Per Wisconsin Administrative Code Trans 55, airports are required to submit responses as a condition of receiving state funding. More importantly, the survey results serve as a comparative tool to help airports gauge financial practices and needs. In February 2021, the 2020 Rates and Charges Survey was distributed to the 97 airports included in the Wisconsin State Airport System Plan (SASP). Respondents completed the survey by using an online survey tool or by submitting a hard copy. Of the 97 SASP airports, 91 provided a response to the survey. Respondents included all eight commercial service airports, all 14 large general aviation (GA) airports, 45 out of 48 medium GA airports, and 24 out of 27 small GA airports, for a total SASP response rate of 96 percent. A complete list of responding airports can be found at the end of this report starting on page 31. It is important to note that airport representatives were responsible for the accuracy of the answers provided. If there are questions regarding specific airport data, please consult the airport directly. This report is an overview of the 2020 survey results. Complete rates and charges survey data can be found on the BOA web site: https://wisconsindot.gov/av-pubs. Trends and Observations While much of the reported rates and charges only vary slightly year to year, a few trends and observations were identified following this year’s survey, many which can likely be attributed to effects of the pandemic. The average 100LL fuel price dropped to its lowest point since before 2012. Similarly, Jet A fuel prices decreased significantly in 2020. Figure 1 depicts the average fuel prices reported since 2012. Similarly, the amount of 100LL sold at GA airports decreased dramatically along with the amount of Jet A sold at commercial service airports. The average annual ground lease rate for a private hangar across all HISTORICAL FUEL PRICES responding airports increased by two cents to $0.16 per square foot. The 100LL Jet A most common rate also increased two $6 cents to $0.10 per square foot. $5 On a positive note, the number of $5 aircraft maintenance providers and $4 flight instruction opportunities increased compared to 2019. It was available at all commercial service and large GA airports, all but two medium GA airports, and at 13 of 24 responding small GA airports. Of the 78 airports reporting 100LL sales, 46% indicated that the 100LL fuel was sold by a Fixed Base Operator (FBO) and 53% indicated that the fuel was sold by the airport itself. Fuel flowage fee data remained unchanged from 2019. Fuel flowage fees were levied at 59% of airports reporting 100LL sales in 2020 and averaged $0.24 per gallon. However, fuel prices on December 31st decreased significantly from an average of $4.59 per gallon in 2019 to an average of $4.06 in 2020. 100LL prices on December 31, 2020 are depicted on Figure 2 (p.7). In addition, Figure 3 (p.8) illustrates the quantity of 100LL sold at each airport. The average quantity of 100LL sold in 2020 decreased from approximately 42,000 gallons in 2019 to 23,000 gallons in 2020, a 45% decrease. However, commercial service and large general aviation airports actually reported a slight increase in 100LL sales compared to 2019, while medium and small general aviation airports reported a 62% and 88% drop in sales respectively. All commercial service airports and large GA airports reported Jet A sales. In addition, 33 of 46 medium GA airports and one small GA airport reported Jet A sales. A total of 32 airports indicated that an FBO was the Jet A seller, while 24 airports specified that the airport sold the Jet A. Fuel flowage fees for Jet A were charged at 68% of airports reporting Jet A sales. Fuel flowage fees for Jet A averaged $0.26 per gallon sold, a substantial increase from 2019. Much like 100LL fuel prices, Jet A prices on December 31, 2020 decreased significantly when compared to 2019. The average price was $3.61 per gallon in 2020. Jet A

These comments were surprising given the fact that the American system handles orders of magnitude more traffic than any other in the world at efficiency and safety levels and costs per operation that are second to none. While AOPA is open to proposals aimed at making the air traffic control system more efficient and delivering technology in a timely and cost-effective manner, we have consistently said we will not support policies that impose user fees on general aviation. Additionally, we are also concerned about the impact of these proposed reforms on general aviation based on what we have seen in other countries. As a 2016 study by Delta Airlines said, “nations that have privatized ATC have seen operational costs increase at a much higher rate than has been seen in the US under the FAA.” We will continue to work with the administration and members of Congress including the General Aviation Caucus to protect the freedom to fly and ensure that safety, access, and costs are protected and addressed. This revised guidebook is designed to help communities and airports work cooperatively to plan for and establish compatible land use around airports and work towards mitigating existing incompatible conditions. Land use compatibility is a significant, yet often unrecognized, factor in aviation safety. When asked to describe an airport safety-related matter, many people refer to the perimeter fencing or the security checkpoint within an air carrier airport. Seldom does the average citizen recognize that bright lights, residential developments, wetlands, and tall towers pose hazards to airports, their users, and nearby residents.

    MINUTES OF THE AIRPORT COMMITTEE A regular meeting of the Airport Committee was held at the Airport on April 5, 2017. The following committee members were present: Chair: Carol Feller-Gottard, Angie Schreiber and Dave Solin Members Absent: none Others present: Josh Walker, Airport Manager, Cameron Berg and Allan Horzewski. Call meeting to order. The meeting was called to order by Chairperson Feller-Gottard at 5:30 p.m. Approve or amend the minutes of February 1, 2017 Airport Committee meeting, with possible action Motion by Solin, second by Feller-Gottard to approve the minutes of February 1, 2017 Airport Committee meeting. All ayes, motion carried. Approve or amend the April 5, 2017 agenda as printed. Motion by Solin, second by Schreiber to move agenda item Review Airport Correspondence moved from Number 7 to Number 5 and approve agenda. All ayes, motion carried. Review Airport correspondence, with possible action. Cameron Berg gave an update on the Unmanned Aerial Vehicle (UAV) project. Berg stated that they have been meeting with companies around the State and region for construction projects. So far the activities have generated substantial interest. Another division of Unmanned Systems Inc. is working with local agriculture groups. Unmanned Systems Inc. is planning to scan local fields and provide famers with information they can use to make decisions on fertilizer and insecticide applications. It is a collaborative effort between local groups and Unmanned Systems Inc. Local farmers are showing interest in the project. Unmanned Systems Inc. is planning to install an ADS-B network (similar to radar) to monitor their aircraft.
