Part 90). In preparing this document, ATSDR has collected relevant health data, environmental data, and community health concerns from the Environmental Protection Agency (EPA), state and local health and environmental agencies, the community, and potentially responsible parties, where appropriate. In addition, this document has previously been provided to EPA and the affected states in an initial release, as required by CERCLA section 104 (i)(6)(H) for their information and review. The revised document was released for a 30-day public comment period. Subsequent to the public comment period, ATSDR addressed all public comments and revised or appended the document as appropriate. The public health assessment has now been reissued. This concludes the public health assessment process for this site, unless additional information is obtained by ATSDR which, in the agency’s opinion, indicates a need to revise or append the conclusions previously issued. The major phosphate mines in this region are open pit or contour strip operations that were developed near surface exposures of the Phosphoria Formation. The area encompasses 2,500 square miles in southeastern Idaho that fall within Caribou, Bingham, Bannock, and Bear Lake counties (Appendix A, Figure A-1). In 1996, several horses pastured downstream from a historic mine in the Resource Area were diagnosed with chronic selenosis, which is characterized by erosions of long bones, emaciation, hoof lesions, and loss of mane and tail hair. In 1997, another group of horses pastured on a different piece of mine property in the Resource Area were also diagnosed with selenosis. These poisonings, along with problems reported in sheep, prompted public and agency concern about potential releases of selenium to the environment from mining activities and the impact on human health. The Bureau of Community and Environmental Health (BCEH), Division of Health, Idaho Department of Health and Welfare (IDHW) has a cooperative agreement with the Agency for Toxic Substances and Disease Registry (ATSDR) to conduct public health assessments and consultations for hazardous waste sites in Idaho. As part of this cooperative agreement, BCEH released two health consultations in 1999 to evaluate selenium contamination in the groundwater and selenium contamination in beef, elk, sheep, and fish in the Resource Area. In 2003, BCEH released another health consultation to evaluate selenium contamination in fish in streams of the upper Blackfoot River watershed. Under the cooperative agreement, BCEH conducted this comprehensive public health assessment. In this public health assessment, BCEH revisited the conclusions and recommendations made in past health consultations for groundwater, beef, elk, sheep, and fish (BCEH 2001a, 2001b, 2003). Annex A addresses the exploration, development and establishment of the Oregon Trail from Missouri to Oregon. Annex B outlines the chronology of the Oregon Trail development. Annex A: History of the Oregon Trail Introduction The Oregon Trail reference is in Figure 1. It is the overland pioneer route to the northwestern United States. About 3200 km (about 2000 mi) long, the trail extended from Independence, Missouri to the Columbia River in Oregon. Part of the route followed the Platte River for 870 km (540 mi) through what is now Nebraska to Fort Laramie in present-day Wyoming. The trail continued along the North Platte and Sweetwater rivers to South Pass in the Wind River Range of the Rocky Mountains. From there, the main trail went south to Fort Bridger, Wyoming, before turning into the Bear River valley and north to Fort Hall in present-day Idaho. In Idaho, the Oregon Trail followed the Snake River to the Salmon Falls and then went north past Fort Boise (now Boise). The route entered what is now Oregon, passed through the Grand Ronde River Valley, crossed the Blue Mountains and through a small portion of present-day Washington before reaching the Columbia River. The material contained in this paper is largely a compilation from various sources, but is in part based on the writer's examinations of gravels in the Fort Hall Bottoms, near Fort Hall, Bingham County, Idaho, and near Moran, Lincoln County, Wyo. Its presentation at this time is thought to be warranted by a constantly increasing demand for information concerning the occurrence and recovery of the fine gold of Snake River. This short paper will probably be sup­ plemented as the result of further studies which the writer expects to make in the preparation of a report on the placer deposits of the United States.     Blackfoot River TMDL Implementation Plan assembled by: Pocatello Regional Office Idaho Department of Environmental Quality 444 Hospital Way, # 300 Pocatello, ID 83201 February 2006 “Take a good look Missus” came a heated tone from the drover! “This is the last big herd you’ll see commin’ through this country. And it’s all because of you (settlers)!” Hatasu Oleson heard the drovers message as she stood in her doorway watching the big herd of cattle move. She and her husband, Leo, had settled above the Blackfoot Marsh in 1919. Large herds of cattle had been trailed through Wyoming, Utah and Idaho for years to graze the open grass country. Settlers were establishing themselves in this new country and making changes to this tradition. Each year settlers grazed the early spring grass before the big herds came through and then put their livestock back out after the herds left. Drovers saw the open range being parceled and may have noticed the grass being depleted and so, changed their lifestyle. Living is changing! This is a story of changes in our watershed. The Shoshones lived in and traveled this region early on with trappers joining to harvest the fur bearing wealth. Trappers tell of large beaver ponds, the dams stretching a mile long across a valley or several stair-stepped dams running down deep draws. In the 1930s through the 1950s beaver numbers dwindled seriously, enough so that the state hired staff to manage them. In the 1950’s, 10,000 muskrats were trapped from Greys Lake. These pelts were money makers and often the animals were considered pests by early settlers.
