Note to Members: Proposal of application notices A ‘proposal of application notice’ is a notice that must be submitted to the Council, by the developer, at least 12 weeks before they submit an application for a major development. The notice explains what the proposal is and sets out what pre-application consultation they will carry out with the local community. Please note that at this stage, any comments which the public wish to make on such a notice should be made directly to the applicant or agent, not to the Council. If, however, any of the proposals described on the list as being a proposal of application notice raise key issues that you may wish to be considered during their future assessment, please contact the appropriate team leader/area manager within 10 days of the week-ending date at the appropriate area office . Planning applications If you have any queries on any of the applications contained in the list, please contact the appropriate team leader/area manager within 10 days of the week-ending date at the appropriate office. Applications identified as 'Delegated' shall be dealt with under these powers unless more than 5 objections are received. In such cases the application will be referred to an appropriate committee. In addition, a request to refer an application to committee should be directed to the area manager/team leader within 10 days of the week-ending date at the appropriate area office . A Member should only request that a team leader or manager consider referring a delegated application to committee if the Member still has concerns about an application after having discussed the matter with the team leader/area manager. Please note that comments can only be submitted via the website for a period of 21 days from when the application is registered. If you wish to make comments after this date, please check with the case officer that the application has not yet been determined . Any comments submitted after this date must be done either by email or letter - you will not be able to use the website.     1 Helen Fogg Journal - 1926 May 31, 1926 – Paris A most hideous day from whatever point of view it is taken. Last night we decided we must get back to England, so we promptly said that the 11 o’clock train was the one for us to take. But the Papal Palace had to be seen at any cost, although to us it is not a beautiful or in any way an inspiring place. A large group of people were waiting for a guide who appeared at 9 o’clock sharp and with a thump of his cane called us all to attention. And then we began to walk, stopping occasionally to crane our necks at a niche in the walls where there had once been a statue, to look at ceilings which had once been covered with marvelous frescoes, and to gaze at the reproductions of tombs the originals having long since been moved elsewhere. I did feel a certain thrill standing in the window overlooking the courtyard, where the popes gave the benedictions to the masses of people below. When I could disengage myself from the now yawning sightseers, I could imagine the pope and all his attendants sweeping through the vast rooms, and I made them alive for a few moments with life and color. It is a vast place, but it is no wonder when you think of the numbers of retainers necessary for the palace of a pope. There were many who simply tasted the food and the wine that he was going to drink.

    Revaluation 2017 Guidance Note Valuation of Yards 1.0 Introduction This guidance note should be used for the valuation of yards. This includes: • Subjects where the valuation is comprised only of yard. • Subjects where the valuation is comprised only of yard and portable buildings. • Subjects where the valuation is comprised of yard and permanent buildings, but where in the valuer’s opinion the predominant beneficial occupation of the subject by the hypothetical tenant is by use of the yard. It is also appropriate to use this guidance note for the valuation of land not strictly deemed to be used for solely industrial purposes. Examples may include (but are not restricted to): • Vehicle sales/hire (including caravans, but except where part of a vehicle sales showroom subject) • Lorry/trailer park • Off-road driver training The rates contained in this guidance note should not be applied to yard areas which are ancillary to buildings such as industrial buildings. 2.0 Basis of Valuation This category of subject should be valued by the comparative principle based on a consideration of local rental information. 3.0 Measurement The entire site should be measured and a record taken of areas incapable of significant beneficial use. Examples may include: • Grassed areas • Heavily sloped areas • Very narrow strips of land (eg, between a building and perimeter fence) These areas should be excluded from valuation. Where the subject has more than one type of surface this should be recorded and the sizes of each respective surface individually noted.
