenge to them and one which I hope they can embrace.

Volunteers A special thankyou goes to all the volunteers, of which there are many in cycling, whose time and dedication spent around events and within clubs is much appreciated. The sport would not be anywhere near the position it is in at present if not for the tireless efforts of these people. Club officials, marshalls, commissaires etc are all unpaid positions, but are of vital importance in the ongoing work of this organisation and Victorian Cycling.

CSV Board I would like to take this opp ortunity to personally thank the Board for their work this year which has seen Victorian Cycling once again taken to another level. The sport continues to improve in this state and the directors of this organisation play an important part in the direction we stride. I would like to thank the members for showing their overwhelming confidence in the Board and taking the correct steps in ensuring that the right people are in place to advance our sport.

2003 – 2004 Annual Report CycleSport Victoria EXECUTIVE OFFICER’S REPORT

My report focuses primarily on the racing and administration side of Cycle Sport Victoria.

Our Victorian Junior Track Team once again dominated the Junior Track National Championships, which were held in Launceston, Tasmania from 5th t o 8th March 2004. 21 Riders represented Victoria, with 13 gaining medals. Victoria won 12 of the 21 events which equals 57.14% of the Gold Medals. Of the 63 medals, Victoria won 22 medals which equals 34.92% of all the medals. The team won 12 Gold, 8 Silver & 2 Bronze medals to receive the “Ray Godkin Shield” for the fourth year in a row as the Champion State with 94 points. Sarah Humphries in the under 17 Women set a new Australian record in the 500mt Time Trial. Georgina Freeland in the Under 15 women was awarded the “Cham p ion of the Carnival”. Georgina won medals in the 1 Lap Tim e Trial, 5km Scratch Race, Sprint & 500m t Tim e Trial.

Our Victorian Senior Track Team then were very successful at the 2004 National Senior Track Championships, which again were held in Sydney . The t eam won 9 Gold, 5 Silver & 4 Bronze medals. Congratulations to Daniel Thjorsen who was named the “Champion of Champions” at the conclusion of the Championhsips winning 4 Gold & 2 Silver m ed als. Also, congratulations to Michael Ford who won the George Adams Trophy for the most outstanding ride at the Championships. Michael in the 3000mt Individual Pursuit, set a new World Record of 3:17:775 breaking the previous record held by Bradley McGee since 1994 (3:19:878)

Victoria also won the W J “Bill” Young Trophy by winning the Mens 19 Team s Pursuit. For the second year in a row Victoria was presented with the Norm Gailey Trophy for the State accumulating the most points at the National Road & Track Championships.

Congratulations also to Daniel Thorsen, Michael Ford, Shane Perkins, Mitchell Docker & Simon Clarke on being selected to 2003 – 2004 Annual Report CycleSport Victoria represent Australia at the 2004 Junior World Championships, held in Los Angeles in July 2004.

Bradley Norton, Michael Ford & David Pell were selected to represent Australia at the 2004 UCI World Cup in Sydney in May 2004.

The 2004 Road Season & 2003/2004 Track Season were both very successful with entries once again up for “Opens”.

I w ould like t o t han k the clubs & promoters for their co -op erat ion throughout the year in assuring that all events went smoothly. A special thanks to all the officials & volunteers, without you the sport could not carry on.

Again in 2004, the Victorian Schools Cycling Championships Finals were held in conjunction with the stage at Geelong. This allowed the students competing in the finals to stay and watch the best riders in Australia & Overseas competing.

I would like to take this opportunity to thank the st af f .

Steve Peterson – Administration Manager Steve has been a great support to me during the year. He attends all Board, Executive plus Disciplinary & Appeals Committee meetings and handles all inwards and outwards correspondence. Steve has been responsib le for applying and managing grants from Australian Cycling Federation, Australian Sports Commission & Department for Victorian Communities. One of Steve’s tasks is to make sure that all members are entered into “Open” events, this means he overseas the “On Line Entry System ” which has been very well received by all members. Once again in 2004 Steve has been heavily involved in the Victorian Schools Cycling Championships travelling tom Hamilton, Wangaratta, Warragul, Dandenong & Beaconsfield to assist our Development Officer. Steve has an ongoing role with Monash University with the $30,000.00 grant given towards a Market Research Project by the Department of Victorian Communities. The transition from William Street, West Melbourne to our new hom e at DISC w o uld not have been possible without the amount of time that Steve devoted to the move. Now that we have moved to DISC, Steve will become the Operations Manager for the Velodrome.

Amy McCann – Financial Manager Amy has been of great support during the year in her role as Financial Manager. Amy has done an excellent job in controlling and monitoring the finances of Cycle Sport Victoria. Amy also looks after the Term Deposits that are held at the Commonwealth Bank. One of the most important role performed by Amy is processing and monitoring the membership of Cycle Sport Victoria both members and affiliated clubs. Amy took on a big task in 2004 producing the 2004 Road Fixture and just recently the 2004/2005 Track Fixture. Congratulations must be given to Amy for a magnificent job in both publications. As well as designing, structuring and negotiating aspects of the program, Amy was able to attract new sponsors to advertise in the fixtures. Another role that Amy performed during the year was to co - ordinate the Cyclist of the Year Awards Dinner held at the Moonee Valley Racing Club.

It has been a pleasure to work with a very committed Board over the past 12 months, which once again allowed Cycle Sport Victoria to return a profit for the 2003/2004 year. I must touch on t w o Board members in particular this year. President, Joe Ciavola continues to amaze me with his passion and dedication for the sport. Joe would spend at least 30 hours a week of his time attending meetings with Victorian Government, Victorian Police, MOPT, Board, Executive and looking after the interests of Victorian Cycling . Vice President of Finance – Trevor Wilkie is a breath of fresh air to our organization. Trevor a former businessman,has spent countless hours in this role, controlling and monit oring t he finance of Cycle Sport Victoria.

Another big year is coming up in 2004/2005 with Victoria being granted the National Junior Track Championships as well as the National Masters Track & Road Cham pionships in March 2005

VSCC This year the Zone Finals were conducted from the 23 rd August t o t he 17th of October. With the State Final Road Race prior the Herald Sun Tour on the 17th of October. The MTB State Final was condu cted at the Dallas Brooks Scout Camp in Upper Beaconsfield on the 31 st of October.

A total of 700 students participated in the Zone finals. 52 in the East Metro 65 in Gippsland 69 in the Border Region 134 in the Midlands 48 in the Mallee 91 in the South West Coast 80 in the Northern and Western Metro 161 in the South Metro

The South Metro Zone won 50 % of all medals available in the Criterium State Finals, which included 9 Gold from the 16 categories. All other Zones picked up between 2 and 6 medals per zone

M2006 Commonwealth Games In September I met with representatives from Bicycle Victoria, Berwick HPV and Cycling Club and the RACV at the request of the M2006 Games Promotion Committee. The aim was to establish a Partnership between us all to be involved in a Cycling Festival “Green Grand Prix” at Albert Park Lake in 2006. As a pre games Demonstration Event funded by M2006.

Casey-Cardinia HPV and Cycling Project I have met with the Berwick Secondary College in support of their VicHealth Active Particip at ion – Partnership Grant Application, to form a Cycling Club to enhance their Cycling Projects. At this stage they believe their Grant of $30.000 will come to fruition in December 2004.

Getting Involved ( Council coordinated pre Games related activities ) In October Steve Peterson and myself met with the Darebin City Council as part of their application for funding from the State Government to be involved in the Games related activities that we could be incorporated in.

2003 – 2004 Annual Report CycleSport Victoria Development Camp 27, 28 and 29th of September 2004 Held at the Lady Northcote Camp, Rowsley Vic I had 53 participants for the camp ranging from the under 13’s to the under 17’s. Of which there was a total of 16 girls.

Additional coaches were Cameron McFarlane, John and Vicki Beasley. Volunt eer s included Lee McFarlane, Geoff Clark, Dylan Newell and Hannah Bush.

Skills Coaching Courses I assisted Lyn Heritage conduct one course on Sunday 20 th of June in the transition period between Kerry and myself as SDO. I have since held another co urse in Bendigo which had 15 participants successfully qualify as Skills Coaches.

ParticPACTION Day On November 7th I represented CSV and assisted the Bendigo and District Cycling Club promote our sport at this “ Sports Expo”

FINANCIAL REPORT

T Wilkie, as CSV financial director, reported on the accounts. He stated that the auditor had recently presented CSV’s financial 2003 – 2004 Annual Report CycleSport Victoria statement which has seen a net profit of almost $25,000. He added that the Board was satisfied with the current fi nancial situation and explained that there needed to be consideration made for a number of capital costs associated with the setup of DISC associated with timing equipment, bike storage and rider seat ing.

D Armstrong questioned what was to be done with th e rid er credits? T Wilkie stated that this has now been taken down by CSV as revenue, being that it has been over three years since there has been any money claimed by riders.

2005 JUNIOR/MASTERS CHAMPIONSHIPS

Laurie Norris, as event director of the Masters Road Championships reported on the progress of the sub -com m it t ee on the preparation for the event. He st ated that the track for both the Juniors and Masters would be at DISC with the Masters racing in the morning and the junior racing in the evenings. He added that the only exception to this was with most of the interstate junior teams wanting to leave for h ome on the Saturday, they are being run in the morning on that particular day. He reported that the permit applications had been made to the Macedon Ranges Shire Council in order to host the event in Lancefield. He discussed the format of the road racing, w it h t he Criterium being held on the Sunday, Time Trial on Monday and the Road Race to be held on the Tuesday. He stated that we needed more people to volunteer to assist with the Championships, especially with the Road Championships, with the number of marshalls required.

2004 OCEANIA CYCLING CHAMPIONSHIPS

B Langley, as event director, reported on the progress of the planning for the Championships. He stated that the event was being held over December 3,4,5 in conjunction with the Melbourne Cup on Wheels on the Saturday night. He stated that we were looking good for officials and volunteer numbers but 2003 – 2004 Annual Report CycleSport Victoria stated that if there were more looking to be involved they could contact him.

VICTORIAN BICYCLE ADVISORY COUNCIL

Bob Beattie, as CSV’s representative on the committee reported on the Committee’s progress over the past year. He stated that there had been considerable work completed by the committee to build cyclists awareness this year. There has also been work on the release of various forms of cycling dat a to the public. The committee has also put in place an environment where there is ongoing negotiation between Police, major promoters and CSV. Hell Ride issues have also been discussed between these authorities and he suggested that most people would be w ell aware of the TAC and Victoria Police team and ongoing initiative put together. He stated that the committee was now looking at the option of ‘dob in a mobile phone user’. B Beattie called for any questions from the floor.

I ANNOUNCEMENT OF ELECTION RESULTS

I Maher, as returning officer reported on the outcome of the elections. He stated that of the 2087 ballot papers sent out to all members over the age of 18, 508 valid ballot papers were returned, with 34 invalid papers being returned.

He stated that on Tuesday, 26th October, the envelopes were opened and the ballot papers counted. It was added that Jim Taylor had chosen to have George Nelson represent him as 2003 – 2004 Annual Report CycleSport Victoria scrutineer, Troy Tyler to represent Joe Ciavola as scrutineer and David Nairn to represent John Nicholson as scrutineer.

He stated that the first election to take place was for that of President. He returned the following results:  John Nicholson 153 vot es  Joe Ciavola 319 vot es o inf orm al 36 vot es Total 508 votes

It was stated that the ballot had been returned in favour of Joe Ciavola and that he would be duly elected as President until November 2006.

He stated that, as there had been six nominations for the three Board positions which were up, an election was conducted for the positions of three ordinary Board members. It was stated that the ballot had been returned in favour of Trevor, Jim and Greg had that they have been duly elected as Board members until November 2006.

INDEPENDENT APPEALS BOARD

J Ciavola stated there had been a call for expressions of interest in the Independent Appeals Committee. He stated that the office had received three nominations from Carl Cubitt, Malcolm Sawford and Trevor Smith. There were no further nominations from the floor. It was added that Neville Williams and Karen O’Callaghan were happy to continue.

Moved that Carl Cubitt, Malcolm Sawford, Trevor Smith, Neville Williams and Karen O’Callaghan be adopted as the Independent Appeals Board for 2004/05.

K TO APPOINT AN AUDITOR

J Ciavola stated that Don Willing had completed the audit of CSV for the last financial year under his own name, Don Willing and Associates and that the Board and Financial Director were happy for him to continue.

Moved that Don Willing & Associates be adopted as the auditor for the 2004/05 year.

L GENERAL BUSINESS

1. Constitution Changes

J Ciavola stated that h e would hand the floor over to K Mueller to discuss the proposed constitutional changes. J Glennon stated that he wished to step down from the Board at this p oint .

K Mueller stated that there had been some problems faced with the constitution, in that th e recent changes which had been passed at the August Council meeting were invalid because there had been previous changes made to a previous version of the constitution by postal vote, which by Consumer Affairs Victoria, had been deemed an invalid method o f p assing 2003 – 2004 Annual Report CycleSport Victoria resolution. K Mueller stated that this has meant that the constitution we are working off is the 1997 constitution. He added that this would mean that all decisions made by Council since 1997 had to be now approved.

K Mueller stated that there h ad been issues with particular points on the constitution that Doug Armstrong had raised with him and has indicated that he wished to oppose them. K Mueller stated that he would raise these points but first called for the constitution be adopted, apart fro m the points raised by Doug Armstrong.

Moved that the 2004 Draft constitution be adopted as the current document apart from points 7.3, 13.2, 13.6 & 17.2 which are to be discussed and voted on

K Mueller raised the matter of co -opting members onto the Board. He stated that the Board strongly felt that it would enhance the performance of the Board if they were able to co - opt members with specific abilities onto the Board, enabling them to handle a particular po rtfolio which they may be strong in. He added that the ACF currently had a similar system which saw the majority of the current Board taking up co - opted positions. J Glennon stated that he felt that it would enable for the Board to be stacked. There was st rong opposition to J Glennon’s comments and it was felt he needed reminding that we are running a sporting organisation here and not a multi-national corporation.

K Mueller stated that as per the 97 constitution, each club’s delegate and only each club wo uld be permitted to cast a vote. He then called for a vote on whether the constitution should allow for members to be co -opted onto the Board.

It was passed that there would be an insertion made to the constitution which would allow for the Board to co-opt members on.

K Mueller stated that he would now go through the opposed points for each to be discussed and voted on.

He stated that the first matter was 7.3 which referred to the Board nominating their own portfolio holders, including President.

D Armstrong spoke to his objection to this, stating that he felt the membership should be electing their President and used the example of this year’s election as t o say that the correct decision was made.

K Mueller stated that the Board felt that it would be uncomfortable for the Board to work with a President with whom they did not have confidence in. He stated that the Board are in the best position to make judg ment on whom they feel is best suited to each position, be it President, Finance Director, Vice President etc.

K Mueller called for a vote on whether the constitution should allow for the Board to appoint their own President.

As this number of votes represented more than 75% of the clubs in attendance, the decision was ruled in favour against the Board appointing their own President.

K Mueller presented the next point of exclusion to the floor for discussion and a vote, being 13.2 & 13.6 to be held together.

K Mueller began by saying that the Board felt that the bigger clubs should hold more power as they were representing a larger membership. He stated that this is why t here was a point included allocating a number of delegates to each club, depending on their number of members. B Dove spoke for this motion saying that he felt the bigger clubs should hold more vot es.

D Armstrong spoke to his objection of this inclusion i n t he constitution, stating that he felt that the smaller clubs should not get out -voted by bigger clubs. He also felt in relation to 13.6 that Board members should not be allowed to vote at State Council and AGM.

As this number of votes represented more than 75% of the clubs in attendance, the decision was ruled in favour against larger clubs being afforded a greater number of delegates and against the Board attracting voting rights.

K Mueller stated that final exclusion which D Armstrong would like to see made relates to the proxy system.

D Armstrong stated that he felt proxy votes should be allowed, because smaller clubs which may not be able to attend meetings in Melbourne are still allowed the opportunity to put their opinion forward and vote on resolutions. B Cronin spoke against the proxy votes. J Taylor also spoke against them, stating that more than often the clubs being represented are ill-informed, especially seeing as they are not in attendance to hear discussion on the matte prior to the vote being taken. K Mueller added that D Armstrong, even though he may have good intentions, is able to control all decisions made on the night by gathering proxy votes.

2. Overnight Expenses

Kevin Atkins stated that he felt that there should be a review conducted by the Board for the allocation of overnight expenses. He stated that he was appointed to Shepparton recently for Formula Future and was not provided with an overnight for the night before the event. He stated that it was an 11am start and he now lived in Mt Martha even further from the City. He felt that the officials should not be expected to travel that distance in the morning before an event. J Ciavola stated that his point was noted and added that he would have the matter brought up for the next Board meeting.

3. Junior Age Categories

Merv Dean questioned where CSV stood on the Junior Age Categories matter. He stated that all categories had been lifted from Oct 1 rather than Jan 1. J Ciavola stated that CSV had run with this original directive from CA regarding the junior age categories but had recently received word that other States had indeed been running their events with the standard allocation of age categories. He stated that we would request that a decision be made at the ACF Council Meeting.

As there was no further business, the President declared the meeting closed at 9:50pm
