    Annex C WBC Code of Conduct Consultation - Consultation Feedback Response from: Charvil Parish Council The consultation document was considered at our recent Council meeting, and they were happy with it (after a long discussion about the maximum amount for gifts before having to declare – which is purely academic as none of them have ever been offered anything!!!). The only point that we had was that No. 15 is irrelevant to us as a non-political council, so we would just delete it when adopting a revised code. Finchampstead Parish Council Best practice 1: Agree with proposed change. Best practice 5: No strong view as it rarely affects us, but £100 seems very high. A compromise position of £50 could be appropriate. Best practice 9: There should still be an informal route for resolving breaches of the code, provided this can progress to a formal review if it cannot be resolved informally. No strong view on whether the outcomes of these informal reviews should be published. Should complaints lodged but not investigated be published, along with the reasons – ref Best Practice 6? Best practice 11: Agree that there should be a more specific approach rather than leaving it to the Town or Parish Council’s discretion. However, it is imperative that a Clerk is able to make a complaint direct rather than having to get the backing of the Chair or the Council, unless the Clerk wishes to do this. Likewise a Councillor should be able to make a complaint direct. Agree that Town/Parish Councils should take corporate responsibility rather than leaving it to the Clerk, but there has to be some confidentiality, at least at an early stage.

It is recognised as a contributing factor in the onset of heart disease and cancer. Additionally, air pollution particularly affects the most vulnerable in society: children and older people, and those with heart and lung conditions. There is also often a strong correlation with equalities issues, because areas with poor air quality are also often the less affluent areas 1,2. The annual health cost to society of the impacts of particulate matter alone in the UK is estimated to be around £16 billion 3. The major source of air quality pollutants in Wokingham Borough is road transport, and the main pollutant of concern is nitrogen dioxide (NO 2) Three Air Quality Management Areas (AQMAs) have been declared for exceedances of the Annual Mean NO 2 Objective.     General Guidance on making a representation on the Draft Managing Development Delivery Development Plan Document (Participation version) – June 2011 The Managing Development Delivery DPD will amplify the approach in the adopted Core Strategy regarding where development could go within the borough to 2026 and how it will ensure exceptional development is delivered which enhances the area’s character and environment. The Managing Development Delivery DPD when finalised will include policies about where everything from homes, shops, offices, schools and leisure facilities should be developed, including design and landscaping. The Draft version of the document details the various options for planning policies that the Council considers are appropriate for the borough having regard to the framework provided by the Core Strategy together with national policy and previous consultation. Through this consultation, the Council is seeking your views on whether you think these approaches to planning policy are appropriate. You do not have to comment on all the areas listed in the document. Further information on the maps A number of issues are only likely to affect specific parts of the borough i.e. areas close to rivers could be affected by flooding. To help you understand how the Council’s policy approaches could affect you, it has produced maps showing which areas would be covered.     PART 2 THE CHARACTER OF THE WOKINGHAM LANDSCAPE 5 LANDSCAPE TYPE A: RIVER VALLEYS Landscape Character Areas A1: Thames River Valley A2: Loddon River Valley A3: Blackwater River Valley Characteristics of Landscape Type 5.1 There are three character areas classified as being of the River Valley landscape type. These correspond to the valleys of the Rivers Thames and Blackwater which respectively, define the north and south boundary of the district and the Loddon which bisects the district, in a south-north direction. This landscape type is distinguished by a flat lowland alluvial/river terrace floodplain supporting a mixture of arable and pastoral farmland generally set within a partially wooded context creating a semi-enclosed landscape. Key Characteristics • Flat to gently shelving. • Predominantly alluvial floodplain with some areas of river terrace. • Important wetland and marginal habitats. Wokingham District Landscape Character Assessment 52 • Pastoral fields and meadows with large arable fields further away from river. • Semi-enclosed landscape with open fields framed within a wooded backdrop. Relationship to Berkshire Landscape Character Assessment 5.2 The River Valley landscape type corresponds to Type B: Lower River Floodplain of the Berkshire Landscape Character Assessment. The particular character areas are B4: Hurley Thames, B6: Lower Loddon and B7: Blackwater. Generally, there is good parity between the boundaries of the landscape types. The main distinction is that two small areas within the valleys of the Thames and Blackwater have been separated into the River Valley with Open Water landscape type. Additionally, there have been some minor boundary changes due to the more detailed scale of this assessment including some areas where River Terraces have been distinguished from the main valley landscape.
