Chapter 7 Heritage - Neglect & Destruction February 2018 The “Lillie Enclave” Fulham Within a quarter mile radius of Lillie Bridge, by West Brompton station is A microcosm of the Industrial Revolution - A part of London’s forgotten heritage The enclave runs from Lillie Bridge along Lillie Road to North End Road and includes Empress (formerly Richmond) Place to the north and Seagrave Road, SW6 to the south. The roads were named by the Fulham Board of Works in 1867 Between the Grade 1 Listed Brompton Cemetery in RBKC and its Conservation area in Earl’s Court and the Grade 2 Listed Hermitage Cottages in H&F lies an astonishing industrial and vernacular area of heritage that English Heritage deems ripe for obliteration. HS2 Growth Task Force – The Challenge Response from the Royal Borough of Kensington and Chelsea and London Borough of Hammersmith & Fulham The local authorities welcome HS2 Limited’s revised delivery role to make High Speed 2 an engine for growth. They are pleased to be able to provide the following response that identifies specific opportunities for the development of land at and around the proposed Old Oak Common HS2 / Crossrail station, and demonstrates how these opportunities can be realised to maximise local economic growth. The authorities would also like to draw attention to how the design and development of Old Oak Common station can best support regional development, how parts of this development can be delivered in advance of HS2, and highlight an opportunity to achieve a capital return on the North Pole Depot which is owned by the Department for Transport. This response identifies the opportunity for 92,000 jobs and 22,500 new homes. However, without the outlined changes to current HS2 proposals half the new homes and a quarter of the new jobs will not be created and redevelopment of Kensal Canalside Opportunity Area will be effectively sterilised. STATUTORY INSTRUMENTS 2007 No. 1790 TRANSPORT The Railways (North and West London Lines) Exemption Order 2007 Made - - - - 21st June 2007 Laid before Parliament 25th June 2007 Coming into force - - 11th November 2007 The Secretary of State makes the following Order in exercise of the powers conferred by sections 24(1) and (2), of the Railways Act 1993(a). Citation and commencement 1. This Order may be cited as the Railways (North and West London Lines) Exemption Order 2007 and comes into force on 11th November 2007. Interpretation 2. In this Order— “concession agreement” means an agreement entered into by a TfL company, pursuant to which another person agrees to provide a railway passenger service for that TfL company; “TfL company” means Transport for London or any of its subsidiaries; and “TfL concessionaire” means, in respect of a railway passenger service provided for a TfL company, the person who has agreed by a concession agreement to provide that service. Franchise exemption 3. Exemption from designation under section 23(1) of the Railways Act 1993(b) (passenger services to be subject to franchise agreements) is granted to each TfL concessionaire in respect of any railway passenger service operated by that concessionaire on a route specified in the Schedule. 98 Manor Way, Beckenham, Kent BR3 3LR 07843 234002 www.westlondonlinegroup.org.uk March 2014 SUGGESTED LAYOUT and SERVICES FOR OLD OAK COMMON FOR WEST LONDON LINE, NORTH LONDON LINE, GREAT WESTERN MAIN LINE, CROSSRAIL and HS2 plus WEST COAST MAIN LINE and MIDLAND MAIN LINE There is a lack of detailed and complete information in Network Rail’s London & South East Route Utilisation Strategy regarding demand on the West London Line and others in the area that would arise from an interchange with the Great Western Main Line (GWML), Crossrail and High Speed 2 (HS2) at Old Oak Common that would also be integrated with the regeneration proposals in this area. We have therefore set out below our suggested revisions to TfL’s proposed Option A for the layout for the Old Oak Common interchange. Our suggestions should accommodate anticipated increased rail demand arising generally, from growth on the WLL, WLL and other lines’ connections with Crossrail/GWML and HS2, and the need to produce a Premier Interchange that is ‘future-proofed’ until at least 2080. We believe these suggestions are workable and provide better rail capacities and integration, with lesser impacts on residents and ecological areas, and with no sprawl. Our suggested curves are no tighter than elsewhere in Option A; ideally these should be eased to minimise ‘wheel squeal’ and running times. The feasibility of our suggestions in terms of gradients and height clearances for running tracks would need to be checked. The HS2 and Crossrail/GWML platforms are unchanged, although we would urge that the HS2 platforms are elevated to reduce vertical interchange distances between them and other lines (and presumably the spoil to be removed for the HS2 station box): this elevation should also ease our suggested connections between the HS2 tracks and those of Crossrail and the WLL. -

98 Manor Way, Beckenham, Kent BR3 3LR 020 8650 0667 www.westlondonlinegroup.org.uk WEST LONDON LINE GROUP CALLS FOR NEW STATION The West London Line Group is calling for Westway Circus, a new West London Line station, to be built underneath the roundabout at the junction of the A40(M) Westway and the A3220 (West Cross Route). Westway Circus will be at the heart of a very high rail transport use area (Wood Lane is recorded as having the highest usage of all new stations opened in the last few years), while offering a new and extensive set of destinations not reachable from Wood Lane station. Westway Circus users would access a wide range of destinations directly by:- London Overground on the West London Line between Clapham Junction and Willesden Junction and on the North London Line from Willesden Junction to Stratford; and Southern’s West London Line Metro service between South Croydon and Milton Keynes Westway Circus users would also benefit from a number of interchanges, such as Willesden Junction, Watford Junction, Milton Keynes, Clapham Junction, East Croydon and later Old Oak Common and Imperial Wharf, which between them would offer an even wider choice of destinations (see below). Westway Circus should combine features seen elsewhere on the West London Line, viz.:- (i) a single ticket office below the tracks for all users – as at Imperial Wharf; (ii) a shared public and railway access – as at Kensington Olympia; (iii) eight-car platforms, with passive provision for twelve-car trains – throughout At Westway Circus the public access would be used by both cycles and pedestrians, but would be overseen by railway staff in the ticket office, thus making the access more secure for non-rail users.
